Visalia City Council members honored Cox s memory during Monday s meeting with remembrances and a moment of silence. Flowers and a framed portrait of Cox filled his spot on the dais. Vice Mayor Cox was a husband and a father grounded in his faith. He had a big heart, serving not only his church but the community he lived in, Mayor Steve Nelsen said.
