For some time now, people in the Ohio Valley have wondered where the self-described watcher of Wheeling’s streets has been. Charles “Moondog” Waldrum Jr., a regular sight on his flag-adorned bicycle, is convalescing at Peterson Healthcare and Rehabilitation Hospital in Wheeling after undergoing surgery to remove his leg. Waldrum has suffered from circulation problems in his legs and this recent surgery was the end result. Adding to his woes, Waldrum recently lost his sister Mary Ann Walker, who was found dead in her Steubenville home on Dec. 9. ....
