Commissioners question sheriff’s use of discretionary fund

CHARLES TOWN The Jefferson County Commission has questioned Sheriff Tom Hansen’s use of discretionary funding in his office for items they would not likely have approved.
Earlier this month, Hansen’s office hosted a Cruiser Competition event, welcoming multiple police jurisdictions to Jefferson County to attempt to earn bragging rights for their vehicles. Expenses for the event were incurred and paid out to three vendors out of the sheriff’s Concealed Carry Permit discretionary fund.
Commissioner Jane Tabb brought up the expenditures during the approval of manual checks portion of the commission meeting. Hansen had written the checks to pay the three vendors from an account on which he is the only signatory. Tabb confirmed that although the commission “technically has to approve all manual checks,” the checkbook for the account is ....

KEYSER - Just one day after the City of Keyser’s attorney stated that the city council had acted properly in rescinding Curtis Perry’s appointment to the council, Perry fired off a letter to Prosecuting Attorney Cody Pancake saying the fault still lies with the city.
In a statement from attorney Scott McClure which was read Wednesday evening by mayor Damon Tillman, it was stated that the council was able to legally rescind Perry’s appointment because Perry never took the oath of office for the position. ....

The Events Committee for the City of Ripley is doing just what the name implies. The group is already making plans for the Fourth of July and the annual Chocolate Festival.
Mayor Carolyn Rader shared with City Council the basic plan that the committee, which consists of Rader, Bobbi Ferrell, Matt Anderson, and Mike Ruben, has been discussing.
“This year the Fourth of July falls on a Sunday,” she said. “Our suggestion is to hold the parade and fireworks on Saturday. This gives us a little leeway for the fireworks in case there’s rain.” ....

Judge backs up earlier ruling regarding holiday pay for Martinsburg firefighters


MARTINSBURG – A Berkeley County judge has denied the City of Martinsburg’s request to alert or amend an earlier order regarding pay for its firefighters.
In the order filed December 20, Circuit Judge Laura Faircloth says the city should pay the plaintiff firefighters with a minimum of 24 hours compensatory time or 36 hours pay for each legal holiday according to state code.
Faircloth ruled in the matter earlier this summer from the bench, but the city had filed a motion asking her to alert or amend the previous order. The city argued Faircloth didn’t follow a 1986 state Supreme Court ruling, but the judge said that ruling didn’t apply in this case because Martinsburg firefighters work 24-hour shifts. ....
