Independence settles for $82,000 over arrest

The city of Independence earlier this year paid $82,500 in a legal settlement connected to an arrest last year outside a grocery store, during which an officer appeared to strike a man twice. 
The arrest happened Feb. 1, 2020, outside the Price Chopper at 4201 S. Noland Road, after a manager called police regarding a disturbance, and was captured on surveillance video, which along with the settlement was obtained by The Examiner through a records request. 
In one video clip, the man, identified in the settlement as Lawrence Jackson, and two officers walk outside the store, and one officer, David Wehlermann, appears to jab his finger at Jackson, then grabs him. During the ensuing scuffle, Wehlermann appeared to strike Jackson twice before taking him to the ground, then had his knee on Jackson’s back.  ....

Independence utility ratepayers will again be charged a fee if they pay their bill using a credit or debit card. 
The City Council voted Monday to stop waiving the $4.95 credit card convenience fee for utility bill payments. The change is effective June 1. 
The credit card fees have been waived since April 1, 2020 – shortly after the pandemic started – as a way to help citizens cope with the sudden costs or loss of income. 
The city started implementing the fee in 2019, and at the time city staff said about 40 percent of utility customers paid via credit card or eCheck. The $4.95 fee covered what the city’s credit card processing vendor charged, as the city cannot make money on processing.   ....

While state and federal agencies look into the energy prices during February’s cold snap, some Independence City Council members warn about sticker shock if the city’s electric utility has to recover some costs. 
The municipal utility had told customers a few weeks ago that they would see slightly higher bills into the summer due to the cold snap. To recover some of those costs, IPL said customers would see an increase of about $9 to $10 in the fuel-cost-adjustment portion of their bill for several months. Department director Jim Nail said he chose that method rather than a single, higher add-on to bills.  ....

Although the Bingham-Waggoner Estate and the Vaile Mansion in Independence will reopen to the public May 1 after being closed more than a year amid the pandemic, the city does not plan to reopen the National Frontier Trails Museum before the end of 2021. 
City Manager Zach Walker, echoing a previous sentiment by Mayor Eileen Weir, said there are no plans for the museum on Pacific Avenue south of the Square to be permanently closed, though.
“It really became cost-prohibitive this year,” Walker said. “We’re trying to hedge against future losses.”
Revenue from the city’s hotel sales tax, which provides nearly all of the city’s tourism division funding, took a tremendous hit during the city’s fiscal year that ends June 30 – about $1 million, Walker said. ....

Independence mulling major refinance for Crackerneck bonds

The Falls at Crackerneck Creek development has been a financial albatross for the city of Independence for a dozen years. City officials are mulling how best to keep the tax-assisted project from being worse.
Financial advisers for the city have proposed taking advantage of historically cheap bond interest rates through refinancing and continuing to use funds from other more-lucrative development areas to support what’s commonly known as the Bass Pro TIF (tax increment financing). 
Bryan Kidney, director of finance and administration, and bond advisers say the refinancing deal should go before the City Council in the next month or two. If the deal goes through, It would be the third time the bonds have been refinanced for the development that started shortly before the Great Recession of 2008-09 includes and surrounds Bass Pro Shops near Interstate 70 and Missouri 291. ....
