The first time salmon were released above Chief Joseph and, later, Grand Coulee dams, Hemene James watched elders from the Coeur d’Alene Tribe. Many weren’t even old enough to remember when salmon last swam in those waters.
In their faces he saw pure emotion, as salmon slipped into the waters where they hadn’t been since Grand Coulee Dam blocked their path in 1942.
Then, he looked at the children. Their excitement was infectious. They jumped and ran into the water, trying to catch the fish swimming upstream.
“It was a little, tiny glimpse of what our world used to be like in the days that the fish were here. So it was very moving and very encouraging,” James says. “This work gets monotonous at times and you feel like you re spinning your wheels. But that was that glimmer of hope from the old ones that you guys are on the right path. Keep moving.” ....

Her book on the Columbia River Treaty, A River Captured
, was released in 2016. Recently, her travelling exhibit on the Columbia River Treaty, curated for Touchstones Nelson, won a national award from the Canadian Museum Association.

Salmon spawn in the upper Columbia after an 80-year hiatus
Scientists from Colville Tribes and the Washington Department of Fish and Wildlife say this is an important first step to restoring a healthy population.

For the first time in more than 80 years, salmon have spawned above the Grand Coulee Dam. It’s the beginning of a study by the Confederated Tribes of the Colville Reservation to bring salmon back to the Upper Columbia River.
This fall, Colville research scientist Casey Baldwin walked up and down the Sanpoil River, upstream from the dam, searching for salmon redds. In August, the tribal fisheries managers had released 100 fish with PIT tags Passive Integrated Transponders to track the salmon. They’d hoped to see if the fish survived and spawned. ....
