Missouri Supreme Court rules in favor of Medicaid expansion

Missouri must expand Medicaid to low-income residents, the state Supreme Court ruled unanimously on Thursday, finding that a state ballot initiative that voters approved last year was constitutional.
The decision overturned a lower court ruling that said the ballot measure approving expansion had violated state law.
“The court has said the law is very clear, and that sends a very clear message to both the governor and the legislature that they need to get on with implementation,” said Chuck Hatfield, a partner at Stinson law firm and one of the attorneys who brought the current suit, stressing that the decision was 7-0. ....

Treatment Program Closes At Great Circle

Following a slew of problems including an FBI raid, employee arrests and legal battles, Great Circle’s residential treatment program at the behavioral health center’s headquarters in Webster Groves has closed.
The nonprofit’s residential treatment program closed on Friday, April 30, but all other operations at the Webster Groves campus at 330 N. Gore Ave. will continue. That includes Great Circle Academy, an accredited K-12 school that provides specialized education and therapy services for hundreds of area students each school day. Other services also include family and parent support, home visits, foster care case management, autism respite and more. ....

Missouri lawmakers must finish work on the fiscal 2022 budget by Friday. 
And while the biggest spending issue of the session, Medicaid expansion, is off the table, there are other big issues to resolve in the state-run health care program.
One of the largest is whether to provide a cushion for hospitals that will lose revenue when the Department of Social Services changes the way it pays for some services on July 1. The Senate spending plan includes $50 million to smooth the transition to what the department calls the Outpatient Simplified Fee Schedule, money that does not appear in the House version of the budget. ....

Missouri Medicaid Expansion Proponents Likely Need Courts To Push Through Voter-Approved Plan


How the courts act could depend on what Gov. Mike Parson s administration does over the next few months.
In August 2020, voters approved a constitutional amendment that would expand Medicaid to those at 138% of the federal poverty level. For 2020, this was an annual income of $17,600 for an individual and roughly $36,000 for a family of four. Gov. Mike Parson, an opponent of Medicaid expansion, included money to pay for it in his fiscal 2022 budget which lawmakers have to send to him in the coming days.
But the GOP-led House chose not to include funding for expansion, contending that, among other things, they were worried about the impact of the move on future budgets. The Senate voted 20-14 late Wednesday ....
