A widespread internet outage affecting Spectrum customers Monday forced the Portland City Council to reschedule its virtual meeting to next week, putting off its reconsideration of creating a new historic district on Munjoy Hill.
The council’s livestream was interrupted less than an hour into the meeting, prompting the council to postpone the meeting until next Monday at 5 p.m.
“In an effort to ensure that everyone who wants to participate can, the meeting has been postponed to Monday, April 12 at 5 p.m.,” City Hall spokesperson Jessica Grondin said in a news release. ....

A controversial proposal to create a new historic district in Portland has been given new life.
The City Council narrowly voted Monday to reconsider its 5-4 rejection of the Munjoy Hill Historic District early this month, nearly killing a preservation effort three years in the making.
Rather than calling another up-or-down vote on the proposed district Monday night, the council will take up the proposal again on April 5 after staff have the opportunity to provide additional information in response to specific council questions. The council also may vote April 5 on a resolution to conduct an economic and racial impact study of the city’s existing historic districts and make that analysis part of any future district proposal. ....

An effort to create a historic district on Portland’s Munjoy Hill may be brought back to life.
The council voted 5-4 against the proposal on Feb. 1, apparently ending the three-year effort. But City Councilor Andrew Zarro, who voted with the majority in opposition, is planning to ask the council on Monday to reconsider his vote. That would erase the Feb. 1 defeat and give Zarro and other councilors until April 5 to get additional information and vote again. ....
