Transgender student-athlete bill heads to Missouri House floor


Legislation limiting which athletic teams a transgender student-athlete can compete for passed out of committee Thursday and now heads to the Missouri House floor.
House Joint Resolution 53 filed by Chuck Basye, R-Rocheport, passed by a vote of 7-5 in the House Rules  Administrative Oversight Committee.
Basye filed his bill as an amendment to the Missouri Constitution.
If the bill makes it all the way through the legislative process, it would need Missouri voter approval to take effect.
What does the bill say?
Basye describes the bill as addressing an issue of fairness, he said during a hearing last month in the House Emerging Issues Committee. When Basye introduced his bill, the way it was worded would prevent transgender athletes from participating on athletic teams that aligned with their gender identity and instead require them to participate in teams of their assigned birth gender.  ....

Missouri school districts could issue teaching permits to people who aren't state certified

School districts could issue teaching permits to people who aren t state certified to teach under a proposal debated by lawmakers this week.
Rep. Bishop Davidson, R-Republic, said the permits could account for 5% of the teaching faculty within a single district and would address a number of Missouri’s K-12 needs.
“One is the immediate teacher recruitment issue of getting teachers and more teachers into our schools,” Davidson said of House Bill 439.
“Two, I think more broadly, ensuring that we can bring in teachers and have an adaptive teaching profession to what is an evolving economic outlook. I think we are moving away from the 40-year, retire at 62, single-career workforce, and more towards a five to 15-year multi-career workforce, he said. I think this creates a more adaptable teaching profession that s going to be able to take advantage of that multi-career workforce in the future.” ....
