State officials: Los Altos can meet housing goal

State officials assured residents at a Los Altos forum last week that new housing goals imposed on the city, though daunting, could be met.
Colin Cross, a land-use representative with the state’s Department of Housing and Community Development (HCD), suggested the city could meet its targets – 1,959 new units by 2031, 789 for very-low and low-income residents – through strategies ranging from encouraging construction of accessory dwelling units to building more high-density housing in areas such as the El Camino Real corridor.
The state officials’ talk was the centerpiece of a Feb. 22 virtual forum, “Understanding RHNA,” hosted by the Los Altos Affordable Housing Alliance and a host of other local nonprofit organizations that support affordable housing. ....

Rafael Rios, John Dunbar join race for Napa County District 3 supervisor

St. Helena attorney and Napa Valley College Trustee Rafael Rios III and Yountville Mayor John Dunbar are the fifth and sixth people to announce they are running for Diane Dillonâs seat on the Napa County Board of Supervisors.
Rios and Dunbar join a growing field of contenders also made up of St. Helena City Councilmember Anna Chouteau, Napa County Planning Commissioner Anne Cottrell, grapegrower Cio Perez, and Napa Valley College Trustee Ines DeLuna.
Dillon announced in January that she would not run for a sixth term after representing the vast District 3 since 2002.

Rios came to the Napa Valley from Mexico in 1968 after his family was granted permanent residency based on a petition from his father, who was working in California under the Bracero Program. He graduated from St. Helena High School and earned a bachelorâs degree in landscape architecture at UC Davis, a law degree from Santa Clara University, and an MBA in wine business from Sonom ....

The town of Los Altos Hills is asking residents to take an ADU survey through Feb. 26.
The town of Los Altos Hills has extended the deadline for a survey meant to, in part, gauge residents’ appetite for the construction of accessory dwelling units. The survey is available online through Friday (Feb. 26).
Town leaders are encouraging the constructing of ADUs because, in a town that prides itself on requiring lots to measure at least an acre in size, they are its chief mechanism for meeting state-mandated low-income housing allocations. ....
