At their May 4 regular meeting, the Grand County Commission approved the hire of a consultant to continue advising and training the county on noise ordinance and enforcement issues, voted to be an anchor community in a statewide renewable energy program, and discussed how to handle expansions and remodels for overnight accommodations businesses. Noise Les Blomberg of the nonprofit Noise Pollution Clearinghouse has been helping both Moab City and Grand County rework their noise ordinances in an attempt to address the traffic noise that has been the subject of many residentsâ complaints, letters, petitions and debates at the local and state levels. County Attorney Christina Sloan said that Blomberg, if hired, could continue to assist the county in helping to train law enforcement officers in noise enforcement techniques and also help facilitate a voluntary noise testing event that the county is holding on May 29. ....
Moab City Attorney Laurie Simonson summarized steps the city has already taken toward mitigating street noise at a city council workshop on March 9: It has implemented a 15 mile-per-hour speed limit for off-highway vehicles like UTVs and ATVs on city streets, placed a moratorium on licenses for new UTV-related businesses, and placed a moratorium on on special event permits for ATV events. After the defeat of a proposed state law that would have allowed Moab to place a nighttime curfew on OHVs, the council discussed revising the cityâs existing noise ordinance and approaches to enforcement and touched on coordinating on noise issues with other authorities like Grand County and the Bureau of Land Management. ....
Commission discusses HDHO, noise pollution The March 2 Grand County Commission meeting included deep discussions of two issues paramount to many residents: the high density housing overlay and excessive vehicle noise in residential areas. The commission also discussed new bylaws for the planning commission. At their last meeting, the commission tabled a vote on a set of ârules and regulationsâ meant to clarify certain aspects of the countyâs high density housing overlay policy. The HDHO, passed in 2019, was crafted over many months of discussion and intended to create an incentive for attainable workforce housing by allowing developers to build at higher density than zoning would otherwise allow in exchange for 80% of the housing units being deed restricted for Grand County residents and workers. ....
