Voluntary noise testing at Sand Flats; participants get free entry to recreation area


After months of hammering out new noise ordinances and determining testing protocols and decibel thresholds, Grand County will hold a voluntary vehicle noise testing event near the entry booth for the Sand Flats Recreation Area on Thursday, May 27 from 9 a.m. to 11 a.m. Local law enforcement officers and policymakers will use this event to practice procedures and collect data. No citations will be issued, and participating vehicles will get free entry into Sand Flats.
Both Grand County Sheriff’s deputies and Moab City Police Officers will use law enforcement grade sound meters—of which each agency now has two—to conduct stationary sound checks on participating vehicles using a standard protocol that measures decibels at 20 inches from a vehicle’s tailpipe while the engine is revved to a specific RPM. Law enforcement officers will spend some training hours ahead of the event learning to use the equipment and follow the protocols; the event itself will serve ....

Notes on the May 4 Grand County Commission Meeting: Noise, overnight accommodation and renewable energy


At their May 4 regular meeting, the Grand County Commission approved the hire of a consultant to continue advising and training the county on noise ordinance and enforcement issues, voted to be an anchor community in a statewide renewable energy program, and discussed how to handle expansions and remodels for overnight accommodations businesses.

Les Blomberg of the nonprofit Noise Pollution Clearinghouse has been helping both Moab City and Grand County rework their noise ordinances in an attempt to address the traffic noise that has been the subject of many residents’ complaints, letters, petitions and debates at the local and state levels. County Attorney Christina Sloan said that Blomberg, if hired, could continue to assist the county in helping to train law enforcement officers in noise enforcement techniques and also help facilitate a voluntary noise testing event that the county is holding on May 29. ....

City council tries to hammer out a noise ordinance local businesses can accept


At their regular meeting on April 13, the Moab City Council discussed a proposed noise control ordinance draft for the city. The ordinance covers potential noise pollution from musical instruments to construction, but the primary subject of debate is the section on vehicular noise.
The Grand County Commission also debated the issue of vehicular noise at two workshops last week, focusing on limiting fleet sizes and changing land-use codes.
“The City of Moab is facing an excessive noise problem. The council has heard from citizens that their sleep is being affected, they can’t open their windows at night, and in general their health is being affected as well as their enjoyment of their property,” said City Attorney Laurie Simonson. “The council has also heard that the noise is keeping people from visiting Moab, so it’s affecting our economy.” ....

Moab City Attorney Laurie Simonson summarized steps the city has already taken toward mitigating street noise at a city council workshop on March 9: It has implemented a 15 mile-per-hour speed limit for off-highway vehicles like UTVs and ATVs on city streets, placed a moratorium on licenses for new UTV-related businesses, and placed a moratorium on on special event permits for ATV events.
After the defeat of a proposed state law that would have allowed Moab to place a nighttime curfew on OHVs, the council discussed revising the city’s existing noise ordinance and approaches to enforcement and touched on coordinating on noise issues with other authorities like Grand County and the Bureau of Land Management. ....
