Voluntary noise testing at Sand Flats; participants get free entry to recreation area


After months of hammering out new noise ordinances and determining testing protocols and decibel thresholds, Grand County will hold a voluntary vehicle noise testing event near the entry booth for the Sand Flats Recreation Area on Thursday, May 27 from 9 a.m. to 11 a.m. Local law enforcement officers and policymakers will use this event to practice procedures and collect data. No citations will be issued, and participating vehicles will get free entry into Sand Flats.
Both Grand County Sheriff’s deputies and Moab City Police Officers will use law enforcement grade sound meters—of which each agency now has two—to conduct stationary sound checks on participating vehicles using a standard protocol that measures decibels at 20 inches from a vehicle’s tailpipe while the engine is revved to a specific RPM. Law enforcement officers will spend some training hours ahead of the event learning to use the equipment and follow the protocols; the event itself will serve ....

Moab City passes long-awaited noise ordinance


The Moab City Council passed a long-awaited noise ordinance at their regular meeting on April 27 meant to address general noise complaints from residents across the city, specifically noise stemming from off-highway vehicles. Councilmembers ironed out specific time windows and decibel limits for recreational activity on Tuesday to finalize the ordinance and now look forward to gauging its impact.
“We’re trying to embrace our full spectrum of recreation opportunities that we provide here in Moab. I want the motorized community to hear loud and clear from me and this council that we’re not trying to restrict or reject this type of recreation,” Mayor Emily Niehaus said at the meeting. ....

Officer under scrutiny: Outside party investigates MPD officer conduct in December incident


Moab City Police Officer Steve Risenhoover was placed on administrative duty last week while an investigation into his conduct during a December 2020 incident is ongoing.
Salt Lake City’s Fox 13 released body camera footage of Risenhoover’s response to a Dec. 21, 2020 call regarding suspected domestic violence at a Moab home. In the footage, Risenhoover interviews the couple whose arguments prompted the police call, and they separately report there was no physical altercation. Risenhoover later reaches into the jacket pocket of the man involved in the arguments, and finds ziplock baggies of methamphetamines.
On March 10, Deputy County Attorney Matthew Brooks submitted a motion to the Seventh District Court for the case against the subject to be dismissed with prejudice, meaning the same charges cannot be refiled. The motion notes “there are substantial discrepancies between the arresting officer’s report and bodycam footage.” The Moab Sun News subm ....

Easter Jeep Safari...uncanceled? Event requests change to special event restrictions


Confused yet? After being canceled, then being “in a fluid situation,” then canceled again: the 2021 Easter Jeep Safari is back on pending approval from the Grand County Commission, according to organizers.
County Commission Administrator Chris Baird had previously met with Safari organizers on Feb. 3 and reported presenting two options: capping the event at 250 participants or submitting a request that the commission amend the ordinance in a way that would allow the event to host more people.
However, the Red Rock 4-Wheelers website announced later that day that the 2021 Safari would be canceled “because of the uncertainty of the risk level at Safari time.” The 2021 Easter Jeep Safari is scheduled for March 27 through April 4. ....

An eye on the capitol


The Utah State Legislature is two weeks into their 2021 General Session, and local elected officials are making an effort to keep track of the bills likely to affect Grand County and to make local concerns heard at the state capitol.
At the regular Feb. 2 meeting of the Grand County Commission, County Attorney Christina Sloan spoke about six state bills, with recommendations that the commission take a formal stance in support or opposition for each.
While Grand County contracts with the lobbying firm Red Hill Strategic to help advance Grand County’s interests with legislators, commissioners agreed that active involvement from elected officials will help ensure state legislators are familiar with Grand County’s needs and willing to listen to its representatives.
