Court dates loom for Walnut Cove man charged in paving scam. Lige Bobby Boswell faces new charges in Gaston County.


Lige Bobby Boswell, a convicted scam artist/paving contractor with a particular—and proven—penchant for preying on vulnerable seniors, has seen this movie before.
He knows how it ends, and yet according to court records spread over more than 10 years across the length and breadth of North Carolina, he continues to follow the same plot line.
Boswell picks out a mark, pitches a too-good-to-be-true deal and then proceeds to do a substandard paving job with crummy materials at an inflated price.
Boswell, of Walnut Cove, had a court date Tuesday in Gaston County to answer for three felony charges connected to a similar deal—obtaining property by false pretenses, conspiracy to obtain property by false pretenses and exploitation of the elderly/handicapped. Two more court dates are slated for later this month, one in Forsyth County and another in Stokes, related to … paving scams. ....

But North Carolina case failed to accomplish its goals. After NHCS' state Supreme Court loss, millions in Smithfield fees headed to treasury


The original legal case surrounds whether or not millions that arose out of a July 2000 agreement between then-Attorney General Michael Easley and Smithfield Foods and its subsidiaries actually belonged to the public school system.
Under the N.C. Constitution, penalties must be remanded to public schools in the region being impacted by the violation. But under the legal agreement, Easley directed funds to be held in an escrow account, controlled and administered by his office to approved environmental causes.
A root issue in the case was whether the millions constituted a penalty. The state’s defense centered around the claim the money was offered “voluntarily.” NHCS argued the payments were punitive. ....

Driveway paving debacle will lead to charges, investigator says


WALKERTOWN — Somme Psalm walked down his driveway Friday morning kicking up chunks of newly laid asphalt. He shook his head as pieces came up just from a flick of his shoe.
“It shouldn’t be coming up like this,” he said, his native New York clear in his accent. “I come out every day trying to smooth it down.”
A couple of guys he’d met by chance in the parking lot of a nearby gas station just put it down last week, he said.
“The guy said, ‘Hey I got some asphalt in my truck and we’re looking for a place to dump it, ” Psalm said. “ If you could use a little asphalt, we could give it to you and smooth it. We’re not charging anything. I just want to dump it. ” ....
