On Dec. 14, 2020, the Trump administration sanctioned Turkey’s Presidency of Defense Industries (SSB), along with key individuals involved in the purchase of the Russian-made S-400 surface-to-air missile system. The sanctions were issued under the 2017 Countering America’s Adversaries Through Sanctions Act (CAATSA), a law intended to punish Russia for a wide range of malign activities. While Turkey’s decision to purchase the S-400 one of several decisions that have expanded Russia’s presence in Turkey in recent years[1] presents serious risks to NATO defenses and the F-35 in particular, responding with CAATSA sanctions undermines both the military capabilities and combat readiness of a key member of the transatlantic alliance. ....

Blinken warns Turkey, US allies against purchasing Russian weapons


Speaking at a virtual event, Blinken singled out Turkey as it undergoes talks with Russia for a second purchase of the S-400 anti-aircraft weapons system, saying it could be penalized under the Countering America s Adversaries Through Sanctions Act (CAATSA). 
It s also very important going forward that Turkey, and for that matter all U.S. allies and partners, avoid future purchases of Russian weaponry, including additional S-400s, Blinken said.

Any significant transactions with Russian defense entities, again, could be subject to the law, to CAATSA, and that s separate from and in addition to the sanctions that have already been imposed, he added. ....

Turkey to give credit support for investments in defence sector

Turkey’s Presidency of Defence Industries (SSB) will continue giving credit support for investments in the defence sector this year, according to a statement released by the procurement agency on its website on 10 April.
The size of the credit support that has been given to companies and projects for investments and development activities carried out by the SSB and initiated in 2020 will reach TRY300 million (USD36.8 million).

Turkey is facing a steep climb as it works to complete development of its TF-X fighter jet or risk seeing its air fleet fall into obsolescence. 
The TF-X is a proposed fifth generation fighter jet, meaning it would be able to incorporate the latest stealth, sensor and flight technologies to compete on the modern battlefield.
Initially announced in 2013, the TF-X programme has been beset by delays from Turkey’s inability to acquire or produce the components needed to bring it into service. It was first expected to test a prototype by 2023, but now it is not expected to be in service until 2029.  ....

Former Rear Admiral Cihat Yaycı recently suggested Turkey could procure an old Brazilian aircraft carrier set to be sold for scrap and buy Su-33 Flanker navy jets from Russia. 
The NAe São Paulo was formerly the flagship of the Brazilian Navy, which acquired it from France in 2000. During its service, it was the oldest active aircraft carrier in the world, suffering many mechanical problems and spending less than a year in total at sea. The carrier previously served as the Foch in the French Navy having been commissioned in the early 1960s. The Brazilians, finding the carrier increasingly difficult to adequately maintain, finally concluded it was more feasible to scrap it than sink millions into maintaining, repairing, and upgrading it. Brazil sold it for scrap in Aliağa, Izmir for under $2 million.  ....
