Washington Legislature sees record diversity as majority Democrats pledge focus on equity

This year, the Washington State Legislature has welcomed a record number of lawmakers of color, including a record number of Black lawmakers who are all Democrats.
The increasing diversity comes in the wake of last year’s civil rights protests and amid ongoing demands for police accountability and racial justice.
It also comes as Gov. Jay Inslee and majority Democrats in the Legislature are pledging to apply an “equity lens” to their budgeting and policy making.
In December, Inslee unveiled what he called a “historic equity policy package” for the upcoming legislative session. Among his proposals was to create an independent office to investigate police excessive force, fund a new state office of equity, and establish Juneteenth as a state holiday to celebrate the end of American chattel slavery.  ....

Police and reformers face off over proposal to ban chokeholds, tear gas and military equipment

A proposal to impose sweeping restrictions on police tactics and techniques in Washington is highlighting stark differences of opinion between police and reform groups.
That divide was on display Tuesday in the House Public Safety committee during a lengthy, virtual public hearing on an omnibus bill sponsored by Democratic state Rep. Jesse Johnson. His measure, which is co-sponsored by several other Democrats, would ban:
Chokeholds and neckholds
The use of tear gas
The acquisition and use of military-grade equipment
Methods to obscure identifiable information on police badges
No-knock warrants
Shooting at a moving vehicle 
In making the case for his legislation, Johnson, who s the vice chair of the Public Safety committee, said most officers do their jobs with honor and with respect to the profession. ....

Amid the ongoing pandemic and threats by far-right protesters to occupy the Capitol, Washington lawmakers will convene Monday for what will ultimately be a mostly remote 2021 session with a focus on the ongoing response to COVID-19, police reform, addressing climate change and writing a two-year state budget.
Democrats have solid majorities in both the House and Senate and will set the agenda for the 105-day session. They’re also writing the rules for how the unusual session will unfold.
On day one, members of the House and Senate will gather in person at the Capitol to approve rules to allow for remote lawmaking. [Yes, they have to meet in person to agree to meet remotely.] After that, the 98 member House will shift almost entirely to remote operations. The state Senate, with 49 members, plans to operate in hybrid fashion with some lawmakers at the Capitol and others participating virtually. ....
