The Civil Aviation Authority of Sri Lanka
The Hon.Minister of Tourism and Aviation has instructed this office of the following:
1. For Passengers not arriving via the Sri Lanka Tourism Bio Bubble and who have not been vaccinated or only partially vaccinated can be carried by Airlines only up to a maximum of 75 passengers per flight. (Explanation : This will include passengers arriving for Hotel Quarantine and Government Quarantine)
2. Airlines are permitted to carry fully vaccinated passengers (administered with the relevant doses and 14 days have lapsed) without any limitation of passenger numbers per flight. (Explanation : This will include passengers arriving for Hotel Quarantine and Government Quarantine)

Airline passengers to SL to be limited to 75 per flight

Due to the Covid-19 situation all airlines have been informed to limit their passengers to Sri Lanka to 75 per aircraft (including crew members) for a period of two weeks from tomorrow (03) according to Chairman, Civil Aviation Authority.
Meanwhile Srilankan Airlines have provided a list of guidelines for passengers travelling into Sri Lanka (issued on 26th April)

General measures to travel into Sri Lanka
A.1 Approvals to enter into the country.
A.1.1 If Sri Lankan Citizens (including Sri Lankan Seafarers arriving by air) or Dual Citizens (if using the Sri Lankan passport to arrive) staying in a designated Quarantine Hotel after arriving in Sri Lanka, they do not need to get the prior approval from the Foreign Ministry and Civil Aviation Authority of Sri Lanka to arrive in Sri Lanka. They have to liaise with the airline and arrive in Sri Lanka after booking the Quarantine Hotel.

The Ministry of Tourism, Government of India, is deliberating a plan to start inbound travel for international travellers in close coordination with industry stakeholders. Discussions between the ministry and top industry leaders were held recently, where officials got a feedback from the industry stakeholders on the government's proposals to restart inbound travel. The Ministry of Tourism got an overwhelming response from the stakeholders on its proposal to reopen inbound travel.
