A man who was abducted and shot turned up naked at a Virginia homeowner s door and knocked looking for help.
Virginia Beach police told 13 News Now the man had been shot at around 5:30 a.m. on Wednesday at the 5200 block of Shore Drive, near Jack Frost Road.
Investigators told the outlet the man had been shot and received medical treatment for his injuries.
The victim, who has not been identified, is expected to survive, according to a Virginia Beach Police Department (VBPD) spokesperson who commented on the incident to the outlet. ....

A storm water master plan is being developed for Pittsburgh, Pennsylvania
The Pittsburgh Water and Sewer Authority announced its contract with the Water Center at Penn and PennPraxis to develop a comprehensive storm water master plan for Pittsburgh, Pennsylvania.
The firms are co-leading the development of the master plan to develop a global model using the p4 framework, People, Planet, Place, and Performance, according to the PWSA press release.
The project team will examine the challenges and opportunities surrounding storm water, climate change, and its impacts on communities. The goals are to improve water quality, alleviate flooding, reduce basement backups, create jobs, and beautify neighborhoods, according to the PWSA press release. ....

Most people pay water bills, but according to the report, Black and Brown residents and lower income communities in Pittsburgh have been less likely to benefit from investments in water infrastructure to improve water quality.
“So where do we direct those utility dollars and where do we renew our water system infrastructure?” said Will Pickering, Chief Executive Officer of Pittsburgh Water and Sewer Authority. “For example, where do we replace lead lines and how do we do that in a way that’s equitable and takes into consideration different demographic factors?”
Pickering says because of Pittsburgh’s combined sewer system, rainfall can back up sewage into basements, especially in neighborhoods with fewer resources. Not only does it smell bad, but it is also an environmental health problem. Fumes can cause respiratory problems, and according to the report, might be a driving factor in the higher asthma rates in Pittsburg ....
