Year after year, Oregon lawmakers are faced with the same problem legislating ways to house the homeless: paperwork.
No matter the cost or the scale of a state housing project, cities and counties are often bogged down by complex land use rules and local politics to give them the green light.
In 2019, state lawmakers took a big step in freeing up public land for duplexes, banning cities of more than 10,000 people from limiting areas to single-family homes. In the Portland metro area, cities and counties must permit quadplexes and cottage housing clusters to be built around a common yard. ....

Portion Of Joe Rodota Trail Closed To Clear Homeless Encampment

A portion of the Joe Rodota Trail has been closed to clear a small homeless encampment. On Tuesday Sonoma County Regional Parks officials closed the 2 1/2 mile stretch between Roberts and Dutton Avenues. They handed out notices to up to 20 individuals that lived on the trail indicating that campers needed to leave by this morning. The Press Democrat reports that the current closure is expected to last through at least Friday and could go into the weekend. Park officials also put up fencing along parts of the trail to prevent further encampments, hoping to avoid a similar mass encampment that was along with the trail in late 2019 and early 2020. ....

The City of Toronto has a housing crisis. This pandemic has made it worse, Seivwright starts off, facing the camera directly. With winter approaching, I knew that without shelter people would die, as they do in Toronto every year. I started building tiny shelters so that some of the most vulnerable could have somewhere warm to go.
This is only a distraction. The problem is not the tiny shelters, the problem is that Toronto s most vulnerable people are falling through the cracks. ....
