Session is drawing to a close. This is the last week for Senate committees to realistically consider bills to vote out of committee. We have until May 26 to vote on any bill on the floor. After that, the Senate can only vote on Conference Committee Reports or concur with House amendments until we adjourn Sine Die on May 31.
Here are five things happening around your state:
GULF COAST PROTECTION DISTRICT BILL PASSES THE HOUSE
This week Senate Bill 1160 was voted off the House floor. The bill creates the Gulf Coast Protection District, which would be a fundamental part of funding the construction of the Coastal Spine Project - also known as the Ike Dike. This very large levy system would start in Orange County and eventually extend to protect the Houston Ship Channel. In the long term, it would extend all the way to Freeport. The Army Corps of Engineers is constructing the project and it’s partially funded by a $4 billion federal appropriation after Hurricane Harvey. T ....

Texas electricity leaders were deeply focused on natural gas shortages days before blackouts crippled the state in February and plunged the state s power industry into chaos, according to documents obtained by E&E News.
A phone log shows more than 100 calls to or from DeAnn Walker, then-chair of the Public Utility Commission of Texas, discussing gas curtailments. It begins Feb. 10 well before massive power outages started on Feb. 15 and runs through Feb. 19. ....

TEXAS, USA The week after Winter Storm Uri left thousands of people without power and more than 100 people dead, Gov. Greg Abbott promised Texans he would work with the legislature to improve the power grid.

The Texas Public Policy Foundation released the following statement on SB 10:
“Senate Bill 10, as approved by the House Committee on State Affairs, creates a massive loophole that makes many of its good government measures irrelevant. As drafted, it allows lawyers working with local governments to avoid registering as a lobbyist, which will allow lobbyists to continue to receive taxpayer dollars but under the cover of darkness,” says TPPF’s James Quintero. “It is disappointing that lawmakers did not advance a bill reflective of Texans’ overwhelming opposition to funding lobbyists with tax dollars. It is even more unfortunate that the bill put forward strengthens some lobbyists’ access to public money and influence. TPPF cannot support SB10 as it heads to the House floor and is hopeful that the lawyer loophole will be removed.” ....

AUSTIN, Texas (KLTV) - The social media regulation bill sponsored by Sen. Bryan Hughes and endorsed in Tyler by Gov. Greg Abbott has been approved by a house committee.
SB 12 was approved in the House Committee on State Affairs on Friday. The vote total was not available on the legislature website.
The bill, touted by Abbott when he and Hughes (R-Mineola) visited Tyler in March, claims it will help prohibit social media companies from censoring Texans based on the viewpoints they express. ....
