It's time we gave women and young children their due


California’s Master Plan for Early Learning and Care may seem at first glance like an overly forward-looking plan in this time of urgent need. But the plan is a template for a better life, not only for our youngest children, whose futures hinge on their access to quality early learning and care, but for women working mothers and the early childhood workforce, almost all women, disproportionately women of color.
The plan was unfurled during a tidal wave of Covid-19, when looming shelter-in-place orders threaten to shut down even more of the already devastated child care system and force even more women who continue to shoulder the brunt of child care to leave the workforce to care for their children. ....

Long sought after 'cradle-to-career' education data system for California comes with hefty price tag

One of the few notable areas where Gov. Gavin Newsom departed from his predecessor Gov. Jerry Brown on entering office was his support for establishing a longitudinal data system linking information from preschool into the workplace.
Despite the fact that most other states had created that system in some form, for years Brown resisted entreaties from researchers and advocates to allocate the funds to set one up.
But it was such a high priority for Newsom that, within days of taking office in 2019, he called for it in the second paragraph of his first budget as governor. He designated an initial $10 million for “critical work” to create what he called “the California Cradle-to-Career Data System” in order to “to better track student outcomes and increase the alignment of our educational system to the state’s workforce needs.” ....

Students remain in distance learning because we lack school-specific Covid-19 data


As California faces its biggest challenge yet in fending off the coronavirus pandemic, parents are bombarded with all kinds of information about Covid-19 except what we need to know: What is happening statewide in our schools.
Without that data, our students will remain in distance learning rather than returning to the classroom. Schools need a comprehensive statewide dashboard like the one used to track student achievement so administrators and teachers can understand the relative risks and make informed decisions. As a member of a county school board, I have been struck by the dearth of such data.
Coronavirus data such as positivity rate, hospitalizations and the number of available ICU beds help gauge the spread of the disease and the medical facility resources available. It doesn’t tell us what is happening in schools and doesn’t give parents and teachers data about when it is safe to return to in-person classes.
