PBC Chair’s Remarks: Stockholm Forum on Peace and Development “Promoting Peace in the Age of Compound Risk”, for Panel “Good Peacebuilding Financing: Doing More, Doing Better”, 5 May 2021 Format I thank the Stockholm Forum organizers for inviting me to this timely discussion and I am pleased to address this panel as the Chair of the United Nations Peacebuilding Commission. Given the strong case for peacebuilding and sustaining peace that has been made time and time again, there is indeed a mismatch between rhetoric and reality. Peacebuilding is chronically underfunded and peacebuilding financing remains unpredictable and heavily dependent on a small group of donors. As we all know, Official Development Assistance to conflict-affected countries has been under severe pressure, and has worsened as a result of the COVID-19 pandemic. Therefore, we acutely need to “double down” and prioritize peacebuilding financing and achieve maximum effect for our investment ....

Global organisations, regional communities and countries are increasingly recognising this fact, but that isn’t enough – urgent action is needed. In March 2021, the African Union Peace and Security Council (AU PSC) issued an unprecedented communiqué dedicated to the effects of climate change on peace, security and stability in Africa. It was the first to specifically address the threats climate change poses to safety and call for specific actions, including establishing an AU Special Fund for Climate Change. Advertisement In April, United States President Joe Biden convened a Leaders’ Summit on Climate for 40 world leaders, including from Nigeria, South Africa, the Democratic Republic of the Congo (DRC), Gabon and Kenya. The coronavirus disease 2019 (Covid-19) pandemic has reinforced or compounded conflict, human rights violations, disinformation efforts, gender inequality and societal fractures. The emerging post-pandemic world risks being more violent and less democratic. Geopolitical tensions and unilateral action have increased, while the need for collective action has become clearer than ever. The 2021 Stockholm Forum will explore novel approaches and solutions to promoting peace in the age of compound political, social, economic and environmental risks reinforced by Covid-19. Emergency law responses to Covid-19 have affected peace and transition processes in predictable and unpredictable ways.
