United Healthcare Community Plan leaders discuss next steps for Hawaii health equity

America’s Health Rankings released its 2021 Health Disparities Report, which provides nationwide and state-specific data on health disparities leading up to the pandemic. United Healthcare Community Plan (UHCP) Hawaii CEO David Heywood and Senior Medical Director Denise Leonardi, MD, discussed the report’s findings and how they will shape the agency’s future health care initiatives. 
 
 
In Hawaii, the report found a 19 percent decrease in adults smoking, a 21 percent decrease in Asians and Pacific Islander populations with less than a high school education, and a 36 percent decrease in Hispanic adults avoiding care due to cost.  ....

Washington state has passed the nation s first public-operated, long-term care insurance program the Long Term Care (LTC) Act which is paid for by employees through employer withholding as a payroll tax. The statute is a compliance nightmare for employers, employees, and the state.
An added complication is whether the Employee Retirement Income Security Act of 1974, as amended (ERISA), preempts the ability of the state to regulate this area.
Tax Rate, Effective Date, and Benefit Amounts
The LTC Act imposes a mandatory payroll tax for all employees on all compensation including stock-based compensation without a cap, at a rate of .0058 of the employee s wages. While the payroll tax is effective as of January 1, 2022, no benefits are payable until 2025. The benefits payable are a maximum rate of $100 per day to a lifetime maximum of $36,500. ....

HONOLULU When the giant kapok and nawa trees that tower over the Queen’s Medical Center in downtown Honolulu were planted more than a century ago, Hawaii faced a health crisis.
Many on the islands, including the queen who founded the hospital in 1859, feared that native Hawaiians, devastated by smallpox, measles and other illnesses brought by foreigners, were in danger of dying off completely.

Hawaiians live longer than their counterparts on the mainland. They die less frequently from common diseases, such as breast and colon cancers, even though these cancers occur more often here than in most other states. They also pay less for their care; the state’s healthcare costs are among the lowest in the country. ....
