Landowner-sponsored elk licenses, extra bonus points draw strong hunter opposition

Supporters of House Bill 505, brought by Speaker of the House Wylie Galt, R-Martinsdale, said they appreciated the incentive-based approach to address ballooning elk numbers in many areas and their impact to landowners.
Montana Fish, Wildlife & Parks is legally obligated to manage elk to objectives, meaning population targets based on biological factors and social tolerance of the animals. In many hunting districts elk have topped and in some places far exceed objectives, leading to extended “shoulder” seasons for cow elk and up to three licenses per hunter. Success has been mixed in terms of effectiveness.
HB 505 would offer any landowner owning 640 acres or more in a hunting district at objective the ability to sponsor 10 nonresident elk licenses to hunt on their property. The licenses would be in addition to the 17,000 nonresident licenses sold via lottery. ....

First Selectman Jayme Stevenson submitted the following testimony to the Transportation Committee Monday. Her goal, she said, was to show what is working well here in Darien and what some of the town’s concerns are regarding “as of right” development.
Testimony in OPPOSITION to HB-6570
March 8, 2021
I write today in Opposition to HB-6570, An Act Concerning Transit-oriented Development And Municipal Zoning.
Oppose mandated development of housing on state-owned transit station land:
Municipalities, including the Town of Darien, understand and support the idea of “Transit Oriented Development” (TOD). If done well, TOD can enhance the vibrancy of neighborhoods around transit hubs and provide easy access to transit while enjoying a walkable lifestyle. ....

Debate ramps up at Texas Legislature over governor's emergency powers during pandemic | Center for Politics

For roughly the past year, Republicans and Democrats have picked apart the state’s response to the coronavirus pandemic — and particularly how Gov. Greg Abbott has wielded his power along the way.
Now, with less than 90 days left in the 2021 regular legislative session and as Abbott has moved to lift most of the restrictions he imposed, the Texas Legislature is setting its sights on addressing the governor’s emergency powers during a pandemic. And while many differences remain on the approach, members of both parties and both chambers of the Legislature appear intent on doing something.
In the House, a top lieutenant of GOP Speaker Dade Phelan has filed a wide-ranging bill that would affirm the governor’s ability to suspend state laws and require local jurisdictions to get approval from the secretary of state before altering voting procedures during a pandemic, among other things. The measure has been designated House Bill 3, indicating it’s a top ....

Pamplin Media Group - Wilsonville government opposes bill to allow affordable housing on reserve land

Wilsonville government opposes bill to allow affordable housing on reserve land
March 04 2021
The city posits that workforce housing away from city centers can do more harm than good.
Though Wilsonville City Council has identified fostering affordable housing as one of its primary priorities and recently approved a roadmap to do so, the local government s stance on a new bill at the Oregon Legislature provides a window into where it believes such development should go and where it shouldn t.
House Bill 3072 stipulates that planning authorities may amend an urban growth boundary upon a petition from a developer offering to produce housing that is affordable to moderate or low-income households (called workforce housing) or commercial buildings that support housing in areas currently zoned as urban reserves (which is land just outside of the UGB that may be considered for development in the next 50 years). This excludes high-value farmland as well a ....
