A Defense Agenda for 21st Century Warfare

In response to September 11, President Bush has promised asustained military effort to eradicate the terrorist networks andthe state sponsors behind them. Although such a campaign may changesome near-term priorities, it also will underscore the importanceof implementing a long-term force modernization and transformationstrategy.
