Hello im Barbara Sarah this is the news hour live from london coming up in the next sixty minutes the iraqi army says its taken full control of oil which kirkuk in Northern Iraq from Kurdish Forces without meeting any resistance evading the question kaplans leader fails to answer yes or no on whether the region has declared independence from spain the death toll from saturdays massive blast in mogadishu rises to more than three hundred and with the anger over how it could have. Been sport colonic Company Takes a legal stance against and i fell on his Company Claims he isnt being hired because of his protests against Racial Injustice. We begin the news hour with major developments out of iraq where Government Forces have taken control of the contested city of kirkuk from Kurdish Forces tensions have been mounting in the Oil Rich Region ever since the kurds held a referendum on secession now according to Iraqi Security forces troops moved inside the provincial government building with no opposition from Kurdish Forces iraqi lead forces arrived at the building and took position in the vicinity thousands of civilians have fled the kurdish districts of the city heading in buses and cars towards kurdish controlled areas of Northern Iraq. Well Charles Trafford is an air berlin Northern Iraq and charles youre and in erbil now you have of course been incurred cook for most of the day tell us a little bit about where you saw and also the importance of the city itself. Thats right well we arrived on the outskirts of kid a cook around midmorning today and there were scenes of pretty much panic on the roads that thousands of families fleeing the city in amongst those families many fighters as well it was very interesting to see some people standing by the road accompanied by patients to fight this land by staying these people for leaving and demanding that the peshmerga fighters amongst them go back and defend the city i mean the swiftness with which the iraqi army achieved their aims in taking back control kirkuk and the surrounding areas has come as a great great surprise here and of course kirkuk is of huge importance to the quay argy and of course to the baghdad government i mean the area is considered to have around four percent of the worlds oil reserves just one of the two main areas of iraq that it spoils oil and it has been under the control of the patient since two thousand and fourteen when the iraqi army fled and i sort of fencing even the kurds the k r g government often cold killer cook their jerusalem and they were very much very much saw the city as being integrity very much an important part of a future independent state for them here in Northern Iraq so it has come as a as a huge shock and as a say there are questions now being asked as to how in fact this victory for the Iraqi Military happened so quickly and a lot of some of the points made to those questions and also where does the Regional Government actually go from here now. Well without sounding too conspiratorial because a lot of these voices are coming out of the kurdish Regional Government themselves. But sorry to cite one individual one of the main advises for. President barzani hes posted a page on his twitter account. Written by one of the main shia militia groups a group called assignable haq and in this letter eight franks members of one of the two main it could each partys for their cooperation in this Iraqi Military operation as i say questions being asked just how it was possible for this victory for the Iraqi Military to happen so quickly and already to say the conspiracy is all evidence suggesting that they may have been some sort of collusion with members of the p u k i mean the k r g government has of course been on the huge question not only from a baghdad but for regional players to everybody store slee against this controversial referendum that took place in which ninety two percent more than ninety two percent of the people who voted said yes to eventual secession from iraq until up until now there has been no face to face talks between the k r g government and baghdad baghdad demanding that the k r g makes the results of this red from referendum and void i mean this kind of victory in killer cook could only put more pressure on the k r g a to come towards baghdad and start sitting around the table the k r g to saving no doubt feeling very isolated and very angry about this with victory for the Iraqi Military in and around kirkuk Charles Stratford with the latest from the of meal charles for the moment thank you. All charles mentioned some of it but lets take a closer look at how exactly we got to this point ten it all stems from the credit region in the north. Yes the siding to go ahead with a vote on secession even before the vote happened tensions were mounting the day before the vote on september the twenty fourth iran stopped flies to the region and started military exercises on the border the spy Widespread International opposition including from the u. S. And even the u. N. The kurds held that their referendum the next day ninety two percent of the more than three Million People who cast their ballots voted yes on september the twenty sixth iraq and turkey which like iran believe the referendum will encourage its own kurdish minority carried out military drills along its shared border with the kurdish region the next day baghdad also banned International Flights to and from the region in a bid to isolated tensions rose even further iraqi troops began amassing at the border on thursday night preparing to advance well im joined now by Jonas Pereira look pleasant from washington hes a senior fellow at the Hudson Institute where he focuses on the stabilization and reconstruction of iraq and syria sir thank you so much for joining us here on aljazeera the iraqi Prime Minister heidi ill abide he had sounded why biliteral and to after the vote on suspicion he had said the referendum would cost the kurds everything thats a quote from him do you think that it was inevitable that we would see that we would see iraqi forces and this kind of response a military response with tanks on the street. It was an inevitable in the sense that a body of course has been on them enormous pressure off her and therefore it is let to take the steps but there was another way of negotiation which there is a process also in directing constitution article hundred forty one you negotiate around to kirkuk that could have been could have been followed so the sort of the military option that was now taken successfully find iraqi forces aided by iranian humility wasnt the only option available and talk us through a little bit why this region is so strategically and also also economically important for iraq. Well kirkuk is of course it likely important because of the oil so. There are the oil fields that make it and then its its a sort of ethnically and aggressively its a divided city that has probably there hasnt been made a census for for many years probably a majority kurdish population but also with arabs and we took humans so its in that sense as a sort of very divided city which also was clear from the friend im in earlier times its been volatile before this long before this event. It puts i guess the International Community and specifically the u. S. And what an open position it is the u. S. Had been allied to to both the kurds and the Iraqi Government and also weve seen the President Donald Trump in a sense ratchet up the tensions with iran and what do you think the u. S. Could and should do now to try to stabilize the region which presumably is its main aim right now. Well what it is doing is basically coming out mostly with statements of off trying to get the parties to sort of deescalate and and because its sort of caught between a couple of probably it is in one sense the Main Objective in iraq is to destroy the terrorist organization isis which were both the coach and the Iraqi Security forces have been cooperating together actually until the recent the they were caught breaking how in how we on that operation so the see them now turn against each other and fight is of course not in the u. S. Interests and you know then the you will see us also want to shore up a body in baghdad and the sort of one iraq and its a child integrity of iraq which is why they opposed the referendum and then comes the next factor which is iran where you had first and trump announced on friday a sort of new strategy for how to counter on iran more in the region and this is already very much as a test case in the sense that it wasnt the Iraqi Security forces alone but also aided by she admitted she has very strong links to iran with will the u. S. Also or will this lead this could cook take over lead to a sort of a much stronger iranian hand in iraq and how will the u. S. Potentially counteract that and briefly sir if you can do you think that this spells the end officially the dream of an independent kurdish state in Northern Iraq. I mean it at least spells that kirkuk is no longer which is often talked about us the sort of the cushy jerusalem is no longer in kurdish hands and it does question whether theres a could you saying that they have no friends but the mountains where theyre here once again theyre pretty alone both in the region and internationally jonas pearl applies there from the washington from washington senior fellow at the Hudson Institute sir thank you so much for sharing your views with us. Its going to catalonia now where the leader has failed to clarify whether his region plans to secede from spain or not just hours before a deadline from the Spanish Government bridge them all this instead of asked for more dialogue in a letter to the central government. It was supposed to be a monday deadline but the catalan president s response to madrid demands that he clarify his position on succession lacked any definitive answers in his letter to spains Prime Minister might enter a catalyst breaching once said that the suspension of the political mandate given by the poles in october first demonstrates our firm will to find a solution and not confrontation not exactly the yes or no response required by the Spanish Government before it decides whether to push ahead with suspending catalonia as autonomous powers. But in that i know that on such an important issue we only asked for clarity to extend uncertainty were only favor those who wish to end peaceful coexistence and to continue with the poor project the government hopes that in the following hours up until the next deadline on thursday mr push will give the clarity that all citizens demand and the rule of law requires we can understand his preservations and confusion and that hes doing that to meet the demands of the most radical groups the Spanish Government is maintaining its tough stance on mr preacher moment but it has given away just a fraction on the question of the deadline the ball and the fact is back in the Catalan Governments caught with a constitutional crisis is far from over. The back and forth between madrid and barcelona has prolonging the standoff between the two sides and the Catalan Government is adamant about its position organizing a referendum is not a crime so that when we are confronted with there is no separation of powers in this parish that there is no respect for the basic laws and the only thing we can. East politically to respond would be demanding us to do. In madrid the head of the Catalan Police force luis capita was questioned at Spains NationalCourt Despite pressure from the prosecution hes not being detained but all thora teams have withheld his passport hes accused of failing to enforce a ban on the october first referendum a vote madrid says that was illegal under the constitution. It has angered many in catalonia for whom beto is a hero to the region secessionist after his force took a much less aggressive position than the National Police force they came under International Criticism for their violent crackdown on voters. There is little clarity about how this will end and which side will back down and many here whatever the Catalan Government decides to do it will pay the price for holding the referendum in the first place so you go out barcelona well neve barker is live in barcelona for us sony now the buns be moved again this time till sir as they morning g. M. T. Do we have any indication of what the cattle government is planning to do. What is so with the thing is important to say that this was meant to be a day of clarifications but things right now couldnt be more vague while were hearing ahead if that next deadline on thursday is that the catalan leadership has no intention whatsoever of responding clearly firstly to say whether or not independence has been declared and if independence has been declared whether or not they will revoke it now that does leave one key major option that simply will not go away for the madrid government thats the option of invoking article one five five otherwise known as the Nuclear Option which would see this part of the country stripped of some of its autonomy its a big step theres no precedent for it here in mainland spain and nobody really knows what will happen next its expected to take some time though but will things go that far nobody really knows as well as the letter that was written to the madrid government there were some other details in that letter that the government here want to see followed through they want to see the wood draw all of around Twelve Thousand members of the National Police force in catalonia they want to see those court cases that you heard spoken about in sonias report there they want to see those court cases lifted the prosecutions there ended of those those two senior figures with the police force and those two key figures within the movement that was responsible for the process of organizing the referendum of course it neither side at this current stage is giving an inch it appears to be increasing like a game of political brinkmanship and as i say neither side is giving an inch we remain in a period of real political uncertainty. With the latest barcelona need thank you. Much more to come here on the algis evenings hour including thanking the town of red and usual atmospheric conditions blanket long then. We come out. More than three hundred people have now died after twin bombings splosion in somalia on saturday with forty of the most severely wounded flown to turkey for further treatment its the best single attack in somalias history catherine so it has more now from nairobi. Attack u. S. Military plane was used to transport several somalis with serious injuries from saturdays attacks in mogadishu theyll receive treatment in touch. We have been able to take those. Systems of the government another part must prevail. But people here are also angry hundreds to to the streets of the city protesting against the attack blaming our shabaab the armed groups fighting the government and African Union peacekeepers inside somalia i thought. It was a message ive never seen anything like it in the last twenty seven years i saw a little boys head lying on the ground it was shocking. No one has yet claimed responsibility but while speaking to aljazeera and al shabaab spokesman refused to confirm or deny responsibility the president has visited the scene blamed what he calls terrorists targeting innocent civilians saturdays attack happened in two different areas during rush hour. A busy intersection in another Business District in the heart of the city the number of killed continues to rise residents of mogadishu still. Catching aljazeera arabic. At least twenty seven people have been killed in wildfires ravaging parts of portugal three people have died as a result of fires that broke out across the border in spain a state of emergency has been the clarity as firefighters continue to battle the flames which have been worsened by storm ophelia reports. A prolonged drought plus im usually high in mid october heat already deadly combination. The wildfires herrings through the parched forests of central and northern portugal have claimed dozens of lives and made many more homeless of the victims of humans but. Obviously we would like to present our deep condolences to the families of these victims as you know sunday was a day when all records registered this year were beaten we reached the maximum of five hundred twenty four fires and today since midnight weve already registered a total of one hundred ten. And over the border fires raged in spains northwestern gully theory to. More than one hundred separate blazes theres been a number of fatalities including two people who died when their car was trapped by the flames thousands have been evacuated much of the destruction here is not natural but deliberate in spain arsonists are said to strike every year Prime MinisterMariano Rajoy is a native of colombia. Most of what we are dealing with here is something that is not caused by accident it has been provoked we are here in perth as the board then where theres been a big which began at one in the morning at five different points so you can see its impossible for this to be triggered on the night. Circumstances in spain schools were shocked as the fires closed in on towns and villages threatening more lives and livelihoods like rainfall is forecast that may help existing wish the flames but not soon enough to avoid portugal second such tragedy in four months after sixty four people were killed by wildfires in june jonah hole l do zero. Three people have been killed by storm ophelia in ireland then its left three hundred fifty thousand homes and businesses without power one of the philips is live from on the north west coast of ireland barnaby any sign of the storm abating where you are not where we are barbara no were still getting wind gusts of around ninety kilometers an hour but i think people on this stretch of the donna gold coast are relieved that there are no serious reports of destruction to property or indeed human injuries lets look back at the story of the day across the island of ireland as storm ophelia has done its worst from space an ominous sight storm ophelia approaching an island at dawn in the skies about the Southern Coast it seemed the crows knew something unusual was coming no longer a hurricane by the time she hit land but ophelia battered islands coast and inland her winds wreaked havoc knocking things over sending them flying even as if in rage a schools roof picked up and thrown. We were further north in donegal where the worst of the storm didnt arrive until towards the end of the day. In this town as in towns all over ireland its been a very unusual day streets all but deserted shops closed pubs close restaurants closed schools closed families waiting at home for the worst of a fear to pass without the local shop this morning and it was like Christmas Eve it was packed with people. You know were in for the storm i think everybody is kind of sitting with nobody on the street to carry on looking forward to getting home. I think were just in the brunt of it right now for the next couple of hours meanwhile to the east over england calm but ophelia brought a strange glow to the sky not an impending apocalypse a scientists but sunlight filtered through dust pulled up from the sahara and the forest fires in spain and portugal so borrow weve just heard in the last couple of hours that schools will remain closed both in the republic and in neighboring Northern Ireland tomorrow tuesday and i think across the island people will be trying to assess the damage looking at what sort of things ophelia has done during the night winds still very strong on the dawn of all coast now after dark you know we can see that part of the phillips life for us and one door and thinking. Well as one of you mentioned and we saw some of the pictures there in his report ophelia also calls that unusual phenomenon in other parts of britain Charlie Angela has more from. Well here in london people arent really looking where theyre going because that all looking up in the sky and thats because its turned quite alarming brown and so incredibly windy i spoke to the met office earlier thats the u. K. s National Weather people the next plane that is hurricane ophelia tracked across and then over north africa it picked up sand particles from the sahara then as it went up over spain and portugal picked up the smoke particles from the wildfires that are raging that this combination has created the color because the blue light being deflected back up into the atmosphere the red light is being allowed through the particles a very high up in the atmosphere so theres no knock on effect for people with any respect for difficulties but it is creating quite a buzz here in london. Stay with us here on the news hour still to come the desperate bid to leave the violence in myanmar ends in disaster for more a huge refugees another boat capsizes even twelve dead well report from the philippines. Welcome back as we look at the levant and western parts of asia you see the clouds streaming down from the north moving across the caucasus without some snow here where the system is pushing across the caspian sea back youll see quite a brisk winds developing through the day and temperatures no better than fourteen otherwise still largely draw that stage from stan tashkent looking at highs of twenty eight there are fine conditions for the south but notice the temperature coming down in baghdad just thirty one degrees for q eight city thirty four as a high heading on through into wednesday the system moves further towards the east of a bit of snow likely Higher Elevations otherwise fine weather conditions around the eastern side of the mediterranean but twenty seven is a mix when beirut in the Arabian Peninsula the winds easing down the smell weve had over the last few days nowhere near as strong through a choose day should be pleasant though in doha with highs of thirty eight with relatively low humidity and thirty six and abu dhabi still looking fine on the other side of the potential or two with temperatures in the upper thirtys for both mecca and medina but certainly a cooling trend i think at the moment now as we head across into southern portions of africa we have got the threat of some showers for cape town and so it towards the eastern cape otherwise its looking fine sunshine for johannesburg fine across through into zambia respects a high of thirty seven degrees in this sucker. Twelve people including six children have died after a boat carrying the range of muslims escaping fighting in mark capsized in the bay of bengal survivors have told local officials up to sixty five people wont board at the time more than one hundred eighty ranger have died in accidents while crossing into. And more than half a million have fled since fighting erupted in a kinds thing well a Field Hospital is opening to help some of the hundreds of thousands of refugees the government run hospitals have been struggling to provide proper care from coxs bazaar tanveer child reports. Fully a cure of failed ospital open in cote de paulo refugee areas with the help of norway d. And from its Red Cross Society there are doctors and nurses volunteers from bangor those Red Crescent Society as well here now this is about the size of tool for this going to come at it up to sixty and house patients that all dont patient clinic there is a facilities that are Surgical Unit there are delivery unit there Maternity Unit a very impressive set up i must say its got electric supply water supply and highly subsidized place filled also but i like this are very badly needed within the refugee camp areas the government hospitals are inadequately acute to deal with the number of refugees crossed over into bangladesh let alone local people theyre also not well acute this hospital got all the modern equipment from makes the departure six hour journey unit if in the long run hospital like this is a set up filled ospital like this are set up within the refugee camp area it could made the Long Term Strategy to deal with the Refugees Health issues in bangladesh in coming years well earlier i spoke to william lee swing bedrock to general of the International Organization for migration whos in coxs bazaar with us i asked him about the more than half a million refugees and what its like on the ground in the refugee camps. The sheer scope and speed of this evacuation. Or expulsion if you will has been staggering for everyone. All of the systems that we have in place here are being overwhelmed. Half a Million People actually about five hundred fifty thousand added to the three hundred thousand who are already here for several years brings us very close to nine hundred thousand and it could easily go to a million if the current rate of departure continues at the level of about two to three thousand and some days it surges to ten thousand so were looking at a very serious situation i recall of no other crisis in my lifetime in which the speed of the disaster has developed so quickly yeah and youve been in the job the internationalization of migration as an active general for for nearly ten years since quite something at this is the war stuff youve seen it give us an idea of just what the people there need but are their needs being met i mean basically the refugee camps is enough aid coming in and is that even coming close to meeting the needs of these desperate people. No we are in a very serious funding situation we will be holding a donors conference on monday in geneva the twenty third of october to address this very question were asking for about four hundred thirty four Million Dollars only for the next six months until the end of february so clearly weve got to reach some other maintain the momentum of our humanitarian effort here all of the u. N. Agencies and the governmental organizations are working very well together in partnership but if we run out of money people will start dying one good news today was that the completed now the vaccination against the cholera for about six hundred thousand of these. Migrants and refugees. And that will be continued in the coming days until everybody vaccinated but disease can break out at any point and the suffering is really terrible. Just talk us through what the priorities are and i mean obviously these people need everything but is it more about shelter is more about food i mean youve mentioned vaccinations and the continued risk of disease what would you say the priorities are right now. I mean in many ways its all of the above lets start with shelter shelters a major a major need right now. The World Food Program is doing a great job weve got nonfood items household kids hygenic kits the whole question of vaccination and health we have about twelve Health Centers throughout the area and about six mobile units that are patrolling but its clearly not enough and we have to ramp up still more but this one right now is clearly the most critical and ive just come back from both yemen and libya so i could qualify this one as the most critical now. A controversial tax on soda drinks in chicago has been repealed only two months after it was introduced consumers were having to pay an extra cent for every ounce policy makers argued it was to protect Public Health and reduce obesity a critic said it was unlawful and all about money john hendren reports. After two months chicagos soda tax has fizzled a citizen rebellion forced cook county home of chicago to repeal the two month old and he announced tax on drinks with added sweetener i think its ridiculous people are going across the border and getting it anyway and its robbing and everybody is upset about it some compared it to the Boston Tea Party when a british tax prompted american colonists to dump into Boston Harbor hoping to spark the American Revolution its the latest wave of syntax launched in two thousand and ten by then new york mayor Michael Bloomberg if we are serious about fighting obesity we have to be honest about what causes it and we have to have the courage to tackle it head on the sugary drink tax movement spread across liberal towns in the us from philadelphia to seattle i think a penny a penny an ounce isnt very much and if it gives back to the community and to the city i think its a good idea some pay happily and its probably a good idea as obesity in america is rising so thats one of the best say several. Take away from that some pay grudgingly i think via the logic is flawed personally if you just paid it its a penny announce that looks like sixteen cents a day and im not going to pick is going to have but perhaps no one has paid more than bloomberg who reportedly funded a ten Million Dollars campaign on radio and t.
