And with all the sports including spanish forward pedro is ready to check in as chelsea completes the transfer deal from barcelona. Hello, in the last hour the greek Prime Minister alexis has formally announced resignation and called for this in a months time and the party were elected seven months ago after pledging to end austerity cuts and agreed to reforms in exchange for a third bailout from international lenders. And speaking just a few moments ago it was the peoples turn to decide who should take the country forward through the next stage of economic recovery. Translator i decided to go to the president and submit the resignation of the government. The peoples exhausted its limit and you with your vote will decide how we represent the country with resolve and courage with the difficult negotiations required. You with your vote will decide if the agreement we have reached with creditors provides the elements for the economy to recover, and finally get rid of these bailouts. Lets take you straight away to Al Jazeera John live in the greek capitol athens live for us now and the Prime Minister making it clear he is determined to return as Prime Minister. Thats right and the opinion polls would seem to back him up on this. The most resent polls taken in late july show that cesar is enjoying double the popularity of its main opposition rival conservative new democracy. The least auspicious would receive the popular vote it got in january and got 36 and would get between 3336 now. But the most auspicious shows it would rise above that to the low 40s and give it the ability to govern on its own as a Single Party Government is what it has been doing so far and as we have seen in the last three years they plagued the rule book brilliantly to devastated effects against the conservatives and the socialists who have consistently lost political ground on account of their austerity policies and it has done about turn and has been seen to go along with those austerity polltys has been for years presenting as the antiausterity alternative and helping it still and only to the forces of momentum but nonetheless the political reality at the last poll taking was this, so whether its counter intuitive or not the greek people seem to trust him to implement austerity more than did the conservatives and socialists. But john would he have the full backing of his party assuming they get back into power because of course last week we saw a rebillion from his own mps . Reporter no, he wouldnt have the full backing of his party. Its quite clear that there has now been an skicm because of the about turn that he performed in the middle of last month when he accepted austerity package of a bailout of 36 billion euros and that caused huge disagreement between the mainstream of the party and the further left edge of the party which believes that cesar should have taken the opportunity to present a choice of the greek people going to the drakma the National Currency or remaining in the euro and despite the polls consistently show between three quarters and four fifths of greeks would prefer to stay in the euro zone there is a dissenting opinion which carries onethird of cesars mps according to the latest votes which says that he should have gone the other way and should not have compromised with creditors. But it seems at the moment to be winning at least some grudging support from the opposition which voted his way in the last two austerity bills here in Parliament Saying he at least realized at the last moment of the direction that was taking the country for the First Six Months of its rule was dizzy disarous and if he ditches onethird of his party that disagrees with him he will pick up votes from the political center, at least i think that is the gamble at the moment. John, in athens for the latest, thank you. With me now in the studio is dennis an associate professor of economics at the university and thanks for coming in the studio, i guess the key question that we are asking right now is how will this call for election and effect the current bailout deal that has been put through . I dont think the current bailout deal will be affected. He said that clearly he is not entirely happy with the bailout deal but he also said no one else could have gotten a better deal and he is the one who wants to implement this deal and if there is ever a time to call a snap election politically now is the time for him to do it. He has timed it quite well and nonetheless one would imagine europe and International Creditors will be looking at what is happening in greece with a little trepidation. Yes, on the one hand they will be happy to resolve the uncertainty at some point because last week in the Greek Parliament he had to rely on the opposition to get this through and having more stability is a good thing. On the other hand its not only about greece, there are elections in spain running this year and i think a lot of governments in europe are slightly uncomfortable seeing him doing relatively well at least if you believe the current opinion polls. Is that because of fear among many governments and some of the creditors that this idea of left wing politics is going to sort of spread to other countries and greece has led the way and greece is struggling economically since the recession and are going to move in a similar direction. Absolutely and we had an epic battle playing out in the last couple of months and the government did not get what they initially wanted and now he has changed course and i do not think any one says and the German Finance Ministry wants to relive the debate with another country in the euro zone. Looking ahead, this bailout package is the latest in a series of bailout packages, certainly greece is in financial trouble and everyone agrees on that and one of the key things is its huge, huge debt and how that is going to be rectified both by greece itself and also by the International Creditors and the rest of europe. Yeah, a lot of that debt will never be paid back. I mean that is pretty clear. People accept that now. Yeah, well not everyone but imf said that. Reluctantly. And essentially its pretty clear among economists its not sustainable and debt will not be paid back but politically a lot of games are still being played and in germany the government doesnt want to do a haircut and do not want to cut the nominal amount on paper but they do reduce the debt burden through other ways, for example by cutting Interest Rates or allowing longer repayment periods and economic burden it comes down to the same thing, in some sense its window dressing but politically its very important and that debate is not over. Remember the imf yet is not on board so the next couple of weeks will be important. How crucial to explain why so crucial the imf is on board with this idea of some sort of debt relief . Well the imf is a major creditor. They have been a participant in the resent bailouts before that and its generally seen as a really important sign that its not just a euro zone deal but imf lends more International Credibility if you will. German in particular and german chancer ms. Merkel is on favor of having the imf on board and negotiations remain to take place. Politically and economic turbulant time to come. A ferry carrying 2000 refugees docked at the greek port close to athens and left the island on wednesday stopping at several more greek islands on the way to pick up more refugees. Southeast europe macedonia has declared a state of emergency and called in the army to try to control the influx of refugees and migrants. It left around 1,000 people stranded in no mans land between the macedonia and greek borders and between 15002000 people a day have been crossing into southern macedonia where there is a direct rail link to serbia. And riot police have already been deployed for crowds tempting to board trains at a station close to border. Translator we expect engaging the military will serve two purposes, first to ensure security and peace for the local population and secondly to ensure comprehensive treatment for all those who intend to seek asylum in macedonia and that in accordance with the recommendations of conventions with macedonia signed which we are trying to implement consistently. Reporter and British Police are to be deployed to the french part of cali to help strengthen security there as part of an agreement between the parties and people are living in makeshift camps and this is the closest points to the United Kingdom and some are refugees and others are migrants who want to enter the country illegally and he is in cali to sign the agreement and says the migrant problems are part of a wider issue. The issue we are facing in cali is the result of a global migration challenge and that is why our two countries will continue to work closely together, to make sure the rest of the European Union and the transit and source countries from which migrants are coming are also playing their full part in solving this problem. We must also relentlessly pursue and disrupt the callus criminal gangs that facilitate and profit from the smuggling of vulnerable people, often with total disregard for their lives. Reporter and still to come on this news hour, a war of words turns into artillery fire and south korea retaliates after the north targets a loud speaker there. Also fighting cancer, former u. S. President jimmy carter opens up about his health. And we head to the gaza strip where a shortage of open space has led to sport being played in some rather unusual places. But first tensions are rising in the Korean Peninsula after the south fired artillery shells across the border into north korea in response to a rocket attack. Relations between the two koreas is marked by distrust and adding to that strain. From seoul harry faucet reports. Reporter for 11 days now south korea has been using giant speaker arrays to send profit in uganda across to the north and said they escalated the response from propaganda of its own into live fire and twice shooting in the territory and they fired back with dozens of rounds of artillery the same time they received a message threatening further military action if the speakers were not taken down within 48 hours. Translator military raised alert status to the highest level and its closely monitoring movements of north korea and maintaining the military readiness to respond if there is further provocation. Reporter south koreas president was briefed at a meeting of the National Security council and instructed troops for readiness and responds sternly to the provocation. The latest escalation has its roots in this moment on august the 4th, a land mine blast in the south korea half of the demille tarry zone and two soldiers lost limbs in what seoul said a week later was a north korean attack and south korea said restarting the broadcast was phase one of retaliation and drawing this response from pingyang. Exchange of fire across the zone is not unprecedented, just last october north korea attempted to shoot down propaganda balloons launched by activists and south korea returned fire into north korea territory and tensions seemed to ramp down quickly afterwards and this time with the 48 hour deadline being imposed they have been ratcheted up. Four body guards kid in the southern yemeni city of aiden and the first since progovernme progovernme progovernment forces reclaimed the city and different competing factions involved in yemens complex conflict. First we have the houthis, a rebel group who adhereed to islam and makeup the third of the population and since 2004 have rebelled repeatedly as they tried to take control of the north. Now, they are supported by fighters loyal to the former president saleh and he was forced from power in 2012 but taken a way back to office. Antihouthi groups are far from united. There are those forces loyal to the deposed president hadi whose power base is in aiden. They want a federal state. There is the sunni isla and houthis one of the most organized groups in the country and then there is the southern successionist and a branch of antihouthi and a group of antisaleh, antihouthi and an antisaleh fighters who want a break away stayed and alqaeda in the arab peninsula and is in the hands as they try to grab power alqaeda is gaining more territory and we have this report. Reporter this is the governor of aiden has survived an assassination attempt. And this was the commander of the forces that pushed the houthis out of the sea port city of aiden. A member of the sunnis party and he runs a divided city. The successionist want aiden to become the capitol of a republic and forces loyal to hadi wants the sea port city to become the financial capitol of a federal yemen. And reform one of yemens most organized Political Parties says yemen should remain united. But the failed assassination attempt is a further sign of a deteriorating security situation across the country. It sets a tone for security in aiden and everyone is scrambling to cleanup their act in the city and establish a police force but they have not been successful so far. Aiden taken from shia houthis and those loyal to the deposed president saleh and followed months of air strikes by a saudiled coalition. These tanks provided by the United Arab Emirates for soldiers loyal to exile hadi are used to push them to the south and this is where fighting is taking place. Antihouthi fighters on the offensive in the central city of thai. They are led by this man, a tribal leader from the islam party. His fighters have recently captured many areas and security buildings in thai. The city of thai is a vital supply root for antihouthi fighters in their push to recapture the capitol sanaa and to achieve that goal Coalition War planes continue pounding houthi positions in and around the capitol. We have also struck rebel positions in cities. And aid agencies say the ongoing fighting in yemen has claimed the lives of hundreds of civilians. Translator we were inside the building when we heard the sound of an explosion. There was no military base here. No army post, 18 people were killed in the air strikes. Reporter the houthis and their allies remain defiant and say despite losing territory they are still having more weapons and fighters to repel any push to retake the capitol. Al jazeera. More on this and im joined by a yemen commentator and fellow at the u kbased Human Rights Group and thanks so much for coming into the studio. And if i refer back to the graphic that we showed a little bit earlier it shows just how complex the situation is. For many people it does seem to boil down to be houthi fighters against prohadi forces but its so much more complicated than that. Of course, i mean the divisions within the Yemeni Society is increasing as this conflict is going on. As we are speaking today, the fighting is going in seven different locations. What they have in common is they are antihouthi but not necessarily have the same agenda. Everyone is fighting for a difference in there as you showed very clearly in your report. The situation is very complicated. The reason, the main reason is that there are many different fronts and of course there is always the threat of alqaeda in the peninsula exploiting the fact that there is no government presence in many of the areas making the conflict open to any possible scenarios. Those who support president hadi have been making much recently of the fact that the prohadi forces have taken the port city of aiden and made advances against the houthi fighters recently but the reality is even if those loyal to hadi managed to get rid of the houthis, its not going to be a simple matter of hadi coming back into power, is it because they are within those who are fighting on behalf of him are various groups who want Different Things. Of course. So if you are going down south you have the southern movements and the wide majority of them are fighting for succession and claiming the independence of the former southern state. If you go up north a little bit in central yemen you have the fighters who you can say are prohadi forces but more of members of the islam party. You go to different other regions like shebwa we have forces fighting for alqaeda and arab peninsula. The other thing is the people in the different region actually choose to support based on where they are located. If you are in the north you are more supporting the houthis, in the south you are supporting the southern successionist and the defense and this could change overnight and of course lets not forget that this is all in the cost of the humanitarian situation that is deteriorating as this conflict is going further. And when you look at the houthis again broadly speaking they appear to be supporting the former president , saleh but there were many on the houthi side who of course were enemies of president saleh when he was this power so again its not that simple. Exactly at the same time and when you have many factions from the southern site or you can say prohadi forces who have antihouthi agenda in general and not fighting for exactly the same agenda, the same happens in the houthi side. What they have in common now is antihadi and antiislam and anticoalition, what ever you name it. Agree on all of that. On all of that but after that they dont agree. They all have like the houthis have severe grievances saleh regime and many claim they are the enemy after they get rid of hadi or the current opponents would be the saleh forces so, yeah, i think i agree. You say that the divisions are obviously getting worse at the moment. For many order yemeni particularly those suffering the humanitarian situation do they care about politics any more at all . I think the yemeni people want to get back to the normal lives and many of them want food on their table and water back and services to be back. And the main problem is that the Yemeni Governments until now, even in the city of aiden has not been able to provide these services. Many of them are still suffering from extreme hunger. And a high level of poverty. Those, all of these problems the Yemeni Government has not been able to resolve. This is what is making the situation more and more complicated. You explained it very well and thanks for coming in. Thank you. Now, burundis president Pierre Nkurunziza has went for a third term of president and it was surprised as it was originally scheduled for next week and 80 People Killed in months of violence after Pierre Nkurunziza announced running for a third term and we have an update from the kenya capitol nairobi. President jimmy carter is to receive radiation treatment for brain cancer and he has a section of his liver removed earlier this month and his parents and two sisters died from pancreatic cancer. Carter served as the 39th u. S. President and awarded the Nobel Peace Prize in 2002. Live now to washington d. C. And our correspondent patty and the president seemed pretty relaxed about the diagnosis. It really was something Pretty Amazing to watch when talking about this upcoming treatment which obviously radiation chemotherapy sounds excruciating to most and the former president said he was looking forward to this new adventure and when the doctors said it spread to his brain and said he had a few weeks to live and in his words he said i was surprisingly at ease and i had a wonderful life and had thousands of friends and a gratifying existence and dealt much better with it than his wife roslyn who he said was his best accomplishment was marrying her 69 years ago. The former president was under going radiation treatment today. And patty he was asked what he would like to see happen before he died and he made some pretty strong comments about israel, didnt he . He did and he has been a frequent critic of israel. He has gotten a lot of criticism for that here within the United States but he did point out that he thinks that basically there is no chance for peace in the days he has left. Listen to what he had to say. Right now i think the frustration is very dismal than any time i remember in the last 50 years. The whole process is condolement. The government of israel has no desire for a twostate solution which is policy of all the other nations in the world and the United States has no influence compared to past years in either of israel or palestine. Reporter pretty strong words on that subject but he also said there is one other thing, he would like the last guinea worm to die before he does, that is something his foundation has been battling and highlighted the success they have had and said when they started looking at this parasite there were 3 million cases across the globe and now he said there are just 11. That got a lot of laughs from the reporters and as he left something very rare he got a standing ovation from the media. Patty is live there in washington d. C. Thank you. Lets turn to our story on macedonia which has declared a state of emergency and called out the army to try to control the influx of refugees and migrants. Joining us now from seriovo and she lives near the northern border with hungry one of the main exit points for refugees and can you tell us what you have seen on that border . Its completely horrible. I mean to see all these people, a couple of months ago we would only semen and young boys crossing the border and trying to cross into serbia but now its more women and more children and more and more elderly people. They are tired. They are often walking long distances without food. There are sanitary conditions are devastating. And in general its a humanitarian disaster happening as we speak. What is macedonia government doing if anything to help them . Well, its not only the macedonia government but generally governments, everyone is standing on its own and everyone is trying to develop policies and what we are seeing today, reaction of the government is actually part of a Chain Reaction that has been happening throughout Eastern Europe and the western balkins and hungry built a wall and hungry and serbia have Police Patrols on the border with macedonia, between serbia and macedonia and the response from the government is just trying to keep the refugees out of its borders because once they enter they are not able to cross into serbia because of lets say the Police Patrols then they will stay in macedonia. Macedonia does not have the capacity to host all these refugees so this is the reason why the law has been changed two months ago and why the current state of emergency has been declared. Do you think that state of emergency will actually stop any more refugees getting in to macedonia or will they find other ways . Refugees will always find other ways and macedonia knows and the government knows very well there are enough criminals and enough people willing to do criminal offenses in order to gain some money, to earn some money from the refugees and the refugees are desperate enough to give their last sense to the criminals in order to cross the border so in the end nobody wins with people crossing in the countries and will not help the refugees. The people who are losing the most will be the refugees. Macedonia itself as youve said though isnt the final destination, its not where the refugees themselves want to end up. Where are they actually heading for . They are heading towards the European Union. Most of them either the uk or germany. This is really just a passing point for them. In june the government changed the law and allowing them to apply for a temporary add lib to last three days so they can cross the country. They are aware none of the refugees wants to stay in macedonia but they need legal means to cross through macedonia. And its all part of a wider debate, isnt it, within europe itself that these migrants, these refugees as you say most of them want to get to members of the european such as the uk, such as germany but those countries are not having to deal with just so many refugees actually arriving on their borders. Im not sure, are they able to or do they want to. In general the issue is europe wide and its not only within the eu, it is the countries which are bordering the European Union and for now we have seen enormous lack of leadership on the part of the European Union and they have been unable to come up with a common solution that would be acceptable by the european members as well as the countries surrounding the eu which results into a nation only policy so every nation for itself. When you have every nation for itself what you get is a problem is not solved. This is not an issue that can be solved intergovernmentally and needs to be solved on the territory of europe and not only the europe union. Good for your thoughts and thanks for your time. Pakistans National Bank says 600,000 pensions may have been paid out to people who simply dont exist. The so called ghost pensioner pay out is one of many financial scandals that have plagued the country and Nicole Johnston explains. Work is finished for the day in islamabad and servants are heading home, thousands of them. When they retire they are all entitled to a state pension, so is the military. Three quarters of all government pensions are paid to former servicemen and women and in total it cost pakistan over 2 billion a year. The Committee Said is there a scam or a these ghost type exist and people are collecting pensions or people who have died. Its not the first time there has been a scandal like this in pakistan, a few years ago hundreds of thousands of dollars were wasted on a scheme to give Cash Payments to the poor. It turns out that 125,000 names were fake. Scandals also in education. Last year al jazeera reported on classrooms that were empty and teachers who were paid salaries for staying at home. Officials estimated at the time there were 3,000 so called ghost schools in sind providence, however pakistans central bank doesnt believe the number of false claimants is as high as has been reported.
