Our negotiating team is starting straightaway, tomorrow certainly on an intensive period of negotiation and we can get that agreement. Yet while this might sound elegant in a french accent it is still a warning. Without the Customs Union, outside the Single Market, barriers to trade and goods and services are unavoidable. Time has come to a choice. In other words, foreign secretary and others, make your mind up. The eus has consistently said we cant keep the best bits of the eu without losing somewhere. But that has always been rejected by brexiteers. What my side wants, what most of the country wants is a good deal. The way to get a good deal is to be very clear that we are leaving, we are leaving the Single Market, leaving the Customs Union. The fear of others in the tory party and the government is that the eurosceptics are too close to no 10. This week the Prime Minister hopes to get the cabinet to find a compromise. What is more important, sticking close to the eu or making the most of freedom outside . Weve heard a lot of, we are not going to do this, we are not going to do that. What are we going to do . That is what were waiting to hear, that is what the 27 countries the uks negotiating with waiting to hear. In the meantime this uncertainty is really, really bad for business. No 10 has to make bargains within its party as well as with the eu outside. Todays talks were about the eu in the uk plug in backing before the next charge round of negotiations really gets going but arguably for there to be meaningful progress any time soon the uk ministers have to speed up their decisions about their overall approach. None of the questions are easy but after months of squabbling time to discuss becomes time to decide. Laura kuenssberg, bbc news, westminster. Lets speak to our Political Correspondent alex forsyth at westminster. What is clear is that nothing is clear. What progress, if any, has been made . This was never really about any sort of future relationship. The phase of the brexit negotiations at this point, and looking at the awards immediately the transition period, what happens after the uk officially leaves the European Union. That will be what is negotiated next, and only after that will talk turned to future relationships and trade. But in the back and now we have is about what the uk wants to achieve, and the government is coming under pressure, yes, from our souls, but from mps in the house of commons including several conservatives to offer some more clarity about what it wants. And that is why we have this repeated statement from theresa may, in which she made clear the uk would be leaving the Customs Union, so would be leaving the Customs Union, so that hasnt really changed the position. It confirmed what we already knew, but what that is the government trend to tell its mps, particularly some of the brexit backing once, that it is not softening on leaving the European Union because increasingly people are getting concerned about the governments direction and that is consequently leading to pressure on theresa mays leadership, which is why this talks though officially about transition, they are much more important than that. Michel barnier says we are waiting for the official uk position on brexit. When might we get more detail, the clarity you are talking about . This is an important week because this week there are meetings of ministers in government to have exactly those, sessions, to try and come up with a clear position. The government says it has been clear from the beginning that theresa may set out the governments position when she first died up and gave a speech in lancaster house. They talk about a bespoke deep and special partnership with the European Union, but the critics say we once more detail on exactly what that means. Will there be a Customs Partnership . Will there be tariffs, checks at the border, what is the consequence, particularly for the border between Northern Ireland and the republic . Still huge questions, and asi the republic . Still huge questions, and as i say ministers are meeting on wednesday and thursday, and plenty of people hope that will offer some more answers, but of course the difficulty for theresa may is there is a real difference of views in her own party about what brexit should mean, what it should look like, and trying to come up with that clarity will involve some compromise. Is there a deadline, a point at which they have got to come up point at which they have got to come up with the answers . The deadline is the period for which there is to negotiate brexit. There is some difference on this timetable, because as things stand the transitional phase is next up in negotiations, the hope is that will be agreed in march and then talk will turn to future trade, and at the same time the government has to get all of the details of its withdrawal, that written in a formal agreement and ratified by european parliaments and the British Parliaments and the British Parliament as well, before they can fresh out the fine details of what future relations look like. So the future relations look like. So the future on this is tight, the timetable, and they want the broad outline of that future religion ships are not buy around october this year. So there is enormous pressure, and still an awful lot to do. The government says it is ambitious and thinks it can achieve everything it wants to, but this certainly is far from an easy process. Stagecoachs contract to run the east coast mainline rail franchise will end earlier than expected. The government said the operator had got its numbers wrong. Transport secretary Chris Grayling said stagecoach would only continue running the london to edinburgh line for a small number of months. The contract was originallyjute and in 2023 and has already been cut short once. Mr grayling told the commons that the taxpayer wants not going to pay for stagecoachs problems. The problem is very straightforward, stagecoach got its numbers wrong, it over bid and is now paying a price. Stagecoach will be held all of its contractual lagoa she nations in full. As the brown report said a number of years ago, this is what you expect. If they fail to live up to their stretching targets, they lose out, not the taxpayer. Labours shadow transport secretary andy mcdonald, said this was an example of why the railways need to be nationalised. I think people have had enough of contracting out on privatisation and all that goes with it. They want their Rail Services and Health Services run for the benefit of passengers and patients, not for the benefit of Richard Branson in his various guises. You might remember back in 2009 National Express had run the trains all the way down the east coast of england through here in leeds to london. They said they could not run the service any more, and it was re nationalised. Used coast with a company that run it but it was wholly owned by the department for transport, and the taxpayer was running the railways again. That was for about six years and then stagecoach virgin won the franchise to privatise the railway again and run the services. Late last year, they said they could not run the franchise any more. They had to get out of their contract three yea rs early to get out of their contract three years early but things have obviously got a lot more serious in the end of last year because Chris Grayling as you saw standing up in parliament, saying that they cant run the service the belly to more months and that the government was going to take the company the contract away. The government trying to convince passengers today that it wont affect their journeys. This will be a long term decision. But Chris Grayling raising the possibility that the taxpayer could run the east coast main line again. The government has a really difficult decision to make, what value can they get, and to make sure that people have confidence in the railways . A 33 year old man accused of hacking into Us Government computers has won a high Court Challenge against his extradition to the United States. Lowery love, who has aspergers syndrome, is alleged to have carried out a series of Cyber Attacks on targets including the fbi. Mr love was facing a 99 year jail sentence in the us but he could still be prosecuted in the uk as Daniela Relph reports. For four years, the threat of extradition to the United States had hung over him. Lauri love described it as gnawing away at his soul. Today that threat was lifted. The reason ive gone through this ordeal is notjust to save myself from being kidnapped and locked up for 99 years in a country ive never visited, but it is to set a precedent whereby this will not happen to other people in the future. The appeal courtjudges ruled that lauri love was vulnerable, that extradition to america could lead to severe depression, and make him a suicide risk. And crucially, for his well being, he needed to be close to his parents, here in britain. The relief for lauri love, his family, and supporters is obvious here in court. They believe that this decision isjust and humane. In a spate of online attacks in 2012 and 2013, lauri love is alleged to have hacked into the computers and systems of several Us Government agencies. They include the fbi, the department of defense, the federal reserve, americas central bank, and the space agency nasa. Lauri love was traced via a romanian e mail address and a paypal account. Hes been interviewed here by Britains National crime agency but, as yet, has not been charged. Todays judgment did not rule out a prosecution here in the uk, something his family and his supporters are prepared for. How do you feel about the prospect of a trial here in the uk and a possible jail term . I do trust a trial in the uk. In the us, the chances of me ever getting a trial are quite slim just because people are forced to plead guilty to avoid huge charges, huge sentences that they might face if they take a trial. In the uk, we dont strong arm people into facilitating their own prosecutions. This case has been a strain on the entire love family, especially lauris father, who is a prison chaplain. There is a consensus of agreement about the things that really matter, about decency, about justice, about fairness. The other concern banks may have is that customers are using credit cards, credit and debt to actually purchase a highly volatile asset, which could as we have seen recently decline in value quite rapidly, which might make payment of the credit card difficult for those customers. There are two broad sets of negotiations going on at the moment. One between the eu and the uk and another within the British Government, trying to Reach Agreement on what it wants the future relationship with the eu to look like. And the eu has emphasised on numerous occasions that until it has a clearer idea of the uk position, negotiations on the future cannot really begin. So what is happening at the moment . Well, to start with there is still a lot of work to be done on the outstanding issues from phase one of the talks. We discussed them a lot last year. Theres the future status of the irish border, a financial settlement or divorce bill, and the future rights of eu citizens here and uk citizens elsewhere in europe. And when it comes to number one, the irish border, the issue of customs arrangements which we are hearing a lot about today, looms large. How can you have an invisible border there without some kind of Customs Union . The challenge is to resolve all of these issues in the next few months and turn them into a legal text, a Withdrawal Agreement that would have to be ratified and signed before the uk leaves the eu in march 2019. At the same time, negotiations are about to begin on a transition period after brexit for up to two years. Those arrangements mean the uk would have to follow all eu rules and regulations without having any say in making them. But they would give businesses and governments more time to plan for the future. But what will that future actually look like . Negotiations on that have not even really begun yet and the other 27 eu countries are still considering theirjoint position while they wait for more clarity from london. We need also clarity about the uk proposals for the future partnership. The only thing i can say, without a Customs Union, outside the Single Market, barriers to trade and goods and services are unavoidable. We have already published a great deal of information about how the proposals in terms of what the customs arrangements will be and what the other arrangements will be with respect to bing outside the union. It is pretty clear from that. Trade is the obvious issue. Will the uk remain closely aligned with eu rules and regulations . Will it try to forge its own path, or, as seems likely, will it try to negotiate a mixture of the two . The eu is already warning against cherry picking the best bits. There are also a host of other issues on which we cooperate closely with the eu, like security and policing and Foreign Policy for example. New relationships need to be negotiated there as well. So, plenty to do is putting it mildly. No wonder that Michel Barnier said today that there isnt a minute to lose, but unravelling a relationship that has developed over more than 40 years was never going to be easy. In terms of the irish border, is that just a stumbling in terms of the irish border, is thatjust a stumbling block or is thatjust a stumbling block or is that something which could really hold up these negotiations . It is more than a stumbling block, if you cast your mind back to december, there was the negotiations on phase one which led to a report and that is what will be turned into the Withdrawal Agreement in that report it said something needs to be done about the Northern Ireland for that, the cameras clicked down the road but they said a failure to reach an agreement would mean that the uk would stay in the Customs Union and the Single Market to avoid a hard fought this can was kicked.
