Olly foster is there for us ahead of that game. Thered been some controversy over the decision to stage this event in baku with fans struggling to get there is there much of a presence there yet . Not yet, they have just been playing some unpatriotic azerbaijan music here, there is an event going on here, there is an event going on here in downtown baku. Some unpatriotic. Just some arsenal and chelsea fans, and those who get farewell feel like it is a triumph in itself. The allocation, which was small anyway, neither club has been able to fulfil that allocation of 6000 each. A lot of tickets are going back to uefa. On top of the criticism of it being here in the far east and frontier of european football, the expense, it being mid week, a lot of fans would have to ta ke week, a lot of fans would have to take the best part of a week off work to get here to see them in this final, and it is a big deal, this final. For arsenal, final, and it is a big deal, this final. Forarsenal, missing out final, and it is a big deal, this final. For arsenal, missing out in the top four, they look very co mforta ble the top four, they look very comfortable in their semifinal against valencia and they will be hoping they will carry that momentum forward. That is when they really came to the fore to get rid of valencia in the semifinal. Chelsea, before their semifinal, they looked a bit uncomfortable against frankfurt. They needed penalties to get through. They would have been favourites, but it is it has been such a long time since the semifinals and since the end of the season, semifinals and since the end of the season, so we semifinals and since the end of the season, so we just dont know what form the two teams will be in. Chelsea probably shading it as favourites, but arsenal, with so much more resting on it for them, because of them finishing out of the top four. If they win the Europa League, they will get into the Champions League next season. Chelsea are already assured of that, so chelsea are already assured of that, so less at stake for them. So far this year more than 100 people have been stabbed to death in the uk. For one community in particular, the crisis has become so acute that parents are deciding to send their teenagers to somalia, kenya and other parts of east africa for their own safety. The Victoria Derbyshire programme has been told that hundreds of british teenagers are being sent by their somali parents to parts of the world that for many years have been associated with violence and chaos. Our producer sean clare has been to kenya to track down some of those whove swapped violence in london for a new life in africa. For those risking their lives to seek asylum here, britain is a place of refuge. But for one community, the streets in the uk have become so dangerous that young people are making the opposite journey. British somali parents are sending their children who are born and raised here, in their words, home. There are mothers are now sending their teenagers back home, saying, its much safer to living in london. The uks knife crime epidemic has reached such a level that british teenagers are swapping the streets of the uk for east africa. One of them, youssef, whose name weve changed, moved to kenya from london when a friend was killed. In those few years that i was doing my a levels, it was tough. Why was it tough . Just seeing people being dropped every other day, being stabbed. Its not the place to be for a teenager, i would say. Youssef was talking to jamal hassan, a british somali who grew up in west london. Jamal turned his own life around after coming to kenya as a teenager. When you walk on the streets, you dont have to look over your shoulder. When youre out and about, you know youre not being targeted, because at that age, there was no way on earth that i could have easily walked into different areas of london. Jamal is now establishing himself as a mentor and is here in nairobi speaking to some of those who fled violence and crime in the uk. When i came here, there was a clean sheet, no one knew me, no one knows my history. Your parents, do they feel that youre safer here . Yeah, 100 . My mum feels im much safer here than anywhere else in the world. Prominent members of the Somali Community say hundreds of teenagers are making a similarjourney, because of knife crime, to east africa, to kenya, somalia. As a parent, you just wait for your child to be killed . Or does the parent take a decision . Quite a drastic decision to take him all the way back to wherever that child is from, originally. Despite british somali making up less than 1 of the uk population, according to one estimate, 8 of those stabbed to death in the uk this year somali heritage. Parents dont know how to deal with this, this is not something theyve encountered before, this is a british problem and its a problem that weve fallen into. She said there was an example of a young boy who lived in west london, who had asked to be taken back home. And she said, the day they booked his plane ticket was the day that he was killed. Its not the answer, but these are desperate parents, they want their children to live. It is a life and death situation, literally. Its survival. The austrian chancellor, Sebastian Kurz, has been forced from office, after he and his centre right government lost a vote of no confidence. Mr kurz recently ended his coalition with the far right Freedom Party, when its leader was caught up in a scandal involving a secret video that suggested he was open to corruption. Bethany bell reports from vienna. The young rising star of europes conservatives, Sebastian Kurz, has suffered a major setback. His centre right government has become the first in austria since 1955 to lose a vote of no confidence. The government was sworn in just last week, in the wake of a scandal which engulfed his former coalition partner, the far right Freedom Party. Technocrats replace the departing Freedom Party ministers. But Sebastian Kurz and his government lost a vote of no confidence, supported by the opposition social democrats and the Freedom Party. Mr kurz, who has been credited with turning around the fortunes of his conservatives, and who led the party to a clear win in the eu elections, and said hed be back. Translation today, parliament decided. But at the end of the day, in september, in this democracy, the people will decide, and im looking forward to that. Austrias president , Alexander Van der bellen, now has to nominate a caretaker government to hold the fort ahead of fresh elections, which are expected in september. In the meantime, he has named the former finance minister hartwig loger, of the conservatives, as an interim chancellor for the next few days. Bethany bell, bbc news, vienna. The authorities in nepal say an eleventh climber has died on everest. Christopher kulish, who was 61 and from the United States, had reached the summit, and was on his way down when he had a suspected heart attack. At least four deaths this season the deadliest since 2015 have been blamed on delays because of overcrowding on the mountain. Gail mclellan reports. Everest, where mankind battles Mother Nature to reach the top of the world. Its a deadly endeavour. The mountain stands over 8,800 metres tall, and a lack of oxygen means humans slowly die on the peaks upper slopes. The number of deaths this year already higher than the whole of 2018. Its been carnage and i should say, it has become a death race there, because there was a massive traffic jam and people are pushing themselves, who are not even capable of doing it. They do it and instead of summiting, they kill themselves. Mountaineers say overcrowding is partly to blame, as Record Numbers of climbers try to conquer one of the Worlds Toughest tests. Conditions have been also worse than normal, with high winds blasting the mountain, leaving a narrow window of time to reach the summit. It really comes down to, this year, a deadly confluence of three factors. You had a limited number of suitable weather days. The second is that you had a Record Number of permits issued by nepal, along with a requirement each person has to hire a guide. And the third is, due to the market forces, there are now Companies Offering everest at the lowest priced ever, which is bringing in a bunch of people that really dont have the experience. And also you have some guides that simply arent qualified. Despite the danger, despite having to climb past the bodies of dead mountaineers, and despite the monumental effort required to reach the top, the pull of everest means people will continue to push for the summit and continue to die doing so. The highest mountain, the highest risk. Gail maclellan, bbc news. A new banking code means more of us will be covered if we are conned out of our hard earned cash. That happened to around 84,000 of us last year. But, not all banks have signed up to the new scheme. Sarah pennells is a personalfinance journalist and she joins us from our newsroom. What kind of scams are we talking about . Its a very specific kind of fraud, it is called authorised bush payment fraud, and it means that the customer actually agrees to pay the fraudster. Obviously, they dont know it is a fraudster, they think that they are paying a genuine trader, or someone is helping them because their computer or broadband isnt working properly. This particular type of fraud is where somebody has given their login details or send a payment to somebody thinking they were the genuine trader, when it was a fraudster. What should we be looking out for when we are approached in this way . Partly because this code is coming into effect, banks are upping their game when it comes to the warnings they are giving customers. A number of banks will now give you a warning if you set up a payment for the first time, saying, have you set up this payee asa saying, have you set up this payee as a result of a cold call . Do you know it is them . I personally set up a test payment for someone i havent paid before, a small amount that i can paid before, a small amount that i ca n afford paid before, a small amount that i can afford to lose, and check with them on a number i know that they have received a payment. That is something banks are not telling people to do, but it is something they should be. Also, if you get a call out of the blue, even if it appears to be from the banks genuine phone number, dont assume it is from your bank, because fraudsters are so sophisticated these days and they can make it look like a phone call or text is actually coming from your bank. So you have to be on your toes and that is why, although i think this code is why, although i think this code is welcome, it is a step in the right direction, and i dont think it means that everybody who is defrauded will get their money back. Why arent all banks involved . There are two real problems with this, they havent all signed up. Most of the new banking mobiles, thin tech banking is havent signed up. What the code will do is say that neither the customer or bank is at fault, the bank should pay out. But if the bank has sent some warnings and you have still sent the payment, or if the bank thinks you have been careless with your details and negligent, it can look at these ona and negligent, it can look at these on a case by case basis. My worry is that they will not pay out. We all have to take responsibility for our details and banking information, but fraudsters are always trying to get one step ahead, and we have seen it in the past where there has been Bank Services down, and the fraudsters had been effectively cloning the banks and help services and making it look like they are genuine. For example, a twitter account. That is where people could be caught out and we will watch very closely, as others will, to see how banks react. But as ever, the thing is, you have to be vigilant. Sarah, thank you forjoining us. And in other business news, administrators for the fashion chain select have called its creditors to a meeting. Now, the first of a thousand patients has been given a new gel implant which protects the rest of the body during treatment and could reduce side effects by up to 70 . Our Health Correspondent matthew hill explains. Alan clarke is in no painjust a few days after his operation. I feel great, absolutely wonderful, yes. Pleased its done. Wonderful. It was a wonderful team, brilliant. You just couldnt fault it. Theres no pain to it, its all natural. Lovely. He first had radiotherapy in 2011. The cancer returned. This puts him at greater risk of getting side effects of radiotherapy. Thats why mr clarkes been selected to be the first nhs patient in the uk to be given the gel. Two syringes are mixed together, and once injected it sets within seconds like a jelly. It creates a space between the prostate and rectum ofjust over one centimetre. You can see the prostate is here, this grey areas the prostate, and this bit down here is the rectum. And weve created this space, this black area in between the prostate and the rectum and that should mean that the rectum will not get the toxicity from the radiotherapy. This might seem like a small space, but in radiotherapy terms the small space makes a huge difference to the patients quality of life in the long term. A study of over 200 patients in the United States shows that this treatment reduces erectile dysfunction by up to a0 , reduces damage to the bladder by up to 50 and damage to the bowel by over 70 . There are around 15,000 men who have radiotherapy for Prostate Cancer each year in the uk. The nhs Innovative Technology fund will pay for 1000 of these procedures over the next year in up to 12 hospitals, at a cost of around £2000 per operation. Once the advantages can be demonstrated its hoped everyone will be offered the gel so they can be spared devastating damage. Matthew hill, bbc news. A four day effort to move a banksy artwork painted across two external walls of a garage has begun. Banksys seasons greetings mural in port talbot is worth more than £100,000, and contractors have spent weeks preparing to move it to a new art gallery in the town centre. Thomas morgan was in port talbot. Its been a number of sleepless nights not only for the owner, who bought the piece, but for ian lewis, who owns the garage where the banksy was originally painted. When it was painted here, there was a threat it could have been vandalised, just like another banksy painting had been in cheltenham a number of years ago. So it was essential this piece was kept intact. It was not the intervention of actor Michael Sheen over christmas, who paid for security to be here, maybe that would have happened. But as you can see behind me, underneath the wooden structure is a resin to keep the piece in pristine condition and then there is this wooden piece and, as you mention, the piece is now being taken down. Engineers have been working here this morning, cutting out this section, so it can be moved over the next few days to its new location. And john brandler, the owner, is standing next to me. John, describe to us why in your opinion this is one of banksys most important works. Without doubt this is one of the most important works. In fact, it is the most important work. On one side, you have a boy standing in what he thinks is snow next to a sledge. It is called seasons greetings. It was painted just before christmas. It is a young boy standing, waiting for enough snow to fall for him to take the sledge next to him and go tobogganing down any of these hills all over wales. When you come around the corner, out of sight of him, there is a brazier burning waste material. And that is pumping pollution into the sky, which is coming round the corner of the garage and falling on the boy. The boy thinks it is snow falling on him, in fact it is poisonous pollution. Like many of banksys pieces, a political message. But you yourself, not from the area, why did you buy it and keep it as it is . First, it belongs here in port talbot in that, when you move back from the piece well, when it is not covered when you move back from the piece, you can see the pollution from the chimneys above it from the port talbot steelworks. It is very site specific. The second thing, it is a fantastic piece. It talks about pollution and explains how pollution is global not just local. If you pump something into the air in port talbot, china, south america, or in nevada, wherever you put it into the air, the air is a finite commodity and you are polluting the planet. To me, this is about, we are the first generation who understands what we are doing to the planet, and, if we are very lucky, we might still be the last generation who can do something to put it right. We may have already missed that tipping point. You have been here as engineers have worked, how are the nerves with the process now begun . I am very relaxed, because i have seen how sophisticated the work and preparation has been. They built a dummy corner wall in their workshops and moved that with this cradle effect, so they know exactly what they are doing. And, everything going to plan, and it will be perfect tomorrow afternoon it will be on display with the wood off it in the middle of port talbot. Brilliant. Thank you. As john has mentioned, the plan is tomorrow, as the engineers get back to work, a crane will lift this 11. 5 tonnes structure to its new location and we hope tomorrow to be able to see seasons greetings in port talbot in its new home. Thomas morgan there. Now its time for a look at the weather with darren bett. One weather on the way for england and wales, but for the rest of us, quite actually feel.
