Turkey has begun a major offensive against Kurdish Forces who control the north east of the country. The kurds are currently involved in joint military operations with american troops in syria and have played a key role capturing thousands of is fighters. Its unclear what will now happen to those fighters. The kurds have accused the us of abandoning them to face the military might of turkey which regards the kurds as terrorists. Turkey says it wants to set up a 30 kilometre zone along the border to resettle up to 2 million Syrian Refugees. Our Diplomatic Correspondent, james robbins, reports. But turkey tends to regard any armed kurd as a terrorist. That area is needed for our safety and security. For the Syrian Refugees to go back to, so they can go back to their normal lives and there is no vacuum to be filled by any terrorist network, and also to make sure that syria is not divided territorially. Over recent days, turkey has been building up its forces, after wanting to do precisely this for years. Turkey believes it had a green light from President Trump, plucked from a hailstorm of contradictory president ial tweets. One threatened he would destroy turkeys economy if they now go too far. The United States had also been pulling back some of its troops, which could be in turkeys path. Some of the Kurdish Forces turkey could try to destroy, have argued their hard won battle against is is now being put at risk. France and germany have already condemned the turkish action. Nato as a whole has been more sympathetic, but is cautioning strongly there are grave risks if turkey goes too far. In addition, turkey is now reponsible for ensuring all isis fighters being held captive remain in prision and that isis does not reconstitute in anyway, shape orform. Figures given to the bbc show more than three thousand people have been injured by a blade this year in london alone. An additional 67 have died. Every attack is a tragedy for all those involved, but there are wider impacts too on whole communities. In the third of a series of special reports on knife crime, ive been speaking to some of those living in one borough of the capital thats been hit hard by the violence. The ripples of knife crime spread far individuals may be wounded, but whole communities are damaged. There were members of staff there were trying to massage this boys heart, outside our school. And they have never ever recovered from that. The violence in the community breeds dread that your friend, your relative, could be next. Before before, it always feel like it was really far away but at this point it feels like it is at home now. Before , it always feel like it was really far away back in my day, we had a fight, fisticuffs, it was over in a few days, it was finished. Youre 0k, youre friends again. But now, people bring out the blades. But there is hope. There are some the young people coming up and have got so much good to say and so much good to do and show. We wanted to hear how one community in north london is coping. The borough has one of the highest rates of knife crime in the capital. These are the voices of teachers, of bus drivers, social workers, a retired police woman. Ordinary citizens living in extraordinary times, trying to do the right thing. I think about five or six years weve lost, i think we lost three students, one was killed right outside of school gates. It impacted the whole school, from every member of staff that taught that student, through all of those kids that, even if they did not know him very well, it had a very negative effect on our school in terms of how kids felt we had to bring in lots of counsellors and people forget the wider impact it has in the community. My boys are still quite young, seven and four, but theres definitely a concern living in london, in the city, everywhere you look there is gang culture. There is knife crime. I can of three people i know personally who have been stabbed, one of them individually and now i think its got to a point whenever i hear things like that in the area, i think, is it someone that i know . The group, however, was keen to keep a sense of perspective. It is the minority that are doing the bad. It is the majority that are doing so well and lets be clear, black children, our black boys, are not just wrappers and theyre black children, our black boys, are notjust rappers and theyre not just footballers and they are not just athletes. They are doctors, they are lawyers, they are lawyers, their authors they are lawyers, theyre authors and there are so much more. But in london, more than half of male knife crime offenders are black. Our group feel a key part of the problem the high rate of School Exclusion among black boys. I had a group of year 11 boys, these guys are all big lads, big bruisers. I remember this particular ta that was my classroom, that was in my classroom, he was a middle aged white guy. As far as im concerned, im seeing 15 year old kids. He is seeing something different. By the end of the lesson, he was like this. This is the teaching assistant and he is like this. He is shaking, he is afraid. Our kids are feared. Can ijust be blatant . If it was a white kid, big white kid, theyre staying in the classroom. At this moment, in london, it is young black men that are killing young black men, yeah . And other parts of the country, it is not young black men killing young black men. If everyone has got that fear of the young black man, if everybody bus was aspiration of the young black man is low, then what is that young black men ever going to be . Because of no one is inspiring you at home, if nobodys doing that in school, yeah . I tell you what, there is someone on that corner that will be doing that, yeah . And it is as simple as that. There is a sadness in this room, is seriousness too that wider a seriousness too, that Wider Society beyond the communities directly affected by knife crime remain too complacent about what is going on. The United States does not endorse this attack and has made it clear to turkey that this operation is a bad idea. Our International Correspondent orla guerin is in the turkish town of san liurfa near the border. Well, we havejust left the border area, where we were able to see and hear the beginnings of that Turkish Military bombardment. And just across the border wall, we were able to see smoke rising from the kurdish town. That was from a turkish mortar. We heard about two rounds of artillery fire, and there was also incoming mortarfire from the kurdish side. Now, i should say that where those mortars were landing, we could see very clearly it was a residential area. We could see a high rise block that were clearly apartment blocks, and we know from the information thats coming out from inside syria that civilians are already, once again, having to flee. I mean, who knows how many times these people have had to pick up their bags and go. And while turkey is describing this operation as the springs of peace, certainly, i think for the syrians who are trapped on the other side, this is one more round of battle in what has been an agonisingly long war. Now this is simply the beginning. What we are seeing now is strikes taking place from the air. Turkey has made it clear though, this will also be a land assault. We expect to see that coming in the next few days, and there are grave warnings and concerns from the International Community about what this will mean in the humanitarian side of it, for all the refugees and syrians who are trapped there, but also that key question. Could it undo progress that has been made in the global battle against Islamic State . Near the turkey syria border there. Sonia khush is syria response director at save the children. We just heard our correspondent theyre talking about the possibility that these refugees are picking up and having to flee an area of fighting, yet again, one wonders how many times they have had to do this. Your concern must be really quite profound for the civilians in this area. Thats true. You know, northeast syria is already home to more than1. 6 northeast syria is already home to more than 1. 6 Million People that need humanitarian assistance. A lot of people are rebuilding their lives after having lived through 7 8 years of conflict, and isis occupation. So there are so many needs, and whats happening right now is only going to make those worse. We are really calling on all military parties involved to make sure that their operations dont affect civilians. Without humanitarian services are allowed to continue, and that the impact of people who have nothing to do this is minimised to. Turkey has been talking about some kind of safe zonein been talking about some kind of safe zone in this area, potentially to help repatriate at least the syrian, not necessarily the areas they came from originally, but it leads to their home country, some of those 4 million refugees that are in turkey at the moment. Does that seem logical to you . You at the moment. Does that seem logicalto you . You know, we are a lwa ys logicalto you . You know, we are always supportive of syrians going back to syria, but under the right conditions. If its voluntary, if its safe, if its dignified, if its safe, if its dignified, if its something that they independently make the choice to do. What we wouldnt want to see is forced returns. We wouldnt want to see people being sent back into syria unwillingly. So obviously we are worried that that might happen. In the coming months, but right now, but what we are very concerned about is the impact on children and their families in northeast syria, along the border with turkey, but also in the border with turkey, but also in the many camps that are across northeast syria and hosting very, very vulnerable population. The fact is that people in these camps, those are safe areas potentially until this incursion, they are not the best of accommodation anyway. They are overcrowded, there are huge problems in those camps anyway. Thats right. People living in these camps are living in really difficult conditions in a northeast syria, we also have more than 9000 children from a0 Different Countries who are com pletely from a0 Different Countries who are completely dependent on humanitarian assistance up until the point when their governments hopefully take them home. You know, children shouldnt be growing up and camps with no access to school, still living with the mental trauma of having lived under isis rule, we are really calling on governments to say, now that you actually have the chance to bring these people home, and make sure children have a chance ata and make sure children have a chance at a normal childhood, now is a really good time to look at repatriating them. But what is your message to those who could be involved in fighting now, particularly as we are hearing that theres the possibility that Ground Troops have already crossed the borderfrom turkey, troops have already crossed the border from turkey, and that there have been air strikes in this region. Yes, there have been air strikes already. My staff have been reporting all day of hearing air strikes. You know, people are very nervous. There are already movements, that we expect will continue. At the point is we dont really know how far the Turkish Forces are going to go. We dont know what kind of territory they wa nt to know what kind of territory they want to occupy, so we will have to see how it plays out over the coming days, but the fact that people are already being displaced, and there isa already being displaced, and there is a huge amount of fear among civilians inside syria, is already a cause of concern for us. We are going now into an important period, an important phase with the European Council next week but what i would say is that this government is focused on leaving on october the 31st, with or without a deal. Deal or no deal is mainly down to this man, the irish taoiseach leo varadkar, who wants a deal but not on borisjohnsons terms. It is the position of the uk government that Northern Ireland must leave the Eu Customs Union and must be part of the uk Customs Union, no matter what the people of Northern Ireland thing. That is their position at the moment, and that is one that is of grave difficulty to us. Only seven days from decision day, in brussels, the uk wants customers to be different on either side of the irish border. They say the difference ought to be between Northern Ireland and the rest of the uk. So just listen to the European Parliament this afternoon. Imagine all of these sides coming together . Personally, i dont exclude a deal. We are working on a deal and we are not accepting this blame game which started in london. We are not to be blamed. Northern ireland is an integral part of the United Kingdom through the consent of the people of Northern Ireland. We will not be torn out of its internal market and Customs Union and we are not the eus bargaining chip. You may have conned a very weak and gullible mrs may into signing up into a new treaty from which there was no escape, but you are not conning us. Borisjohnson is a liar, a charlatan, a racist, a National Disgrace and as a grandmother even in his own constituency says, a filthy piece of toerag. Whatever happens in brussels, on saturday the 19th of october, the Prime Minister is expected to call mps here to westminster for an historic city and, to thrash out what really happens next, deal or no deal. Sitting. And if there is no agreement, mps have already changed the law to force him to delay but he will kick and scream to protest to try and avoid it and try to pin the blame on them. The Prime Minister has an opportunity on the 19th to announce he has obeyed the law, signed the letter, sent it off to brussels to ask for the extension which will give us time to work out a sensible relationship with europe. We just heard them say we are leaving on october the 31st. That seems to ignore the benn act, and indeed, from other members of the government, and the suggestion is that borisjohnson will stick to his word, do you still believe that we are potentially going to get this extension, or that there may be some stratagem that we dont know about that could lead to us actually leaving at the end of the month . Well, the only scenario i can foresee where we do end up leaving without a deal on october the 31st would be if the eu said no to an extension, because in that situation, mrjohnson does comply with the benn act and the eu at the end of the process is no. The problem here is that the eu does not wa nt to problem here is that the eu does not want to have to face or except some blame for some of the economic turmoil that might. From an ordeal scenario, and for that reason, they are not in the mood either to go for no deal. And also, the other thing that i think its worth pointing out, although mrjohnsons latest plans got a drumming in brussels, they do see some opportunity for a bit of ground work there, bit of modification, and it is entirely possible, and many in the eu hope this is the case, that during that extension and perhaps a couple of weeks or months time, there may be a concession from thejohnson government, which makes some sort of deal possible at some point in the near future. So, you believe, or at least the johnson team believes, near future. So, you believe, or at least thejohnson team believes, or rather the eu team believes that the johnson team could well somehow scale back their demands. Yes, and the way that that might work would be if mrjohnson were to hold a general election and get a very strong conservative majority, as we know, he is currently in a confidence and supply agreement with the dup. Now, its the do you people are the main obstacle at the moment to any kind of brexit deal where there are trade barriers between Northern Ireland and the rest of the uk. In whats known as the backstop. Now, if mrjohnson didnt have to rely on the dp support, if you are able to win the next election and form a government, that he might be able to push ahead that backstop that keeps an effective single market. Now, that you would be more or less happy with a deal that included that, and there is a hold on the eu side that that is the direction of travel that we might see. And in glascow, weve had some water logging of the roads. This really, as a result of todays rain, yes, but also the prolonged spell of wet weather weve seen. I think scenes like this, probably becoming a bit more common over the next few days. For some of us, there is more rain in the forecast. Now, the radar picture shows how extensive the showers today have been. Theyve been nonstop, really, across western scotland. A few sneaked into southeast england, the driest weather for east anglia, and the northeast of scotland, with fewer showers. But overnight tonight, as our area of low pressure moves across the far north of scotland and northern isles, really, we will continue to see showers feed in across scotland. It will stay quite windy as well. Otherwise, showers becoming confined to western coasts and hills, with the weather becoming dry across inland areas. Dry but chilly. Temperatures down to 5 degrees in norwich. Now, for tomorrows weather, another area of low pressure on the charts. This one bringing south westerly winds, and a warm front that will extend a band of rain into northern and Western Areas of the country. Showers to start off with for western scotland, otherwise, a bright and sunny starts. But, rain through the morning will spread from Northern Ireland into Northern England and in across scotland, where the rain becomes heavy and persistent as well. Localised surface water flooding is a possibility. Further southwards and eastwards, no great amounts of rain for southeast england, in fact, for most of the day, it will be dry, bright, and mild, with highs of 17 degrees. But through thursday night, further bands of rain pushing into western scotland could cause a few issues. Then weve got this weather front, trailing down across england and wales, that becomes very slow moving as we go through friday. This is going to bring a lot of rain to the hills of wales, and also around the peaks in the southern pennines. Met Office Warning already issued. Could see 50 70 mm of rain over the high ground, enough to cause localised surface water flooding. And a low, there could be a little bit of rain at times across the southeast. Theres probably great amounts of rain around on friday, indeed, here its going to be pretty mild, with highs up to 18 degrees or so.
