On bbc news at 5. Sunday, saturday i should say, if that match will go ahead between eu countries agree to intensify brexit talks with the uk, scotla nd that match will go ahead between scotland and japan. Scotland said they are considering legal action if but both sides say more work they are considering legal action if the game is cancelled at the rugby is needed, to get a deal. I think both of us can see a pathway world cup. I will have more on that to a deal but that doesnt and an update on the japanese grand prix. Then which has the weather. Plenty of the rain around. There will be plenty of rain in the forecast. Apple not train everywhere this weekend all the time, but where the rain does full it is following on really soggy ground. So there could be problems of flooding for all of that plus the latest on the typhoon in japan just all of that plus the latest on the typhoon injapan just before half past. Also coming up, the long journey home. The five year old daughter is a man jailed journey home. The five year old daughter is a manjailed in iran on spying charges returned to the uk. This is afternoon live. CounterTerror Police are leading the investigation after a stabbing incident in manchester. The centre was evacuated after police ate five people were stabbed. All of them have been taken to hospital. A man in his 40s has been arrested, witnesses described him as lunging at multiple people at random. Police say they are keeping an open mind about the motivation of the attack. Borisjohnson who said he was shocked by the incident praised the Quick Response of the emergency was services and said his thoughts are with the injured and others affected. Our correspondence is at the scene and central manchester. Peter, targus three how these events unfolded, please. As you can see, the Arndale Centre remains close. It all the Arndale Centre remains close. It a ll started the Arndale Centre remains close. It all started at 1115 this morning, when police were cultured at Shopping Centre to reports of one or possibly two men randomly attacking people in the starbucks cafe with damien Arndale Centre area. It is not sure how serious the people who are injured, or under them not sure how serious the people who are injured, or underthem is believed to be seriously injured with a stab winter. The condition of the other four are not known. They have been taking to hospital. Eyewitnesses were told they were alerted to what was going on by screams and then there is a palin cannot support by running through the Arndale Centre. Security shutters and some of the shop started to come down. Police say that Counterterrorism Police are leading this investigation, but that you should not read into that that this is definitely a terrorist attack. But they are keeping all options open in terms of a potential motive at this stage. So, peter, what is the impact on the wider area . We can see behind you the police tape. Well, obviously you know because of the location manchester you know that manchester has seen terrible attacks in the past, the Manchester Arena bombing 22 people were killed. Obviously, this causes a lot of concern and worry. The Arndale Centre continues to be closed off, other the Police Presence seems to have these. There are still a lot of concern and confusion about exactly what went on, what is happening and we know that a ao year old man has been arrested and he is being questioned in custody and suspicion of serious assault. By the moment, peter, thank you very much. We have just had an update on the Greater Manchester Police Press Office in relation to this ongoing incident. They are saying now bad there are more people who have been injured in this incident, not five as previously reported. A 19 year old woman has taken to hospital with stab wounds, another woman is also in hospital with stab injuries, both of their conditions are described as stable. A man in his 50s has been taken to hospital with stab wins, a fourth victim, a woman in her 40s, he was not stabbed has been assessed and did not need to go to hospital following an assessment by paramedics. As we have been reporting, a man in his 40s he was arrested at the scene on suspicion of serious assault remains in custody for questioning. Earlier my colleague spoke to eyewitness friday, he was an issue shop at the manchester Arndale Centre when the attacker came past. I was initial buying shoes, obviously. I was in a shoe shop. As i was buying them, i heard screams, just outside the shop. Quite a lot of people by the sounds of things. Definitely women screaming, but i do not know whether or it what gender it was. Naturally just after a woman wearing a brown jacket came into the shop and she said that the guy had tried to stop her. She was not sure if it was a real knife or what the situation was. I do not know whether disguised, because this guy was clearly going around the shop trying to get branded people and obviously this moment had no relation to disguise a stop i believe the knife grazed of her jacket. Disguise a stop i believe the knife grazed of herjacket. She might have got something tiny at her stomach, but nothing serious. After police came in and confirmed it was a real knife and she burst into tears, obviously devastated. It is being a bit of a shock. I am still in shock from it. Could you telus, baddie, what happened next . We also flee a package from the building . We were in the shop for 20 minutes and lockdown, to watch the police and security run parcels up the Police Arrived extremely quickly, which was very lucky. And after that 20 minutes they evacuated everyone. The incident, or one of the incidents must have happened may be 15 metres to the left as i walked out. I walked out and saw curtains covering, obviously a suspect. I do not know whether that was somebody who had actually been seriously injured or worse. Obviously, they send us the other direction to evacuate away from the body or whatever it was. And, ready, we have seen pictures on screen of a man a p pa re ntly seen pictures on screen of a man apparently being arrested, night on the floor with one Police Officer standing over him. Please are talking about arresting someone in his 40s and the picture also shows somebody holding a taser and pointing it at this man, who is lying on the floor. There we are, we are saving pictures of that now, on screen. Did you witness any of that . Idid not screen. Did you witness any of that . I did not actually witness that. I just know that there was lots of opposition walking past the shop. They had just shut the doors to the shop, presumably by the cover the incident. Obviously the police got there as quickly as possible, so, you know, i did not witness it. I am glad i did not. Because i would properly have done a stupid thing trying to stop someone like that stop ijust got trying to stop someone like that stop i just got very lucky, trying to stop someone like that stop ijust got very lucky, because of how easy it would have been for me to walk out of the shop. An eyewitness speaking earlier. Let us ta ke eyewitness speaking earlier. Let us take now to the former counterterrorism national coordinator. Thank you forjoining us. We are being told not to read too much into why counterterrorism officers are investigating this incident in manchester. Why would they be called in, just hypothetically . The advantage of bringing in specialist early on is you do not under playing catch up later. Of course, bringing the north west counterterrorism unit into play, they are a very good team up into play, they are a very good team up there, also gives immediate access into the Intelligence Services and allows you quite simply to build a much better, more, has a texture of what might have happened as the incident and what else might have happened beyond and behind that. Much more quickly than if it was a local investigation for a while. What are the skills that they bring, the rematch that they have that officers of the regular force would not . Importantly, they are all very experienced investigators. They will all come from investigative backgrounds, investigating other very serious crimes. But importantly, they worked collaboratively with the Intelligence Services are not as the piece that does not exist quite so directly in normal policing levels. They also bring to bear other skill sets which are not routinely available. So, my own experience of being the lead for protective security and preparedness and my colicky is responsible for preventing radicalisation, for example. My colleague. Preventing radicalisation, for example. My colleague. So, how quickly would they generally speaking be able to establish whether it is a terrible eight incident or not . So, that can take quite a long time. Quite often a terror related incident. Then, when you get in behind that veneer, you find that there might be a Mental Health issue or other prevailing factors. It is quite hard and that is why we have legislation in this country to try and keep people in custody for the appropriate amount of time that is required to investigate that. What were these officers then be looking at to try to establish the motive here . So, they will be looking at the incident, what actually happened, what was said and done. They will be searching intelligence indices to see whether we know anything about this individual. They will look further into other contacts, they will look to use technical measures three investigating what correspondence and communication might have occurred there in individual telecommunications devices. But broadly speaking, i think they will be speaking to the individual themselves as soon as they can, to see that individual can shed any light on why they have done what they have done for the caution around naming whether something is terrible eight or not is obvious, isnt it . We do not want to panic people. But what are the hallmarks of something that would reach that point where you think it is warranted to call it that . point where you think it is warranted to call it that . I think it is something we should always keep in the forefront of our mind. We as keep in the forefront of our mind. Weasa keep in the forefront of our mind. We as a society and a nation had been at threat level severe, which means an attack is highly likely. That assessment is done in on a regular basis. More of the challenges we have a b had not had a tax for some time now, as people can become quite complacent. One of the great challenges that policing and society and government has, is trying to keep peoples response to terrorism at an appropriate level. I do not think it should cause fear and alarm to name an incident as a terrorist incident. What did should do is focus people on the need to be prepared for such incidents. We have a mugging with some fabulous people in manchester around try to persuade the government to adopt a new law, we would call it martins law, in memory of one of the victims of the Manchester Arena bombing. It would follow some processes and structure to make sure they are as robust as they possibly can be to prevent the sort of incident, whether it is terrorist or not. It is a big, open, public space. You need security, but you do not want to be off putting to people, of course. So, what it is processes that in an ideal world with take place . The best thing we are always asking for is to have a plan and to have the potential for terrorism or something dreadful happening in your environment and think about what she would do. The early indications i am getting, by just open source news feeds, is that the centre per se seems to have responded quite well. Greater manchester plays have responded quite well and they may well have beena quite well and they may well have been a policing and security presence quite firmly in the Arndale Centre. I think the biggest worry is a complacency issue. There also have been watching the news of the lusty weeks had perhaps been, as i have been, a bit concerned to see tax in france again potentially, attacks on germany again. For somebody who led counterterrorism functions throughout 2017, that is what we saw ona build up throughout 2017, that is what we saw on a build up to that year, attacks happening elsewhere in europe. I think it is absolutely right and proper that people keep the potential for terrorism in the forefront of minds. Given that, as you say, complacency is a body, and there probably is not normal, as emotive understood it if years ago, at what point can you stand down in at what point can you stand down in a situation like this . What would you look forward to say this is over, we are ok, mr howe to be vigilant, but there is nothing much about . There will be an enormous amount going on in manchester at the moment. It is not uncommon for an attack to the procedures by something else, perhaps a domestic incident. I know now that the police will be trying to backtrack very quickly on what, where this individual has been and what they have done, to make sure there are no other casualties anywhere else. I think you can extend that process for as long as it is needed to be. Certainly following the attack in Borough Market in london 2017, that process went on for many hours to make sure no one else was trapped injured. Importantly, the government advice and this is run, hide and tell to stay hidden until somebody you trust comes to gadget. We suddenly saw that in london in 2017, people do take that advice. One other thing that i have Greater Manchester police are doing and even the Arndale Centre may have in process, as a way of going through that environment and making sure we have accounted for everybody that might still be vulnerable or afraid of what going on. Really good to get your insight, thank you very much. Are what you afternoon live. Counterterror Police Investigate after a stabbing in manchester. Eu countries give the go ahead are a intensified brexit talks to take place with britain. Casualties mount as Turkey Presses on with its assault on kurdish held areas of syria. And in sport, scotlands rugby says it is considering legal action in the Rugby World Cup matches called off in the wake of the typhoon. Qualifying for the japanese grand prix, it is the move from saturday to sunday because mercedes were quick as a friday practice. And in athletics, the organ project is to close down after the head coach was found guilty of doping violations. I will have a full round up in about 15 minutes. The European Council president donna tosca says there are promising signals at a brexit deal is now possible. It follows yesterdays talks between the british and irish Prime Ministers, who said there is a pathway to an agreement ahead of next weeks russia eu summit. The eu has now given the green light for intensified negotiations. The french president , when asked whether there isa president , when asked whether there is a glimmer of hope and it says, let us wait for the next few hours. Abbott brussels correspondence reports. Brexit seems to be moving again. Steve barclay arriving in brussels this morning. The two men talked for about two hours, a moment later, a smile. The big sticking point, how the uk plans to do customs checks in Northern Ireland. Afterwards, the priority for Michel Barnier was explaining what had been discussed to the rest of the eu, not to the rest of the world. We had a constructive meeting with Steve Barclay and the british team and now i am going to debrief the 27 ambassadors and the Brexit Steering Group of the parliament. I have already said that brexit is like climbing a mountain. We need vigilance, determination and patience. Under huge scrutiny from the media, desperate for news, the eu chief negotiator was not ready to answer the many questions that exist. They are mainly about the process what is going to happen and when . Will the uk and eu negotiators enter what is called the tunnel, an intense period of confidential negotiations where compromises get made . And what will have happened by the time eu and meet leaders meet for the next summit on thursday 17th october, less than a week away . And what will be presented to mps at a special sitting of parliament scheduled for a week on saturday . A possible deal, no deal, an extension . But the mood has definitely improved after yesterdays meeting between borisjohnson and the irish leader leo varadkar. It has left the eu feeling cautiously optimistic, although there is more caution than optimism. I have received promising signals from the taoiseach that a deal is still possible. Of course, there is no guarantee of success and the time is practically up. But even the slightest chance must be used. A no deal brexit will never be the choice of the eu. I would anticipate that that will lead to some more detailed proposals being laid down and then the possible t4 talks to enter the proverbial tunnel. What is a mystery is what has happened to unblock this process. Either the eu has relaxed the guarantees it knees for the irish border, or the uk has relaxed its position that Northern Ireland can never, ever be part of the eu customs zone. What emerges from brussels is one thing. Whether it flies at westminster is another, for another day. Gavin is in brussels for us. What to be really know about what intensified talks mean and what is coming down the track . Ok so donald tusk we had a little bit of him from that piece, he basically said there is no real signal for success that piece, he basically said there is no real signalfor success yet. But there is some glimmer that we must look at. So over the weekend, the negotiating teams will talk, the eu ambassadors, 27 ambassadors met with Michelle Bernier since a brea kfast with Michelle Bernier since a breakfast meeting that he had with Stephen Barclay, the british. He has said they will could intensify discussions of the coming days . It will not be an official phase where mobiles are, they go into a position where they can talk and talk and a room and try and get a compromise. Pa rt room and try and get a compromise. Part of that reason is because they do not want to throw false light on what could fail. They also want the chance to be able to brief the other eu leaders, things start to move over the weekend. Next proper update we will get i think is on sunday. Then, we will see is anything worth keeping that momentum ahead of the Eu Council Summit on thursday. How likely, really, is it that there will be a deal struck before the summit . Standing in this position, the music when it comes to the abba server talks was always pretty grim. It was like a massive game of cluedo for a few days. They are all pointing the finger. Suddenly they had this meeting, three hours in cheshire, walking in the grounds of the manor and between borisjohnson and leo virat, there seems to be a glimmer that either it is very secret of or not many other eu leaders know what is happening at the moment. I was having dinner with some of the team last night here in brussels and they were given very little away. Some, got the sense, did not know to much either. Here is that then, i think now we are in stoppage time. To use an analogy, borisjohnson has to score a hat trick. In the next daisy has please the please the eu, the brexiteers and parliament. Time is very, very short. It gets shorter the clerk is taking, i am trying not to say that. You slowly run out of analogies. Thank you very much. Abbott political corresponding just go parkerjoint is from westminster. How much glia said that talks are going to intensify . I think there is quite a bit of relief amongst those who support Boris Johnson. Quite a bit of relief amongst those who support borisjohnson. I have been speaking to a couple of conservative eurosceptics today to just try and sound out whether they think whatever has gone on between leo varadkar and Boris Johnson, because of course it is still a mystery as to what exactly they may or may not have agreed, whether eurosceptics are feeling nervous that Boris Johnson eurosceptics are feeling nervous that borisjohnson may have given too much ground. I think the general mood at the moment, parliament is not sitting at the moment, it is not sitting until monday, the mood is wait and see the top because we are so short on details. As government just refer to to be this breakthrough moment where Boris Johnson and leo varadkar at a wedding venue on the world, walking down a gordon pass, finding a path toa down a gordon pass, finding a path to a possible deal, but not really revealing what that path was to anybody else. We will have to wait to the details, but certainly, compared to where we were the beginning of the week with those downing street briefings are not difficult from car between the german chancellor and Boris Johnson, things seem a lot more hopeful at this end of the week. But as gavin was just pointing out, this end of the week. But as gavin wasjust pointing out, not this end of the week. But as gavin was just pointing out, not a this end of the week. But as gavin wasjust pointing out, not a lot this end of the week. But as gavin was just pointing out, not a lot of time to go. We should get elizabeth mcla rty time to go. We should get elizabeth mclarty as the day goes on. Super saturday we should get a little bit more clarity. Failing that, the suggestion as they could be a number of other options presented to parliament, we will have to wait and see. He had said that a few times. Thank you very much, jessica. Tens of thousands of people are playing their homes as changi continues its offensive against Kurdish Militia in syria. Jagger strips moved into the area this week after President Trump withdrew american forces. Turkish troops. Republicans in the s congas are planning to introduce sanctions against turkey, while mr trump has offered to mediate. There is no letup in this military offensive. The kurdish fighters are firing back. This footage shows a mortar landing in a turkish town. Back in syria, families are fleeing for their lives. Thousands of miles away, donald trump, weighing up his options in public. You have the choice of bringing in the military and defeating everybody again, or you have the choice of financially doing some very strong things to turkey, so that they take it a little bit easy on, really, competition that is, i dont think it is being fairly treated in many ways, ok, we have a very Good Relationship with kurds, or we can mediate. I hope we can mediate, john, i hope we can mediate. The un, largely sidelined in the new age of diplomacy, offered traditional solutions. I want to express my deep concern about the escalation of conflict we are witnessing in eastern syria. It is absolutely essential to have a deescalation in this conflict. Military operations must always respect the United Nations charter and International Human law. But that will be of little comfort to the kurds, who have heard it all before. Let us take a look at the whether with ben. First we are going to head to japan with ben. First we are going to head tojapan and with ben. First we are going to head to japan and the with ben. First we are going to head tojapan and the impact of with ben. First we are going to head to japan and the impact of this type on. The people of japan are now starting to see the whites of the eyes of this type on. This was sunset in a cycle today. It does not look too bad, so far. But things are going to go downhill significantly. This is the latest satellite picture. You can see the typhoon here, it is moving towards japan. It is weakening a little, but only a little. At the moment it has got winds in the centre, close to the i hear of around 105 mph. This is the forecast, takes this extremely heavy rain, these damaging winds into the south east of japan, probably close to the tokyo area during saturday. As you can see, it will be moving along quite quickly. By sunday it is right up to the north east and the weather will be better. Of course, in the meantime it is going to be huge massive rain, damaging winds and also some big waves crashing into the coastline. I can show you some pictures of the preparations that are now starting to take place. This was taken earlier on. These are the kind of waves that we have been saying already, because that storm has been spinning out in open water. It is unable to web app that sea water and is already driving in some big waves. I will show you the impact that we are expecting in japan asa impact that we are expecting in japan as a result. Whence of 100 mph as it makes landfall. Flooding rain, have a metre of rain, potentially a bit more in places. And the wave hit high to could get to ten metres or a little bit more. So, that combination is going to cause huge amounts of damage in that part of japan. As you say, very disruptive to what is meant to be happening with the rugby this weekend. Our weather, then . Rain . Closerto home, their satellite picture is quite impressive. See this type of cloud . All the way out in the atlantic. Think that a bit like a hosepipe, it is just allowing water in our direction. Some places in the uk have seen, during last night and this morning, close to half the rate for they nominate expect in the whole month of october. It is not as a things have been dry in the lead up a things have been dry in the lead up to this either, is it . The grant is saturated. I will show you the scene in herefordshire. All of this mud and water lying around. Of course, with more rain, if we get any more, it be following on that saturated ground and the risk of flooding just grows and grows and grows. The last time i looked, only one Flood Warning invoice at the moment. But i think that may grow as they had ready began. What is in store . They had ready began. What is in store . Summer rain, not forall of us store . Summer rain, not forall of us all the time. This is the radar picture. It shows where the rain has already followed. Particular heavy train with englert and wales, that now starting to edge south eastward. Showers packing into the western side of scotland. Him between a slice of sunshine in scotland. Beautiful diaper parts of Northern Ireland and northern ingrid. Northern england. Our hosepipe ploughing into the uk and it does not clear away. It plagues the southern counties all night long. There were still be some southern counties it will turn a little bit shelley across parts of north east scotland particularly. As we head through the weekend more rain at times and that does bring with the potential for some further flooding. This saturdays forecast, this band of rain still plaguing the southern counties. A little bit of uncertainty about how far north as could get. The far south east major tribe a little bit through the afternoon. That is a pretty big may. Further north, plenty of sunshine around and a decent looking title to some heavy showers into the north west west water temperature is generally 11; to 15, little cooler than today. The Channel Islands still and barely were, isolating full stops saturday night, hosepipe strikes again. It brings rain back northwards again. Some heavy rain. So, that raises the flooding concerns once again. Along as weather front we develop a little wave, a little area of low pressure. That is going to take rain northwards. There is also this little frontal feature here bringing some hefty downpours into the north west side of the uk. You can combine the manchester northwards. Some places will again see a lot of rain during sunday. It is going to be quite breezy and blustery for some, as well. Northern scotland is perhaps getting my the driest and brightest the weather. Those stop ca ptu res brightest the weather. Those stop captures of 11 to 16 degrees. As we head on into next week, it stays u nsettled. Head on into next week, it stays unsettled. There will be more showers or longer spells of rain at times. The potential for showers or longer spells of rain at times. The potentialforflooding continues. For some of us it will be a pretty wet weekend. This is bbc news, the headlines. Counter terror Police Investigate after three people were stabbed at the arndale Shopping Centre in manchester. Eu countries give the go ahead for intensified brexit talks to take place with the uk. And fears of a hulmetarian crisis as Turkey Presses on with its assault in kurdish held areas of syria. The daughter of Nazanin Zaghari ratcliffe, the british woman jailed in iran is back. Coming upa jailed in iran is back. Coming up a call for the government and the bbc to save free tv licenses, for the over 75s. Sport now with ben. We have been talking about the impact of the sport now with ben. We have been talking about the impact of the tie gone on japan. Which talking about the impact of the tie gone onjapan. Which is where japan and scotland are playing supposedly this weekend. Massive concern though of the impact of that match being cancelled. It has huge ramification for scotland if it does go they are looking at Legal Options if world rug by they are looking at Legal Options if world rugby decide to cancel the match against japan. That super typhoon that you have been hearing about, due to hit the region in the next 2a hours, two matches including england against france cancelled on saturday. Scotland need to win that match if and if they do, it does go ahead they have to win it, to qualify for the quarterfinals, the Scottish Rugby union chief executive says cancelling it goes against the whole of sporting integrity of the tournament. Now, scots have named their team today and dropped their captain. Japan have been excellent, it is not their fault, they are captain. Japan have been excellent, it is not theirfault, they are in captain. Japan have been excellent, it is not their fault, they are in a strong position, think they will wa nt to strong position, think they will want to play the game as well. But so do we. And it is was just, want to play the game as well. But so do we. And it is wasjust, it want to play the game as well. But so do we. And it is was just, it is frustrating, as a playing grup so do we. And it is was just, it is frustrating, as a playing group and both as a playing group and individual, you work so hard to come to competitions like this and play in these type of game, we cant control what the weather is going to do but i think to have the option of a back up plan certainly, from a playing group is something that needs to be looked at. World rugby have responded to the criticism. Saying it is disappointing when we are doing everything we can to enable sundays matches to take place and when there is a real and significant threat to public safety. This is going to rumble all the way to sunday morning. Ireland facing samoa this weekend. Concerns about the pitch they are meant to be playing on. Ireland are lucky their game is taking place in the south of the country, well away from the expected path of the typhoon, it is the only game we expect on saturday. As you say conditions overhead shouldnt be a problem but underfoot it is not perfect. The pitch was churned up in the last game, they have re laid bits not that perfectly by the looks of thing, organisers have told the teams that the pitch is safe, but not everybody is happy. They told us in an e mail both teams knew about it, they had to relay the pitch a bit, we went out and had an inspection, we are being given assurances that it is safe to play on and that is all we can ask for, obviously i dont want to predict anything or cause any more controversy at this stage, and we just try to back the players, trust that the pitch will do its job, just try to back the players, trust that the pitch will do itsjob, at this stage, so we are trying to alleviate any concerns while we are out there, but then it is a matter of wait and see. About 560 miles north in chic can shizuoka the wet us was terrible but playable. Australia beat georgia, it was a win that takes them top or the pool for a couple of day, wales can overta ke pool for a couple of day, wales can overtake them if they beat uruguay on sunday, the winner will face the winner of englands pool. Sorry, the runners up in englands pool, that is france. Whoever finishishes wales have made 13 changes for that match. FlankerJustin Tipuric will captain the side with only Hadleigh Parkes and john adams retaining their places. Changes were always expected given that they played fiji on wednesday. Formula one is injapan this weekend too and also affected. Qualifying will now take place on the morning of sundays race in suzuka with all saturday running cancelled. Practice took place earlier, Valtteri Bottas and Lewis Hamilton were quickest for mercedes. The nike oregon project will be shut down following the four year ban handed to its former head coach Alberto Salazar for doping violations. Even though nike are supporting salazars appeal against the ban, they say it had become a distraction. That is all the sport for now. Let us that is all the sport for now. Let us return to our lead story this afternoon, and that is that attack on the Arndale Centre in manchester, a man in custody after counter Terror Police are brought in to investigate. Three people have needed hospital treatment after being stabbed. The labour leader Jeremy Corbyn has thanked the police and Emergency Services who were involved in responding to this attack. He tweeted the home secretary priti patel has also been tweeting in response to that incident. Very concerned by the incident in manchester, she says. My thoughts are with those affected. I am very grateful to the police for running towards danger to keep us safe. We will of course be reporting more on that story throughout the afternoon. Lets return to brexit now as European Council president donald tusk says there are promising signals that a deal is now possible. It follows yesterdays talks between the british and irish Prime Ministers, borisjohnson and leo varadkar, who said theres a pathway to an agreement, ahead of next weeks crucial eu summit. The European Union has now given the green light for intensified negotiations. Dr peter holmes is a reader in economics at Sussex University and an expert on brexit and eu trade policy, and hejoins me now. Thank you very much for being with us, it is immensely opaque, it is difficult to fathom, can you decipher what they might be thinking of . Well, it is very difficult, i havent seen any details of the publication of the report, but the fundamental problem is, that if you are not in a Customs Union with the eu, there have to be border controls and if the north of ireland is in a Customs Union with the south, there have to be and the rest of the United Kingdom isnt, there have to be border controls in the irish sea, it is impossible to fig out your how thatis it is impossible to fig out your how that is avoidable. There have been rumblings there might be some sort of venn diagram arrangement where you could have a Customs Union that would incorporate the island of ireland, and then another one that would keep the Northern Ireland in sync with the rest of the uk. How feasible is that . Well, on the basis of what we normally know about Customs Unions, you can only ever be in one Customs Union at a time. You have free trade with the other members of the Customs Union, and you have all the same rules on third countries, so, if britain is in a Customs Union with the, sorry, if the north of ireland is in the Customs Union with the south of ireland, and the uk isnt i there have to be border controls between them, for example if the uk wants to allow Great Britain, wants to allow cheap chinese imports in, and the eu doesnt, then there has to be some mechanism to stop the cheap chinese steel going from Great Britain into Northern Ireland and duty free into the south. You cant have it both ways. It sounds, then, as if what could be termed a Customs Union is actually more like a trade deal. Could be termed a Customs Union is actually more like a trade deallj think that is probably right. Mrs may spent ages and ages and ages trying to find a solution which she eventually came up with, with the name of facilitated customs arrangement where you could get something that appeared to be a Customs Union but wasnt, so if the british were to go back to her plan, that most people have forgotten about now, you might be able to make it appear that there was a Customs Union, but actually you still need very, very detailed customs controls. Checks at every stage in the processing of good when they come in, from third countries, where are they sold to, do they remain in Great Britain, do they go to Northern Ireland . Great britain, do they go to Northern Ireland . You have a kind of vat system on steroids where every transaction has to be monitored to see if it includes good or not and if not what tariff rate do they pay. Why does everybody seem to have lost sight of the fact that some of the proposals are only meant to be temporary any way and if you get on with a trade deal you get round them pretty fast, as fast as you can ever doa pretty fast, as fast as you can ever do a trail deal of course. The problem is that, the eu doesnt trust britain, and in particular, since the arrival of the new government, the backstop was intended to be a temporary arrangement, the right wing of the conservative party insist it wasnt necessary because there were Technological Solutions that would make it unnecessary, in which case it would be very short term, but the, the british are constantly talking about not adhering to the promises they made for example in 2017, so the more the british insist they want the right to wriggle out of promises they have made, and not to be pinned down to promises they make in the future, the more the eu is going to want to put a lock on any promises, so that short term doesnt mean after two years the british can walk away. How much trust is there in the other direction, how much British Trust the eu . I dont know. It is very difficult to see what economic justification the eu would have for wanting to do that, i think that, what you can say is that the eu has been absolutely consistent right from the beginning on what its negotiating positions are, it hasnt changed, it hasnt gone back on promise, the uk has continuously done that, so from a negotiating point of view, the uk has got less reason to suppose that the eu will change its line, than the eu does, because it is the uk that has been changing its line consistently. Remember, the British Government signed up to an agreement in december 2017, which effectively included the backstop, mrjohnson was foreign minister at the time, and hes now saying he finds that agreement unacceptable. Dr peter holmes, good to have your thought, thank you. A group of mps says the bbc and the government should find a way for everyone over the age of 75 to continue to have free tv licences. The current plan is that free licences will end next year unless viewers are on pension credit. Our media correspondent David Sillito reports. Dont switch us off theres been widespread protest about the decision to end the free licence fee scheme for everyone over the age of 75. The bbc has agreed to pay for the licences for anyone over 75 who receives pension credit, but it still means more than 3 million pensioners will lose their benefit. We feel so strongly because we felt we were given it forever, type of thing. And for this to come out of the blue that you were not going to get it from next year and that the only ones that would receive it was people on pension credit. There is over 32,000 people in wales alone, older people, that do not claim pension credit. And its not just about broken promises. Silver line, a helpline for the elderly set up by esther rantzen, says that tv is a vital public service. People were actually relying, a lot of people, relying on television, particularly the bbc, for company. At our helpline, we get 10,500 calls a week from people who are really not talking to anyone else. And for them, television is not a luxury, it is their only company. The problem is money. The government used to pay for it, but passed the responsibility on to the bbc. The annual licence fee is now £154. 50 a year. The total cost of the scheme is £745 million. The bbcs pension credit offer will cost them around 250 million, but it says it cant fund the rest without big cuts to services. And todays report from a group of mps, the commons media select committee, says the government does need to contribute to save the universal over 75 benefit. The bbc takes on some responsibility for this concession and the government the rest as well. The bbcs offered to pay for about a third of the free licences, but i think we should look at how everyone is paying. I dont think that can be a cost the bbcjust takes on itself. Or if it does take it on, we really have to look at how the bbc could make up the money that its investing. Because otherwise, that money will simply come out of the programming, because theres nowhere else for it to come from. The governments response, it says, were disappointed with the bbcs decision not to fund free licences for the over 75s. Weve made clear that we want and expect to continue this concession. But to restore the full concession, it is a choice cuts to the bbc, or money from the government. David sillito, bbc news. A deal has been reached in principle for the sale of troubled bus maker wrightbus. Bidderjo bamford, a member of the industrial family behind jcb, said agreement had been reached in principle to buy the firm based in county antrim, Northern Ireland. The company well known for building london buses, was placed into administration in september. Uber Technologies Inc says the uk is seeking to classify the company as a transportation provider, potentially opening it up to new tax charges that could hamper its business, according to uk accounts filings in recent days. The us Ride Sharing Company says its could face 20 vat on gross booking fees the amount passengers pay or on its service fees charged to drivers. There is growing concern among Major Aerospace manufacturers about the ability to bring new technology to market after brexit. They are worried that uk negotiators have dropped existing commitments to participate in key eu regulatory institutions after any brexit deal. They say if there is too much divergence there could be huge new costs and disruptions to many companies. A bit ofa a bit of a lift off for the pound today. Absolutely, because yes, as you say sterling has lifted and it has lifted to a three month high, amid this optimism there could be a deal reached, between britain and the European Union, against the dollar, the pound rose by 2 and against the euro it is up by 1. 4 . This is the strongest two day rally since before the 2016 referendum. It comes of course when Michel Barnier, the eu brexit negotiator chief negotiator said he had a constructive meeting with Steve Barkley and it came after the conclusion of that meeting between the uk and irish Prime Ministers yesterday in which a joint statement spoke of a pathway to a possible deal so there is a lot of optimism round and it is affecting the pound at moment. Dont you love these metaphors they come up with. Key trade talks affecting the Financial Markets. Let us not lose sight to to background of this, the trade war between the us and china. Now there are between the us and china. Now there a re key between the us and china. Now there are key talks taking place between both delegations this week, already, President Trump has said he was optimistic at the start of this trade meeting, positive outcome he said yesterday, and today, a bit later he is going to be meeting the chinese Vice President , and really there is still a lot of optimism round there will be some kind of deal, we will there or wont there . We have heard this lots of times before. Let us get the later from the new york stock exchange. What is your take on this . Investors do seem to be optimistic, dont they . Certainly, if you take a look at investor sentiment, the best way is to look at the way markets are trading which have just opening, to look at the way markets are trading which havejust opening, we see that the dowjones average is up already by more than 300 point, it isa sign already by more than 300 point, it is a sign that investors are feeling pretty u p is a sign that investors are feeling pretty up beat. We will certainly hear more what is going to happen later on today, when in washington us President Donald Trump will meet with chinas vice premier and many people are suggesting we might hear that the two sides will announce a sort of mini trade deal, a real way to sort of say that look, there is certainly some big sticking points that exist between china and the United States, but there are some areas in which they can agree, and i think that is what we will hear from the two sides later today. What are the two sides later today. What are the main sticking points . The industrial strategy from china seems to bea industrial strategy from china seems to be a key one . Well, let us start with the positive, in terms of positives we are seeing that one thing that the us has wanted is to see that the Financial Sector in china be opened up a bit. The rules be relaxed a bit more, we are hearing from beijing that some of the relaxation of the rules are being announced. We are hearing that china is going to make good on its promise to buy more Agricultural Products from the United States. States. In turn we are seeing any of these new tariffs that were supposed to go into effect in october and december by the us on to more chinese goods, that is not going to happen, so those are positive signs, of course things that still remain a big thorn in the side of the United States, is of course the relationship between the us dollar and the chinese juan relationship between the us dollar and the chinesejuan and any kind of intellectual property safeguards, thatis intellectual property safeguards, that is something they need to negotiate. Thank you. We will keep across developments in the talks. We will keep across developments in the talks. Lets check in with the Financial Markets now and hopes that the government will seal a brexit deal pushed london listed companies with exposure to the domestic economy higher on the ftse100. It is domestic facing companies that really have benefitted today on the ftse 100 which really have benefitted today on the ftse100 which is why you are seeing it rise. Also that optimism round globally there could be some resolution to the us china trade war as well. That has lifted stocks, you can see royal bank of scotland facing up by more than 15 , but in the group on the board here Burberry Group and wpp. Now they are some of the fallers today on the ftse, burberry it hasnt come up with any results but it was hugo boss that came out with some and they werent very good, results not what was expected so that has actual effected sentiment and wpp as well, publicist major ad company in france, came in with really disappointing results as well today, so that has had an impact on share price. That is all from me for mow. From Winston Churchills wartime bunker to a secret aircraft factory, londons underground network has some incredible stories to tell about britains past. Now a new exhibition opens today exploring some of the abandoned stations and hidden spaces deep beneath the streets of the capital. Danjohnson has been to have a look. Im a0 metres down under londons streets, in one of londons old bomb shelters. You can see the sort of signage here from world war ii. This is one of the abandoned places that features in this new exhibition. And chris nix is from london transport museum. What else can we see in this exhibition, chris . Well, its a chance for people to be able to get behind the scenes of abandoned tube stations, see what lies behind all of those secret doors and grilles that you walk past every time you use the tube. And also find out how they were used, ingeniously, for wartime shelter, things like growing micro herbs. And it means that people dont necessarily have to go to these spaces to experience them, but can see just how fascinating they are the sights, the sounds, the peoples stories behind these hidden places beneath the city. So there were, how many, thousands of people sheltering down here during the war . 8,000 people could shelter down here. This section is about a 16th of the site and there were 500 bunks just inside here alone. Weve had the privilege of meeting and interviewing one of the people who lived here for about two years as a child when herfamily home was destroyed, and found out how life was down here and living in this incredible space. And its stories like that weve been able to bring to life and let people experience some of these bunks in the exhibition, the entertainments, the living conditions. And it wasnt just civilians, of course. There were people like. The railways were being run out of down street station. Winston churchill even took refuge there. And, you know, places like that were vital to winning the war effort and keeping morale up and people safe. This is just one of the tunnels and there are, what, 16 tunnels like this . Just in this one shelter alone. There were eight of these sheltersjust in london. So there are all sorts of strange, weird, quirky places under the streets that you would never even think of, that you would never even imagine that were here. This is the sort of thing that you can explore on a tour, if you can make it, but if you cant, then the exhibition is a chance to learn more about it. Now, there are 180 steps to get back to the surface. Chris has promised to hold my hand he is still making his way back up time for the weather with ben. Also coming up. Return to britain. Hello, everyone, this is afternoon live. Our top story this afternoon counter Terror Police are leading the investigation after a stabbing incident at the arndale Shopping Centre in manchester. The centre was evacuated after Police Say Three people were stabbed and taken to hospital with stab wounds. A fourth person was also hurt. A man in his 40s has been arrested, witnesses described him as lunging at multiple people at random. Police say they are keeping an open mind about the motivation of the attack. Borisjohnson who has said he was shocked by the incident, praised the Quick Response of the Emergency Services and said his thoughts are with the injured and all those affected. Our correspondent danny savage is at the scene of the attack in central manchester. What is the situation theyre in now . At the moment, a large area around the Arndale Centre is still cordoned off and locked down following the events here at about quarter past 11 this morning. In number of people were stabbed at that time. Three women, one man were reported injured by police. Two of those women are in hospital in a sta ble those women are in hospital in a stable condition. The same but the man who is age and his 50s. Another woman in her 30s was treated at the scene, but not found to be seriously injured. Having seen some of the pictures running a social media at the moment, that people said at the time, there was a real sense of panic and alarm inside a Shopping Centre late this morning. As people retort evacuate, as they realise what was going on and many people ran out in a great wave of panic, if you like. Most of the areas cordoned off, there are police cars still all around and forensics officers carrying out tests, as well. Beyond that, manchester is carrying on as normal. So, many people are grateful that nobody actually die join this incident and it perhaps sounded far more major than it actually is looking at it a few hours on. But a very serious incident nonetheless here. We are expecting Greater Manchester police to release a statement by shortly about what is happened, giving further information. They had given to so far, they do say that the counterterrorism unit is taking the lead ina counterterrorism unit is taking the lead in a satin moment and were waiting on an update on that. That is not necessarily mean that this is a terrorist related incident. Because of what happened, because of where it happened, they are taking the lead at the moment. Whether they we re the lead at the moment. Whether they were studying so and if a few hours time when they know more, that remains to be seen. So, lots more to happen, think of the next two hours of it is very incident here in the centre of manchester. Keep very much. Keep very much. Earlier my colleague, Carrie Gracie spoke to witness freddie houlder, who was in a shoe shop in the manchester Arndale Centre when the attacker came past. So, i was in the shop buying shoes, obviously, i was not even going to buy these shoes and i think if i had not bought them i would have been out in the skys pathway. As i was buying them, i heard screams outside the shop. Quite a lot of people by the shop. Quite a lot of people by the sound of things. Evidently women, obviously i do not know the gender, what gender it was. And then literally just after, a gender, what gender it was. And then literallyjust after, a woman wearing a brown jacket came into the shop and said that a guy had tried to stop her. She was not sure if it was a real nice or what the situation was. I do not know whether the sky, because this guy was clearly going around the shop trying to get random people, because obviously this woman had no relation to him. I believe the knife grace of a jacket, i think she got something tiny on her summit, but nothing serious. She did not even think was a real knife initially. But after police came in and confirmed to was a real knife, she obviously burst into tears, which is obviously devastating. It is been a bit of a shock. I am still in shock from it. Iam shaking shock. I am still in shock from it. I am shaking a little bit. Could you tell us what happened next . Where you also evacuated from the building . Basically, we were in the shopper may be another 20 minutes. The shop had been a lockdown, just for safety. Obviously security, the Police Arrived very quickly. Which was very lucky. After about 20 minutes, they evacuated everyone. The incident, or one of the incidents, massive of happens maybe 50 metres to the left as i walked out. As i walked out i saw the curtains covering obviously a suspect, do not know whether that was someone who had actually been seriously injured or worse. And obviously they send us the other direction to evacuate away from the body or whatever it was. We have seen pictures on screen of a man a p pa re ntly seen pictures on screen of a man apparently being arrested late on the floor with one Police Officer standing over him. Police are talking about arresting someone in his 40s. The picture also shows somebody holding a taser and putting it at this man who is lying on the floor. Were just going to see that, there we are commencing the pictures of that now on screen. Did you witness any of that . I did not actually wet as that. I just know that there are lots of officers walking past a shop. They shut the doors to the shop, presumably what they covered the incident. I did not witness it and im glad i did not. Because i would probably have done a shifting trying to stop someone like that, because, ithink shifting trying to stop someone like that, because, i think ijust got by lucky. How easy it would have been for me is what out of the shop. European Council President donald tusk says there are promising signals that a brexit deal is now possible. It follows yesterdays talks between the british and irish Prime Ministers, borisjohnson and leo varadkar, who said theres a pathway to an agreement, ahead of next weeks crucial eu summit. The European Union has now given the green light for intensified negotiations. Our brussels correspondent adam fleming reports. Brexit seems to be moving again. Steve barclay arriving in brussels this morning. The two men talked for about two hours, a frown, and then, a moment later, a smile. The Prime Minister has been speaking the afternoon and says theres still work to be done to a deal. The afternoon and says theres still work to be done to a deallj the afternoon and says theres still work to be done to a deal. I had a good conversation with lee over ratko yesterday and i think both of us can see a ratko yesterday and i think both of us can see a pathway to a deal. Leo varadkar. It is important now that our negotiators on both sides get into proper talks about how to sort this thing out and, you know, if they cannot, then we have to be ready as this country is under ability to come out with new deal if we absolutely have to. But in the meantime, of course, we are getting on with our priorities, the priorities of this government. Funding our nhs properly, improving health care in this country and levelling up education provision across the whole country. Theyjust seem to be a huge change in tone, particularly from the irish, in the last 24 hour. What is it that you have offered the eu in way of concession . We are working very hard to get a deal, but i want to stress that if we cannot get a deal, if we cannot get the right way forward for the whole of the uk, Northern Ireland included, then clearly that will mean that we have to come out in different terms or have to come out without an agreement. But i think the best thing we can do now is let our negotiators get on with it and is let our negotiators get on with itand do is let our negotiators get on with it and do their work. So, you not going to tell me what the concessions are that she has offered the eu. There is a lot of speculation, can use a promise by example but Northern Ireland will come out of the eu Customs Union . |j can so need time that under no circumstances will be so anything that damages the ability of the whole of the United Kingdom to take full advantage of brexit and i think thatis full advantage of brexit and i think that is what people would expect. That is what i think we can achieve. But the best thing now, really, would be for the negotiator to get on and do theirjob. Our political correspondence just get parkerjoins us correspondence just get parkerjoins us from westminster. The hash that has descended is the thing that has got everybody talking. Journalist aspley trying to find out what on earth has gone on, what Boris Johnson leo varadkar talked about yesterday that seem to change things, seem to shift the made in terms of these brexit negotiations. That interview with Boris Johnson the Prime Minister, very interesting for a couple of reasons. Still i think sounding a note of caution, does not want people to get to carried away but the idea that there is intensifying of negotiation means that a deal is in sight. Also ask, i think twice, whether Northern Ireland was going to be leaving the eu Customs Union and why that is important as there has been a lot of speculation as to what leo varadkar and Boris Johnson might speculation as to what leo varadkar and borisjohnson might have discussed the findings pave to a deal. One of those ideas is that Northern Ireland can somehow still stay in the eu customs territory in order to avoid any cheques, but also be part of the uk Customs Union in order to take part and take phil advantage of your church ideas with other countries. Boris johnson staying very tight lipped there, but i think that interview will give credence and make a lot of people think that maybe that is why the government is going with this. But of course, it is far too soon to say. We have not seen anything that is written down in black and white and what will be very important, i think over the coming days is yes, what does details are, but also how certain groups here in westminster react to them. Namely, the democratic unionist party. They are particularly important, because those eurosceptic conservative mps who voted down theresa mays deal but have hinted they could try and support Boris Johnson if but have hinted they could try and support borisjohnson if it possible, they built to some extent ta ke possible, they built to some extent take their lead or at least be mindful of what the du peace say and what they find acceptable. I do not wa nt to what they find acceptable. I do not want to be whites like it, but we have had optimistic noises before and sadly for the government it has come to nothing. Youre quite right, little Brexit Processes and something of a roller coaster. On tuesdayit something of a roller coaster. On tuesday it looked like the wheels we re tuesday it looked like the wheels were coming off, recriminations, blame game, difficult phone calls between the likes of angle of michael and Boris Johnson. Between the likes of angle of michael and borisjohnson. Then, that change of tone yesterday, suddenly gillick at the headlines this morning and it seems a deal could be done, maybe in time for the eu council or in saturday when parliament is set to me. Now, Boris Johnson sounding a note of optimism, but also caution at the same time. I think the point is that when you get down to the nitty gritty detail, thatis down to the nitty gritty detail, that is on the problems start to arise. The reality is come home, difficult decisions need to be made. Thank you very much, jessica in westminster. I have been speaking to our europe correspondence. Donald tusk, we heard a little bit from him, he basically said that there is no real signalfor him, he basically said that there is no real signal for success yet. Him, he basically said that there is no real signalfor success yet. But there is some glimmer that he must look at first. So, over the weekend, the negotiating teams will talk, the eu ambassadors, 27 ambassadors from other countries have met with Michel Barnier since that practice meeting he had with Stephen Barclay this morning. They have said they will intensify talks and negotiations this again. It will not be what leo varadkar said the proverbial tunnel, not an official phase were mobiles are, they go into position when they talk and talk in a room and try to get to a compromise, maybe early hours of the morning. But if that reason is because they do not want to throw false light on what could fail. They also want the chance to be able to break the other eu leaders, if things are starting to move leaders, if things are starting to m ove over leaders, if things are starting to move over the weekend. So the next pub at it we will get, i think, is on sunday. Then we will see is anything worth keeping that momentum ahead of the Eu Council Summit on thursday. How likely is it that there will be a deal struck before there will be a deal struck before the summit . Standing in this position, go back a few days, the music when it comes to the atmosphere of the talks, it was a lwa ys atmosphere of the talks, it was always pentagram. Blame game, a nasty game of cluedo for a few days. Choose your political leader, they are all pointing the finger. Suddenly they had this meeting, three hours in cheshire, walking in the grounds of the manner and between Boris Johnson the grounds of the manner and between borisjohnson and leo varadkar, this seems to be a glimmer thatis varadkar, this seems to be a glimmer that is either very secretive or not many other eu leaders know what is happening. I was having dinner with some of the team from Stephen Barclay last night, here in brussels, and never giving very little by the that some did not know too much. But heres the thing, i think now we are in stoppage time to use an analogy, borisjohnson has got to score a hat trick. In the next bac has to please the eu, please brexiteers, please parliament. At the time is very short. Just a quick line from ghetto manchester police. They are telling us manchester police. They are telling us that the amount held following the incident at manchester Arndale Centre has been arrested on suspicion of the Commission Preparation and instigation of an act of terrorism. We were told to be very cautious about the motives, even though counterTerror Police had been brought in to be part of this investigation. But now iman has been arrested unsupported the commission, preparation and instigation of an act of terrorism. We are expecting to hear from Greater Manchester please unless a lighter this afternoon. We were buying their statement to sin as we get it. Youre watching afternoon live, these are our headlines and it police are in manchester after three people were stabbed. On the border, its military build up continues. The five year old daughter. Gabriella, he had been living in aroma to grandparents, is now back in britain to start school. Her mother has been detained to more than three years of the allegations that she denies. Gabriella was reunited with her father richard last night, after three and a half yea rs last night, after three and a half years apart. Suddenly when they were on the plane, a mad scamming of cleaning and then i spoke to my wife that she is really upset. Really upset. It is one of the things she really did not want to happen, but her daughter to leave and her stubby in person. So, that kind of turmoil in. Herfamily are in tears because they had looked after her better and happier. She kept that family same, as well. And then seeing her late last night was lovely. Bless her, she was a bit shy and a bit traumatised. We do, has not seen daddy for a long time. Time for a look at the weather. Heres ben rich. The weather really starting to go downhill now in the south ofjapan. This business sing at sunset, a little earlier on today. Its not like to bad, did it . It is of cloud starting to develop in the sky. What is to come is much more genetic than that. This is the typhoon on our earlier satellite picture, a very large and powerful storm. Just sign that the eye perhaps a little bit later frames. It has that the eye perhaps a little bit laterframes. It has not that the eye perhaps a little bit later frames. It has not weakened very much and it will not begin much more. Around 105 mph at the moment. The gas stronger than that. It will not weaken very much as itjourneys towards japan. This is the forecast, likely to make landfall their time during saturday into the evening. Before landfall, some very heavy rain and strong winds. Big waves crashing into the shoreline, as well. Actually, preparations are already under way. These pictures came into us today. You can see in particular shot here, the extent of the waves that are already crashing onto the shoreline. Nicely the kinds of impacts are expecting from the storm, those waves vegetable could reach ten metres in height. So, coastal flooding looks likely. It also, a lot of rain, have a metre of rain or more and those damaging when such a still be around 100 miles an hour as the sawmill slide well. No wonder they are weighed by those by wonder they are weighed by those rugby matches. But also, not only developing, because the same parts of japan were affected by typhoon just last month. This man is taking advice on the track, so there are places that are still clearing up after that storm that are going to get another pummelling this time around for stop rugby matches, yes, but actually, there will be people in places that suffer significant damage as a result of the storm. They really cannot cope with much more, can they . Here though, a lot of rain. Not quite such a dramatic satellite image, but an interesting one anyway. This is our weather maker, at the moment. A band of cloud, a frontal system. Often these just we trade we are done with the rain, but this one, think of it as a hosepipe, aimed at the British Isles. As long as it keeps aiming at us, we will see more rain. It is not like we have not had much rain lately, look at this. There is visible for hampton earlier on. Petite soggy there in york. I will show you a picture from herefordshire, my producer said this was clearly drugs feet whether the amount of mount is enormous and because the ground is so wet it cannot take a lot more moisture. Cleaning the dogs feet. Brings the increased risk of flooding. Notjust the dogs pause. If your dog is anything approaching white, you are in trouble. That might be the least of the worries for some of us, there isa of the worries for some of us, there is a lot of rain on the way. Not for all of the time, but this is the major picture from earlier on today. This particular line of rain here has sponsored but weather across Northern England and wales was starting to shift away from those areas, but you can see if you look closely in line are very intense downpours pushing across parts of the midlands and south west. Some really heavy bursts of rain to come here, you can see the strength of the went mare expecting. Also quite when the across west of scotland and the north coast of Northern Ireland, where there are some showers. In between, we finish the day was some sunshine. Through this evening at night, this band of rain, remember abbott hosepipe is still taking aim for the south of the uk, so still aspects of rain. It is going to turn aspects of rain. It is going to turn a little bit chilly, parts of north east scotland could get down to around two or three degrees. The forecast for the weekend, more rain at times. Not all the time, but there is that ongoing risk of flooding. Let us look at saturday. This band of rain reallyjust hanging around and dragging its heels across the south of england. The chance of heavier by surging backin the chance of heavier by surging back in again from the south west later in a day. Some of that rain may be getting into the midlands and wales, but of uncertainty about that. For many other areas tomorrow looking like a lovely day without sunshine. Still some showers and to the north west, not as windy as a has been today and a cool day for most of us. During saturday night, that rain certainly will push its laid back markets again. This is through parts of the midlands and Northern England 20 ground so wet. There is a potentialfor some flooding. This area of low pressure spending itself up along the sweaty frontier. Thatll move northwards and we also have this little frontal system sliding into the picture. Similarly heavy downpours without. Imagine these two areas of wet weather combining forces on sunday in pushing northwards. Most of us was it heavy rain, at some point or another through the day. Northern scotla nd another through the day. Northern scotland might escape it and see some spells of sunshine and just a chance that things will brighten up down towards the south later in the day, as well. It is going to turn quite busy, as well, on sunday. 11 to Greater Glasgow and 16 for london. Next week, showers or longer spells of rain at times and it will often be windy. In the daughter of Nazanin Zaghari ratcliffe, the british woman jailed in Nazanin Zaghari ratcliffe, the british womanjailed in iran has returned to great sport now, we have been talking about this typhoon injapan. It could have an effect on rugby matches due to take place this weekend. Yes, englands game has been cancelled on saturday, but scotlands match against japan on sunday is still on. World rugby the organisers are waiting to see what the effect that typhoon will have before making a decision. Its all getting a bit ugly now at the Rugby World Cup. On one side organisers world rugby whove already called off two games due to that typhoon and are waiting to see its impact before deciding if sundays games can go ahead. On the other side scotland who likely have to win their last group game againstjapan and will probably be out if its called off. It was ramped up this morning when Scottish Rugby chief executive mark dodson said they were considering legal action if it was cancelled. He added that it goes against the whole sporting integrity of the tournament. The scots have named their teams if it goes ahead and surprisingly dropped captain Stuart Mcinally but the threat of that typhoon is the biggest talking point. Japan have been excellent so far, it is not theirfault, they japan have been excellent so far, it is not their fault, they are japan have been excellent so far, it is not theirfault, they are in japan have been excellent so far, it is not their fault, they are in a strong position, and i think they will want to play the game as well, but so do we. It is just that its frustrating, as a playing grup but so do we. It is just that its frustrating, as a playing group and both as a playing group and as an individual you work so hard to come to competitions like this and play in these type of games, obviously we cant control who the weather is going to do, but i think to have the option of a back up plan certainly, from a playing group is something that needs to be looked at. Whether that needs to be looked at. Whether that involves moving the game to a different day, that maybe something that could be considered but the rules of the tournament means that probably cant happen. And theyve reacted to the scottish view by saying it is disappointing that the Scottish Rugby union should make such comments at a time when we are doing everything we can to enable all sundays matches to take place as scheduled, and when there is a real and significant threat to public safety. The government is facing an unprecedented backlash from five Key Industries over the brexit deal being pursued by borisjohnson. Aerospace, automotive, chemicals, food and drink and pharmaceutical leaders wrote to ministers in a letter seen exclusively by the bbc about their fears of a serious risk to manufacturing competitiveness in mrjohnsons plan. It is the first time these bodies have directly expressed their concern about the current deal being negotiated, having mostly supported theresa mays deal. Lets speak now to stephen elliott, the chief executive of the Chemical Industries association, who joins us from westminster. We know that no deal was of concern to you but why would Boris Johnsons deal be the wrong one . Good afternoon. From the outset, following the referendum result, i think we and those other sectors you have mentioned have consistently talked about avoiding tariffs, avoiding delays at border, trying to make sure that we continue to retain and have access to highly skilled people, where we want to participate in projects and also and significantly keeping our regulation aligned with our current eu Regulatory Framework and you said earlier, that some of that language did appear, in the previous Withdrawal Agreement and the political declaration, what we are seeking now is clarification really, because certainly my conversations with ministers, there is a nodding of mends in agreement about where it makes commercial and environmenal sense to stay close to our regulatory regimes we have, there is a meeting of minds, if you like, what we want to understand a bit better is some of the language in the uks most recent offer, has taught about taking back control of our own Regulatory Affairs and we wa nt to our own Regulatory Affairs and we want to be clear about where does that leave us as the sectors you have mentioned, where staying close to our regulatory regimes is something that not only do we want as uk industry, but also our continental European Partners were saying the same thing because we believe that outcome will help deliver and retain commercial competitiveness and most importantly, for consumer, and for the society at large in our case, a regime that will ensure continued Safety Health and Environmental Compliance and doing Something Different wont add to that. Why shouldnt this country set its own regulation, particularly if it means that trade deals with countries like the us are more likely if we do . Well, i can speak on behalf of my own industry, we are heavily regulated and that is right. Since 2010, we, alongside our european colleagues, having invested in a regime called reach. That investment for industry has £2010, we, alongside our european colleagues, having invested in a regime called reach. That investment for industry has been about half a billion. What we wa nt has been about half a billion. What we want to avoid is because we have looked at other regimes around the world, and with one or two exceptions, most of the chemicals regimes round the world are increasingly influenced by the european regime, which is setting that Safety Health and environmental bar if you like, so we could diverge but by definition according to the work we have done we would immediately misalign ourselves with huge parts of the world, so we see great commercial and environmenal logic in staying close to what we know and what we currently participate in. In. Are you automatically assuming then, if there was a divergence in regulatory terms it would mean a lowering of regulations, fewer standards . No, i am not saying that, what i am saying and we are doing a lot of work in support of the government, we want to encourage and support a deal. At the same time, alongside most of the business community, we are also informing as best we can all of the no deal preparation and planning and thatis no deal preparation and planning and that is absolutely right. In doing that is absolutely right. In doing that we have been working with the government in the design and potential implementation of a uk regime, that effectively in many respects mimics the existing european one, it is not a question of dumbing down on dan standards but its a question of duplicating the coast the hands level of investment i spoke about earlier and in our view, in duplicating the regime we have, not really adding anything commercially for business an not adding anything in terms of environmental and safety reassu ra nces environmental and safety reassurances for the consumers and the public. Who are your political allies who share these concerns . Well, i think as i said at the beginning, what we are looking for is just beginning, what we are looking for isjust some beginning, what we are looking for is just some reassurance and clarity about what governments position on this is, because certainly within the past few weeks we have had that nodding of a head and that meeting of minds around regulatory alignment and where it does make that sense to stay close, we have had that from many members of the government, we are also talking of course to all of the political parties, first and foremost, for us, this is about at this stage, seeking that reassurance and at the same time supporting ideally a positive outcome by way of a deal and thinking if we have to in the event of no deal, how do we best somehow or other protect the regime that we currently respond to, and how do we minimise cost, and avoid duplication of effort we doesnt deliver an improvement in standards. I believe this letter was sent this week, how much of a detailed response and reassurance have we had so farfrom response and reassurance have we had so far from the government . Think it is early days and i think most people would expect that, given the tension and the timetable linked to, how can i put it, the higher political developments, so i think to expect an answer round this particularly in this week, given the exchanges between the eu 27 and the uk government, i think is not realistic but certainly we would be looking beyond this week, and obviously before the end of october, to get some reassurance about whether we really have a meeting of minds on regulatory alignment. Stephen elliott, chief executive of the Chemical Industries association, thank you very much. Industries association, thank you very much. More now on brexit and the news that the eu has given the green light for intensified negotiations. The main outstanding issue is the border between ireland and Northern Ireland, which would be the uks only land border with the eu after brexit. Heres our reality check correspondent chris morris. It is worth bearing in mind if a last minute deal is to be done, most of theresa mays Withdrawal Agreement will remain in place, but what about that irish border . The biggest problem is custom, the uk insists on getting rid of the irish backstop, the legal guarantee to avoid a hard border in ireland under all circumstances. It has proposed replacing it with light touch checks elsewhere in fact tris and other location, it also proposed exemptions from customs for many businesses, and the eu having to change its own customs laws to suit the uk. Now the eu basically rejected that proposal, hence the search now for another compromise. From from a customs point of view it doesnt matter where you put the border, can border can be over sea passage on a Land Boundary so whether the politicians decide they wa nt whether the politicians decide they want to put the border is kind of up to them. But what you end up with, if you have a border, you have to make Customs Declarations as goods cross it. We dont know what is being discussed behind the scenes but one possible solution would be to designate the land border as the legal Customs Border but make ports on the irish sea the practical border where checks take place. Could both sides swallow some version of that . Maybe. But the other issue is consent. The uk has agreed that Northern Ireland would have to follow many of the rules of of the eu Single Market as long as Northern Ireland gave its consent. But the uks suggested method for doings that appeared to give a veto to one party, its allies in the democratic unionist party, over whether to follow ewan rule, the good friday agreement which lies at the heart of the Northern Ireland Peace Process is based on the idea that no single party can wield a veto over any aspect of the deal and they may have to be the way forward in these negotiations too. The uk had wanted the ewe to give a legally binding commitment that there would never be any checks before the eu could know how the uk proposals would work. No way, said the eu, but if all this can somehow be fudged. Its would enable Northern Ireland to enjoy the benefit of any free trade deals the uk did while at the same time allowing Northern Ireland to remain hie highly aligned with the eu, it is a Half Way House solution but it is complicated, and it is the kind of thing the European Commission doesnt like, and we dont have a lot of time. We dont, there is a european summit on october 17th and brexit is still due to happen on october 31st. So is there still time to sort out all this before then . I wouldnt bet the house on it. Martine . Or even your house on it. Martine . Or even your house to be honest. That is good of you. less risk for you less risk for you lets talk now to the journalist dawn foster, who writes for the guardian newspaper. Dawn, it was your Brussels Bureau chief who broke the news that Michel Barnier had got this green light to intensify talk, what does that mean, intensify talk, what does that mean, intensify talks and why now . So they wa nt to intensify talks and why now . So they want to try and rush talks ahead of thursdays summit and the tunnel they are talking about, it means they are talking about, it means they want people not to leak anything during the talks, because that often does scupper talks so it is asking the uk to commit to coming in and having very serious talks and not leaking any of the details until the talks are finished, probably late on monday. How encouraged would you be by it then . I still think than even though borisjohnson says he is going into talks with a lot, a lot of confidence, i cant see any deal really coming out of it. The current things that are being proposed by some people involve no checks on the British Border in ireland, but keeping them in the Customs Union, but that would mean east west checks and that would be a new Common Partnership and it is exactly that sort of partnership in theresa mays deal that led Boris Johnson to leave the cabinet, under her premiership. And also the dup will be very, very unhappy about anything that makes Northern Ireland different to the rest of the uk. And you know, we can talk about the good friday agreement and how no party should have a veto but it is important to remember that the dup we re important to remember that the dup were against the good friday agreement so they will come out against it. Hard brexiters will come out against it and borisjohnson will have to think about how he keeps those people on side and it may all collapse. So what is his strategy then . We are told there is still very much in there, pitching, trying to get a deal in time. Still very much in there, pitching, trying to get a deal in timelj think the strategy is to keep saying we will leave on 31st october. I dont think that a lot of people in number ten enbelieve that is going to happen, but borisjohnson needs to happen, but borisjohnson needs to make the public think he has tried everything and when on 31st october he is forced to ask the eu foran october he is forced to ask the eu for an extension, he can say people in parliament have forced him to go and do this, it wasnt his plan and this had no say in the matter. It is all about optics and if there is an extension, you know, after 31st october, then the opposition parties with will happy to have a general election. So i think, i think Boris Johnson is thinking more about possible general election than us actually leaving under brexit at the moment. Dawn, i mean how much of a risk is it, to ask for another extension when we know that some members of the eu 27 are running out of patience with downing street . Members of the eu 27 are running out of patience with downing street . I think the yu have said to themselves they would only grant another extension in the event of a general election, so if there is another extension granted, you know, we would go into a general election and the eu will be wondering whether or not we will come back with a com pletely not we will come back with a completely different government that may negotiate very differently, maybe open to different ideas, so i think the eu and i think a lot of politicians in parliament think that a general election under an extension could change the complete make up of parliament and change the way that the uk are dealing with negotiations at the moment. Thank you very much. We have have just had a statement from number ten following the eus announcement on those negotiation, they say we welcome this decision following the constructive meeting between the brexit secretary Steven Barkley and Michel Barnier this morning and building on the meeting between the Prime Minister and the taoiseach yesterday. We look forward to these intensified discussions in the coming days. Suzannah is here with the Business News in a second but first the headlines. You have the latest figures on how much we have been spending on credit and debit cards. We spent injuly 17. 9 billion £on credit cards, 6. 4 more than the same month 2018. But this maybe a one off spike because overall the figures show that the rate of borrowing on credit cards, even though it is rising, the rate at which it is rising is slowing so perhaps we are becoming a little bit more responsible and cautious. When it comes to debit Card Transactions and particularly contactless, the total value of contactless transactions in july was total value of contactless transactions injuly was 7. 2 billion, 18 increase onjuly 2018 when it was 6. 1 billion. Do you think if it is easier for us to spend money we do spend more . You know, it is so easy to just put your ca rd know, it is so easy to just put your card on and in a different rent way to when we spend cash. It doesnt seem to hurt so much. That is a question i put to a personalfinance expert. It is a concern and also there has been this new regulation from the eu called the Payment Services directive 2 which could require people to enter their chip and pin more, to try and put a brake on contactless spending, and make sure that people dont fall foul of fraudulent transactions, but we also have to think about the unbanked customers in the uk, who do not have Bank Accounts and cant access chip and pin or debit. At 11 13am this morning a man entered the arndale Shopping Centre in Manchester City centre. He was armed with a large knife and as he entered Exchange Court he began lunging at attacking people with a knife. Tien armed Police Community support officers we re Police Community support officers were in Exchange Court and attempted to confront the attacker. He then chased them with the knife as they we re chased them with the knife as they were calling for urgent assistance. The man attacks people around him and we understand five people were injured by him. Although the injuries are nasty, we are told that, thankfully, none are life threatening. Other officers, both armed and unarmed, quickly responded and within five minutes he was responded and within five minutes he was challenged and detained by armed office rs was challenged and detained by armed officers on Market Street outside the Arndale Centre. He was initially arrested for serious assault, he was taken into Police Custody and has now been arrested on suspicion of commission, preparation and instigation of an act of terrorism. We do not know the motivation for this terrible attack. It appears random, are certainly brittle and of course extremely frightening for anyone who witnessed it. We have arrested the man, a male in his 405, arrested the man, a male in his 405, a suspicion of terrorism, because of the nature and circumstances of this attack. This is bound to bring back memories of the awful event5 attack. This is bound to bring back memories of the awful events of 2017. At thi5 time, memories of the awful events of 2017. At this time, we do not believe that there is anyone else involved in this attack. But he will be consider keeping this under review. We had specially trained office rs review. We had specially trained officers supporting those injured from the attack. We are having increase patrols, including armed patrols in the city centre this weekend. This is to reassure people, but we do not splay those wider threat at this time. We are hoping to attend the city to normality by tomorrow morning. We know there are lots of people in our deal at the time, people who can help us by sending any images or footage they have ta ken from sending any images or footage they have taken from the scene by the gmp website. This is a truly shocking incident, injuring a number of people are deeply frightening hundreds more. We can reassure that the response was rapid. We had a man be believed to be the attacker safely in custody. We will now be working to understand why he committed this offal attack. Thank you. Assistant chief constable jackson from Greater Manchester police. My colleague is in manchester. There is a sense of normality on a friday afternoon in manchester, to be honest, at the moment. Except there is police tape recording of the area around the Arndale Centre. And a couple of hundred metres away, as well. Overhead, a police during it continued to hover, gathering evidence from up above. That 41 euros man he has been arrested and is being questioned on suspicion of those terror offences is a local man, a man from manchester, we understand. Exactly as the assistant chief consul has said and also as it was mentioned in the report, that will bring back memories for many people here of what happened at the Manchester Arena in may 2017, when 22 people were killed when a man designated a device, a suicide bombing that killed 22. That man is also from manchester. They will be a because of that, but mercifully the quick reactions of those two Police Community support officers, who challenge the man in Exchange Square inside the Arndale Centre, who confronted him, he ran, and there because they were able to radio for help we understand Police Officers armed with tasers were on the scene by quickly. They were able to apprehension. The five people who been injured, of course, that is incredibly regrettable, but many people will feel that it could have been a lot worse here today. But for the spectaculars of this to Police Community support officers and their collea g u es Community Support officers and their colleagues as back up. So, that man has been detained, he has been arrested and police say, as she heard, that they expect Greater Manchester city centre to get back to normal tomorrow, as usual, on a saturday. Certainly, other people are going about the normal friday afternoon business, theres a little bit of a sense of what might have been been here today. Donald tusk says there are promising signs that a basque deal is now possible. It follows the meeting between Boris Johnson possible. It follows the meeting between borisjohnson and leo varadkar. The European Union has now given the green light for intensified negotiations, a move which the british Prime Ministers office has welcomed. Our buses corresponded reports. And what will be presented to mp5 at a special sitting of parliament scheduled for a week on saturday . I would anticipate that that will lead to some more detailed proposals being laid down and then the possibility for talks to enter the proverbial tunnel. I think both of us can see a pathway toa i think both of us can see a pathway to a deal, but that does not mean it isa to a deal, but that does not mean it is a done deal. There is a way to go. I political correspondence is the Prime Minister is sounding a note of caution. That interview is very interesting for a couple of reasons. Still, i think, interesting for a couple of reasons. Still, ithink, sounding interesting for a couple of reasons. Still, i think, sounding a interesting for a couple of reasons. Still, ithink, sounding a note interesting for a couple of reasons. Still, i think, sounding a note of caution. Does not want people to get to carried away with the idea that there is intensifying of negotiation means that a deal is in sight. Also ask, i think twice, whether in Northern Ireland was going to be leaving the ee Customs Union. By is important is there has been a lot of speculation as to what avail throughout kerr and Boris Johnson might have discussed in finding this pathway to a deal. One of those is that Northern Ireland could stay in the eu customs territory, in order to avoid any checks, but also be pa rt to avoid any checks, but also be part of the uk Customs Union in order to take part in take full advantage of, is borisjohnson might have discussed in finding this pathway to a deal. One of those is that Northern Ireland could stay in the eu customs territory, in order to avoid any checks, but also be pa rt to avoid any checks, but also be part of the uk Customs Union in order to take part in take full advantage of, as but of course, it is far to soon to say. We have not seen anything that is written down in black and white and whatll be very important, i think, over the coming days, is yes what those details are, but also how certain groups here in westminster react to them, namely the democratic unionist party. The confidence and supply partners of this government. They are particularly important, because as eurosceptic conservative mps who voted down theresa mays deal, but have hinted they could try and support portions and effort all possible, they want to some extent ta ke possible, they want to some extent take their lead or at least the ma ntle take their lead or at least the mantle of what the tep say what they find acceptable. We have had optimistic noises before and sadly for the government they have come to nothing. You are quite right, there whole Brexit Process has been a roller coaster. He only need to look at this week, choose a look at the wheels were coming off, recriminations, blame game, difficult phone calls between the likes of the german chancellor and borisjohnson. Then that change of tone yesterday. Suddenly look at the headlines this morning it seems as though a deal could be done, maybe in time for the eu council, may be in time for the eu council, may be in time for the eu council, may be in time for Super Saturday when parliament is set to meet. Now Boyce Johnson sounding a note of optimism, but also caution at the same time. The point is that when you get down to the nitty gritty detail, that is when the problems are to arise. The reality is come home, difficult decisions need to be made. I have been speaking to our euro corresponded, he says that time is running out to secure a deal. Donald tusk, we had a little bit of him earlier, he busily said there is no real signalfor success earlier, he busily said there is no real signal for success yet. But there is some glamour that you must look at first. So, over the weekend, the negotiating teams will talk, the 27 other ambassadors have met with Michel Barnier since that breakfast meeting with Stephen Barclay this morning. They have said that they will coat intensify talks and negotiations into the began. It will not be what leo varadkar said, the proverbial tunnel. An official faceplate mobiles off, they commended possession where they talk and talk and open match id get a compromise, maybe early hours of the money for days. Part of the reason isido money for days. Part of the reason is i do not want to through false like thomas could fail. They also wa nt like thomas could fail. They also want the chance to be able to brief the other eu leaders a thing stuck to me. Next proper update we will get is on sunday. Then, we will see is anything worth keeping that momentum ahead of the Eu Council Summit on thursday . How likely, really, as it that there will be a deal struck before the summit . Standing in this position comical back a few days. The atmosphere of the talks was always pretty grim it was like a nasty game of cluedo for a few days. Suddenly they had this meeting, the three hours in cheshire, walking in the grounds of the manor, and between Boris Johnson, leo varadkar, there seems to be a glimmer that its, either is very secretive, or not many other eu leaders know whats happening at the moment. I was having dinner, with some of the team from Stephen Barclay, last night, here in brussels. And they were giving very little away, and some, i got the sense, didnt know too much new, either. But here is the thing. I think, now, we are in stoppage time, to use an analogy. Borisjohnson has got to score a hat trick, hes got to, in the next few days, please the eu, hes got to please the brexiteers, hes got to please parliament. And the time is very, very short. A group of mps says the bbc and the government should find a way for everybody over the age of 75 to continue to have free tv licences. The current plan is that free licences will and next year and the spears are on pension credit. Now its time for a look at the weather. Hello. It wont be raining everywhere all the time this weekend, but where the rain does fall, well, its going to be falling on saturated ground, so there could be some problems with flooding. As we head through this evening and tonight, we keep some wet weather across southern parts of england, fringing into the south east of wales at times. Further north, some clear spells, although we will see some showers packing in towards the western side of scotland and Northern Ireland. The winds generally eases through the night, and it is going to turn chilly in north east areas. Parts of north east scotland could get down to two or three degrees. Tomorrow, for many, actually well see some spells of sunshine, some showers into the far north west. This band of cloud and rain though will be plaguing southern coastal counties, and that rain actually likely to pep up again later in the day highs of 13 to 15 degrees. It will feel cool out there. Then as we look ahead to sunday we will see outbreaks of rain drifting eratically northwards across the British Isles. Northern scotland likely to hold on to something drier and brighter. It might brighten up in the south later on. It will be breezy, with highs of 11 to 16 degrees. This is bbc news our latest headlines. We dont want to get into some kind of legal arm wrestle with world rugby, we dont want to criticise them but we believe we are being timed out in this competition and being timed out is not a comfortable place to be and it is Collateral Damage and it is not something we prepared to sit back and take. World rugby have described the scottish stance as disappointing. On the pitch the captain is one of the surprising omissions to face japan, expected to make a decision as to whether that game will go ahead no later 6. 00 sunday morning. Scotland need to win the ireland do, and the samoans are not the only concern the irish have. No, they shouldnt have to worry about the typhoon but the pitch where they play samoa looks like something akin to a patch work quilt in place, it has taken a battering over the tournament. So ground staff have tried to repair it. As you can see it has not been a perfect solution. Heavy rainfall a couple of weeks ago is to blame. No blame from the irishical though on the turf as they prepare for a game they are expected to win. Irish camp. They prepare for a game they are expected to win. Irish camp. Obviously i dont want to predict anything, or cause any more controversy at this stage, and wejust any more controversy at this stage, and we just try to back the players, trust that the pitch will do its job at this stage, so we are trying to alleviate any concerns while we are out there, but then it is a matter of wait and see. This was put down to the weather. They were told they were going to stay in greenock off glasgow, we were told we cant call in there because of the weather too. As they arrived back at the mayflower terminal they told me they we re mayflower terminal they told me they were pretty fed up. Terrible, and we are exhausted. It was disappointing, we are exhausted. We are going back home to keep fighting, it was not a vacation, it was anything but for us. We missed two ports at iceland, we missed amsterdam and made all other ports were cancelled. They said we are going to go to le havre, greenock, they were cancelled. We we re greenock, they were cancelled. We were out at sea for three days straight. It was terrible. By the 11th day the people on the cruise ship was not happy, and protesting to demand a refund and asking management to do the right thing. They sold us an unforgettable cruise. I will not forget that cruise, trust me. You spent the morning at the port, people have spent a lot of money on these holiday, what was the atmosphere like . It was pretty tense. Lots of security round, it was damp and miserable which doesnt make for the perfect conditions after you have come back from a dreadful holiday that many is a it in theireye, i dreadful holiday that many is a it in their eye, i did stop and talk to an american couple from dallas. They told me they had a brilliant time. There was bad weather, we followed the radar before we even came on to the radar before we even came on to the cruise and we expected bad weather, and the ports were cancelled because there were high winds and very dangerous seas so to us it made sense to cancel and the ship itself is fabulous, the crew is great, the food was great. The entertainment was great. Hard to get upset about a couple of extra days at sea. Why didnt they step out on the deck in the morning to see just how awful it was out, and the captain made the wise decision. Two ha p py captain made the wise decision. Two happy campers there. Its the first time these bodies have directly expressed concern about the current deal being negotiated, having mostly supported theresa mays deal. Stephen elliott is the chief executive of the chemicals stressing association. From the outset following the referendum result, i think we and those other sectors o you have mentioned have talked about avoiding tariff, delays at border, trying to make sure that we continue to retain and have access to highly skilled people, where we want to participate in projects and also significantly keeping regulation aligned with our current eu Regulatory Framework, and you said earlier, some of that language did appear in the previous Withdrawal Agreement and the political declaration, i think what we are seeking now is clarify kietion, really, because clarification, my conversation with ministers, there is aed noing of heads about where it makes sense to stay close to our regulatory regimes we currently have, that there is is a sort of meeting of minds, if you like, what we wa nt meeting of minds, if you like, what we want to understand better is some of the language in the uks most recent offer, has taught about taking back control of our Regulatory Affairs and we want to be clear about where does that leave us as the sectors you have mentioned, where staying close to our regulatory regimes is something not only do we want as uk industry but also our continental European Partners were saying the same thing because we believe that outcome will help deliver and retain commercial competitiveness and most importantly for consumers and the society at large in our case case, a regime that will ensure continued Safety Health and Environmental Compliance and reassurance and doing Something Different wont a add to that. Staying with brexit, let us return tow the news that the eu has given the green light for intensified negotiation, the main issue is the border between ireland and Northern Ireland which would be the uks only land board we are the eu after brexit. Our reality check correspondent chris morris explains the main issues that could arise. It is worth bearing in mind if a last minute deal is to be done, most of theresa mays Withdrawal Agreement will remain in place, but what about that irish border . The biggest problem is custom, the uk insists on getting rid of the irish backstop, the legal guarantee to avoid a hard border in ireland under ail circumstances. Its proposed replacing it not with checks at the border but light touch checks attack tris and other location, it proposed exemptions from customs for many businesses, and the eu having to change its customs laws to suit the ukr change its customs laws to suit the uk r now the eu basically rejected that proposal, hence the search now for another compromise. From a customs point of view it doesnt matter where you put the border, the border can be over sea passage or it can be a Land Boundary so wherever the politicians decide they want to put the border is kind of up to them but what you end up with if you have a border you have you to make Customs Declarations as goods cross it. We dont know what is being discussed behind the scenes but one possible solution would be to designate the land border as in effect the legal Customs Border but make ports on the irish sea the practical border where checks take place, could both sides swallow some version of that . Maybe. But the other issue is consent. The uk has agreed that Northern Ireland would have to follow many of the rules of the eu Single Market, as long as Northern Ireland gave its consent. But the uks suggested method for doing that appeared to give a veto one party, its allies in the democratic unionist party, over whether to follow eu rule, the good friday agreement which lies at the heart of the Northern Ireland Peace Process is based in large part on the idea that no single party can wield a voe toe over any aspect of the deal. That may have backbench the deal. That may have backbench the way forward here. The uk had wa nted the way forward here. The uk had wanted the eu to give a legally binding commitment, that there would never been any checks at the irish border before the eu could know how the uk proposals would work. No way said the eu, but if all this can somehow be fudged. Said the eu, but if all this can somehow be fudged. It would enable Northern Ireland to enjoy the benefit of a free trade deal the uk did while at the same time allowing Northern Ireland to remain highly aligned with the eu. Its a Half Way House solution but it is complicated, and it is the kind of thing the European Commission doesnt like and we dont have a lot of time. We dont. There is a european summit on october 17th and brexit is still due to happen on 31st october. Is this still time to sort out all this before then . Usually there is an inverse relationship. When the pound is lower, they make more money, but actually it seems there is optimism as well, particularly for those domestic focussed stocks. There is the issue with hong kong. Turbulence, they are dependent these Luxury Brands on consumers buying and spending in these countries, so with uncertainty and lack of spending there, that could dampen share prices and profits. You talk about macroeconomic uncertainty. Certainty. Aloo lewding to the us china trade war perhaps, do you think we are seeing a glimmer of hope . Im 40 metres down under londons streets, in one of londons old bomb shelters. And, you know, places like that were vital to winning the war effort and its stories like that weve been able to bring to life and let and keeping morale up and people safe. This is just one of the tunnels and there are, what, 16 tunnels like this . Just in this one shelter alone. There were eight of these sheltersjust in london. So there are all sorts of strange, weird, quirky places under the streets that you would never even think of, that you would never even imagine that we were here. This is the sort of thing that you can explore on a tour, if you can make it, but if you cant, then the exhibition is a chance to learn more about it. Now, there are 180 steps to get back to the surface. Chris has promised to hold my hand now its time for a look at the weather. Good afternoon. During last nights and this morning some spots recorded more than half the rainfall they would normally expect in the whole month of october. It has been very wet indeed. It stays very wet for some of us over the next few days, this pipeline of cloud ploughing its way across the British Isles, bringing those outbreaks of rain. Some of that rain has been very heavy. This is how it looked for a weather watcher earlier on in wolverhampton the rain coming down in stair rods. You can see from the earlier radar picture where rain has already fallen, bands of heavy rain moving across england and wales, also some really hefty showers packing in across the western side of scotland, and there are some strong winds out there as well. The windiest weather of all through the end of the afternoon for western and central parts of scotland, the north cost of Northern Ireland and also down towards the south of england and south wales. Through this evening and tonight the winds will slowly ease a little, but outbreaks of rain will continue to affect some southern areas at times. We keep some showers further north, some clear spells as well. It is going to turn into a relatively chilly night, particularly across the north east of scotland, could get down to two or three degrees. A little milder down to the south where we keep the cloud and the rain, and there is more rain to come through the weekend. Not for all of us all of the time, but where we do see rain, the ground is saturated so there could be some problems with flooding. As we go through saturday well have this band of rain always quite close to southern counties of england. It may be that rain peps up again as we go through the afternoon. Further north, quite a lot of sunshine to enjoy. There will still be some showers in the north and west of scotland. Maybe the odd one into Northern Ireland too, and top temperatures of 13 15 degrees, although it wont be as windy as it has been today. Now during saturday night, it looks like that rain in the south will start to surge northwards again, so expect another spell of heavy rain for the likes of wales, the midlands, eventually Northern England. You can see this frontal system here developing a bit of a wave, so that will hold it back, and bring it northwards across the uk. This little front also tere introducing hefty downpours from the west. So those two different areas of wet weather combining to push northwards across the uk during sunday. There will be outbreaks of heavy rain, northern scotland possibly getting away with a dry and bright day, and it could well brighten up down to the south later on. It will be breezy, especially in the south east, highs 02 58 39,760 4294966103 13 29,430 of 11 to 16 degrees
