Kevin mccarthy failed to convince enough members of his party to back a stop gap measure that would fund federal agencies for another month while Congress Worked on long term spending plans. This means at midnight eastern time on sunday, the Us Government will run out of money to fund itself unless congress can agree a last minute deal. Lawmakers are set to return saturday at noon for another vote. The republicans, who hold a slim majority in the house of representatives, are at a deadlock with members on the right of the party demanding wide ranging Spending Cuts. One of that groups main objections has been the white houses request for an additional 24 billion in aid to ukraine. Tonight, mr mccarthy urged the senate to drop that measure from its resolution i think if we had a clean without ukraine, would probably be able to get that through. If the senate puts ukraine on their focus, the senate puts ukraine on theirfocus, ukraine over their focus, ukraine over america, theirfocus, ukraine over america, i think that causes problems. With me is megan scully, Bloomberg Congress editor. Megan, your reaction on mccarthys comments about ukraine . That if ukraine was removed, a deal might be on the table. This is one of many ideas that are calculating this evening. The closer we get to the deadline, the more ideas seem to be giving birth by both sides. This latest offer, not even quite often, a proposal, something first ego floated to republicans during a meeting of republicans during a meeting of republicans that was close to door and stand about two hours. There are hard line republicans that will not vote for any Continuing Resolution at all. And there are democrats who could not be on board with the bill that would not find it ukraine. This becomes a big problem particularly in the senate were supportive Ukraine Funding is quite high. Even if mccarthy was able to get this through the house, it is not the final deal looking at. Jeff, what is the queue At Hardliners in his party. Jeff, what is the queue at the. Hardliners in his party. Jeff, what is the queue at the white house looking ahead to what seems to be somewhat the inevitability of a shutdown . I think their attitude is we have had shutdowns in the past over a specific policy disagreements. In 2018, republicans wanted the border wall and democrats said no. Now we dont even know what the republicans want. The white house is in a position of saying, we dont even know what we have been asked to negotiate here. It is a strange situation because we had an article today called the seinfeld shutdown, not sure how many of your listeners what seinfeld, because there is no substance, we dont know what is in this. That is a point, isnt it . That is a point, isnt it . Yes, there are that is a point, isnt it . Yes, there are some that is a point, isnt it . Yes, there are some demanding l that is a point, isnt it . Yes, there are some demanding really steep Spending Cuts to the tune of 30 for domestic agencies which would be devastating for agencies like labour, education. There are others that are pushing for Border Policies and money for border wall. And there are others who reallyjust wall. And there are others who really just dont want to continue funding ukraine aid. It is this hodgepodge of issues, it makes it incredibly difficult for republicans to message on. And it really sets them up to be the ones who take them up to be the ones who take the blame in this situation. Lets have a look than a little more about the Economic Impact of a shutdown. A shutdown would leave hundreds of thousands of workers furloughed and without pay. Various federal services and programs would also be impacted. This includes the federal workforce of 2. 2 million either working with pay, working without pay or not working and not being paid at all. ani the 1. 3 million active Duty Service Members who would continue to work but would not get a paycheck. Access to food would also be at risk for over 41 Million People through the snap Food Assistance program. And more than 420 National Parks across the country will be off limits to the public starting monday. Geoff, you might talk to us more about what the Economic Impact would be of this shutdown. We have seen briefly what it would mean for workers. And to the broader economy as well. ,. , well. The Us Government is the [arc est well. The Us Government is the largest employer well. The Us Government is the largest employer in well. The Us Government is the largest employer in the well. The Us Government is the largest employer in the history| largest employer in the History Of The World and still is. It spends millions of dollars each day and has millions of personnel that would go without a paycheck. In 2019, we had the longest Government Shutdown ever. The impact was muted but it was also at a time when the us economy and Global Economy was growing quite swiftly. A lot of the economists i have talked to said that unit impact could actually have been hidden by the fact the economy overall was growing quite strongly. Given that we are seeing major strikes from the order workers, rising gas prices and economic headwinds, this is certainly not, the us has the lucky committee would be a green, to avoid a recession. Many expecting want to come early next year and the largest supporter shutting down bill exacerbates that. Joe biden is campaigning on the notion of Biden Economics and the shut down could cause serious damage to that for him. It could tip the us into to a recession. The immediate Economic Impact of a shutdown are muted, as geoff said but over are muted, as geoff said but over time are muted, as geoff said but over time they build. So the overtime they build. So the longer over time they build. So the longer that this goes, the greater longer that this goes, the greater effect on gdp, on spending and it comes at a time when spending and it comes at a time when we spending and it comes at a time when we start to feel the full effects when we start to feel the full effects of the Federal Reserve Interest Effects of the Federal Reserve Interest Rate hikes over the past Interest Rate hikes over the past 15 Interest Rate hikes over the past 1. 5 years where student loan past 1. 5 years where Student Loan Repayments which will pause Loan Repayments which will pause during the height of the covid pause during the height of the covid pandemic, people have to repay covid pandemic, people have to repay that this month and just generat repay that this month and just general uncertainty about the stability of the Us Government is fuelling concerns about the economy is fuelling concerns about the economy economy. We heard from congresspeople economy. We heard from congresspeople in economy. We heard from congresspeople in the. Economy. We heard from i congresspeople in the past economy. We heard from congresspeople in the past few weeks as well about the concerns that can spread around the world. The us cannot arrange to fund its own government, what can it do internationally . Government, what can it do internationally . This does not have the same internationally . This does not have the same sort internationally . This does not have the same sort of internationally . This does notj have the same sort of striking effect is the Debt Ceiling Negotiations earlier this year. That would have probably prompted a global recession almost immediately. This is not quite as blunt as that but, certainly, at a time when the president has spent the last to. 5 years trying to rebuild the trust in the United States or the trust of our allies in the United States, it does not do anything to help that case, for sure. Earlier my colleague Sumi Somaskanda spoke with democatic representative from maryland jamie raskin about how its time for congress to Pass A Budget and stop spending more than the government is taking in. They did not care about any of that when donald trump was president when they had record deficits and added trillions of dollars to the debt. That is all completely phony. In any event it is not what the caucus agreed to. We had an agreement in may to avoid just these kinds of Extremist Madcap antics that they are engaged in right now. It is an embarrassment but dont listen to me, listen to what the republicans are saying. They are calling them lunatics and maniacs and the dysfunction of democracy and so on. That is what has happened. Multiple parts of our government, the senate democrats, republicans, the president , the house democrats, they are altogether. I might get your response there, geoff, to what the congressman is saying. He is correct that congressman is saying. He is correct that republicans congressman is saying. He is correct that republicans and | correct that republicans and democrats met again injune and republicans have violated it. The 30 has not been spoken about and it is worth keeping in mind that because republicans have such a hold over government programmes from cuts, this fight is really only about the ten or 12 of the entire government budget. The republicans are trying, because they have protected so much of they have protected so much of the federal budget from any kind of deficit and because they have ruled out any kind of tax height, tax that make tax height, they are trying to use a narrow band of spending cut on nutritional assistance and transportation grants and things of that nature. There is a disconnect in the rhetoric from republicans is often about the need to rein in our Spending Imbalance but the reality is they are only dealing with a small amount of the spending. Dealing with a small amount of the spending the spending. Weve been talkinu the spending. Weve been talking about the spending. Weve been talking about what the spending. Weve been talking about what a the spending. Weve been talking about what a shutdown is. Lets look at what it is it is. Lets look at what it is it is when Congress Fails to pass a funding plan that the president has signed into law. The government has to shut down if there is no agreement by the start of the fit for school year. Non essential work must stop and this will impact federal Government Agencies that rely on the annual funding. Usually when a deadline is looming lawmakers from both parties agree on temporary funding. This is not happened yet because of disagreements over federal spending. Lets listen to more from members of the republican party. We can listen to a congressman from tennessee who i spoke to a little earlier. What does the path to agreement look like . I what does the path to agreement look like . , ,. , look like . I would submit to ou that look like . I would submit to you that we look like . I would submit to you that we should look like . I would submit to you that we should have look like . I would submit to i you that we should have been here all through august instead of being back home in our district. We knew september 30 was coming. It comes at about this time every year and i think it shows the floor in our system in that we need to push towards more continuation of single issue funding bills not a bunch of things that are loaded up into different issues and ideas butjust single bills that we can vote on. I believe that we can vote on. I believe that that is our path forward and then i would like to see us Pass A Budget. The United States has not passed the budget in 30 years and that needs to stop. Budget in 30 years and that needs to stop. Specifically if ou are needs to stop. Specifically if you are talking needs to stop. Specifically if you are talking about needs to stop. Specifically if you are talking about a you are talking about a shutdown happening between a short one and you have done this one before, you see the signs of resolution, how will you get to the point that you can all agree on . I you get to the point that you can all agree on . You get to the point that you can all agree on . I dont think it is a resolution, can all agree on . I dont think it is a resolution, i can all agree on . I dont think it is a resolution, i think can all agree on . I dont think it is a resolution, i think you i it is a resolution, i think you just need something crammed down your throat that we dont like on the conservative side, thatis like on the conservative side, that is the way it always goes, and we will have a few people probably cave but that is the process and i will keep fighting. We take in about 5 trillion a year and by conservative estimates we will spend over 7 trillion this year. We cannot keep that up. We are 33 trillion in debt. What doing is not working and i would submit to you, as well, that a shutdown is horrible and it is not good and it hurts some of our most vulnerable citizens but if we further deflate the value of the dollar and inflation continues to skyrocket, i submit that will hurt people much worse and we will see a complete collapse of our system with worldwide implications. Aha, our system with worldwide implications. A congressman there from implications. A congressman there from tennessee implications. A congressman i there from tennessee speaking to me earlier. We still have our panel with us meghan, if i could get your response to what the congressman was saying there. He is firm in his position does not want any Continuing Resolution, he wants a budget past. Aha, Continuing Resolution, he wants a budget past a budget past. A budget and then he wants a budget past. A budget and then he wants to a budget past. A budget and then he wants to Pass A Budget past. A budget and then he wants to pass 12 then he wants to pass 12 individual appropriations bills. That fund the individual agencies. To get those through and then to negotiate, the Senate Versions of those and then to get them through again and passed through the chambers would take months. So if they were to take that route which is highly unlikely, we would be into the new year, the new calendar year before they were able to reopen all of Government Agencies. This geoff, the Government Agencies. This geoff, the point Government Agencies. This geoff, the point that Government Agencies. This geoff, the point that the congressman was making their about a shutdown not being very pleasant but worse than that would be inflationary measure which people will experience much worse, does the other point there . I much worse, does the other point there . Much worse, does the other point there . I want to quickly address the point there . I want to quickly address the end point there . I want to quickly address the end of point there . I want to quickly address the end of megans i address the end of megans comment which is that even if you manage to do that, i dont know you manage to do that, i dont know how you manage to do that, i dont know how people in the uk can possibly know how people in the uk can possibly understand the arcane of us possibly understand the arcane of us budgeting, even if they did these 12 bills to fund the government instead of a single bill, senate would reject it. So even bill, senate would reject it. So even if we went that part of weeks so even if we went that part of weeks and months we would not necessarily even have an outcome. To your point, we had a reading. Outcome. To your point, we had a reading, we had an inflation today a reading, we had an inflation today that shows inflation failing today that shows inflation falling from incredibly low level falling from incredibly low level and the idea that the Government Shutdown is going to effectuate a meaningful change in the effectuate a meaningful change in the deficit along the lines of what in the deficit along the lines of what the congressman is talking of what the congressman is talking about i think is hard to countenance. Thank you all for watching and we will continue to bring you the latest developments as that deadline approaches. Hello. We may be officially into autumn, but a little dose of summer on the way for some of us over the next few days, notjust here in the uk, but widely across europe. And in fact, temperatures are expected to reach the 30s in spain, france, in the uk, even mid 20s expected in the south in the days ahead. Now, at the moment, there is a little Weather Front heading our way that is going to bring a bit of a mixed bag for some of us. Now, the early hours will be clear, generally speaking, across most of the country, and it will be quite a nippy morning. In fact, in the glens of scotland, it could be around four degrees, but i think for most of us, in the range of around 7 10 celsius. So, it starts off quite sunny and bright at the very least for most of us. But out towards the west, this Rain Crosses Ireland and you can see Thickening Cloud there from the southwest across wales, the irish sea, Northern Ireland and into southwestern scotland. So here, a very different picture to other parts of the country. Outbreaks of rain, at times heavy in belfast, and also gusty winds around coasts. The north of scotland, most of the north sea coast and further south the weathers looking fine, sunny. I think sunshine for plymouth, for the Isle Of Wight and also for london, where highs will reach 20 celsius. Now, notice that rain never reaches the south. It veers off towards the north, and with that also comes relatively humid air to the south of that Weather Front, and that humid and also quite warm air will spread across many parts of the country. That means that early in the morning, on sunday, it will be very warm. Look at that 16 17 degrees celsius at eight oclock in the south. Now, there will be a little bit of rain around in the morning, i think across parts of wales and the midlands. But eventually, the sun should come out in most areas, and were talking about the mid 20s in the southeast on sunday. A little bit fresher in scotland and Northern Ireland here of around 16 or 17 celsius. Now, the outlook for the rest of europe shows a large area of High Pressure building across the continent. Thats basically going to allow the warm air to spread all the way to Eastern Parts of europe. Therell be a bit of a blip because this Weather Front will introduce temporarily some slightly fresher air to some parts of europe. But i think overall, its going to stay on the warm side. Lets have a look at a snapshot, then, for some of our cities into the week ahead, and generally speaking, really quite warm.
