What we say in the court of review that just came out that the quarter review that just came out is that it came to a confluence of temporary factors but also structural factors, which is what we tend to exercise. Temporary factors led to a withdrawal of excess liquidity from the system. These were largely anticipated, so they cannot really fully explain what happened. In the quarterly review, we emphasize the structural factors. Let me mention a couple of them. One is, as you mentioned, that the big four banks in the u. S. Have become the marginal lenders to the repo market, replacing money market funds. Be lessnks proved to willing, at least recently, to provide funding on short notice. There are a number of possible explanations for that. No one really knows the full story. One is changes in Risk Management within the banks. They have become more after the crisis. There has been much more emphasis on proper Risk Management within institutions. A second is what i would call a certain atrophy of the ability of these banks at short notice to provide funding. This is because after a period of superabundant excess reserve, there is a loss of expertise in the markets not just changes in the infrastructure, but were generally. Mechanismscause the to the number of hurdles they have to pass in order to be able to provide the funding have probably increased, so that institutions are less able than they were in the past to profit from very shortterm profit opportunities. The second has to do not so much with the supply side but with the demand side. And here, there is a much bigger recently we have seen how hedge funds have been very cash hungry using to finance themselves to exploit some arbitrage opportunities between the cash and the futures markets , and Interest Rate swaps. In the process of doing that, they have been taking a considerable amount of leverage. Francine given what you just told us, can it happen again, or have precautions been taken . Claudio on the one hand, we know that the particular quarter that ends at the end of the year, there tend to be repercussions on the repo market, and that is likely to happen again. At the same time, after the current incidence, the authorities are better prepared to deal with those tensions and provide a necessary amount of liquidity to ease problems in the market. What the final outcome is, i cannot say. Francine would you recommend to not change the inflation measure to take that or advantage of housing costs . Francine when you look at the repo market and the fact that they are fueled by big banks and hedge funds, have you spoken to any other parts of the market where we could see something similar . How can we be sure that it does not get repeated in another part of the economy . Onedio there is one part, Market Segment that we have been watching closely, and that is the fx swaps. Fx swaps very closely are related to the repo market, and they have become more closely related, the result of the fact that the majority of the the maturity of the fx swaps has been declining. As you know, the fx swaps as a result of that have been the main contributors to the increasing fx volumes we have seen over the last three years. We had regular surveys on this. The qr goes into details. The fx swap market is huge. We are used to seeing only the component of dollar borrowing by nonu. S. Players by nonus players on the Balance Sheet component. To give you an example, the residentsof nonus outside the United States on Balance Sheetss on the order of 13 trillion. The amount of equivalent borrowing in fx swaps is probably larger. We know that fx swaps came under stress during the Global Financial crisis, and i expect that should tensions again arise in markets, fx swaps, together possibly with repo, fx swaps will be at the center of the tensions. After more than 10 years of crisis fighting, including this years rush to support weakening global growth, Central Banks have little room to maneuver. Ecbmberg expects both the and the fed to hold rates steady. Peter dixon joins us from commerzbank. Mistakes,k at policy in the world of geopolitics, leaving that to one side where things can go wrong, how sure are you that there are no policy mistakes happening with Central Banks . Peter i think we are fair to criticize Central Banks. Think Central Banks have had to deal with the financial crisis of 2008, they had to deal with it on their own. They very had they had very little support from fiscal policy. You could argue about whether they should have raised rates earlier and you can argue about being pushedrates into negative territory. The problem is, they do not always have a choice. Francine but what does it mean for markets . Our markets now assuming that the fed doesnt hike for the next couple of years . And what happens if they do . Jeremy as you said, peter as you said, i think the likelihood is that the fed will not be hiking anytime soon. Is more likely we will get a rate cut next year than a hike. If we were to get a fed rate that would mean i think that the u. S. Economy is in a good state. And it is growing rapidly than we would anticipate. Probably a good thing. It would mean that the markets go up before they come down again. But i do think that the point at raises rates again is the point where the markets selloff. Francine are we going to see bonds and stocks going back to what they used to do four or five years ago, track each other . Peter i think they probably will, yes. However, if you look at the pattern, the global pattern, they have been pretty miserable and they will remain ready miserable as long as Interest Rates are in this territory. Stocks remain the only game in town. You might see a move toward ,onds at a time of uncertainty but i think from an investor point of view, there is not much intention to be there. Francine where would it be then . Peter it has to be in stocks. So longle fact is that as equities dont collapse or are expected to collapse, so long as Central Banks maintain Interest Rates, negative or low rates, that is going to be good for earnings. So i think there is a little bit of juice to be squeezed out of this lemon. I am not massively bullish on stocks for the next 12 months, but every year for the last 10 years it is the absence of alternatives. Stocks do you look at . Do you look at sectors, with m a . I think the tech sector has been the Great Success story over the last decade. There is probably more to be done there, given the size of those stocks. Slightly of places like italy and spain because that is where they are spread. For the most part, when you talk about value, this is an equity discussion. It is my view, whichever of those happens, theres a high possibility of another general election after that anyway because the essential mandate of this election will be for brexit and i think every thing will be up for grabs after that.
