Greg maybe there is a 10 chance that trump could still win this election, a 90 chance that he wont. But i think this is going to be a very acrimonious period. Trump supporters were convinced that the election was stolen. I dont see any compelling evidence, but that will dominate the story this week, a week in which we have to act on the biggest story of all, the covid19 outbreak is out of control. Talk to me about how the republicans are playing this. When you look at what Mitch Mcconnell says, when you listen to others, they are sticking by President Trump so far. What is the strategy there . Greg it is the same thing we have seen the last year, a handful of moderates like mitt romney are saying one thing, and that you have conservatives like Lindsey Graham saying another. And i think the party is divided. I think they are not quite ready to throw in the towel yet. Maybe a week from now people will be saying to the president it is time to go, but we are not there yet. Is this going against the president longerterm . If you see President Trump hanging onto power and not conceding gracefully, does it make you want to reelect republicans, or does it put you off them . Greg hard to say, but i would say this. There is evidence this morning in the Washington Post and elsewhere that perhaps the Trump Administration will try to impede any transition process for joe biden. This could make things very rocky as we head into december. We have not passed a budget yet. We havent got a stimulus bill yet. There is still a lot of stuff to be done before the holidays come. Tom what is the nature of the gridlock . With a blur of stuff that has been underreported, Speaker Pelosi had a difficult election. Why does it matter if all the democrats vote for every palouse see initiative fiasco for every Pelosi Initiative . Did they . Greg unclear. I would say that you might make a case that they were an impediment. One of the reasons the democrats did not do well is that the rhetoric of Green New Deal was a little too exotic, a little too rich for a lot of voters. Love the idea of exotic here. Would not use the word gridlock at this point, but that gives the market the sense that there will be compromises made. The fiscal package will not be as big as many would like. But the focus on the pandemic and the longerterm issues like climate and the lack of extraordinary geopolitical is probably the thing that the markets really like. There is always a chance for a surprise. Francine what does it mean for industries you like or dont like . If you look at regulation, if you look at extra taxation, what does it mean for Big Tech Companies . There is a chance that they could be broken up or under more scrutiny. Has that chance now gone away . Rick i think the chance will always be there. When you have a more multilateral approach to things like tax, competition, in the u. S. And elsewhere, there is an ever present threat to tech. But it has had to deal with that before and i think it will find ways of dealing with it effectively. Other areas of regulation, maybe it is affecting parts that are in a sense not that large in terms of the stock market now, to clear the energy sector. But again, i think the market thes to recognize this drawbacks to regulation, but there are enormous benefits as well. Tom we saw the idea of the msci all in world index going up to a record high. I did a fancy regression back 30 years, and they were a little bit elevated as well. How rich is the world equity market right now . Is there a room to move higher . It is a little rich because of where longterm yields are. You cannot really answer that question by saying if longterm yields were more normalized, would it be time to sell equities . The fact is we will have low Interest Rates for some time, and a strong fiscal policy in accordance with equities, despite relatively rich valuations. Tom but it is a key issue at state street as well, this idea that the allocation, domestic or even domestic europe, versus a more international allocation. Which is it . Rick we like the u. S. Equity market. We switched from largecap to smallcap in the last few weeks, and we had a little bit of a value bet with overweight and emerging markets to some degree, and a tiny bit in europe. It is a barbell effectively, where you have high quality and value in the same portfolio. For the long time, we have a little bit of gold to hedge as well. Francine i was just looking at spanish 10 year yield. They are within three whiskers going into negative territory. Is this week the week where they could go negative, and what does that mean for your appetite of European Assets . Ink what is happening europe, you have the next stage of lockdowns. Investors are concerned about whether the ecb will be aggressive enough, with aggressive fiscal policy in the way you might see, for example, the u. S. If that is not aggressive enough in europe, then investors will be concerned. But the chances are ecb is going to respond under christine lagarde. The singles the signals have been very clear. That will drive yields down even into the lower quality errors lower quality areas like greece and portugal. Francine where do you see the biggest tension in europe . When you look at the lockdowns, and when you look at, frankly, certain places including the u. K. , so many politicians against lockout, which they think will hurt the economy longerterm. Will we see a new wave of populism when this is over . Will bethink people more effectively articulating that they would accept a little bit more risk. I think you are seeing in a haphazard way, people not paying much attention to lockdowns in some cases. I guess that is not quite populism, but it is a sense that the balance might be tilted slightly towards accepting a little bit more risk in order to keep the economy alive. So we understand today we get more information on the Covid Advisory Group that they have put together, and we know already who some of the cochairs of that will be. Been advising, many of them, the Vice President elect during the campaign on the pandemic and they will be put together to continue advising him over the next 70 days as they work with the Transition Team for hopefully a smooth transition into office. So we have heard already a number of different names. But i think the idea here is number one, expertise. He wants experts focusing on covid, on the economy. He wants to listen to scientists. And the other thing, we are reachinghat he may be across the isle for some of the cabinet departments as well. Tom we have to get to january 20. I saw one medical expert today not to just but try to frame out 100 thousand more deaths before we get to the inauguration. He said that very carefully. What would you suggest we will see from dr. Birx, dr. Fauci, and others of the president of the present administration . Nne joe biden has said that he hopes that dr. Fauci will stay with him as he becomes president january 20. I have not heard from dr. Fauci or his office in terms of whether that will happen. In terms of dr. Birx, i have not heard whether she will stay with or if joe biden would want her to stay with the administration. One interesting thing to watch for is what does joe biden do between now and january 20 . This is a critical time in terms of the pandemic as we enter the winter. Numbers going up, as you have reported across the world, in the United States. We will have to watch it, but it is a good step that we are getting the Advisory Group put together and announced today what we can do in terms of ppe, to testing, to vaccine preparation. It is in pennsylvania. There the state Supreme Court ruled that ballots postmarked before election day but received after election day there is some question as to whether that was a legislative decision or a judicial decision. That is kind of the exception. Even if he were to make some progress there, i dont think it would change the fundamental dynamics. Tom i did the math this morning, and the four states that are 1 or under if mr. Trump took pennsylvania, wisconsin, if he took georgia and arizona, professor gift, that would get him out to 271. Thomas i think that is one of the important aspects of the president generally is that he has surrounded himself with yesmen, and he need someone to tell the truth. Donald trump has been telegraphing that he would dispute the Election Results for quite some time, so i dont think this is a surprise to anyone, but it is unfortunate because you would like to see this transition occur, see the new president come in, start to put in place a team and be able to negotiate with congress. All that is made more difficult and donald trump is not accepting the results. Francine overall, how does the Republican Party with this . Do they still stick with President Trump at the end of this week . Thomas i think that is a great question. One of the issues that is going to be debated within the Republican Party is, what is the result what is the role of trumpism Going Forward . One thing that we can take away from this election is that a lot of americans support donald trump, even despite all the provocation, even despite the scandals and the rhetoric, he still holds a sizable popularity within the gop. I dont think that automatically goes away in the blink of an election. So i think the Republican Party will evolve, i think it will maintain elements of trumpism within it. My thinker has been a more resounding, decisive landslide i think i think if there had been a more resounding, decisive landslide, there would have been more of a trump who . But he resides but he resounds with americans and i think he will do so, and the party will have to grappled with that Going Forward. Francine who do you think joe biden will put in his administration, or at least what kind of people . Thomas i think what we can expect is an administration that looks something akin to obama 2. 0. He has promised to govern from the center, he has promised to be a moderate. I think he will to appease some progresses within his party, he will have to put some retain thoset to views. He wants to govern as a moderate and i think he should do so, but i would expect a lot of the personnel that we saw in the Obama Administration to reappear. Unfortunately, after a very strong rebound post the initial phase of the covid crisis, we are seeing slowing momentum going into the end of the year. That is really concerning because now that we are past the elections, there is going to be renewed focus on economic fundamentals and health fundamentals, and both are quite disappointing. More so as we approach the new year. Tom so we need something here like stimulus. We are going to think i think a lot of people agree. Ken rogoff was on in the heat of election 2020 saying stimulus now, great. We have stimulus into the inauguration, or does it have to until february . Gregory i think you have to stimulate the economy now, because if the economy is running low on fiscal aid and economic momentum in the form of unemployment and income is slowing, it means that people will spend less as we approach the end of the year. We know this is a crucial period for the u. S. Economy because we are seeing the slower momentum, we expect growth in terms of the gdp 1 in simple terms, and we are still quite deep in the hole both in terms of economic output and in terms of employment. We do need a fiscal stimulus to divide incomes to households, to support businesses, and to support state and local government. I have seen quite a large hit to the budgets. Francine gregory, there is much talk about a friendship between Mitch Mcconnell and joe biden that goes way back. Mitch mcconnell so far i believe has not congratulated the president elect yet. How do those two worked together, and what does that mean for stimulus . What are the chances we do get something significant come january . Hope that a multilateral approach under biden really helps stimulate the economy. And are known politicians, politicians tend to interact. I think that would be a big step forward in terms of the future of policy and the political environment in the u. S. , if we had more collaboration across party. Not a guarantee by any means, but joe biden, given the likely composition of the senate, which will likely remain in the hands of republicans, will have to reach across the isle if he wants any chance of passing some parts of the fiscal agenda. As it stands, he will be unlikely to pass a large share of his fiscal agenda. Executive powers are generally fairly limited. Francine where will we see the biggest scarring in the u. S. Economy we do not get this muchneeded stimulus . Gregory i think the key for the u. S. Economy is the labor market. We are currently in a deep hole. We help we still have 10 million jobs fewer than we had back in february, despite solid progress over the past few months, and that will affect income. Right now we are in an environment where income is higher than precovid levels. Largely thanks to a very large fiscal stimulus program. , withth that aid expiring benefits slowing, checks not being renewed, with less aid to Small Business and less aid we are facing a situation in which essentially the economy is running without any fiscal stimulus, and the economic momentum is slowing the last three weeks. We really need additional fiscal stimulus to prevent the economy from relapsing, especially with the covid situation worsening. Tom this is critical. Do we end up like belgium and the United Kingdom in the 1930s with the wage lower . Is it could is it feasible that we could see wages move lower, negative . Gregory we have this weird effect, an artificial effect from the recession, in which a lot of lower income people lost their wages in the average weekly earnings, Hourly Earnings rose because of that compositional effect. But if you look at the compositionally adjusted measures, like the cost index, those have actually cooled. I dont necessarily expect we would see an outright decline in wages anytime soon, but you are likely to see, for some people, and generally the most sensitive trenches of the population, a decline in wages and income, which can affect the way people spend.
