The president doesnt resolve the Voting Rights battle first. In the middle of all this comes another big push from the president. Minutes from now he will speak on a new gun Crime Prevention and Public Safety plan. But will politics get in the way of this too . Cnn chief Congressional Correspondent manu raju is live on capitol hill for us. An Infrastructure Meeting is about to kick off with white house officials 30 minutes from now. Where do those talks stand . Reporter the white house meeting is with the Bipartisan Group of senators. Theyre trying to figure out exactly whether they can reach an agreement on how to finance this package. The democrats who were involved in these talks told me today that they believe it is essential today to try to figure out a way to get an agreement on how to pay for a 1. 2 trillion package over eight years. There are still disagreements about how to do that. At the same time there is pressure from the left, particularly from progressives like Elizabeth Warren and Bernie Sanders and the like who are concerned about the direction of these talks and calling for these talks to essentially end so democrats can move on their own on this major sweeping package and try to pass it straight along party lines, saying time is running out. What concerns you about these bipartisan talks . Is how much time theyre chewing up and how much delay they keep putting into the process when they recognize thats not the whole infrastructure package. It is a subset. Right off the top before the negotiations even began, the people involved acknowledged it was not going to solve the problems that we face on infrastructure. I am certainly out of patience and were running out of time on infrastructure. Reporter so i asked one of the members involved in these discussions about these concerns. Chris coons, a Delaware Democrat very close to joe biden. He said some of my progressive members have been saying for weeks. I have reminded them repeatedly in order to go along Straight Party lines, they need to go through this bipartisan process first. The democrats are trying to see what they can do on a Small Erbi Er bill and see if they can get a bigger caucus together on a big bill. The democrats are not in line. So frustration is building on infrastructure. It seems to be boiling over already on Voting Reform. That bill failed in the senate. Democrats are now split over what to do next. What options do they really have . Not a whole lot, because theres pressure from the left also to gut the senates Filibuster Rules to move from a super majority of 60 votes down to a simple majority of 51 votes in order to advance legislation. There is resistance among moderate democrats to do that, people like joe manchin and kyrsten sinema. Angus king told me he does not support lowering that threshold down to 51 votes. That means at the moment they need to get ten republicans to break ranks and theres no sign this is going to happen. Thats why democrats want to make this an issue heading into the midterm elections and blame republicans for blocking their efforts. Now to the president s plan to take on crime. Kaitlan collins is live at the white house. Tell us about this meeting hes soon hosting and the strategy hes laying out. Reporter i think what this shows is the white house realizes this is an issue, so they want it to look like President Biden is at the forefront of it and is addressing it and also addressing ways to change the numbers and send them in the other direction. Of course, given the rise in Violent Crime weve seen play out in the United States over the last few months, thats why theyre dedicating an entire day to it, having him meet with the Attorney General and senators throughout the day and then hes going to come out and make remarks on it. Theyre saying gun violence is the driving issue here. Theyre going to layout steps President Biden is taking inc they also say theyre going to let communities use some of those covid19 relief funds to Hire Police Officers, pay them overtime, take communitybased initiatives. Essentially they want to look like they are on top of this issue and President Biden is taking steps to address it given theres a concern this shcould continue throughout the summer, this trend in the rise of Violent Crime. Thats whats driving these remarks you are seeing from the white house today. There are two aspects here that are good, notable context, which is that this is something that is a divide in the Democratic Party, seeking to do Police Reform while balancing that with this trend we are seeing. Also President Biden himself, given the baggage he has here given his role in past crime bills when he was a senator in that 1994 crime bill which he touted at times and expressed regrets over some of it. Joining us now is the mayor of rapid city, south dakota, steve allender. He is also the citys former police chief. Its great to see you. We see you are at the white house because you are about to meet with the president along with other state and local leaders. What do you want to hear from him and what is your message to him . Thanks for having me. What i hope to hear from the president today is that theres a rollout of some evidence based programs that were going to be able to access. Not only that, but perhaps be able to scale for the Hometown America communities. Sometimes the federal government upsizes everything for the largest communities. We have similar problems on a smaller scale. What i Homeowners Association to convey to the group and to the president is that theres a real need here and theres a need on the local level to be able to access tools to support our Law Enforcement and to also support our community so that Community Violence intervention is a very important part of this. I know you have focused on that in your community specifically. Before we dive into the solutions, lets talk about the root cause of the problem. This year alone there have been 296 Mass Shootings and 16 mass murders where four or more people have been killed according to the gun violence archive. Your own City Report Add 100 increase in homicide from 2019 to 2020. Why do you think Violent Crime is surging . Youre right, its not good, but i think its two major components are causing the surge. One is that weve had Preexisting Problems and society produces violent individuals, and theres the whole psychological and upbringing discussion to be had there. The other is this is part of the post pandemic consequence that were experiencing here. Not only is violence up, but many other activities are up that i think would have been pretty significantly unable to estimate prior to this. Youve called them crimes of opportunity. As i was looking at your stats everything from robbery, Motor Vehicle theft, burglary and aggravated assault, there are increases there as well. You spent 29 years in Law Enforcement starting as a Patrol Officer and working your way up, so you have a unique perspective. In terms of solutions, what works and what doesnt . Well, for one ive touched on it a little bit. Taking a program that would seem to be effective in chicago and trying to transplant that in a Smaller Community somewhere else in america may not be appropriate in all cases. I think first and foremost on the shortterm, the solution is being able to support plolice officers. These Police Agencies across the country are suffering because theres high stress, high burnout with the negative public reaction thats occurred over the last year and a half. Its been a very undesirable career field. In many cases funding isnt really even the issue. We would Hire Police Officers if we could find them, if we could get them through our Background Checks and training programs, i think we would hire them. But we have very much burned out and in need of support from not only our communities but also other governmental agencies that can help with either funding or some type of agreements to work cooperatively together. We know the Biden Administration is expected to announce embedding federal agents with some of these local homicide teams and doing nationwide sweeps for wante ed fugitives. That may be part of the solution when you talk about not having enough local Police Officers to get a handle on the crime and uptick in violence were seeing. I want to ask you about what were seeing there in washington with lawmakers pointing fingers, blaming the other party for just about everything. Crime is no exception. Why do you think this issue has become so political . I think every issue has become political. There are really only two political parties, the good and the evil. You belong to the good one and everyone else belongs to the evil. Were divided on every issue. Violence should be no exception to that. Its across the board. These divided communities will not be helpful in addressing the Community Problems because the views each side has on how to approach it is radically different. Therefore, were just watching in congress those things play out from our elected representatives. At this point its really no surprise but it is thoroughly disappointing. The more dangerous and highly contagious Delta Variant now accounts for about 20 of new covid cases in the u. S. It has now been seen in every state but one, south dakota. Dr. Anthony fauci calls it the greatest threat to the progress made against the virus so far. But something can be done to stop it. The good news is that the vaccine protects against it. Thats really another very powerful reason why we want people the get vaccinated, because this is a threat. Nearly every death due to covid19 is particularly tragic, because nearly every death, especially among adults due to covid19, is at this point entirely preventible. Senior medical correspondent Elizabeth Cohen is here now. How worried should we be . This variant is really of concern. Lets talk about the two reasons why. Number one, this Delta Variant, this is the variant first spotted in india. It looks like it is around 60 more transmissible. Thats compared to the variant first spotted in the u. K. , which in and of itself is more transmissible. The second reason is there are early studies that show it leads to higher than usual hospitalization rates. In other words youre more likely to lend upend up in the hospital. The Delta Variant represents about 20 of cases. Of all the cases in the u. S. , about 20 of them are this new variant. Its grown enormously just in the past month or so. You get pockets of people who are not vaccinated. Youre going to see higher rates. The reason for that is that the vaccine works quite well, not perfectly, not 90 something percent, but it really does work quite well against this new va variant. The concern here is about people who are not vaccinated. Lets take a look at europe. The European Center for Disease Control and prevention forecasts that the Delta Variant is going to make up to 70 of new cases by the beginning of august and 90 of new cases by the end of august. As goes europe, so goes the United States. Despite the news that every covid death now is almost entirely preventible, Vaccine Hesitancy is still high among young adults, especially members of gen z and millennials. Thats becoming a problem as more colleges require vaccinations before returning to campus. Eight students are now suing Indiana University, saying its Vaccine Mandate is unconstitutional. The attorney representing those students, james bop, joins us now. Why are the students suing . Theyre suing because theyre being stripped of their Constitutional Rights to make medical treatment decisions for themselves and to protect their own bodily integrity. After all, they are adults and they would like to weigh the risks and consequences of taking the vaccination or getting covid. Unless theres really compelling situation which no longer seems to be the case now, then they have that right to do that. I think people would take issue with it being compelling enough when we have over 600,000 americans who have died from the coronavirus. Deaths are still happening and the spread is still happening particularly in places where there are lower vaccination rates. Indiana is one of those states that is behind the National Average right now in terms of vaccines. The university has already required vaccines for other types of illnesses, for mmr, for meningitis. This was all before the pandemic and they do allow for exemptions. So why is there a problem with this one . Well, of course your recitation of what has happened is an interesting historical recitation, but you need to start at the beginning. I think everybody agrees, i agree that it appears that it was a very serious pandemic that required drastic measures and we did those. But when we have seen it peak, it is now at almost the lowest level it has ever been in terms of infection rates, death, hospitalizations. With this group its almost zero in terms of the risk of adverse effects with Covid Infections. So we have to look at the situation right now, not what happened in the past. Right. Great job in ameal rating the adverse effects. The vaccinations are working. To your point, vaccinations are working and these are people who dont want to get vaccinated. To be honest with you, the facts are that some of these variants are showing signs that the therapeutics arent working against them, like the Gamma Variant for example. If i give you the universitys statement and let you respond. The university is confident it will prevail in this case following release of the Indiana Attorney generals opinion was revised with uploading proof of vaccination no longer required. The Attorney Generals opinion affirms our right to require the vaccine. You didnt necessarily answer the part of my question given that there are already Vaccine Requirements for other types of diseases. Well, its been very difficult to answer all of your questions and your claims all at one time. Regarding the iu statement, the Indiana Attorney general was just opining on state law. Understate law, can they require medical treatment . Yes. Does it violate ius prohibition on Vaccine Passports . He said yes. But he didnt answer the question of federal law, whether or not iu is a Government Institution that can require adults to waive their rights in order to attend Indiana University. We believe that is not the case in the situation as it exists now. No one in the United States or the state of indiana other than at some universities is being mandated to be vaccinated. College students have one of the lowest risks of adverse affects of Covid Infection. In fact, people over 70 have an 870 times greater risk of hospitalization and death than do college students. And we dont mandate people over 70 to get the vaccination. I understand what youre saying, but i have spoken with doctors just this week who say their patients are younger and they are being hospitalized. So to think there is no risk or nearly no risk for this age group is just not true. If these students dont like this, though, they have the option to go to a Different School, dont they . Why not just go to a Different School . I thought we believed in freedom and Constitutional Rights. The government cant impose unconstitutional conditions on whether or not we benefit from their institutions. And of course there is some risk, but when you compare the risk of older people with college students, its astronomical for the older people. That may be true, but if youre subjecting a large group of people to risks, then there is an argument to be made that why should the universitys policy be applied to just a few students who want to not get vaccinated versus taking care of the greater population at those universities . Well, regarding the greater population, every student can protect themselves from Covid Infection by being vaccinated. Every student that wants to protect themselves against Covid Infection can wear a mask. And Indiana University believes and im sure you believe that is effective and thats why those are required. But how about the student for instance, one of my students has lymes disease. Her physician has told her theres a high risk of injury and death to her if she gets the Covid Vaccination and iu does not allow a medical exemption for that and is requiring her to either take the vaccination that will risk her life or leave iu. Thats wrong and thats unconstitutional, in my opinion. There are medical and religious exemptions when it comes to the Vaccine Requirement at iu. They dont apply. They dont apply to having underlying medical conditions where your own attending physician says that the vaccination is a great risk. It does not apply if youve already had covid, already are immune and we now know that getting a vaccine after having covid poses more and additional risks. Thats not true at all. Do not say that. That is not true. In fact, the medical experts recommend, the cdc recommends if youve had covid, you should get vaccinated. Initial infection does not prevent against the variants. Were talking about the Delta Variant, the Gamma Variant and these variants that are taking off in parts of the world like europe and are emerging more and more prevalent here in the u. S. The best path forward is if you dont have the republicans and democrats at least wanting to get on the page in terms of protecting peoples rights to vote, which is where the democrats are, and the republicans want nothing to do with it. Where is the compromise there . So i think as we go forward with this as well as so many other key issues that the American People want us to tackle and get done, we are facing the need for Filibuster Reform and then to proceed with reconciliation as a way to get all of the other important things done just as we had to do for the American Rescue plan. But you dont even have all democrats on board when it comes to the filibuster. Some of your colleagues in the house have expressed frustration with President Biden, saying hes not doing enough specifically on voting. Do you think the president has done enough, yes or no . I would be more focused on the need for all of us in the senate in particular to come to the conclusion that unless we do Filibuster Reform, were not going to be able to move ahead with protecting fundamental right to vote. My hope is that all of my democratic colleagues, some of theme will need to change their minds. That is my hope. But in the meantime there are votes coming up and the state legislative races, et cetera, because it is the State Legislatures all across the country, sadly, that are enacting all of these Voter Suppression laws. Everything in regard to protecting Voting Rights doesnt happen in the senate that theres a lot going on in the State Legislatures and by Many Republican governors. So theres a lot that we need to be doing. My hope is that we will be able to change the appropriate minds regarding Filibuster Reform, unless were going to wait around for the republicans to suddenly decide they actually should be protecting peoples rights to vote as opposed to tearing away their rights to vote, what i call stealing our votes. Some democratic lawmakers are actually threatening to block the president s key Infrastructure Legislation if Voting Reform isnt resolved first. One telling cnn, i cant imagine having a vote on an Infrastructure Bill before resolving the issue of whether we will continue to have a democracy. Is it a red line for you . Would you vote against a bipartisan Infrastructure Bill over this . Theres no question that an Infrastructure Bill that really meets the Infrastructure Needs of our country, which by the way is not the current compromise plan, not to mention the concerns of the pay for, this is not an either or proposition. The Infrastructure Bill as well as the American Families bill act need to go through so we can get our families and our country back to some level of normalcy. At the same time we need to continue to push for the Voting Rights bill and the john lewis Voting Rights bill. All of these things need to be happening at the same time. I would say there are a lot of moving parts and as far as im concerned, im going to continue to push for all of it. Now, as far as infrastructure, i am very much a supporter of joe bidens infrastructure plan. I am open to some movement there if we can get agreement that the other parts of the american jobs plan goes through also. So im keeping an open mind on the american jobs plan. That includes infrastructure as well as the family plan. Why do you think youve said democrats may be doomed if you dont get through some of these agenda items by the president that hes put forward to help American Families, but you still have people like manchin and sinema and kelly and others, who are key senators, that give the democrats the majority in the senate and theyre the ones who are pushing back right now on democrats just ramming these agenda items through. They represent more moderate, maybe even conservative constituents. So why do you think what Progressive Democrats want is what the country wants . Because it happens to be the case that the country wants their roads to be protected, the country wants us to move on with infrastructure, the country wants common sense gun safety legislation, the country wants to protect essential workers. They have an expectation we are going to get these things done. I was expressing my sense of urgency about getting these things done. If we dont, we search raise the potential for losing the house and senate. I dont want to get there, of course. That is why i am pushing so hard for us to get these things done. If we have to do it by reconciliation, as we did to get the American Rescue plan done, then thats what we ought to do. Theres a lot of discussions and debates still going on. Im not ready to throw in the hat or bang people over their heads. We need to come to a meeting of the minds, we democrats. Lets turn to the spate of violence and crime happening across the country. The president is set to address this today. Republicans arent going to let voters forget the calls by some democrats to defund the police. Does your party need to do more on the messaging front to prove they are not soft on crime . The fact that weve never taken the position as a party that we should defund the police. I am a progressive democrat. I have never said we should defund the police. Clearly there are a lot of things we need to do on the Law Enforcement side, including addressing the rise in domestic violent extremism, the prevalence of gun violence that is occurring on a way, way too regular basis in our country. And yesterday we cant get even the most basic Gun Legislation through. Why . Because there are so Many Republicans who wont go there. So these are all areas we need to focus on using facts. The fact is that there is a rise and concern about domestic extremism in our country and we better face up to that. That is true, but thats not what is driving crime all around the country right now when youre talking about murders and part burglaries and other forms of crime that communities are experiencing and grappling with right now. Are you overlooking those types of crimes . Not at all. That is why the democrats do not stand for defunding police. The police have a major role to play, especially Community Policing and reducing the incidents of violence and crime in our communities. But it is a multifaceted issue and concerns and thats how we should approach it. It is not all about lets just get tough on crime. At the same time, by the way, i note that as we look at creating a commission to find out what really happened with the tremendous violence that happened on january 6th, you have a whole bunch of republicans who dont even want to go there. So they need to address the criminal situation, the crime situation. It has to do with sensible Gun Legislation, it has to do with increasing Community Policing and looking at those things that really make a difference, not to mention some root causes of crime in our country, which also has to do i would say with the fact that there are lots of people who lost their jobs and are having a very hard time. That is no excuse to turn to crime, but clearly its not as though the republicans handle this. In fact, they do no. They are quite to the contrary in my view.
