Today on Inside Politics the real congressman of washington, d. C. Jim jordan tries to jump the line in the fight over the speakers gavel as the republicans he says he can unite give the Country Drama and shade worthy of a dbravo reality tv show. Believe it or the not, joe biden is building that wall. The president cites a Migrant Emergency bypass 26 laws and funnel money to break ground on physical boarder barriers. Plus no new car, no caviar, no fourstar dream for ron desantis. The 2024 candidate faces a cash crunch and the real possibility that he could run out of money before the iowa caucuses. Im dana bash. Lets go hbehind the headlines and Inside Politics. We begin with a question. Is being first enough . Today jim jordan is making it impossible to miss what job he wants next, and that is house speaker. The ohio congressman visited foxs morning show to deliver the message to his colleagues and to the 2024 front runner. I disagree with what took place, but they are friends of mine. I think thats the message i have been talking to my colleagues about. Who can bring aid into the team works who can unite our team. I think i can do that. If i didnt think i couldnt do that, i wouldnt run. Manu raju is live on capitol hill. I made a joke about the bravo tv, but i covered those halls where you are for two decades. You have been there a long time too. I have never heard the kind of rhetoric used within a Political Party as we have heard from the conversations that you are having in halls over the last 24 to 48 hours. Reporter yeah, theres no question about that. The personal insults are being slung, mostly at the direction of congressman matt gaetz, who was the ring leader of this effort. But also in the seven other republicans who joined matt gaetz and threats that their fundraising could dry up. All that coming because the emotions are just so raw at the moment, which leads to the question about whether the next speaker can actually bridge the divide within this conference after we saw that unprecedented vote to remove mccarthy from his position. Gaetz has been taking a lot of the incoming fire from a lot of republicans all across the ideological spectrum. But also some that are align ed with donald trump, contending that gaetz actually broke from what Donald Trumps wishes and they believe that it should be some retribution. Mr. Gaetz is only doing this for himself, and i believe he should be looked at for expulsion. He doesnt have his ducks in a row. Thats what you see. They can never keep their stories straight. Hes going to continue to lie. You brag about how he would crush ed medicine and chase it with energy drink so he could go all night. This is before he got married. So that pretty stark accusation from Form Er Congressman now a senator from oklahoma. I asked gaetz office about that. He said in a statement hes only spoken 20 words on the house floor with him calling it a lie. He went on to say hes coping with the death of the political career of his friend kevin. Thoughts and prayers. So dismissing that. So the question here is can scalise or jordan win over those eight holdouts, but not alienate the moderate members of the conference who are furious at those folks on the right or will a third candidate emerge where the house is expected to have its first votes to nominate their candidate for speaker before the full house votes. Thats where things will be tricky getting the 218 votes, any 5 members of the republican side can scuttle that effort. Major questions at this moment. Before i let you go, which is why the speaker protems to have a meeting and a forum before they go to the floor to work it all out so we dont have a 15round situation on capitol hill. Thank you so much for being here. I want to start with jeff. You covered the campaign trail. You covered the white house and you have covered capitol hill. Have you ever seen anything like this before . The way that republicans are so angry at one another. We have seen anger before, but its never been to this level. They hate matt gaetz. Theres is so many who do. Usually theres a bigger divide. I remember when john boehner took his leave and announces the day after the pope was on capitol hill that was such a moment. And a lot of people disliked john boehner, but there wasnt personal hatred. The same as paul ryan. I wasnt around during the Newt Gingrich era, but that wasnt there. And he had an opt ed in the Washington Post this week saying expel matt gaetz. I have not seen this. But we have never seen this moment in politics. This is sort of par for the course in the trump era. You mentioned the white house. Its all interlinked here. So its fuelled by just a new vitriol in our plit ticks. One thing i was talking with a republican member who said theres some support coming from an unlikely place for jim jordan because theres some people who would like to get him out of the chairmanship. He wants to be chair. Thats just an example of theres so many interwoven dynamics of what is going to play hout. Thats why mchenryed to take a pause. Their hope is to get a vote. Thats a tall order, i think. To get a floor vote on the first vote. We mentioned at the beginning of the show that even though there are more than theres more than one republican who is working the phones to be speaker of the house. Steve scalise, who is currently in line, was in line behind Kevin Mccarthy and then congressman hearne, who is the head of the republican study group. The person who is most out there is jim jordan. Jim jordan, you want you to listen to what hes saying now about why he should be speaker. And just remember that back when i was covering john boehner as speaker, he was one of the biggest thorns in John Boehners side. He wasnt quite the matt gaetz of today, but he was pretty close. Lets listen. You need someone who can unite the conference and just as importantly, unite the Republican Movement across this country. Thats what i think i can do. Thats why im running for the job. How would you rate boehner as a speaker . I have said this for four and a half years. Its a tough job. Its a darn tough job. Its not an easy thing. Im not saying that. Its a difficult job. I would have done some things different. I represent the same number of people as john boehner and Kevin Mccarthy and Steve Scalise and everyone else in the congress. Its we, we have to do what we told the voters we were going to focus on doing. There was no vote to vacate, but jim jordan along with mark meadows became chief of staff, helped to lead the push of john boehner out the door. This is the third time this party has been here now with boehner and ryan and now mccarthy. And thats why they are saying the first thing we need to do is to have a really potentially painful and ugly Family Therapy session here. At the same time, the fact that jim jordan is considered a front runner for this position, considering where we were a few years ago with many in his party considering him one of the chief anarchists and chaos agents of his party that he could now be in a position of Real Authority really speaks to where we were and also breeds some skepticism theres going to be a solution to this that isnt just more polarization, more partisan fighting, and not potentially just a deal among republicans instead of a deal with democrats that empowers people, including jim jordan. Its such a good point. Jim jordan hasnt changed. The party has changed. Hes the same guy. The party has just gone even more right or left, its just chaos. Speaking of chaos and an agent of whacking institutions, steve bannon, tthe New York Times hd some reporting this morning about steve bannon having this place, he has a place on capitol hill, but actually talking to matt gaetz, having them on his radio show, and they invited the Noew York Times photographer in as everything was brewing when they pushed out Kevin Mccarthy with this vote. What does that tell you about the dynamics here . It tells me kind of what you mentioned. Presidthe dynamics of the party moved towards chaos. We talked about donald trump being an exfactor. He didnt say he was in favor of keeping mccarthy or in favor of removing mccarthy, but trumpism has been alive with chaos. We did see President Trump saying he was in favor of shutting down the government. We did President Trump encouraging members to renegotiating with democrats. And thats kind of one of the catalysts for Kevin Mccarthys removal. So to me, what we see from b bannon, its like an agent of an aspect of where the Republican Party is. Its not necessarily about policy or values, but its about kind of the war zone of it all. Thats exactly what he said. He said you create a fire storm now that totally changes things. People right now think government is a benefit. Im going to show Government Spending is kootie infests 3. Up next, a cnn exclusive. Christiane amanpour sat down with Hillary Clinton this morning, and she says she understands why democrats did not bail out Kevin Mccarthy. So should the democrats have saved him, so to speak . Should they have voted to keep him in . That was a very tough call for the democratic caucus, but the problem was for them, as i understand it, he was totally untrusty by any measure. He immediately after they did help him keep the government open, as you know, began to blame them for all kinds of extraneous matters. And at some point, a leader who has lost all credibility in dealing with the opposition, where you want to have an open line of communication, you want to be able to trust his word, is going to ask for their help and not get it. Its said that the main contenders for his position are jim jordan, who you knew very well from benghazi. I dont know him well. I watched him and stared at him for 11 hours while he made stuff up about me, so i dont know him, but i have seen him in action. What would it mean if he gets the speaker sship . Hes one of the principal ring leaders of the circus thats been created in the Republican Party for the last several years. I have no inside knowledge about what the republicans will do, who they will vote for, but when do they put the Country First . They do not represent a majority of the Republican Party when you look the at the extrooesists in the house, they certainly dont represent a majority of the country. And somebody has to stand up and say enough. We could have disagreements. Im all for that. I was in the senate for eight years. I worked with a lot of republicans, and opposed them when i didnt agree. But at some point, there needs to be a backlash against the control that this small group of extremists have. And i dont know who will lead that, but lets hope whoever becomes the new speaker will. Up next, a promise made, a promise broken after vowing not to build a border wall if elected. President biden is doing just that. But first, im going to talk to one of those eight House Republicans who voted to kick Kevin Mccarthy out of the speakers chair. Stay with us. As the race to become speaker heats up, senators are making clear exactly what they think of the dysfunction in the other chamber. Its not an attractive picture. So we have to do better. It makes the rebels look foolish. They look unserious. I think they look like they are more interested in fighting the than governing. We in congress have some work to do to restore the trust in this institution called congress. Folks that ran as republicans have to decide whether or not they want to act as a majority or if they are going to act like a Republican Party and a pop list party. Now the question is will the pop lists come back into the republican fold. Joining me to respond to that and much more is republican Congressman Ken Buck of colorado. One of the eight republicans who voted successfully to remove Kevin Mccarthy from the the speakers chair. Thank you for coming in. First, your response to that, including the idea from fellow republican that you and your fellow seven are unserious. I disagree. I think that nikki haley had it right when she said the senate is the most privileged nursing home in america. I think its great that folks can be willing to criticize the house for our effort to reduce spending, when the senate is every bit as guilty as the majorities in the house have been in the past. I understand that you are in a different category than some of the other seven because you have, since you came into congress, been singularly fo focused on reducing Government Spending. I do get that. But what about the notion of doing that at the cost of basic functions of government . I mean, is lowering Government Spending for you more important than a functioning government . No, its not at all. You can have both. We have 77,000 vacant buildings owned by the federal government. We have a Department Of Defense that has failed its internal audit for 30 years in a row. We have a Department Of Defense that cant find billions of dollars of equipment. Why do you think removing Kevin Mccarthy will do anything about that . He refused to reduce spending. I brought the issue of unauthorized programs, a program thats authorized for five years and after five years its supposed to sunset. 1,400 unauthorized programs are being appropriated to and that number increased. Are you confident theres somebody in the republican conference who will do the kinds of things you talked about . Im confident we can come together and find a way to get that done. I know you dont want to name names because you think that would hurt the person that you named, but is there a kind of person that youre thinking of . I guess ill just ask you again in a different way. There is somebody who is running for speaker who you think will be able to tackle the problems of Government Spending and you and other fiscal conservatives support, but also can function in a very dysfunctional conference. Theres courageous leaders who will step forward. The democrats dont want wasteful spending. And republicans dont want that. Theres a way of finding places to cut spending that doesnt impact programs. I talked to dave joyce yesterday. I want you to listen part of our conversation. Should he and the other serve be kicked out of the kmps . I dont see how they can be part of a conference when they come on the inside and listen to whats going on and bombs in the middle. It sounds like thats a yes. I think im one of those who is ground up. I think its important that everybody have an opportunity to take in whats happening and make a decision when we get back. But i would vote for it. If being kicking you out of the republican conference, he says talking to you eight is a waste of time. So there are some who say we should be expelled. I dont think they can do math really well, because we have a fourvote majority right now. If you kick eight people out of the conference, you have speaker hakeem jeffries. You dont have a republican speaker. I think its great threats to throw around, but its really meaning lless at the moment. I think the anger and youre hearing it, im sure, face to face, maybe phone call to phone call, is about getting rid of him without a plan afterwards and how this looks not just to america, but to the world, about the strength of Democratic Institutions and the ability to find somebody to actually lead and coalesce. I think that the way it looks to the world is my primary concern. I think well find a speak er. I dont think people will consider this a minor pothole that we got over. The problems that we have faced are existential. If we dont address those, the world has a lot of reason to be concerned. I know youre not a supporter of steve bannon. He was egging on some of your fellow republicans who voted for this. Do you think thats appropriate . Steve bannon has a voice, like a lot of other people. Hes called me a rhino with that voice. I still worked with the others to make sure we get a better speaker. Were hearing from our colleagues that the former president is coming to capitol hill to speak to House Republicans. Is that something you think will help . Help what . Help to eunite the conferenc . I think there are a lot of people that dont support donald trump and the conference. And there are some who do support him. He obviously gave the Medal Of Freedom to jim jordan. Hes a big jim jordan fan. As the Biden Administration gets ready to build a border wall, the Biden Administration is getting ready to build a border wall. Well have new reporting, ahead. Hes building a wall. Not donald trump, joe biden. Homeland security secretary announced this morning that the Biden Administration will wave 26 federal laws to build new sections of the border wall in the rio grand valley. Before we get to this, i just want to go right to the white house. The president made some comments there during a meeting. Lets listen to that. Welcome to the oval. Its great to have you here. Your experience in combat and experience in administering at the Justice Department and your leadership in just about every theater. You have been around the world. And youre entrusted to leader of the joint force. Secretary of defense, so the today were going to discuss the Intelligence Matters that are occurring. You have kept current on all of these. But were going to discuss creating a brand and also con continued stability in the endo pacific. So theres a lot to do. Thank you for being here. Thats what we let the press in here. Okay, guys. Cnns mj lee is here to talk about what we just heard from the president , particularly questions about the border wall. There are a lot of questions about it. Interestingly, the president want asked about this funding for the border wall. We are told from notes he said this is money that was previously appropriated and that needs to be spent. I do think this is obviously a politically complicated matter for this white house. Well see how they continue to field questions about this decision. I will say, obviously, this is a meeting that the president is having with senior members of his National Security team. We do expect that the situation in ukraine is going to be a key topic here. And we are just seeing a drum beat of warnings coming from the administration, including President Biden himself saying that it is critical that lawmakers on capitol hill approve additional funding. This was such a key priority that ended up getting left out of that Spending Bill that passed over the weekend. And i just want to put a finer point on the Urgency Piece of this. What our reporting is showing is according to senior M Administration officials, they really believe that there are a number of weeks, several weeks before the lack of additional funding becomes a serious problem. So in other words, if one, two, three weeks they end up passing without there being additional funding, whether because there isnt a speaker in the house or whether its because lawmakers cant come around a consensus plan, thats not going to be hugely problematic. Now what does become concerning, according to Administration Officials, is if we end up approaching november 17th, that is the deadline for that Government Funding Bill that passed over the weekend without the prospect of something getting done. Some additional money being approved for cain cain, that that could end up having some serious battleground consequences really on the ground. So again, i think this is just going to be the beginning of Administration Officials really delivering their warnings on this issue. You saw President Biden himself saying earlier this week he even plans on giving a major speech on this issue. So the law being here and the warnings here from the administration, those are only expected to grow in the coming days. Thank you so much for that reporting. I appreciate it. General, let me start with you on the last thing that mj was talking about, which is Ukraine Funding. And the fact that the president does plan to get out there and give a more clear argument to the American People about why giving additional funds to ukraine is so vital. This is this hasbeing hotly deb part of who will be the next speaker. Can you put into context how important this moment is when it comes to ukraine . It is critically important. And what id say is, yes, its being hotly debated by a few that are opposed against the many, both democrat and republican, who continue to support. Its so critically important right now is because ukraine is in about their fourth month of an offensive. They are literally as john kirby said the ukrainians are living Hand To Mouth in terms of Priority Ammunition for their offensive. They literally are waiting for supply lines to continue to flow. There theres any interruption at all, i had this experience in combat myself where there was a supply chain interruption, it stalls an offensive. Were at a critical time in ukraine. The offensive is starting to gain some momentum. And any kind of interruption of the kinds of ammunition, as many of our reporters like Fred Pleitgen have noticed, will cause damaging effect on a completion of their offensive operations. Just in a time when they are feeling pretty good about entering sol of their terr territories in ukraine. Youre not wrong. Its not the majority of republicans or condemocrats in congress who say that Ukraine Funding should be stopped or helped ukraine should be s stopped. Its one of the biggest most out there candidates for speaker, jim jordan told manu raju that hes going to oppose it. It gives you a sense of maybe where the power is and that slim majority. You want to just come back here to the table and go back to the other big news. Which is the money for this border wall. You heard President Biden say that the money would have gone out. Lets play what the president said. He was asked after he talked about ukraine. The border wall, the money was appropriated for a border wall. I tried to get them to reappropriate it to redirect that money. They didnt. They wouldnt. In the meantime, theres nothing other than they have to use the money for what it was appropriated. I cant stop that. Do you believe the Border Wall Works . No. Mj used the word complicated. This is extremely complicated because the money was appropriated under the trump administration, but he did promise, lets just play something from august 2020 about this wall. Trump campaigned on build that wall, are you willing to tear that wall down . There will not be another foot of wall constructed on my administration. I remember that from the campaign. He said that repeatedly. Not another foot. And on day one of the Biden Administration, i was in the white house when they effe effectively announced that the Border Wall Construction had stopped. That was true then, and what the president is also saying is the funding is expire ing. Thats also true. But the simple observation in this very Accocomplicated Issuee politics of this have changed dramatically. We saw a letter this week from the illinois governor, who is an ally and a friend and an admirer of this administration and president , blistering words really calling attention to what the federal government needs to do at the border. This is a political crisis for this white house, for this president. So the policy is complicated. The politics is quite simple. They need to do something or show they are doing something on the border. Not just for the border wall, but for Ukraine Funding. This is a major ask on behalf of his new negotiators. With Kevin Mccarthy, the reason why just last week President Biden said that we should be assured that the Ukraine Funding is going to come through is because Kevin Mccarthy supports it. He no longer has that. Hes lost his negotiating partner, and you also had on the border wall just a the lot of governors and mayors now also speaking out about migrants who are coming in there and actually his own department of Homeland Security secretary is calling this a crisis and a very pressing moment with 245,000 migrants coming across the border. You talked about the politics of this right now. Lets just look at where they are when it comes to President Biden and his job Approval Rating. Overall, 42 on immigration, 31 . And hes underwater on both but hes underwater on the issue of immigration. We know this and we should say it clearly, the reason that there is a crisis at the border, one of the main reasons is because we lack a federal policy. Congress has been completely paralyzed by politics for more than a decade. Almost two decades now. And the person who is in the white house has to deal with the fallout from that. That happens to be joe biden right now. Right. He was also that was another undercurrent of the discontent amongst House Republicans. We know they tried to pass funding for the federal government to avoid the shutdown, but it included the Border Security language thats extremely conservative, that would put an end to a lot of the Asylum Speakers that were seeing at the southern border. So thats something that republicans have really been getting on the white house about, and as we have said, the white house needed to show something for it, and i think they found that this Border Wall Money was an easy solution. Everybody, standby wp cornel west made a Big Anoupsment about his president ial bid. Well tell you what he said, after a quick break. Just into cnn, activist cornel west says hes drop his bid to be the Green Party Nominee for president , but he still plans to run as an independent. We are following this. What does this mean practically for the 2024 race . Whether its the green party or as an independent, this has always been a source of anxiety for democrats because the margins of victory could be so small that with west in play, it could siphon vote was from President Biden. But listen, dr. West argueses theres no one in the contest right now making a clear case to help the poor and work ing clas. Hes been a staple in our politics for years on behalf of progressive candidates, but he firmly believes its time to take up the task. This does make it tougher for him to get on the ballot. It seems from comments were hearing from his Campaign Manager there might have been internal Party Dynamics at work with the green party because hes now on his third affil affiliation. If you remember when he first announced he was running, he said it was with the Peoples Party line. Then he switched to the green party. Now he wants to run as an independent. But his Campaign Manager tell us he has started the process of seeking billion lot access in all states. A source close to him tells me, listen, theres no bad blood with the green party. He just believes this is the best path forward. Thank you so much for that reporting. Appreciate it. And back here at the table, that last part for people who are thinking, what difference does it make if hes green party or independent, it makes a big difference when it comes to Ballot Access. Hes going to try for Ballot Access as an independent, but its a lot easier on a party behind you and a party thats already on the ballot. The green party is already on the ballot. If he doesnt have a party behind him, he doesnt have a nomination. It looked like he was going to coast to that nomination. This is going to make it a lot harder. This is a victory for joe biden, and i thought about this week with the republicans grousing on how democrats play team sports and we cannibalize our great brightest stars. This is the latest example of democrats quietly and early clearing the field, helping joe biden. This is maybe one advantage of democrats having older leaders as they are all old enough to remember 2000 and ralph nader. He said the stakes are too high. We have to get behind joe biden. I was just thinking about that. That interview with ralph nader didnt get that much attention, but it was very important for this reason. He says we need to get behind joe biden. Because this is a moment is about democracy. Democrats cannot mess up here and help donald trump win. Thats what hes saying. So that interview earlier this week coming at the same time as this Cornel West Decision is a Major Development for this white house. Not to state the obvious too much, but its important to note that part of the reason why this matters is because the expectation is that whomever the republican nominee is and joe biden, the race will be so, so close. So any additional candidate who will take votes away, potentially from joe biden, scares democrats. Right. And even if the candidate takes a very small percentage, it could be a decision makerer. I think it seems like what they are allowing cornel west to do, or perhaps suggesting that he do, is run for president , have the platform, make his points about progressive politics, about the poor and workings class, but in a way that is less threatening to joe biden, so he still gets to stay on running for president and have his moments, but not with the same Ballot Access, not with the same level of threats. Very smart. Thats very true. He has been around for a long time. I remember covering him on the bradley campaign. Back in 1999. Yeah. Google it, everybody. We lived it. The votes removing Kevin Mccarthy as speaker exposes division. What does it mean for democracy . Were going to talk about it with a veteran gop strategist, next. The house of representatives is without a speaker, and no one knows how long it could last. The chaos is alarming, even for capitol hill these days. But what does mccarthys ouster mean more broadly for The Future Of American Democracy . Well, heres what daniel zeblat, a government professor at harvard, told the Washington Post. He said, if you want to know what it looks like when democracy is in trouble, this is what it looks like. It should set off alarm bells that something is not right. Pollster and Communications Strategist frank luntz joins me now. Thank you so much for being here. I should say at the outset so our viewers know that Kevin Mccarthy is a very good friend of yours and you are personally saddened by what happened. I want you to talk about this from your experience from many, many years of helping republicans with communication, with polling, and looking ahead to how to fix this. And by this i do mean democracy. Its the right question to ask, and im grateful for this opportunity. The one thing that the American People are demanding from the politicians, from business leaders, from people like yourselves is the truth. And its the one thing that weve lost in this society. Why did this happen . What is the cause . Whats really going on behind the surface . The public doesnt trust anyone anymore. They dont trust the institutions that govern them and they dont trust the people inside those institutions. So thats the highest priority. And the second highest priority is accountability. The idea that if you make a mistake own up to it. Publicize it. And then learn from that mistake. And what scares me the most, and i am scared for the future of democracy, is the idea that no one is acting reasonably, sensibly and responsibly. It is not about ideology, and its not about partisanship. Its about results for the American People right now. Mccarthy found a way to keep the government opened. And how did they treat him . They threw him out. And thats something that the American People do not understand. And you heard most of the eight who voted no saying that they didnt trust Kevin Mccarthy anymore. Take that for what it is. Im sure you ascribe different motives. But again, asking about the future speaker, there has to be one, its a constitutional role, how will the Republican Party get around that trust deficit . Because its pretty clear that democrats are not going to its going to be a republican decision who bkdsecomes the nex speaker. Well, its very typical because if youre a democrat listening to me right now you want them to stand firm against whatever the republicans offer. And if youre a republican you want to shut the government down by the way, a majority of republicans do not, grassroots republicans do not. Only wab shington does. And dana, probably the most important thing i could inform viewers is that washington has a different message than you all. Washington thinks that everybody should be fighting, that everyone should be arguing, stand your ground, dont compromise, dont give in. And yet the American People, its one of the reasons why congresss Approval Rating is so low, on both sides, democrats, republicans, the senate, the house, is that they dont want this fight. They want an end to wasteful washington spending. They would prefer no tax increases. But they dont want the government shut down. Those eight members chose a decision, chose a path that is not what grassroots republicans are looking for. And so the question its not that they want you to go ahead. Sorry, go ahead. Its not that they want you to give in. Neither side wants that. But in the end the vast majority of the vast political apparatchik out there is for argument and for conflict. And what the public is saying is cut it out. Its why so many people are looking for a third alternative. I listened to your segment before this.
