Republicans only this morning will start off the show with just hearing their voices on the possible back and forth between republicans and democrats on allowing undocumented youth to say here in exchange for the wall. Does any deal have to claw wall . The Washington Times frames it this way this morning. Democrats back off wall for better deal on dreamers. Senate dreamers on wednesday backed off their red line host though the president said it can be built much faster and cheaper. Here is the minority whip in the house, steny hoyer of maryland yesterday talking about this. He held a News Conference with socalled dreamers. Heres what he had to say. Senator feinstein said to the president , mr. President , youve greed were going to do this in two phases. One being the dreamers and the second being comprehensive Immigration Reform of a system that is broken. Of a system that does not give people access to legally coming into the United States of america. That is a system that everybody believes needs to be fixed. And we need to do so. But the president agreed we ought to do it in two phases because we have an emergency. 122 dreamers every day are losing their protected status. Thats almost its about 850 a week, are losing their protected status. O acting now was everybodys thought at the white house including the president of the United States. Host that was steny hoyer yesterday on capitol hill saying they should do a daca fix first and then go on to Border Security including building a wall and other provisions. The president though, appear to agree that tuesday, but then when asked about it at the white house yesterday, heres what he had to say. Would you be willing to sign an immigration deal that ultimately did not include funding for the border wall or would that be fine for you . President trump no. Its got to be included for the wall. We need the wall for stopping the drugs for pouring in. I would imagine that the people in the room both democrat and republican, i really believe theyre going to come up with a solution to the daca problem, which has been going on for a long time. And maybe beyond that immigration as a whole. But any solution has to include the wall because without the wall, it all doesnt work. You could look ater instances. Look at what happened in israel. They put up the wall and it solved a very major problem. We have to have the wall for security purposes. Security is number one. And so the answer is have to have the wall. Host that was the president yesterday. He did say before that, ill sign any immigration bill. So for republicans only this morning, whats your message of the president and republicans here on capitol hill . Does any deal need to include the wall . If you say yes, 2027488000. No, 2027488001. The Washington Post this morning says a deal could come as early as today or friday but such legislation would probably face fierce resistance from progressive opposed to seating any grounds on Immigration Rights and for conservatives who feel the same on security issues. Greg is in tennessee. Oh, we just lost greg. Well get some more calls in here in just a minute. But the New York Times this morning has this story on their front page about conservatives in the house and what they would like to see in any deal. A g. O. P. Proposal sets a hard line on i. D. At odds with the president. Host limiting familybased migration in which one relative can respond another and mproving Border Security host well get to that in just a minute here. Republicans on capitol hill yesterday said that they want to see even more in immigration deal. Were talking with republicans only this morning. Do you think a wall should have to be in there . Is that not enough . What more do you want to into a lets hear from dale from newport, rhode island. Dale, good morning to you. Caller good morning. Host hi, dale. What do you think about any caller yeah, i definitely think the wall should be in whatever they come up with because without the wall in there, its not ever going to get done. So i think its important. Its in their plan or deal or whatever they do come up with. It wouldnt be a bad idea to stick the National Guard down there on the border again. Under burks they had the National Guard down there. It seemed to work very well. Host well, dale, what if the. President said were just going to do daca first and then well come back to the wall . And he would have said i promise you that will happen. Would that be all right with you . Do you believe him . Caller not at all. I believe the president but i dont believe the democrats. They will be obstructionist and that wall will never get built if they put daca before the wall. I mean, thats their sneaky plan to get daca through and then they wont get the wall through. Theyll piecemeal the wall. So no, i dont. Host republicans control both the house and the senate. Youve got the president at the white house willing to sign it. You dont think theyll do it on their own . Caller i dont think so. Because you have john mccain, Lindsey Graham and i dont think so. Theres a lot of obstructions on obstructionists on the republican side also. Host ok. Dale, what about even more than just the wall . Youve got some House Republicans that are saying you have to have all of these other Border Security provisions, not just the wall before they would sign on to anything . Caller well i think thats a good idea. Its been kicked around since romney. If he would have been romney, that would have been the norm for america. So they have all the tools to enforce e verify. Those other steps with the wall are crucial of the plan as a whole. Host ok. Lets listen to the chairman yesterday standing with his fellow republicans saying this is what they would like to see in any immigration deal. First, our bill secures the border. This bill funds the border wall and secures ports of entry. And it increases boots on the ground and support from the in other words. In other words. National guard. It cracks. Down on sanctuary cities and makes the everify program mandatory to ensure employers hire only legal workers. Our bill produces overall immigration levels, takes the first steps toward moving our immigration system to a skillsbased system that will bolster our economy and creates a workable agricultural guesswork or program. Finally, this bill provides Daca Recipients a reasonable, longterm legislative solution. This legislation includes strong antifraud measures and ensure that Daca Recipients dont get a special pathway to citizenship. Together these provisions on Border Security, interior enforcement and legal reforms will restore the rule of law, protect our community from terrorists and criminal immigrants, protect American Workers and help to ensure that we are faced with another generation of immigrates who we are not faced with another generation of immigrants who came illegally. Host were talking with republicans only across the country this morning. Whats your message to the president and republicans . Does any deal on those socalled dreamers need to include the wall and much more . If you agree, 2027488000. If you say no, 2027488001. Greg is first. Caller i think not. What it boils down to is here we are trying to save our country, basically, because since 1965, weve been taking in well over 100,000 every year. It started real low but now its up to a million a year. And thats not what this country was intended to be for. We dont see china opening up their gates and flooding it with people. We dont see japan doing it. We dont see any other countries except for the white European Countries. And it doesnt take much of a google look to find out why because the guy that created the European Union in a speech talked about how he wants everybody to be one color and look alike. Everybody in the end, you know, 200 years from now, he wants us all to be the same race. And thats just not the way i want my children, my grandchildren, great grandchildren to look like me. And theres nothing wrong with that. That aint racist. Is it . Host i dont know. Caller i wouldnt think so. Host why not . What would you say to people that say it is . Caller i would say well, do you want your kids to look like you . Ha ha you know . So if youre white, you can only be racist. Only if youre white. Host what other people who disagree with you . Do they have the right . Caller no, they dont have the right. This country was set up to be basically white europeans. Host that does sound racist. People dont have the right to marry who they want to marry because theyre another race . Caller should we judge china because they only want chinese in . How about japan . Mexico . Guatemala . Take your pick. Haitian . Haiti . They all have their people. Whats wrong with us having our people . Host ok. Shirley, warsaw, north carolina. Shirley, good morning to you. Caller good morning. Host what do you think about possible deal between republicans and democrats led by this president to allow the undocumented youths to stay here in exchange for a wall . Caller i think the wall ought to be built. It should would be be on an individual basis. Host ok. Caller im not against i want him to go what he said. I want him to get all the people i ts not here for the right think they all come in here ought that have to learn to speak the english language and want the same things that we want. If they dont, go back to their own country where they can do like they please. Host well, shirley, this is the criteria for the deferred action for childhood arrivals program, socalled daca. It gives unauthorized immigrants who came to the United States a chance to say in the u. S. To study or work. Must be enrolled in high school or have a High School Degree or a g. E. D. Equivalent, cannot have a serious criminal conviction. Those approved for daca given a work permit and protection from deportation for two years and benefits can be renewed. Some of those benefits of the daca protection expires in march. The president in september delayed that for six months to give Congress Time to act, to come up with some sort of deal. And were learning from the Washington Post that could come as early as today or tomorrow. Doesnt need to include a border wall or more . Republicans this morning only with their thoughts. This is a story in the New York Times. Its also appearing across the country. After pause, migrants are surging into u. S. At the southern border. Just months after a border apprehension hit a 17year low which officials proudly serve as a trump effect, the number of my grabs has been surging grants has been surging host so rens republicans, is a wall needed . Gary in texas. You say yes. Good morning to you, gary. Caller yes, i think a wall is needed. And theres a lot more than any 800,000 of them dreamers. I guarantee theres twice that many. At nighttime, they bury in the houses they live in. If theyre intelligent, they should go back and go to the right get their green card. Get [indiscernible] and when they come back in, add 5 to every one of them to help pay for that wall. Put a 5 border fee on everyone applying for the u. S. What would be wrong with that . Make individuals come into the United States host gary, what about caller put a 5 fee on each person. I think we need to get rid of the criminals. Host and that would pay for building this wall. Is that what youre saying . Caller sure. Everyone goes back. Goes through the system. Applies for legal citizenship and whatever theyre going to give them temporary whatever. But eventually if theyre able to, you know, to progress and become americans, i have nothing against it. Especially if theyre paying taxes. Weve got so many of them sitting here and the husbands coming in getting big paychecks every night [indiscernible] host gary, how do you know that . Caller [indiscernible] the white man has been overrun. We need to take our country back to a certain degree. Theres nothing wrong with them. They work. They help us. And some of them do the white mans gotten lazy anyway. Nobody wants to work anymore. I cant find anymore to work. Yeah, they should. They should be able to go back. Just pay 5 apiece on their [indiscernible] and what would be wrong with that . Host all right. Lets go to greenville, ohio. Beth is watching there. Beth, good morning. You say no. Caller yes. I feel the administration has already been pretty effective at reducing immigration from what ive been hearing from the news. Host well t now been picked back up because according to people on the ground, on the border say the administration has not followed through with action, more Border Agents building the wall. So smugglers and other people are determining that its ok to go. Its ok to make the crossing. So theyve seen a surge of 40,000 the last month. Caller oh, my. And do the places where we have he wall, are they effective . Host so what do you think then, beth . Lets say they are affected. Should the president demand that this wall be built . Caller if these walls are effective and we feel like we have a real problem, then, yes. The walls should be built because it is true. We need have immigration be legal immigration. However, i also dont think that these i dont think that these daca children and young adults should all be seen in one light. I think that we need to be keeping the ones that already have merit. Host ok. All right, beths thoughts there in ohio. Rand paul in the hill newspaper, we dont have money to spend for trumps border wall. I remain conservative. Im not excited about spending 20 billion, 40 billion on the watch we dont have money to spend. Were 700 billion in the hole, he told cnn. Host chris in battle creek, michigan. Were talking with republicans only this morning. What do you think of these negotiations on capitol hill . Caller well, i think with me, the wall. I mean, if congress had given us the wambach in the 1990s that we voted for and passed and erected, had we done that then, we would not have 15 million illegal aliens in the United States now. Aliens suck illegal up 100 billion dollars per year in welfare, food stamps, health care, education. No, thats money we could be spending on american citizens and veterans. And veterans are people that deserve it. Host chris, where did you find those numbers . Caller those numbers have been out there. Those numbers are reported in almost all media outlets, even the fake mainstream media. Host ok. Chris in battle creek, michigan. Rusty, lakeside, california. Hey, rusty. Caller yeah, good morning. Longtime listener, firsttime caller. I live near the border and let me say this to america. We need the wall. We need a fence. We need to stop these people from driving their vehicles across the border full of drugs and humans. Thats the only way you can do it or at least one of the most effective ways you can do it. The way they design the border here in San Diego County is that depending upon the terrain, theyll build a wall and then theyll stop it where there would be a steep hillside or a small mountain. So what theyre doing is theyre funneling people to certain locations where if they decide o cross, theyve got plenty of border pa Tropical Storm theyve got sensors. So the wall doesnt have to be continuous but they definitely need the wall. And do you know this for a fact that they do have sensors. I hate say this out loud, but they do have sensors because i as at the border one time. And i actually stepped across the border into mexico and stepped back into United States and within five minutes, i had a helicopter right above me. So theyre keeping a close eye on the border, at least on this part of san diego. Host and rusty, youre thinking the wall is a deterrent . Caller it will at least slow down the smuggling and if they stop the wall in certain locations, thats where they can concentrate the border pa troll to keep an eyen patrol to keep on eye on what is going on. Yes, its expensive. But it has been working in San Diego County. Weve had it here for decades. And another thing about getting in to like immigration, ive been here for 35 years. I saw went the mexicans were allowed to come across the border without impunity, they took it over for lower wages in the Construction Business and they ruined all of our jobs as far as wages are concerned and the people that employed them didnt care because they were making even more money. So its all about money with these business, unfortunately. They dont care about us who had to move on to other industries. They forced us out of the Construction Industry or forced us to be farming and move up. So they basically ruined our jobs. Host theres a story in many of the papers this morning that i. C. E. Agency has cracked down on 7eleven. They did a raid at over 100 stores in section or excuse me, across the country. Im not sure if it was in texas. The company is based in texas and they were going after the managers of that store. The story is that its doll prosecute employers difficult to prosecute them. They arrested 21 people in the biggest crackdown of the trump era. Rusty, your reaction. Caller i think thats all just for show. I dont know what these Illegal Immigrants were doing stocking the warehouse in the back, im not sure. Theres plenty of other businesses, like i said, construction. I remember the days when we worked on sites and people start yelling spanish cash and everybody would take off running because immigration showed up. Go to the immigration. Go to the farm fields. Make sure everybodys carrying a card. Thats another thing about everify. Theyre playing a game with us on the everify. Theyll give them a bogus Social Security number. Theyll continue to work and then the employer will finally get the result back and go oh, by the way, this doesnt work. And then theyll give them a different Social Security number which allows them to continue to work. So its just a game. And we got to hit the Business Owners hard with fines, whatever it takes to make sure that they dont ploy these Illegal Immigrants unless they have the proper documentation. Host do you believe that these dreamers, these undocumented youths that were brought here could should some of them stay . Do they add to your community . Caller i would say yes, they do. And then whats the problem is the parents. Theyre the ones who broke the law. To me, the parentings are the ones that need to get to the back of the line and start the process in the right way and all f their chain migrant migration folks. Whats happening is because we allow all these Illegal Immigrants to come across that people who get across here are sending money, cash, across the border of the towns that they come from. We have millions of dollars leave the states just going back to support their families in mexico. And its untaxed. Its untouched. So you got one guy that carries all this cash with him and heads to the town and pays all their people. Host ok. Caller so were losing host heard your point. I want to get some other calls. Before we dot that, this is the a. O. L. Al on the president plans to view prototypes for his proposed u. S. Mexico border. The media report the meeting was 1kel8d this week but was delayed so he could attend the college otball championship host dennis from south portland, maine. What do you think . About building a wall. Does it need to be in any sort of migration immigration deal . Caller yeah, because every time we do this, you can go back to president reagan. The democrats said yeah, well take care of the three to four million, give them amnesty and then well do the wall or do Border Security. They reneged on it. They did the same thing on h. W. Bush. They did the same thing to him. I firmly believe that if you are going to do daca, give President Trump the wall. And the guy that calls from california, i lived out there and its about 30 miles north of the Border Security. Border. Hes right about the ememployers, ok . If you find these employers and you make them pay for all the costs for the i. N. S. To come, the transportation to the jails, the food that they get at the jails. And you do that, because we all know the bottom line is the mighty dollar. You do that and i guarantee you after half a dozen, two Dozen Companies get tagged like this, theyll come up with a way to verify whether the persons legal or not. Host dennis, if theres a deal with democrats and republicans to let dreamers stay in exchange for building a wall, thats not enough, it doesnt sound like. Do republicans values to go to a stronger everify system . Caller most definitely. I say let the dreamers stay. You cant, you know, blame them blame the mother, right . Check at them. Make sure that theyre good people. And let them say. Stay. But you definitely have to have the wall. Thats going to prevent, you know, more illegals coming because if you dont want to be doing the same thing two, three, four years from now without a doubt. Host ok, youre breaking up, dennis. Ill let you go. Lets listen to the republican of texas on the floor reacting to the president sitting down with democrats and republicans at the white house tuesday. Until our border is made secure, we should not be discussing passage of any. Egalization bill we should stop talking about legalization until the border secures. When the border secures, then we can work things out. It is so ironic to me the very people that are demanding a big amnesty legalization, whatever up to call it say we dont want a wall. We dont want the border secure, which means well have to come back and have this discussion in the next couple of years all over again. It was supposed to have ended in 1986. Well get Border Security and got the amnesty and we didnt get the Border Security. Host representative Louie Gohmert on the floor yesterday. The Washington Post editorial says take a deal, build a wall. Protecting dreamers is worth the price of funding mr. Trumps Border Security plan even the wall. Host reed in shelton, washington. Good morning to you, reed. Share your thoughts with us. Republicans only this morning. Caller yeah, good morning. You know, i agree with a lot of the callers this morning. A lot of good callers i also agree with what the congressman just stated. As somebody who grew up in Southern California in 2001, i moved to Washington State. And one of the biggest reasons was illegal immigration. When it comes to the wall, i really thought about this. Technology is sort of trump the wall, pardon the pun. Before too long. I just think we really need to clamp down on employers that are hiring them. And i mean that. I mean that to someone who mights hire 100 illegals in the manufacturing context or a gardener that has three. If we clamp down on the employers, then we can solve the problem and selfdeportation will take place. Maybe the president should just say after a questioners time, i can get it enforced or instruct ice to clamp down on employers. And its tough because were talking about human beings and their lives here. But we have to be a country of laws. And so i wanted to mention i moved from Southern California because of the illegal immigration issue. One of to the issue was so bad. Soipping our country needs to i think its a waste of money. If you follow in the internet the drug lords are flying drug loads over the wall with drones. Thats an example of how technologys increasing. Anyway, thanks, cspan for putting me on the air. Host what if the president were to say, i mean a crackdown on employers. Ill let the undocumented youths stay here but im going to crack down on the employers who are hiring illegals. Is that a good deal . Caller yes, thats a good deal and i forgot to mention too. I support the president and our party making sure that young people who didnt cross the border on their own accord have protection as american citizens. So i support that. But i allegation support something asterisk as in the meantime, maybe the illegal aliens across the border. We incarcerate them for five years on the border and building he wall. Host how do you respond to that . Caller i agree with the principle, that last point, of course. But were in a situation where we already have so many illegals that cant be treated from, you know, some sort of generic easy way to legislate where you dont have this condition because the condition exists. There has to be a compromise. There has to be. And i think the president is in a good place to do this and hes a good negotiator. So i think it will work out. Host ok. Take a look at this painted advertisement in the wall street journal and the New York Times this morning. Full page. Congress must act to protect dreamers now. In a letter to speaker ryan, mcconnell and schumer and the house leader nancy pelosi saying we write to urge congress to act immediately and pass a permanent bipartisan legislative solution to enable dreamers who are currently living, working and contributing to our communities to continue doing so. It is creating an impending crisis for workforce across the country. Who signed this . You have Mark Zuckerberg of facebook. You have levi mysterious, c. E. O. , chip berg, goes on and n. A list of crows on this ad. This morning in the New York Times and in the wall street journal. Wayne in houston, minnesota. Good morning to you, wayne. Go ahead. Caller good morning. Can you hear me . Host we can. Youre on the air. With a do you think about these negotiations . Caller build the wall because the democrats are not going to do a thing as soon as they get daca. You have to have the wall first. Weve seen this before many times. And, you know, everify would be the best thing you can have coming now. You get everify it and you give them a card which will have a date on it. If they want to come in and stay so long, they can be able to prove said card. Just like i have to produce a license when a cop stops me. And the other thing they should have too, they should insist there be drug testing. If i want to drive a truck, you know, and drive on the highway, i have to be drug tested. Everybody should get drug tested just like, you know if its fair to do it to me, its fair to do it to them. Host wayne in houston, minnesota. The Washington Times said this. The 2013 bill could be a model for any deal after proposal from the Home Field Advantage omeland security called host republicans only this morning. Went to get your thoughts here for the next 20 minutes of a possible deal. Does it have to include the border wall . Yes or no . Those are the lines. In some other news, this is the front page of the Washington Post about retirement. Fears of losing the house in 2018. Darrell issa of california is the latest political veteran to say he wont run again. The number of House Republicans planning to forego reelection business here is on track to outpace Majority Party retirements in any recent election were controlled the chamber flipped. An ominous sign that could shift power to democrats in november idterm election. Theres also this piece this newspaper. The hill house headed for cliffhanger vote on n. S. A. Surveillance. The house is set to vote on the National Security agencys warrantless security program. It could give privacy advocates an unexpected victory. If the legislation pass, the senate is expected to take it up before the law authorizing the program. Tune in to cspan when the house comes in early this morning at 9 00 a. M. The president tweeting about this morning. House at 4 33 a. M. House votes on controversial fights act today. This is the act that may have been used with the help of the discreditted and phony dossier so badly surwail and abuse the Trump Campaign by the Previous Administration and others . Sounds like the president is asking for a no vote on that fisa act. So thats the president tweeting how this morning. Robert in illinois. Good morning to you, robert. Back to our conversation about any deal on dreamers and a wall. Caller the wall should be built to keep them more coming in. But my tv is samsung 4k tv and it works great. I love it. And it says its made in tijuana, mexico. And if they made that, i give them a lot of credit and i share you know, we should more jobs with mexico and help them where theyre at. Theyre our closest neighbors besides canada. And i think if we help them more and give them more jobs, itll keep them from wanting to come in. And, yeah, i think they work very well. And i hope they dont send theres a woman that works at the 7eleven near me, a hispanic woman and i hope they dont deport her. I think shes a very nice woman. But, thank you very much. Host ok. All right, robert. Other news for you this morning. Front page of the Washington Times. Assanges asylum in doubt after six years. They are calling his asylum unsustainable. The current leader is breaking with the previous leader of the country saying a signal tat his days of refuge in the London Embassy are numbered and they are working with the United Kingdom on their next move for julian assange. And then theres also this in the wall street journal. Push for i. R. S. Funding to handle tax law changes. The tax agency needs up to date forms, create new definitions, right regulations and field questions from taxpayers which tend to increase when Congress Passes new laws. That will be challenging for the i. R. S. Which plans to answer 60 of taxpayers calls and cut its training budget by 75 since 2009. Next to that is a story about lawmakers hat. Look take a look at these hats. 24 ways and means in. The signature of the 24 republicans on that committee, heres the back story. For 24 House Republicans, the real capper on the new tax law came wednesday. They unlocked the glass display case in the capital and retrieved baseball caps, the hats emblazonned with the white 24, the numbers of ways and means rens were a republicans were a reminder of the tax bill. Kevin brady of that committee stored the hats on february 1, 2016 after he had taken over the chairmanship of the committee. Before they knew they would have a republican president. Mr. Brady handed each republican a hat and a silver sharpie and asked for a commitment. His point . Those 24 members and no others were empowered to start tax legislation. They then walked to mr. Bradys Capital Office and played them in the office and yesterday, they unlocked that cab in the and took out those hats. And take a look at the picture. Mudslides deal california another devastating blow. The picture below is what this highway and underpass looked like before. And then you can see what the mudse mudslides, what it looks like now according to news reports. 15 dead, dozens missing on the heels of a record fire in california. The Washington Times says the death toll of is 17 in these california mudslides. And the Washington Times and the Washington Post have a story feature the Virginia Governor terry mccliff celebrating games. Virginias Economic Growth and voting rights. We covered that speech. We brought that in. If you missed it, you can go to our website, cspan. Org. And finally, theres this story in the Washington Post. Women urged to wear black for the trump speech. Congresswomans the state of the union to take the cue from the golden globe and wear black to protest Sexual Assault and Sexual Harassment during the president s state of the union speech. We will have coverage of the state of the union. The president s first beginning at 8 00 p. M. Eastern time on tuesday, january 30 on cspan, on espn according to and you can listen to on the free cspan radio app. Keith, you are on the air. Caller yeah, good morning. Dont cut me off before i say what i got to say. I think that they should build the wall, secure the border with more than a wall and i dont you know, weve invested enough, wasted enough money from them and they have not done and kept their agreements with and you could research it, with the nativeamericans, you know . Theyre the ones that belonged to originally and tear the ones who got railroaded. And look through history. How much abuse they went through and no one has stood ground for them at all the way they should have. They are the ones that should have been taken care of. Tear the ones that deserve whats been given to Illegal Immigrants that have no right here and tear the ones that everyones boo hooing for, not the nativeamericans that deserve what they have been given. Host ok. Were going to peter who is in reno, nevada. Good morning to you. What are your thoughts . Any deal has to claw wall . Caller well, i think that there should be a wall but not what theyre where theyre talking about putting it. Host ok. Caller what i think we should do as all Large Companies know, if off Small Company and you have a previous caller, they talked about what good workers, hispanic workers are and that is absolutely true. And what Large Companies know that if a Small Company is doing well what, you do is you eat them. You dont fight them. So no one will ever do this. But what i think we should do is should take over mexico the southern border of mexico has a very small land mass that you will need to put a wall on and that would be very easy and i think that would solve the problem. Host quinton in manassas, virginia. Hi, quinton. Caller hey. Host good morning. Caller good morning. Host your message to washington. Caller we should build the wall. We should keep the immigrants and deport all the opiate addicted republicans. Host joseph, bedford, virginia. Hi there, joseph. What are your thoughts . Caller yes, good morning. And thanks for taking my call. Host yep. Caller yes. I say yes on the wall. Im 55 years old and ive been saying since i was a teenager if we had a wall, that would fix a lot of our countrys problems. And on daca, if they want to be mad at someone, they shouldnt be mad at their parent that made them criminals in the first place. If i were parading with a sign saying im here illegally and demanding right, you can guarantee i would be arrested. So america could only take care of so many people at a time. And we should not take in anybody from anywhere until we take care of our people and our problems first. Host josephs thoughts. Tom in forest grove, oregon. Hi, tom. You say yes as well. Caller yes to the wall. Host why . Caller yes. First of all, im on a fixed income. I could live like a king in mexico. So i should go there for a better life. But if i do, i would go to jail and i would get deported. I cant work one single day in mexico. Why should we treat them better than they treat us . Second point, if the democrats want everybody in the world to come here for a better life, then theyre being unfair to people who live farther away like in africa or asia. They cant get here as easily as the mexicans. So maybe theyre the racists. I want a wall. I want motion detectors. I dont want Ground Penetrating radar to find all of the tunnels where the people and the drugs are coming in. Thank you. Host ok. We have a few more minutes left for this conversation. So keep dialing in while we wait for more calls. This is a piece in the Washington Post. Cyber specialists has been added to the special counsels team. Ryan dickey was assigned to muellers team in theups commuter crime and intellectual property selection. He joined 16 other lawyers who are highly respected by their peer who is have come under fire by republicans weary some of their political contributions to democrats. You can read that. The president yesterday at that joint News Conference with norwegian Prime Minister was asked about whether or not he would sit down with Robert Mueller and answer questions. President trump there has been no conclusion collusion between the Trump Campaigns and russian no collusions. When i watch you interviewing all the people leaving their committees, i mean the democrats are all running for office but bottom line, they all say theres no collusion. And there is no collusion. And when you talk about interviews, Hillary Clinton had a interview which she wasnt sworn in. She wasnt given the oath. They didnt take notes. They didnt record. And it was done on the fourth of july weekend. Thats perhaps ridiculous and a lot of people looked upon that as being a very serious breech and it really was. And ill speak to attorneys. There was absolutely no collusion. Everybody knows it. Every committee ive been in office now for 11 months. Theyve had this phony cloud over this administration, over our government. And it has hurt our government. It does hurt our government. Its a democrat hoax that was brought up as an excuse for losing an election that frankly the democrats should have won because they have such a tremendous advantage in the electoral college. So it was brought up for that reason. But it has been determined that there is no collusion and by virtually everybody. So well see what happens. Would you be open to President Trump ill see what happens. But when they have no collusion and nobodys found any collusion at any level, it seems unlikely that you would even have an interview. Host the president yesterday in the eastern part of the white house in the joint conference. Washington post journalists seem reluctant to block an ohio law purging voter rules. They have to decide whether purging voters from the registry after two years of not voting violates voting rights. We will be airing that oral argument this friday. Go to cspan. Org for more details. Below that is a story about the voter fraud panel. They will destroy, not share their data. It will be destroyed and not shared with the department of Homeland Security or any other agency. A white house aide told a federal judge. The white house director also said in a legal filing, washington leaked tuesday that none of the panels other records or data will be transferred to d. H. S. Or another agency exempt for archiving that a court of federal law might require. That in the paper this morning. And then theres also this. Inside the business section of the New York Times. Two journalists at fox and Washington Post are accused of misconduct. Two prominent journalist journalists are facing allegations of inappropriate workplace conduct. N. P. R. Reported that james rosen who left fox news last month had done so after the new york began scrutinizing sexual allegations against him. And a Washington Post reporter received a 90day suspension on wednesday for unspecified misconduct including current and female colleagues. The house Sexual Harassment legislation is still being developed. The goal is to release a bill next week according to the House Administration committee. This would legislation would deal with how Sexual Harassment is handed on handled op capitol hill. Sexual harassment procedures. He had planned to introduce this week is still being fine tuned, he said but thats hopeful this is the chairman, gregg harper. But that hes hopeful it will be ready for release early next week. That is in roll call this morning. Jake in annapolis. Good morning to you. Hi, jake. Caller good morning, greta. Thank you so much for cspan. Two points, if i may. One, i think the wall is more or of a symbolic gesture than anything. I dont see the need for a literal wall. We just secure wit patrols and drones and all the vast technology that our military uses, i dont think we have to use military personnel but the d. H. S. Could be using some of the fun toys and that would be more than enough and implement everify and things of that nature. And if i could just make one comment about the whole russian collusion theory and such. I think if people take a step back and just apply simple principle of options razor and if you look at this whole situation, i bet anyone whos been following this to read carter pages transcript of his interview and testimony with the oversight committee. This is a guy a Naval Academy graduate who looks like hes been absolutely drawn into something sofa issues because he had a regular semiregular trips to moscow and through his academic faculties. So i think whats really happened here is russia, to their benefit, took a couple very small connections that people in the Trump Campaign had to russia and basically fed in as much false information to those small ties that they could through route host all right, jake, im going leave it there. I want to hear from folks on this immigration deal. Kara in west fork, arkansas. Kara what, do you think . Caller i really dont think he needs do this wall thing. However, thats something he wants to do, then i suggest maybe we should just get rid of the statue of liberty that, you know, would welcome the weak, the poor, the hungry of immigrants from greece, i recall when he said lady, your such a beautiful you open your arms. You gave all the foreigners here. Give me a chance to prove that i am worth to it do something, to be someone in america and always that statue is on my mind. We have a statue of liberty that says we welcome these people here. But really, we dont. Host ok. Tom in malibu. Hi there, tom. Good morning to you. Caller good morning and thank you, cspan. I live on the border down here in los angeles. Right now, we have one million illegal aliens living in Orange County and los angeles county. Thats about two weeks ago from the l. A. Times. Over the last 10 years, weve had over two Million People come across the border. Weve had hundreds of people standing on corners trying to get jobs. We have had an impact on our community. The cost of the people coming across and being educated by l. A. Schools, 600 million a year. Their relatives, 900 mall year. Thats 1. 5 billion a year these folks cost us. They are not citizens of the state. They do not pay taxes. Host and tom, where did you get those numbers for others that are interested . Caller l. A. Times. Host ok. Caller and one from the daily news between 20002003. L. A. Times 2003, 2004, 2005. L. A. Unified within the last year. And the l. A. Times with the one million living here illegally. About four weeks ago, l. A. Times. And its what people dont seem to understand other places. People are coming across in droves. Host so, tom, would a wall stop that . Caller yes. Host ok. Caller absolutely. And its selfdefense. A quick comment on the dreamers. I feel for them. However, we are a nation of laws. People came here with outside of our laws. Theyve been educated here for free. Theyve had medical here for free. They want to be included and excluded and accepted from the wall everyone else has. Theres something called selective enforcement. That steams me thats unconstitutional. It needs to be i would love to see those people go back. Come back across the border and do it by the numbers. Theyre more than welcome. Host all right, tom. Im going to leave it there. Were going to talk about this issue and other issues, health care, the Justice Departments decision on marijuana with members of congress coming up. First, Roger Marshall will be here to discuss the Roger Marshall will discuss the budget deadline and the future of health care, and later Diana Degette will talk about immigration policy and its role in current Government Spending negotiations. Before we get to that, here is a New York Times editorial the Senate Democrat calling the report fromrats Foreign Affairs the most coverings of public analysis thus far of moscows war on the west. The Ranking Member of the committee wrote an opinion piece in the Washington Post. Piece what in the the Senate Democrats found out. Washingtonterday in unveiled this report. Here is what he had to say. [video clip] istoday the government against the rule of law home at home and abroad. Vladimir putin directs these attacks with an asymmetric arsenal, cyberattack, support for French Google groups, the weaponization of energy groups, the fringe weaponization of energy resources, and aggression. Why does he use these tools . Because he is weak. Tall, nor10 feet should we make him out to be. His economy is faltering. His military remained substandard. Russias economy ranks number 12 in the world. It is 7 the side of the u. S. Size of the u. S. Economy. It is smaller than countries such as italy, south korea, or canada. He is forced to resort to such techniques because that is all he has. Due to some measure of success, especially in 2016, his attacks have grown in complexity over the last two years. With every attack he is learning and honing his techniques. This began well before the Trump Administration this design this is not something that just all of a sudden started in 2017. According to the organized crime and corruption reporting project, mr. Pruitt has accumulative tens of billions of dollars in stolen wealth. He has an active and effective propaganda machine. He has tried to splinter the eu in key ways like internet trolls trolls crowding the debate on brassica brexit. He has been able to stall progress in georgia and ukraine through occupation. We have to acknowledge the effectiveness of these tools. To power inr. Putin russia the use of these tools. These techniques were first theloped at home against russian people, and now mr. Putin is using them globally. Through our analysis, it became clear that several European Countries stepped up to the challenge. For some in europe, the 2016 u. S. Elections was a wakeup call that led to political resolve and action. For others, the threat of these russian tools have been present for decades, and they have organized accordingly. We have learned the asymmetric arsenal can be counted with the right mixture of political will, defense, and deterrence. The countries that have achieved success have one thing in common Political Leadership that publicly said enough is enough, and from there mobilize bureaucracies to respond. This unfortunately stands in sharp contrast to our Current Situation in the United States. Washington journal continues. Rogerand we are back with marshall, republican of kansas, kentucky about the future of health care and other issues as well. We will begin with health care. Ll call has the headline Head Health Care overhaul appears unlikely before the Midterm Election. Guest the biggest cost of health care the Biggest Issue is the cost of health care. It is time to start working on the true problem whether you get health care through medicaid, medicare, through your employer, or one of the health care plans, we have to work, cost of health care. We will have to start working on it. I had several conversations yesterday with other doctors in congress on how to fix it. We also want to go back this semester and work on fixing the obama pools. Set up value pools in every state. Host what is feasible . Also this headline gop may skip the budget, knee capping 2018 ambitions. Republicans are unlikely to annex their agenda, in other words, try to repeal more of the Affordable Health care act. Guest i think it is time to, to focus on metro problem the cost of health care. The true problem, the cost of health care. One fourth of our budget is being spent on health care. Lets fix health care. Host you are saying then, we shouldnt try anymore to repeal the Affordable Care act. Just focus on the cost . How do you do that . Guest i am in favor of repealing the Affordable Care act. It is the worst professional nightmare i have been through as a physician and as a person who has helped run a hospital. I am in favor of getting where the Affordable Care act, but to answer your question, how do we drive the cost of health care down . I think there are three basic principles. Transparency, innovation, and consumerization. Transparency each state should set up a website to show the cost. Every physician, hospital, pharmacy, would put their cost and outcomes for every procedure. Number two is innovation. If government would get out of the way, innovation would do more to drive the cost of health care down more than any bill i could write. Consumerization is placing the consumer in charge letting the consumer have access to the transparency, giving every person a Health Care Savings account. Whether you purchase your health care through medicaid or through the exchanges, give everyone an account. Those pencils will drive the cost of significant. Host do you have the backing of leadership . When would you get this done ahead of the Midterm Election . Guest certainly things move slowly, we have been talking about this in the caucus now since the day i got here. Every wednesday morning geticians in congress together and discuss problems like this. Were meeting privately with physicians, nurses in congress, trying to great momentum with them. A group called republican main street i expect they will come out with a position. I understand the next step would be leadership to show leadership we have the votes to do that. Host you call the Affordable Care act a nightmare, but heres this headline from the Kaiser Health network that despite acaressed sign up period, enrollment nearly matches last year. Certainly it continues to be popular. Guest it is not popular in my district. The kaiser model is different. They have 39 hospitals to take care of millions of patients. Kaiser does lots of things right. To compare them to the Affordable Care act is certainly apples and oranges. The Affordable Care act is a nightmare for physicians. More physicians and nurses quitting than ever before because of the paperwork generated by the Affordable Care act. Via for the character has done more to drive the cost up in health care that i think ive ever the Affordable Care act to drive the cost up in health care than anything ive ever seen. Host Roger Marshall, also former physician, here to take your questions about health care. Lets begin with robert in horseheads, new york. A republican. Robert, youre on the air. Caller ok. My thing about the Affordable Care act is that when it was in place i get my primary care through the v. A. There are bills in both the house and the senate to result the issue of resolve the issue of agent orange for bluewater sailors. It is held up in committee. I cannot our Navy Personnel that served our country off the coast of vietnam are not covered askedthe agent orange because we served on the blue waters. Tolde Affordable Care act us we did not have to carry insurance if we stayed with the the i we cannot get carry my medicare, which is a v. A. Cannot bill, and i have a supplemental policy. Host ok, robert, we will have the congressman respond. Guest thanks, robert. Your story is not the first i have heard like yours. A group of veterans have told me the sex same story you have. Once told me the exact same story you have. That, itntioned is a problem they have to address. I waited over how important we think the Veterans Administration as. This congress has more than doubled the amount of spending we have on veterans compared to five or 10 years ago. Were committed to fix the problem. I understand where youre coming from. It is not right. Im a physician. I like to fix problems. We will circle back and get an update from administration to know where you are. Committeeoe is the chairman for veterans here. Obstetrician like myself. We have had the same conversation. I will circle back with him and ask where we are on this issue, so thanks for reminding me. Host linda next. New jersey. Independent. Caller good morning. I have a different question. This has to do with the congressmans health care. I heard they have a goldlevel obamacare plan that receives 72 ral subsidies that cover of the premier, so they pay about 28 of annual health care pretax therough notion, but have access to free or lowcost care through the office of the attending physician and free medical Outpatient Care at the mattel is this military facilities at the military facilities in the d. C. Area. This seems a gay good deal, but one of the reasons you want to repeal the eighth at this all seems like a good deal, but one of the reasons you want to repeal the aca even if it is repealed, you will enjoy many protection such as preexisting conditions and the protection under 26 protection. But 20 million other americans will not have these protections. I am 61e tax cuts years old, and i am deathly afraid no pun intended about what it is going to do to the future of medicaid. U. S. Are making it worse. Guest linda, to buy so much for the question. To your point, this is why the representative from arizona introduced in the house passed a bill that said whatever the rest of the country gets congress will live with the exact same health care policy. I acknowledge the points you made. You taught me some things. I did not know we had free access to outpatient surgery. That is good to know. I will have to double check that. Want to address these people that dont have Health Insurance. Certainly the Affordable Care act did not fix the problem. There are still 6 Million People that chose to pay the fine rather than get Health Insurance. A 7,000 deductible is like having no Health Insurance at all. We need to address that problem. How do we start driving the cost of health care down . The number one concern of Small Business today is the cost of health care. Host i want to get your reaction to this piece trump secret plan to scrap obamacare. According to a document that had not been public now, it appears that while the effort looked developed ancials elaborate plan to undermine the law regardless of whether congress repealed that and the document lists 10 executive actions the Trump Administration plans to take, and they included calling for stricter verification for people that try to set up outside of the open enrollment period, cutting the signup period in half, and giving states authority to determine whether insurers had to cover the full range of benefits required by obamacare, and whether their network of doctors were sufficient. Those policies were among seven in the play that have been in limited. Four of the ideas and a portion of the fifth have been publicly proposed but not yet finalized the document was shared. Administration opposed. What do you think . Guest the number one problem is the cost of health care. Regulation 20,000 pages of regulations. President trump was committed to rolling back those regulations and make health care for efficient. I am not sure i can agree with everyone of those ideas, but his intent was to roll back regulations, and already back home i have hospitals calling me saying thank you for slowing down the regulation. Host how does that lower the cost of health care . Will they pass on those savings of deregulation on to consumers . Guest i sure hope so. I think it is the first step in rolling back the cost of doing business for a hospital. I know in our own hospital, as obamacare came online, we had to hire your four more people to keep track of the paperwork and statistics. That added to our cost of doing business and took nurses away from seeing patients in our own office we had to get by with patients. In our own office we had three nurses, and suddenly i needed five nurses. It turned nurses and doctors into Computer Data entry people, driving up the cost of health care. Host jim is in connecticut. Caller i am listening to your guest, and i have to say i am covered under the Affordable Care act in connecticut, and it is a beautiful system for anyone that wants to receive Affordable Care through the exchange. The guest has stated this increase in paperwork that i think is garbage rhetoric. An oath of office to enforce and defend the laws of the country. The Affordable Care act is the law of the land, and republicans and many other people have done absolutely nothing about upholding this really good law that helps a lot of people. Ruleshere are a lot more under the Affordable Care act and the we increased the umbrella that protects everybody whether you are covered through the exchanges or through workerfunded health care, or through medicaid, and possibly even medicare. The umbrella is a lot wider. More people are covered through this really good law that was passed, and i really find it host jim, still there . Caller challenging that you folks dont do a better job of trying to fix it. Guest jim, thanks for your comments. You called my comment about increased paperwork data entry garbage. I respectfully disagree. I have lived this for the last 25 years of my life. On an average visit i spend my time mostly looking at a computer screen rather than looking at a patient, and i think you will find that situation over and over again. Certainly, i am concerned about these individuals that dont Purchase Health insurance through their employer, through medicare, medicaid, or the v. A. It is about 7 of the population. The Obamacare Exchanges are crashing. Theres nothing i can do to save them. That is why i think we need these value pools. Each state needs to set up high risk posted take care of people like yourself, and not only a pool, but an insurance pool at the federal level. 10 of the people use about 90 of the health care dollars. Those people, especially these people in these value pools, need a concierge, a doctor, nurse practitioners, to walk them through this complicated Health Care System so they get better care and more efficient care. Lets talk about solutions. I respectfully disagree the exchanges work. They simply did not work. They have not improved health care. They have not improved access. It is one more broken piece of the system. The new exchanges that are coming online look like medicaid. The reimbursement that these new exchanges have are going to look like medicaid reimbursements to hospitals and physicians, shifting more and more the cost of health care on the backs of employers. We will go to kentucky host we will go to kentucky. Romney, a republican. Problem is biggest the price. 50 for aspirin. Dont have nurses doing paperwork. Have keepers at 10 an hour. Guest problem is the price. Lets talk about that what about host lets talk about that kid what about the price of 50 for aspirin . Guest i understand what you are thinking you could this bill that says the hospital charges 50 for an aspirin. Cross, medicare, medicaid, they could care less what the cost is on a breakdown. They are reimbursing on a diagnostic code. Medicare is going to reimbursing certain amount of dollars to that hospital for a hit replacement. Hip replacement. Lets talk about solutions again. If there was total transparency a website that would say we do mris of the knee for x amount of dollars in other hospitals would say it place their prices, it would not matter how many aspirants you , but there is mri a set price for it, and if we allowed the consumer access to that the American Consumer would figure it out. Host monica. New york. Independent. Good morning to you. Stephen. A democrat. You are on the air. Guest good morning, stephen. How are things in new york . Caller i am not in new york. I am in south carolina. Host we moved on. We are still doing the same thing, not doing anything by talking about Affordable Care act. If we were talking about the way americans eat, we will be talking about health care cost. You are throwing up all the stuff that is not going to make any difference. The thing is, it is run by , lobbyists. Mpanies republicans keep saying we dont have enough money, this is a problem, this is a problem. They blame us, they blame the system. Look at the europeans, the canadians, and find their system and apply that. It is not that hard. Host lets hear reaction from the congressman. Guest thanks for the question. If anyone is upset with the direction of health care with the Republican Party it would be these big insurance companies. Nobody has filled my inbox more than the Insurance Company is, how upset they are we have not taken care of their csr, basically a subsidy from the federal government for the exchanges. Were talking about solutions today. I dont think there is a one size fits everybody resolution. The country is complicated. Health care in miami, florida, is different than it is in rural kansas. Diversehas a hugely population. The incidence of preeclampsia in south texas is different in oberland park then preeclampsia in oberland park, kansas. We need a safety net for those people that dont have health care. We need a safety net called medicaid that needs to be prioritized for those people that needed the most. Host we go on to gina in mississippi. A republican. Caller good morning, doctor. Guest good morning, gina. Caller i would like to reiterate what the congressman, mr. Marshall, has said about the pit care patients get now in the hospital due to all the paperwork. I have been in the hospital two in the last two times in the last year, and both times i was asked by nurses if i could wait when i called them until they finished entering what they had to enter in the computer. All the nurses spend their time sitting behind the computer, and the quality of care has thisinly gone down since requirement from the government. Also, i would like to say since the government this requirement from the government. Required the doctors for the Electronic Medical system, you know the doctors do not have the charts in front of them anymore when they come in the room, and a lot of the doctors seem like they are lost because doctors were not used to having to look in the computer for information. Also, the information is not always been entered in the computer as it should be. Host all right, gina. Guest gina, i think you are spot on. I try to give you a real life example if theres anything our hospital did great it was hip replacements and knee replacements. We had to hire more practitioners to take care of the paperwork shuffle. Not only is it affecting the nurses, but it is going up the train as well. You are spot on. There is something that needs to be decreased. Need to stay focused on the outcome. If our hospital has a low infection rate, low readmission rate, we are doing a good job and leave us alone. Let the hospitals figure out what type of outcomes we want to major. Consumer pickan what hospital they want their procedure done in. Host it appears a deal could be outlined today and tomorrow or tomorrow that would allow the socalled dreamers to remain in this country in exchange for building the wall. If that is the parameter of the bill, are you a yes . Guest yes. How about that . Yes. I think the stars are aligned right that we can fix this problem. It was introduced yesterday. I think it is a step in the right direction. There might be a few dials to tweak so it can pass on the senate, but i think we are getting there. I am proud of President Trump to bring those people into the room and make them talk about solutions. Host that legislation that congressman mick sally proposed goes beyond what the president wants to do. It is in odds with what the president wants to do. It has everify, all these other provisions democrats would not agree to. Butt it is in negotiation, it is a step in the right direction. At least he put a marker down to say here is where we are going to start. I think we need to go back, catch our breath, and say what are the principles we are going to use to define the situation. What are our goals, the vision of what will fix this problem . What we have to talk about number one is who is a daca kid. Number one, with number two, with talk about security, and it all starts with the premise that Border Security has to happen so were not back in the same place 10 years from now. We have to figure out we are going to do with chain migration. We do not think that lottery is a good system for immigration. If we stay focused on those four i doas opposed to not think were going to necessarily fix everify in this particular bill, but i appreciate the concern and willingness to talk about it. What the president outlined at the white house, the four pillars he wants to see to sign and legislation allowing dreamers to stay, you are on board with that . Guest i am on board with the president with this. If we ever had a president concerned about Border Security, longterm solutions, doing what he said hes going to do, this is the president. One of the stumbling point is how much itll cost do this, and the president has asked for 18 billion to fix the problem. It was not too long ago the gang of 12 asked for 40 billion. Other prison administrations asked for 20 billion or 30 billion pot dollars. Its fixed the problem. Host with the president outlined is limiting familybased migration in which one both of can sponsor another, and in the visa lottery system and improving Border Security. If the gym is are not allowed to stay, what impact does that have a note if the dreamers are not allowed to stay, what impact does that have on your district . Guest host in kansas we have guest in canvas we have 20,000 open in kansas, we have 20,000 open jobs. The Biggest Issue would be agriculture workers. Were not going to fix that problem here. Dreamerso fix the because it is the right thing to do. Certainly it will impact families and churches they be 3000 daca kids in kansas. It will impact us, but not as much as the agricultural work visa program. Lancaster, new york. Independent. Caller thank you for taking my call. I appreciate the congressmans task that he has in front of him. It is huge, and there are so many pieces to the health care dysfunctional, i guess, would be the best one. Part of the problem is if insurance is not mandated, you take carespitals to of someone that comes in, how will they recoup their money . Guest every hospital i have been involved with takes all comers. When you show up in the emergency room, we help people out. Regardless of where we end up, we will keep doing that. There is a moral obligation for hospitals and doctors to take care of those people as well. If we go back to driving the cost of health care down, go back from to moving people from web health care to work, helping educate people again, the people in the high risk pools if they had a concierge doctor help them navigate the system, more of the qualified clinics poised next to Emergency Rooms there are solutions. One of the jobs of leaders is to make the complicated simple. So often makes this government makes a simple complicated. Makes theernment simple complicated. People of leadership would give us an opportunity, we could start solving the problems. It will never be perfect. Decisions,e wrong but we will always take care of people that come to the emergency room. Host you want to follow the congressmans work, you can go to his website. Follow on twitter as well. Thank you for the conversation this money. Guest greta, i have enjoyed it. Shout out to my people back home. It is snowing. Kansas week needs some snow. Host thank you. We appreciate it. The whole world has to understand that america will continue the war will continue. Night at 8 00 p. M. Eastern on cspan. Washington journal continues. Host back at our table this morning, Diana Degette, democrat of colorado. Thank you for being here. Lets begin with negotiations over many things that have to be golf with before next week. One of them being what to do about the dreamers, the socalled dreamers, the undocumented youth. You have said if that is not dealt with you will not vote to keep the government running past january 19. Is it appropriate to potentially shut down the government for undocumented youth . Well, these kids have known no other country and the United States as the home. Most of them were brought as babies were very young children, and they are the future of this country that we would want to pay her college students, law students, medical students just the most extraordinary young people. We have known about them for a long time. We have known this is an issue, and we need to give them regular status. The vast majority of americans agree with this. I think it is over 70 . Host over shutting down the government . Guest no, over giving these kids legal status. I do not like the idea of having to shut the government down. Lets get together and pass a bill. Say i dont, let me think we should be running the government by doing a continuing resolution on threeweek increments, and about one year ago i said you cannot build a road or a highway without a contract. How can our state do contracts for road funding when we are funding the government in threeweek instruments. Researcher at the university of colorado and your time to get a grant from the National Institutes of health, how can they know what grants to give out if you are only funding the government in threeweek increments . Frankly, i think the republican majority has a duty to do an omnibus Health Care Bill through the rest of the year. They need to keep the government open, but in the meantime they need to do something for these dreamers. It keeps drifting along. Host all those things you outlined would become worse if the government were to shut down. Democrats would be saying were going to shut down the government to protect these people. Guest first of all, i dont have the ability to shut down the government. We only have 194 democrats in the house. The republicans, as the ruling party, have the ability to keep the government open. What i am saying is number one, give the dreamers legal status. We can do it if the political will was there. And number two, stopped funding the government in stop funding the government in threeweek increments. It is political malpractice. Host friday now it appears negotiations over the dreamers is on the sidelines, not part of the spending bill that would keep the government running. Would you vote yes for allowing the dreamers to stay here in exchange for the wall . Guest i dont think we need a wall. I dont think we need a wall for the dreamers. We need to have strong Border Security. Everybody in this country feels that way, but even most republicans dont think you need to waste 18 billion for 22 andion to build a wall, frankly, even President Trump, when he ran for office, said we were not going to pay for the wall. Mexico was going to pay for the wall. That is gone by the wayside. We need strong Border Security. I would support that is part of any deal. If theyu would be no were to say dreamers can stay here in exchange for the wall . Guest that is not on the table. If that was on the table, i would look at it, but i doubt that would be part of the negotiations. Host according to a Washington Post editorial they say take the deal. Democrats might ask themselves what other deal they might strike that would do such tangible good so immediately. The answer is very few. Many i dont know very americans, and i am quite surprised the wall street journal host this is the Washington Post. Sorry, the Washington Post, would say lets waste money to put it through wildlife areas in public lands to make a political statement. That is part of the problem with our government. People just say 18 billion. Hatever lets just wasted it if we dont need 18 billion to secure our borders, why would we spend that . Why would we spend that giving children Health Insurance, building roads and highways . I think that is fiscally irresponsible. Host the other negotiation happening right now is to pass another shortterm continuing resolution before january 19 that would go until february midfebruary to keep the government opened, and in that would be reauthorization of the childrens Health Insurance program. If that is put on the floor, how would you vote . Guest well, let me say, we have to reauthorize chip. The terrible news is we should every authorized in september for five years when it expired, and chip has been a program to give Health Insurance to lowincome kids. It has been wildly successful and wildly popular. I worked on it when i first came to congress in 1997 with newt gingrich. It has always been bipartisan. And it expired in september. December, meant was in hundreds of thousands of kids family got letters saying you may not have Health Insurance in january. Think about that impact in on those families. I have always felt like we needed to reauthorize it. The bill became a political football. It became attached to the budget negotiations, even though it really has nothing to do with the budget and it is bipartisan. And the good news is we just got a new score from the congressional budget office, and the new score says rather than costing 8 billion, and costs 800,000. In fact, i talked to some of my republican colleagues just this weekend they are very encouraged, as mi, that we are going to be able to find a way forward on chip. Whether it is included in the budget bill, whether it is a separate bill, it should not be held hostage to budget negotiations. Will tell you, though, i am not going to vote for the continuing resolution anyway, and the reason is i dont think we should be funding the government in threeweek increments. As i said, i think it is politically irresponsible. Host lets hear what our viewers have to say. David. Independent. Georgia. Caller how are you all doing . Add an extrald you line one for americans, because what i have to say does not fit any of the other three. I call an american. Everify came along in 1990. Are of these daca children in the category were everify was not used. It was used only for government work. I have seen everify work. I have used it. Billiont they take 1 that they want to throw away on the wall and spend it with Social Security and put them to work to making employers hire people who are american citizens . Because these peoples parents, for daca, had to have a job to raise those children, and you see what im saying . Thank you, diana. Please answer that if you could. Guest i agree with you. I think we have spent all of our time focusing on the people who undocumented, and we didnt spend nearly enough time talking about the employers who have hired people, many times at much lower wages than they would pay American Workers, and we have had a terrible situation in colorado. Employers hired people who were undocumented. They knew they were not documented, and right before payday they said if you dont leave, were going to call ice. It is unfair for everybody if you have a system where the unemployed employers can gain the system like that game the system like that. A group of House Republicans unveiled a proposal yesterday to go along with any sort of deal on dreamers, and it would require employers to use an internetbased system known as everify to certify they are hiring only legal workers, crackdown on socalled sanctuary cities by denying them federal grants, allow for the detention of minors arrested at the border at the border with their parents, and tougher sentences for criminals that have been deported illegally. And returned illegally. Guest the proposal is showing the extreme right in view of this. If there is hope these folks have of negotiating a resolution, i dont think it is a step in the right direction. Host richard. You are next. Caller good morning. Guest hi, richard. Caller talking about the daca people im a republican, and i know a family. That these two that i personally know need to stay. I dont know all the dacas, but i know these two. However, you in Congress Need to come together and you need to compromise on what the president is asking to do. If you want a clean bill passed for dr. , daca, we all know the democrats will not go along with anything else the president wants to do on immigration. We need to put it all together, fix the problem as best we can, and move on. Host richard, does that include a wall is that what you are saying . Caller i expect the wall in needs toere the wall be. I expect Border Security where more Border Security needs to be more technology. Whatever it takes. Were getting stuck on words. We need action. Guest richard, i bet you if you and i got together in a room we could fix this problem because i dont think were that far apart. Mete daca kids, if you have them yourself, you see how extraordinary many of them are and how they really are why we have the american dream. Every country needs strong Border Security. I bet we could fix it if we got together. Host including a wall. Guest he didnt just say you want to walk it of what he said is we need to have a security secure border, and what that will mean is Different Things in different places. People have is a wall along the southern border of the United States, not only is that a big waste of money, it is not effective from a security standpoint. Host the president conceded that we will put the wall where we can, we cannot put it where there are rivers or other natural barriers. You put it where you need it. We have it where we needed. Friendly, that is a false sense of security and gives a bad image. Host have you voted for legislation in the past that included funding for a wall . Guest i have never been presented with an opportunity to have a reasonable alternative, like richard was just saying. Host so, does that mean yes, you have voted guest i have never been presented with a piece of legislation that has a program for reasonable security, and it could include a wall in some places, as it does now. Host we will go to john in johnstown, pennsylvania. Democrat. Caller good morning. Instead of building a wall, which is like thirdcentury technology, i think that money ought to be used for building highspeed rail. Amtrak only gets 1. 2 billion measly dollars a year. I would like to see longdistance trains being brought back again, and things like that we really need something that is going to employ millions of people. Awol does not do that. Belief people. A wall does not do that. Believe me. We need better security, we dont need a wall. Host congresswoman . Guest again, my ballot and colleagues say they are fiscally conservative except when it comes to given a one point 5 trillion tax cut targeted at wealthy people and corporations, or if they want 18 million for a wall that everyone agrees we really dont need. Oft i say is we have a lot umet needs in this country. Transit, highspeed trains are one thing. I was driving on interstate 70 the other day and i was appalled at the grooves and the potholes, but if we are going to have an official sure program, we have to have a way to pay for it. Wasting a bunch of money on a wall that is not going to be effective, either in our goal of securing our border or any other goal, it just seems like a waste of money to me. Millie in asheville, north carolina. Independent. Good morning. Caller good morning. I have a problem with this word dreamers. Im a 67yearold white woman and i have been a dreamer my whole life. I have worked since 16 p i worked two and three jobs my whole life, i own my since 16. I have worked two and three jobs my whole life. I own my own house. I am looking at losing my house. My bills of gone up. What about dealing with the fact that those of us that are american citizens have been dreamers, and you democrats dont seem to care that we are . Guest i think that the reason why people call these young people dreamers is because they do have the same dreams that you and many of do, these kids, some of them that ive met, they never even knew they were american citizens until they were in college and went to get a loan or apply for a job, and their potential employer said ok, what a Social Security number, and when they call their parents, their parents had to admit to them for the first time they were not citizens. I just have to say, i think about my grandparents who came and from other countries, they were dreamers. They built their lives from nothing. That is what these kids alike, too. We need to remember that. Host the groups that represent these kids, the socalled dreamers, are calling on congress, calling on democrats to demand a fix to the daca situation. This is from the Washington Post, democrats are facing demands from their own hardline base. Host politically, are you concerned at democrats could suffer setbacks in Midterm Elections in 2018 if you dont stand your ground on this . Guest what i tell people who talk to me about this is i am 100 in support of these hapless young people having a path to citizenship. I am not in charge just now. If i was in charge and i had 218 votes to pass the bill, it would have happened by now. I really think these advocacy groups need to focus on trying to get 218 members of congress who will support legislation. If we dont get it done by then. I believe in my heart of hearts that we will get it done in the next couple of months. I talked to a number of my public and colleagues who feel the same way that i do that these kids really do deserve the same chance that all of us and our grandparents had. Host elizabeth city, north carolina. Carl is a democrat. Good morning to you. Caller good morning. I want the congresswoman degette trump holdent him accountable. Campaign that mexico will pay for the wall. He would say who is paying for the wall, and the people who voted for him would say mexico. Hold him accountable. Dont vote for any wall. Host congresswoman. Guest thanks. I wont. Host republican. Betty. Caller i have a comment and a question i feel like these dreamers have been given a firstclass education and they can go back to the countries think create great things for the country. I feel that no illegal person should be allowed to remain in this country that is not a citizen. We should stop all immigration until we talk about the impact of immigration, and my question to the congresswoman is if these dreamers are made citizens, are there illegal families going to be made citizens as well . Sayt first of all, let me that a virtually all of the dreamers that i have met were brought here as in fits were very young children. Infants were young children. Theyve never known or very young children. They have never known any other country. I had a meeting where i invited dreamers to come and talk and i had an interpreter that to translate from spanish to english and the guy sat there the whole time and did nothing because all of these jammers, english is their first language. Date dreamers, english as their first light which. They dont know any other country. When they get these fabless educations, they can stay here and help make this country a better country. Fabulous educations, they can stay here and help make this country a better country. We had about 11 or 12 Million People here on undocumented status, and because of congres willingness or inability to addresses in a bipartisan years, we have heartbreaking situations that have developed. So, you have these dreamers and then you also have their parents. Sometimes one parent is a citizen, and one is not a citizen. We have siblings sometimes some of the siblings were born here, and their citizens, and others are not. What is happening is families having ripped apart. People are being deported. We have a young woman from denver. She is a student at yell university, and her dad just got deported to mexico. I think we do need to find a way to keep these families together. That doesnt mean necessarily making them all citizens right away or anything like that, but it does mean having a comprehensive program of Immigration Reform that will give the dreamers a path to citizenship, and then we can figure out on a bipartisan basis what to do about the family. We did it before under ronald reagan. We did come up with a comprehensive immigration bill. I believe that people of goodwill on both sides of the aisle who have Humane Hearts want to fix this problem. Host we will go to tennessee. Linda. Independent. Maam. Yes, i think the Democratic Party has lost their minds. I used to be a democrat. The only reason they are one in the z legals in these illegals in here is for the vote, plus it will cost 20 not 26. 9 million million to make them citizens. You care more about illegals than american citizens. Thank you. Host congresswoman . Guest i think this country is a country of immigrants. I think our immigration system has been broken for quite some time, and that is why i think we need to have a comprehensive Immigration Reform bill, which would include Strong Border enforcement. It would include holding employers responsible, like we talked about before, and it would help us figure out what we do about the people who are here, and what we need to do to bring immigrants in from the rest of the world all around the world, for the labor needs that we have right now. I cannot tell you how often i hear from my Agricultural Industry in colorado, businesses, the ski industry they all use people on visas. We cant have a system where we have millions of people who are here that are undocumented. We need to have regular order. Host fort lauderdale. Rubin. A democrat. You are our last call before the house gaveled in. Gaveled in. Know why they to want to build a wall . Remember when they made the russians tear the wall done . I understand security, but a wall makes no sense. Guest i think what happened was President Trump used this is a Campaign Rally in cry during his campaign were going to build a wall and the fact is when you think about the impact of that, not really doesnt look letfor the United States the colleges said, remember when. Ronald reagan said tear not only does it look bad for the United States, it does not do anything to we all agree with you to secure the borders, but lets figure out the most costeffective way to do that. Host i want to get your thought another issue the Justice Department move on marijuana. Post. From the theattorney general saying Justice Department will go after states that have legalized marijuana. What is your next move . Guest 30 states including colorado have legalized marijuana for medicinal or recreational purposes. Colorado legalized in 2012 and we have developed a robust system. We are concerned about this most recent order of attorney general sessions. I have legislation i have been talking to senator gardner and the rest of the delegation about. What it does, it exempts states like colorado that have legalized marijuana from the preemption clause of the act. Olled substances if that happens, it is states rights. Acwe are all working strongly a delegation in colorado. It is the will of our state, and are regulating it in a responsible way. Host the denver post are rega responsible states one idea that has gained traction is an amendment that would prohibit the Justice Department from spending money on marijuana enforcement in states such as colorado. Guest yes, that is an appropriations rider that has been passed several times in recent years in the house, then it never made it into the final appropriations bill in the senate, so our senators both senator gardner and bennett are working to see if they can get that into the senate bill as well. Host do you think you can get enough senates senators from other states, lawmakers to sign on . When i first started this, colorado, oregon, and Washington State were sort of out there legalizing recreational marijuana, but it seems the floodgates have open. California just started selling recreational marijuana. Thatnt, the governor says he will sign a bill that was just past. Host congresswoman Diana Degette, we will be watching the debate as well as immigration. Democrat from colorado. Thank you for your time. Guest appreciate it. Host the house gaveling in early for bundesliga business. Er. The chair lays before the house a communication from the peaker. The clerk the speakers room, washington, d. C. , january 11, 2018. I hereby appoint the honorable michael k. Simpson to act as speaker pro tpore on this day. Signed, paul d. Ryan, speaker of the house of representatives. The speaker pro tempore the prayer will be offered by our chaplain, father conroy. Chaplain conroy let us pray. Loving god, lord of us all, we give you thanks for giving us another day.
