Administers the largest employersored Health Insurance program and processes Retirement Benefits for 2. 5 million federal retirees and survivors. It trains candidates for some of our countrys most important Civil Service positions and provides medical and dental and Vision Insurance to millions. O. P. M. Is the group that serves the people who serve the American People. We have watched that is administration has attempted to curtail the independence of the Civil Service itself and reverse more than a century of protected reforms implemented by professionals in the Civil Service and insulate them from political influence. Now the administration is holding the careers of 150 Civil Servants hostage in an attempt to force Congress Hand to this terrible idea. Much is at stake. And we cannot allow Civil Servants to serve as bargaining chips. On may 21, my subcommittee held a hearing that eviscerated the administrations halfbaked plan to eliminate o. P. M. I told acting director reicher then that the plan was dead on arrival and she needed to start over to find a way that we could Work Together on a bipartisan basis to improve the sensual agency. Despite clear messages and conned oversight, she hasas mov forward with plans that further weaken an agency in need and fail to live up to her end of the ayeement. Last week, o. P. M. Officials announced the sfwonings lay off or possibly furlough 150 employees because they couldnt afford to keep them on the payroll they said. This threat was made in spite of proposed appropriation levels above what would be needed to fill any anticipated budget gap. Now after realizing they cant prevail on the merits of their proposele, unfortunately, the administration is resorting to blackmaililful theyre willing risk the livelihoods of 150 members of our Civil Service, men and women who have dead kayed their careers to serving the federal work force that serves the American Public and on a plan that fails the sniff test. Ive worked with my colleagues on both sides of the aisle to put language in Appropriations Bills that prohibit the administration from using federal funding to implement any part of this reorganization plan. Ive also filed an amendment for the fiscal year 2020 National Defense authorization act that would require o. P. M. To halt its reorganization effort and consult with congress. But their option is to reorganize. Maybe the focus was more on Homeland Security and border walls and Border Security and other things but this bill was a part of that and as a result of the product that came out of this body under the new majority, it was insufficient for o. P. M. Therefore, theyre having to forewarn of decisions theyre going to have to make. But we should give them credit. Theyre looking for an alternative and that is to reorganize, to change, to modernize, to update. But you know what, mr. Chairman, in this bill, the underlying bill, not the amendment, theyre prohibited from protecting these jobs. As a result of this bill under this majority theyre prohibited from protecting the jobs and now an amendment comes all the way back around the other end to say, wait, you cant do what you want to do to protect those jobs and you cant fire anybody, you cant furlough anybody, you cant reorganize, what are they to do . What are they do to do . I heard a nice argument for this amendmentut i didnt hear a solution for o. P. M. It would be nice if were going to micromanage and i think we heard a great quote yesterday, just because you can micromanage, doesnt mean you have to, but if we are, maybe we should provide some guidance sand assistance. Effective, efficient, organization is an objective that we ought to all share. I know that mr. Connolly shares that objective and i know ma mr. Connolly, mr. Graves and mr. Quigley working together could certainly affect that end. Which i would support. I i do not support what perceive to be a retaliatory suggestion about laying off people at o. P. M. In other words if we cant merge it, were going to lay them off. Frankly, if there is evidence that there are too many people and enough people to do the job that is being done and that we can either transfer or transfer people to other agencies that might need them, thats one thing. But i dont think thats the evidence that we see. And clearly there would be fficient funds in the budget that mr. Quigley has offered to make sure that we have an efficient, effective, office of Personnel Management. Unfortunately, mr. Speaker, my perception is that there is a hostility, frankly, toward the federal work force. In this administration. I think thats unfortunate. Whether you think government ought to be small or large, you ought to agree on the fact that whatever size it is, we ohto have an effective Human Resource agency so that the morale of our employees, the competency of our employees, the work ethic of our employees, the benenefits administration for our employees, is all done in an effective, efficient manner. I would hope that we would make sure that we dont get into this taliatory political response rather than a substantive response. I think thats what mr. Connollys amendment is about. I thank mr. The stewings that serve people with disabilities face similar challenges including barriers to the capital they need to build and renovate affordable house, Community Facilities and work spaces. The consequences are direct and dire. According to the National Disability institute, roughly one in three americans with a disability lives in poverty, more than twice the average rate. And because many people with disabilities depend on government benefits they are often unable to save or accumulate assets. The situation should trouble us all. Thankfully, we have institutions that are well positioned to address these challenges. Cdfi serves lowincome populations including people with disables by providing access to affordable Financial Products and services. Cdfis are certified by the department of treasury and have an impressive record of success, increasing the amount of funds dedicated to fbsrnl financial and Technical Assistance that cdfis can be awarded would enable them to more effectively address housing, transportation and the rest. Crucially that enables low interest loans to allow people with disabilities to meet their own needs they feel need for this funding is great. According to the National Disability coalition, 33 cdfis requested more than 15 million in the inaugural round of applications for fiscal years 2017 and 2018. In that round, in the twoyear round, more than 5 million was award. My amendment would increase the total funds dedicated to these awards to 6 million annually, up from the current 3 million. And Neither Congress nor the courts have ever suggested that a president s adviser is exempt. Finally, i want to address the house the white houses baseless arguments for refusing our request for ms. Conways testimony here today. They sent a letter to the committee on monday arguing that ms. Conway is, quote, absolutely immune, end of quote, from testifying. They claim that this principle has been, quote, consistently adhered by administrations of both political parties, end of quote. Ladies and gentlemen, this is simply not true. Congress has never accepted the claim that white house advisers are absolutely immune. In fact, our committee has obtained public testimony from numerous white house officials while they served in the white house. These include multiple white House Counsels, the deputy counsel to the president and associate counsel to the president , a Deputy Assistant to the president and the director of the White House Office of security. In the case of ms. Conway, the white houses arguments have even less merit. We are not asking about any conversations she had with the president.
