It showed 87 of those polled felt that individuals of their race are more likely than whites to experience Excessive Force. 49 of white americans say police are more likely to use Excessive Force against a black culprit, and 39 of whites say police are just as likely to use Excessive Force regardless of race. That was done by monmouth university. Atre is more to the poll their website. Several communities are reaching out to dialogue with members of minority communities on the topic of policing. I will show you a couple. This from kansas city, kansas. Saying the mayor once members of the community to share their experience and establish ongoing dialogue between the africanamerican and hispanic communities and Law Enforcement. The task force theyre putting together will tackle difficult issues, including defining Excessive Force, identifying bias, and eliminating unequal treatment by Law Enforcement. That is kansas city. The fremont news messenger reports efforts going on on the same front in ohio with the ther being asked what community could do to begin healing within that community. He said the city made a lot of changes in terms of trying to improve dialogue between the police and residents, working with Community Relations, and the commission there, and understanding the need for more minority representation. Everyoneding, saying on the call realizes we need to do more. Even in your read, pennsylvania pennsylvania,e, saying we are committed to illuminating racial disparity. We are getting good ideas from a lot of different people on how quickly. Ick up more that is the mayor of erie. There was a march where he and the bishop participated. The bishop said we will have tangible steps we can take in erie, pennsylvania to make it the all american city. Caller thank you for taking my call. Thereed to say i was 1971, 1972. Ive been on the wrong end of a police baton a couple of times when we were at peace marches. Copsre peaceful and the came to cause trouble. This is nothing new. It is the same tactics going on. We do need change. How would you describe the situation there in nevada . We have about 80 virus cases. We are only a count of 13,000. We have had a couple of deaths. Everybody is socially distancing pretty well. Host when it comes to police and minority relationships in your town, how would you describe that . Caller this has changed quite a bit. It is a lot better and has been for about two to three years. Policexperience, the have been accommodating and helpful. We have had a little of trouble is nond there, but there systemic racism here, i do not think. , but it iserywhere not over, does not like what happened in minnesota. In nevada. Is les from missouri, nathan, your next. Caller i wanted to comment on police and minority communities, especially the black community. Missouri, we in are right next door to st. Louis. It is basically st. Louis. The situation is that when you do not have enough black force,s or the police they cannot relate to the black community. When you do not have black officers, you have white officers. They cannot relate to the black community. They cannot relate to black culture. Right now, there is a protest going on because a cop, a white male. R, ran over a black he was a suspect. Allegedly, there was something that happened, but the young male was suspect. He put his hands up and said ok, he is surrendering, and the white cop hit him with the car. They are protesting right now. Situations like that, you can see that predominantly there is not enough black officers. The same thing that happened in ferguson. Ferguson, missouri is right next door. When you do not have enough black officers on the police force, there is a big cultural dialogue, you cannot you cannot communicate with the community well. Host that is nathan in missouri. He brings up the number of black officers on police forces. There was something called the 2018 American Community survey done as part of the u. S. Census, and here are some of the findings they found when it comes to share of Law Enforcement by race and ethnicity. When it comes to white officers share,ce forces, that 62 compared to 61 percent of whites in the total population. Lacks, 15 point 5 of officers are africanamerican. 15. 5 . Of africanamericans in the total population. When it comes to hispanic and , 14. 5 of those making up members of Law Enforcement compared to 18. 3 of the total population. There is more to this. You can find the website at axios. Ahead. York, barbara, go talking about relations between communities. Caller i think if we got the Police Department to join in with the community and educate the Police Officers. As a rule, black Police Officers will not kill you. Very seldom they will pull the trigger. I know because i have three family members were Police Officers. Especially if they see someone child, some politicians he said we know better, we will not pull that trigger. Very seldom will we pull the trickle. We do, but we do not do it as much as the whites. White officers are angry and he said we do not know why. They are angry with us, according to my nephew. He said sometimes they make racist remarks and you just have to swallow it. The when it comes to education part, what type of education is needed . Caller what i would do is have every Police Officer who joined the police force or those already in the police force, let them see videotapes of all the blacks or hispanics or whatever race that was mistreated, killed, whatever they have done to hurt a family or hurt a human being. You have to let them see these videotapes and discuss it later why we should not do things like this. I am a registered nurse. We have to go through an Educational Program when we sign up at our hospital. We have to see videotapes of certain diseases and certain policy and procedures. And got they did that the Community Involved with the Police Officer, maybe things could be better because i must say, i think we should work with them. Do not destroy them. Host lets go to minneapolis, minnesota. We will hear jonathans perspective. Caller good morning, everyone. Thank you for your conversation and having a smart conversation about race relations. Being from the epicenter of minneapolis where this started, didrtunately george floyd not need to die because of one human being i am using that term loosely decided to put his knee on somebody. Inis a hit or miss minneapolis, depending on the area in which you live. Listening andtart seeing people and Start Talking to each other. It has been heartbreaking what has been happening to my city and by mayor. Thoughts. Ven have at the same time, i think they need to Start Talking to each other and hearing what each other has to say. Host you agree with the City Councils decision on the police force . Caller i believe they need to have the police and they need to reeducate and educate people on how people live their lives. We need some sort of policing, obviously. Please keep my city safe. Social distancing and allow people to live their lives. We have to come together as a country. We have to start hearing each other. We have to Start Talking to one another. Maybe it is in my neck of the woods. At the same time, it is like watching a movie that will not end and im just exhausted good host that is jonathan in minneapolis. We will hear from larry in stone mountain, georgia. Caller good morning. I wanted to make a comment. I am 79 years old. I served in the army. I have a son in the navy now. I have a son that served in the marines. Also my uncle was a marine. Boy, we doa little not have black police. White police used to common our community. Created a thing called blackjack just to beat up on black men. Monday morning, all of the black man had a table where they had been hit with these blackjacks. When the Police Officers did start hiring blacks, it was the 1940s, and the white Police Officers do not want them. They had topoint put the black police and the ymca. How would you describe what is going on today in stone mountain, georgia . Caller it is not as bad as in atlanta. It is not as bad. In atlanta, we always had racial problems. Now since atlanta is more black than it is white, that is why we are having a lot of problems. Host diane in mapleton, oregon. Go ahead. Caller hello. This is my opinion of what i feel is happening right now. It is not just racial relations problems. Races. Problem of all we are all hurting. Our young people can no longer afford to buy a home in this day and age. Their jobs do not pay them on, and everybody is frustrated. On top of it, a lot of them have lost their livelihoods right now because of the covid19 crisis and the closing of the Small Business communities. Host since we are trying to get a stress a sense of place relations where people live, how would you describe the situation there . Police minority relations are basically zero because we do not have a police force. Saying that everything is ok because you do not have a police force is wrong. , children feel like they have to carry knives to protect themselves from other children. Host when you say you do not have a police force, do you mean that literally . Who handles Public Safety . Caller i mean it literally. I was assaulted in my house. Host who handles issue of Public Safety . Caller they do not. Unless it is something they feel they can prosecute successfully. If they cannot prosecuted successfully, they will not try to do anything. It depends on what your name is and how much money you make. It does not matter what color you are. It is up to how much money you make and what your name is. In this entire community. Host we will hear from gary. Atlanta, georgia. Thanks for calling. Go ahead. Caller Police Officers are Community Minded and more brotherly. Cops are just ignorant. That is the bottom line. That is all i have to say. Host harold is in the bronx, new york. Hello. Caller hello. I am a retired corrections officer. I also worked 9. 5 years in the Rockefeller Program as a narcotic collections officer and i was also a warrant officer picking up of squanders from the program. Did it for 11 months without a gun. Had to end up shooting a guy does go weeks after i receive a revolver because he hit me in my head with a 12 inch water pipe. Oo i spent the next 15 years in state corrections. I work some of the worst prisons. For the criminally insane. I worked as a corrections capacity ofhe workrelease. My mind has carried me to places where i worked by faith and not by sight. Host for all of your experience, how would you characterize the relationship between police and minority communities . Caller one of the main experiences i live on 169th street in the bronx. They have a patrol outside of our community. I wanted to know from one of the therepolice, do you know are two cultures living in this community. There are those who are street people, selling drugs, pimping, raping, robbing, and then theres the other side, who may live in the same building, the same community, may be relatives , who are decent people striving to be decent citizens, who are expecting their civil rights and equal rights. Yet there is no differential or the the treatment knowledge of the police and the community. I talked with the white police and i told him did he realize there were two cultures in this the ones who are not focusing on are the ones who need to be focused on. You know what he told me . The end result is i am going home at night. Host that is harold giving his perspective in the bronx. We divided the lines. If you live in the eastern and central time zones for the mountain pacific time zones. If youre a member of Law Enforcement, you can call us or post on social media. In washington, d. C. Yesterday members of the House Democratic party taking a kneeling stance for eight minutes and 45 seconds , memorializing george floyd before they held a press conference in which they talked about legislation they aimed to pass, taking a look at Law Enforcement, making changes to Law Enforcement practices, that took place after the ceremony, and nancy pelosi highlighted what they intend to do with this package. We cannot settle for anything less than transformative structural change, which is why act willce in policing remove barriers prosecuting Police Misconduct by addressing the quality immunity doctrine. It will demilitarize the police by limiting the transfer of military weaponry to state and local Police Departments. It will combat Police Brutality by requiring body and dashboard cameras, banning chokehold, no warrants in drug casing and erasing racial profiling. We will finally make lynching a federal hate crime. As support our two distinguished senators and others for their work in helping to pass hr 35 this year. Police brutality is heartbreaking reflection of an entrenched system of Racial Injustice in america. True justice can only be achieved with full, comprehensive action. That is what we are doing today. This is a first step. Come. Is more to in the coming weeks the house will hold hearings, markup the bill. It, leaderuse passes mcconnell must swiftly take it up. The president must not stand in the way of justice. The congress and the country will not relent until this legislation is made into law. Host in the write up of the legislative package, New York Times highlights that the legislation were not defined calling on many protesters and progressive democrats have taken up, arguing Police Departments can be taken apart and revamped. To get a sense of police minority relations, we are asking you to call some talk. Jacksonville, North Carolina. We hear from chris. Go ahead. Caller my name is chris. The police are not the problem in the United States. The American People of all parties are responsible. You give people responsibility and authority. We do not respect our responsibility. We give the Police Responsibility for crime. We have to give them authority to do it. We give them too much authority. This is what happens when you do that. Absolute authority corrupts everybody. Host how do you change that . You change that by crating a Public Safety agency with no extra responsibilities and no excessive authority. Them if you do not give excessive authority, who oversees them . Caller the people overseas them joint you do not give them responsibility for everything in certain, you give them responsibilities. Police officers react to what we tell them to do as society. We marginalize people of all kinds. Please treat them different kinds of ways. We stigmatize the black communities to being high crime areas or impoverished people. You cannot do that. You cannot associate the does go associate you cannot the two together and police them when you have this attitude. We cannot have Police Fighting fires. We cannot have police doing all kinds of things. They get frustrated. Host we will go to james in bridgeport, west virginia. Your next up. Caller my name is james. I was calling about the police minority relationships in the communities. I have a very basic balance of Public Safety. From what we have learned in the longer, ieeks and believe committees should have some kind of Outreach Program with their local communities, whether that be having block parties every once in a while and taking Community Members into the police and showing them around. As far as im aware from data , someatistics we do have Police Departments and officers do not have the critical training to respond to some situations, which leads to mismanagement and possibly debts. And possibly deaths. That and the hardship Police Officers face in this country, i think the is the community as well as the Police Department. Community oversight would be nice so you can hold the Police Officers that are abusing their powers or have not handled the situation correctly, have some kind of oversight on them. Maybe that would be a public likecenter or something the new jersey, Camden Committee has a policing model. Host that is james. A lot of ideas in west virginia. You can continue calling and letting us know your thoughts. The Houston Chronicle highlight some of what you can expect at the Funeral Service for george floyd, saying he will be laid to rest at the houston memorial gardens, the same cemetery as his mother, following private funeral. According to the Police Department, it adds to save the Police Department will escort the body. The funeral set for 11 00. He will travel the last mile of the procession in a horse drawn carriage. That Memorial Service for george floyd takes place at noon today. You can see it live on cspan, and get our website for more information on that. That is how you can view it there. We go to michael in andrews, North Carolina. Hello. Caller this is Michael George druid from Cherokee CountyNorth Carolina. We get back to our foundation, until this country gets back to god, we will have no peace. God is peace, love, and tranquility. Is of everything going on right now. Jeff in richmond, indiana. Hello . Caller i think what we need to do, instead of doing what we are doing, we need to do something about the democrats money and do it with their money instead of taking it from the police. The police are not doing anything but saving lives. Host tells about the situation between the police and minority communities. Caller our police force does just like other places, but theyre a lot they keep the other places the other police from doing stupid stuff. Host what you mean by that . Caller when you see Police Officers acting up, the others know how to stop them. That is what needs to be done. They need to be able to police themselves and stop that kind of stuff. When it comes to the democrats, they have wasted so much taxpayer money. They could be putting that towards the situation in these other types of areas to help. Host we go to jerry in flushing, new york. Your next up. Caller are you talking to me . Host you are on. Caller good morning, young man. I am calling about the officers. Im not saying all of them are bad. Driving and i see the officers how they are doing wentin things, like when i fired, right . Why you talking about that when you want no one else to get a ticket . The responses from the cops. Excuse me . Host you would use that to describe the situation in flushing how, that relationship between the police and minority communities in flushing . Caller they are not being a leader. Host what do you mean by that . Caller you want to be a leader, you do the right thing. Are, show themou the authority a little bit. Look at the people who follow you up. Host ok. Came uphe topics that yesterday with the president and members of Law Enforcement at the white house, talking about the protest over the death of george floyd, he discussed that effort it efforts to defund the police. Heres the president from yesterday. [video clip] thank you very much. Its an honor to have some of the true leaders of Law Enforcement here in this country. Thats what they have done and they have done a fantastic job of it. We have some of the best numbers ithave ever had in terms of being a strong year for less crime. Crime. A reason for less we have great Law Enforcement and im very proud of them. There wont be defunding or dismantling of the police. There wont be disbanding of the police. Our police have been letting us live in peace and we want to make sure we dont have bad actors in their. Sometimes you will see some horrible things like we witnessed recently, 99, i say 99. 9, lets go with 99 of them are great, great people. They have done jobs that are recordsetting. Statistics are at a level they havent been at. Linda, good morning, new jersey, go ahead, you are on. Im a daughter of a former lieutenant, state police new jersey. Number one, my father wouldnt even vote for trump, ok . He has passed away now, but even he didnt want to vote for trump. But the relationships between the community and the police . Caller thats what im going to get to. My father would be turning over right now. Every morning i wake up, there were five shootings in philadelphia overnight. I dont see any attorneys rushing to those families to help them. Display of any objection from the neighborhood. An 11yearold girl was shot in the torso. A woman that was pregnant was shot. And three other people. Ne of them is in the hospital i think all of them are, but one is in more serious. Talk about the police, who is going to police these incidences if the police arent there to do it and arent funded to do it . I dont see any neighborhoods coming out from those five shootings last night. 400 or something in the city of philadelphia since january. Flint, illie is next from michigan. Willie, hello. Caller high. What i would like to say is that i have, i came from the fire services. I was here for 28 years. I was married to a Police Officer for 13 years. I have taught in the city of flint. What i see as the problem is we have turned away from taking people from our own cities and differentem into places where people know that. I was pretty popular in sports. We need to go back to that. Whats going on now, no one hired, we dont have Police Academies anymore. These officers dont know anything about the communities they are in. They dont respect the people because they dont know them. We need to get back to the idea of that. Its if someone is going to be a Police Officer, they should know the community they are in. If thats the case and you hire people from the community to do that, how does that change the dynamic . A simple one, once i was a paramedic and i went to a sorry, here a woman trying to talk too fast, she had a twin in crib birth and she wouldnt let anyone touch the kid. I walked in, she said willie, willie, she recognized me and handed me the child. The child had died, but i tried to do everything i could. The difference is that its a difference of people trusting you, knowing you, they know them they know you, the community, its a whole difference. Thats what we are missing and beginning to lose. The people protecting us or who are supposed to be securing us are not from here, not from your place. They dont know you. Did you grow up in flint . Guest i did caller i did. Host what pursued you to follow those jobs . Caller thats a good question. To tell the truth i hired into the Fire Department when i was 19. I had a football scholarship, they were hiring in the Fire Department. Anyways, he says why do you want to be a fireman . I said i dont know, looks like a good job. I learned, i went through all the things to become the deputy fire chief in this city. Justed to get back to being local again. That is willie in flint, michigan, trying to give us his experience on the local level. That is what we are talking about that in this hour, the relationships between police, he was fire, or otherwise, and the local community. You can call, eastern, 202 7488000. Mountain and pacific, 202 7488001. We identified a line for Law Enforcement, by the way, 202 7488002 if you want to call that line. Pompano beach, florida. Caller my suggestion or my thought was that the police here are working menial jobs that police here are having volunteers doing some of the things with security and a boat parade down here. Asked to do these jobs and they should not be doing this kind of work. Doing lawd be enforcement for the volunteers. Maybe you could hire a better quality officer. A lot of them have attitudes. I was new to the area, walking over a bridge, asked an officer where a good spot would be to watch the parade and he told me not here. Offther words, get your ass the bridge. It might be that they are not happy doing this kind of work. We have volunteers, here. Host so the issues of the defend the police topic, this idea that if you take a certain amount of money from the police and apply them to social workers and communities, that might do a better job . Do you subscribe to that . Caller absolutely. I think you would have enough money to stop them from doing the jobs that volunteers could do, you could pay them more, get a better quality officer and do more funding towards the things that are needed. Mental health in florida is very important. I got news for you, i dont know if its the sun, but theres a lot of people here that need extra help and its a shame that a few bad apples in the police force can ruin a good thing. We have our own private police force down here. We dont have a large minority population but they have an attitude. You can hire better people, trust me. Hampton, virginia. Carlton is next. Morning, pedro. Im an american black man. In the military, 40 Years Experience with Law Enforcement. Ok . Well, pedro, what i would like to say is we need Community Involvement with these officers. The bronx, growing up in new york city. The police were so bad, they couldnt come into the neighborhood. Society. E archdiocese we had the Police Athletic league. We had things like that. These programs were what we used in the community to help each other. A lot of times the community had to police themselves because the police were not allowed in there. They were taking numbers, ok . , likehere is the culture the blue code. There are fraternities involved in this, codes where they dont rat on each other. They protect themselves whether they are right or wrong. Thats the same problem we have in washington, now. There are clubs there. Ok. speaking of washington, you heard nancy pelosi some of the things nancy pelosi say some of the things they would like to achieve with that legislation. Talking about Police Brutality, defending efforts by the police. Here is Mitch Mcconnell from yesterday. [video clip] if peaceful process Peaceful Protesters dont want to be locked up with the rioters, the vast majority of brave Police Officers cannot be lumped in with heinous behavior. Its that simple. Instead, we are already seeing outlandish calls to defund the police. Or abolish the police. Taking root within the left wing leadership class. The president of the city council in minneapolis has proclaimed she can imagine a future without police. One of her fellow councilmembers put it even more clearly. This council is going to dismantle this Police Department. Be clear, what this effort is about, one of the local groups minnesota hass in literallys dated that arts programs and Mental Health resources will be more effective. T stopping crime they one other profession ors to be the ones to respond to crises in the community. Work. L for social and Mental Health. , i thinkldfashioned you may actually want a Police Officer to stop a criminal and arrest him before we try to work through his feelings. Leftwing leaders fall for this nonsense, i have a feeling the American People are too smart for that. Toy know that what happened george floyd is totally abhorrent. They also know that riots and looting are unacceptable. They also know that well trained Law Enforcement officers are an important part of creating safe communities. Not something to defund or. Bolish so, im proud that americans across the country can protest in safety and peace. Betty is in South Carolina. Betty, good morning. Always beenve treated courteously by every policeman i have ever met. I live in a society that depends on the police to protect me and i feel protected. I think that we are going into a jungle if we go without any type of police protection. This is absurd. All that is going to do is to perform criminal more criminal act. Think of what will happen to our children. To our schools. What we have seen is a very things that can happen. We dont want to release a criminal to these foreign to be more criminals. Thank you very much. Host good morning. Caller america, wise up. Wise up, america. We have problems at the top. , in thennell, mr. Barr white house. I have seen the change in the last three or four years. Im a union guy, retired. When a cop stops you today, when you are black you had better fear for your lives. Those out there who are not white cannot understand what the black man are going through. Have seen that specifically there in springfield garden . Yes, yes. Over and over again, a cop white a cop walks up like he is a white god. Its coming from the top, america, until you make a change. We will have a race war or something in this country if we dont make a change. Host carol, minneapolis, go ahead. Caller i think the problem is Police Unions, i live in bloomington. I have a niece who lives half a block form where george floyd was killed. There were policeman slashing tires during the protest. They found that the person that started the fire in the Police Station was also a white man that was a want to be security officer. They followed him with a bunch of things that he had taken from the Police Station. It isnt that they want to do away with the police entirely, but they want to reform it so that the unions dont have all the power. Thank you. There is a story in the , officers trolling during the height of recent protests and knifed the tires of numerous vehicles parked amidst the unrest with video and photo images posted on mother jones show officers in military uniforms puncturing tires. This was quoted by the department of Public Safety, they confirmed that the tires were cut in a few locations adding that troopers strategically despite strategically did this, striking dangerously and at high speeds around protesters. Patrol also targeted items that cause harm such as rock, concrete, and sticks. If you go to the website of the star tribune there, there is a video you can watch, some of the tires there that got slashed. Its all there at star tribune. Com if you want to read it. Nancy, los angeles, california, high. King was 30 years ago. I lived in l. A. My friends lived in l. A. This gives the perspective to realize that nothing has changed , its gotten worse. Know, im caucasian, but my friends are africanamerican and their kids get pulled over for no reason at all. For a start there needs to be background checks on the folks applying to be Police Officers and maybe more education, science. Education during training. I dont know what they get now. I wonder, maybe you have already whatn expert on to explain the police mean. Itsounds different than what is i think. If there could be some kind of explanation of what exactly it means or an expert on, that would be helpful. Host you say that you lived back during the l. A. Riots there , and you think nothing has changed, what is your level of hope that things could change . I feel very strongly that this is very different, this is huge. I am kind of an optimist anyway and i believe that things could change. Now there is so much more coming out. Policeman pulling young black folks, for no reason at all. There. S right you cannot deny what you are seeing. , again, i cant speak for relations here, its different for me, ok . People that try to say its not, they are in complete denial and have no understanding of the larger picture. Ok. we will go to victor in florida. Hello. First, we need to use that was scan developed by [indiscernible] that willa brain scan allow them to see if the person is a racist, a liar, a cheater, a thief. Its 90 reliable. They should all be taking that as a prerequisite to be hired to the police or any position of power. Camden has city of seemed to come up with a system where they cut down on a lot of the problems they have and revamped their city. Police unions, the police have to be represented, paid properly, and you have to get competent people. You cant just have incompetent people and pay them nothing. Those are my three suggestions. Host ok. Gary, marilyn, good morning. Caller i was in washington, d. C. In the 50s and i have seen Racial Discrimination up boatswain personal, how the Police Departments changed. I was working for d. C. , i really saw it. Right now Everyone Needs to calm down and stop talking with their emotions. In thiss inclination is country, its always been. Now we have to get together and talk intelligently to each other and get out all those issues that affect people of color. There is a great difference. We have to talk about that because we all know that. We need to work towards not getting rid of the Police Department. We will retrain them. We can retrain them. The police, when i grew up the policeman didnt have cars. They were in the community. They became friends, they knew who the burglars were, all that stuff. Like that guy said, if they bring people in, you see the guys from pennsylvania . They dont know the community, they dont have feelings for the community. They want you to do this and that. They are under orders. Everyones attitudes need to be calmed down and they need to be fair and it will work out. Nathan, buffalo, new york, hello. Caller this is in regards to the fact that black people in their own community are the reason the stereotypes are being put on us like this. They expect a black person to be a criminal or to not report anything to the police. It gives them the perspective of the job they are doing in the same community. Host how did you come to that conclusion . Caller im a registered republican, i have no criminal record, but its hard for me to get the police to act on any reliable information i give them about the criminal element in our community. Its just like im alone. I sit alone, they set up there and they think, youre just the only person doing this, we need more people to say that. Thats the problem right there. Its a psychological thing. The black community lives there stereotypes. Im not saying there isnt bad elements in the police force. Im on the others. I have a Good Relationship with a lot of white officers and a bad relationship with a lot of black officers because of the stereotype of the community. Host ok. We will go to eddie in birmingham, alabama. Hello. Caller thank you for taking my call. The part im calling about is the police have done a good job, you know, where we are. If my alarm goes off, for instance hello . Shund we need a local community that will help with police activity. You can hear me . Host you are probably watching the television and the delay, dont bother with that, just go ahead with the conversation on the phone. Caller thank you. We need to have some independent Community Involvement in the local police. Another thing, too. In the medical community, if the, starting with the police, i think they should do death duty test duty. People with medical orientation, they have an approach to the average citizen that is with ant from a guy piece. This topic, all for thank you for participating. This Election Year there are several steps before november, including primary elections. One takes place today and joining us to talk about it is jacob baskin. Place on this day, but georgia is seen as a focus of many things today. Can you tell us why . Guest good morning, pedro. Georgia today is when to host its primaries for the president ial, senatorial, and congressional level. Its a foregone conclusion now that joe biden is the presumptive nominee, but there is a competitive election at the senate and house level. The main event here is the democratic primaries for senate. About georgiaeard senators and insider trading. Quasiscandal, if you want to say, surrounding kelly leslie are, who is up for election in the fall, but isnt going to be on the ballot today. She is running in a special election. The election happening today is for the regular Georgia Senate seat. Really astory here is question of redemption for jon ossoff, who you might remember the mostser of expensive house race ever in june of 2017. Hes now running for senate and while he is the front boat on the 50 , to avoid a runoff and begin to focus on the general election in the fall against the sitting senator, david perdue. Your publication has called us a likely republican pickup. What makes you say so . A pickup, theot republicans already hold the seat. Host right. Caller the thing about georgia and democrats, its almost like lucy and the football in charlie brown. Every cycle this decade so far democrats have been saying this is our year in georgia. We saw it in 2012, we saw it in 2014 with michelle done, and 2016 when Hillary Clinton talk a big game about winning georgia, campaigning in georgia. She lost by five nights. We saw it in 2018 were democrats nationwide were super excited about stacey abrams. She got the closest anyone has gotten in the last decade but she still lost by a point and a half. On a fundamental level georgia is still a republican state. It may be changing, but the question is, is it changing fast enough for democrats to make a serious play for it in 2020. Host what all is retiring . Whats the status of who will be replaced . Guest the election for the old seat of rob woodall, the closest race in the country in 2018, decided by just 419 votes. We are seeing competitive primaries on both sides. On the democratic side, Carolyn Bordeaux is widely accepted to be the front runner, but in georgia to win a primary outright you have to win 50 plus one of the vote and she is facing spirited challengers on two fronts. Facing an air force veteran who has been endorsed by multiple in congress. Also working with someone who wasnt or spy alexandria ocasiocortez. If she cant be the nominee, she will have to face another round of elections before she can focus on the general. On the republican side, its the same situation. You have three major candidates. You have a state senator a former home depot Human Resources representative. And a conservative dr. Named richard mccormick. Is happeningmary tonight, we may not actually know who the nominees are until after any potential runoffs have been concluded. Host is there a President Trump factor . Guest he has stayed out of the primary. He obviously supports david purdue and the incumbent senators in the senate race, but the president s looming large over every race in georgia right now. On a fundamental level, whats keeping things alive for democrats is the president s unpopularity. We have seen several polls over the last couple of weeks running even or even ahead of the president in georgia. Consolidate his support from 2016, it creates an opening for democrats in the senate race and some of these house races. Jacob is ahost reporter and analyst talking about primary elections in georgia. Thank you for your time today, sir. Guest thank you. Host first we will be joined coming up by Steven Casstevens, of the International Association , discussing Police Policing over the last couple of weeks and on covid19 as well. Host joining us is Steven Casstevens, who serves as the policent of the chief of and is the chief of police of Buffalo Grove. Thank you for joining us. Over the last few weeks, whats your perception of police these days . I tell you, its tough being an officer right now. You see as well as everybody else the demonstrations, the riot. Police are having a tough time put inow and are being really difficult situations. Host how so . Guest imagine yourself being on a line on a protest where you are trying to keep the peace and you have people spitting in your face, throwing rocks, molotov cocktails. Thats a tough profession to be in, to put up with that. Host as far as the last couple of weeks you speak about, what are your thoughts, what was your response from your organization about the death of george floyd . Said to countless media outlets, and i mean it, if there is any Police Officer in this country who wasnt outraged by that death, they should turn in their badge, they shouldnt be a cop. I was outraged. Every Police Officer in chief that i know was completely outraged. Host what do you think went wrong in that situation . Guest thats a great question i have been asked a number of times and while im not familiar with the agency or the leadership of that agency, for me as a lawenforcement leader it typically comes down to a few things. It comes down to training and it comes down to culture and it comes down to leadership. Im curious what type of training that agency had in the past on deescalation techniques and use of force. Im curious how outdated their policy is on those topics. Im curious what type of leadership and culture was developed in the agency. The when it comes to matters of training, that type of hold used on floyd, is that Standard Practice in Police Departments . Not. Absolutely the International Association of Police Chiefs in 2017 published a document called the consensus use of force policy, consensus document between the fraternal order of police, as well as a number of Law Enforcement organizations, where we agreed on a number of things relative to use of force. Talking about choke holds. Where it flat out says that choke holds are inherently dangerous, can cause great modly harm or death and should be prohibited except in scenarios where an officer is fighting for their life or deadly force is authorized. Otherwise they should be prohibited. Us until guest is with 8 45. Here are the lines. Democrats, 202 7488000, republicans, 202 7488001, ts, 202 7488002. If you are a member of Law Enforcement, you can call 202 7488003. You can text us there as well. What do you think of these proposals coming out of cities . Guest finally, theres a number of things that we agree upon. We have been asking for years for a lot of the items that are a part of their discussion. For example, the adoption of the National Consensus use of force. We have been suggesting that to Law Enforcement agencies for years. We have also had discussions for years on Better Police training. Policecally basic Academy Training. It might be interesting to your viewers that all of these states have a Law EnforcementTraining Board and the boards that set the standards have completely different standards in different states. We have 50 different standards for training in the country and we should have a National Police training standard and we have been discussing that for years. Another item that was a part of their discussion is the fbi use of force database. We help the fbi come up with that use of force database to track police use and currently, Police Departments, its voluntary for them to submit data to this database. We have been asking for that to be mandatory. Every Police Department should be required to submit their use of force data so that we really have complete data for analysis. Idea ony dont have an use of force on how frequently or infrequently it is being used. One of the avenues it goes down is making it easier to prosecute police, going to the idea of qualified immunity. Whats your stance on the organization . Is that something that should remain or should there be limits to qualified immunity . Guest thats an interesting discussion, it allows officers to respond to incidents in the field and rely on the current state of law when they make critical decisions. Much like the u. S. Constitution prohibition against ex post facto laws, qualified immunity seeks to hold Law Enforcement officers accountable based on the laws in effect at the time that this conduct occurred. Not retroactively based on a court subsequently determining for the first time that may the alleged conduct is unconstitutional. Host where would you stand if it got past the house and signed into law question mark law . Guest its important as it stands right now. This doesnt prevent individuals damages fromng officers that knowingly violate constitutional rights. Call is fromst wisconsin. John four Steven Casstevens john, for Steven Casstevens. John, go ahead. Yeah, you talk about training, this, that, and the other. That policeman probably had training you provided. If you look at what he did, what he did was purposely done and it killed that man. Look at his left foot. Its sticking out. Its not on a toe. Its up on the side of. It puts more pressure on a person as far as his knee is concerned. Thats how that man died. He died he died purposely by that officer and thats basically all i got to say. I can see it on television. Being an engineer, you see stuff like that. Thats exactly what he did, he killed the man purposely and he was laughing and grinning at the people telling him to take his knee or turn the guy over. He was laughing at them. Host john . Ok. We dont disagree on that at all. It was abhorrent what the officer did, it was a criminal act. The fact that he was a Field Training officer for the other younger officers on the scene there . Its unbelievable to me. Again, it goes back to what i mentioned earlier. Just because an officer went through the Police Academy 15 or 20 years ago doesnt mean that the officer has had updated training on use of force and deescalation techniques. Clearly this wasnt the case. Those officers, for whatever toson, failed to take action ask the other officer to stop. Saides back to what i earlier. Its updated training, its annual training, its the culture of the Law Enforcement agency and lack of leadership. Host criminal charges against the other officers, something you agree with as well . Guest i would have to look into the background of those officers, same as this officer. We know a little more about his background. But those are some of the things you are taught in pretty much any basic Police Academy, when you see in other officer doing something dangerous, you have to step in and stop. Democrats line, george, hello. Guest sir, nice to talk to you. Im in louisville. A lot of very good people could go into policing and any other occupation for that democrats l, george, hello. Matter, but it almost becomes over time, good people can end up doing very bad things or become corrupt over time. I have never bought into the few bad apples. Often when Police Misbehave its almost as a group, like a Group Solidarity they almost all act as one. Ine the woman being tased los angeles, seven more police pounced on that woman. , itse it over and over an us versus them mentality. Its not easy, i understand, but the Group Solidarity prevents any accountability. Its like if the eric garner thing didnt appall everybody and not saying equally as much because it didnt take eight and a half minutes, but Daniel Pantaleo should be in prison right now. Its that Group Solidarity. We have talked about the wall of silence. I understand Police Unions with police contracts, how they are investigated . Matter whatended no under any circumstance and you realize, like you said, no knock warrants, when Police Misbehave its like a group effort. Host we will leave it there and let our guest respond. Guest first of all, i will say no one hates bad cop more than a good cop. I will go back to what i talked about with leadership and culture. Failure of leadership in a Law Enforcement agency, when they allow a culture in the agency to feelop to where good cops that they cannot step forward and report the bad acts of a bad cop. Again, i will go back to the leadership of that Law Enforcement agency. They either develop a good culture or they allow a bad culture to remain at the agency. Part our Police Unions a of this . The caller mentioned the role of unions in defending the officer. Whats the proper perspective, in your mind . Guest it varies from agency to agency and state to state. Im proud to say i have an outstanding working relationship with my police union. We ci to eye on things like this. Ofin, i have gotten rid Police Officers in my various jobs as a police and i know many chiefs who also have. But you have to have a good working relationship with your union. I have seen some statistics in the past where in the past five ands i believe it was 100 85 officers across the nation were fired, sued to get their jobs back, and they got their jobs back. So its not an easy job for a police chief. Again, you have to be a professional and if you have a bad cop you have to fill that in. I could talk for hours on this about how you hire an officer, the type of Background Investigation you do and how you train them with a Field Training officer and how you develop the positive culture. Are there red flags to watch out for in the hiring process . Absolutely there are. Red flags that come up in the Field Training, for us in illinois thats a year and a half. You rely on those officers to come to you and say im seeing this, this, and this. I have talked to many officers and its told him that you dont meet the professional qualifications for us here in Buffalo Grove. My question is in regards to an issue that i fear gets overlooked, the Mental Health of the officers. My understanding is twice as commit suicide or die in the line of duty. Closer to thirdparty psych evaluations . Question and great your statistics are spot on. Over the last five years we have lost more officers to suicide then we have line of duty death. Both are tragic, but thats something that i. E. Cp has also attempted to address. We received a grant and are working with a number of different agencies to develop best practices for Law Enforcement officers who need to seek Mental Health. Mental help. Heres the problem, a lot of our citizens feel that if an officer a professional for a Mental Health issue, the officer shouldnt be on the street. We should take that officer off the street and take away their gun and badge. I actually feel the opposite as a police chief. If you feel that you need to talk to a professional and seek help, i should have an organization that makes it ok to not be ok. Police officers are the same type of human being as any other profession and we should be allowed to seek help. I would be more trusting of a Police Officer who sought help then someone who said im fine theres nothing wrong. The president hosted many officers yesterday and i understand you were a part of that group. What was the message . He said that he supported Law Enforcement and we had a variety of discussions around the use of force policies, a national Police Officer clearinghouse for officers who have been fired from one agency so that they cannot go to another state and get a job as a Police Officer. This is a big topic of discussion, the process of trying to decertify a Police Officer. We had discussions around the fbi use of force database. Developing National Standards and policies for training. Host terminating, if you find a bad cop, how long does it take to get him off the force . Guest criminal acts make it pretty easy. Policy violations, you have to build a case. Especially in states where you have unions. But again, thats the responsibility of a Courageous Police chief. Thats your job. Rose, tennessee, republican line, go ahead. My first, caller my first comment is that with all the turmoil going on, i want to thank you and i speak for millions of americans who are so thankful for our police, local police, state police, Law Enforcement in general. Family some in my prior Police Officers to have passed on now. One was killed in the line of duty. I just wanted to tell you that many, many millions of americans do back the blue and we are behind you 100 and thank you and i hope you will pass that on to the other rankandfile. I second comment is that really believe that the hate crime laws should be expanded to cover police so that any assault on Law Enforcement, a horse, a canine unit, a squad car, anything at all should be covered under the hate crime and because you are a group we have got hate crime laws for every other group and i dont know why Law Enforcement isnt included in the group and i want to thank you very much and have a good day, sir. I appreciate the comments and i certainly will pass them on to the other chiefs. She makes an interesting point and i had this discussion with someone yesterday. We have an untold number of professions in our society and Law Enforcement happens to be one of them. Every one of those professions is made up of human beings from our society. For our profession that is just human beings, they just chose a Law Enforcement as a profession. We are the only profession, if you think about it, that every time an officer goes to work, in the back of their minds they are not sure that they are going to be attacked by someone just because of the profession they chose. If you have seen some of the videos from the last few weeks, officers are being spit at, they have had rocks, bottles, bricks thrown at them. They have been stabbed, shot, and killed. Think about that. Shot and killed merely because of the profession that they chose. There is no other profession like that on this earth. You would know as well as i about the efforts across the United States to defund portions of budgets at Police Departments. Whats the official stance of your organization when you hear about this . What goes through your mind . Host a couple of things. Social guest a couple of things. Over the last 30, 40 years, social services have been defunded across the nation. All of these issues that used to be addressed by social services have been dumped on the doorstep of Law Enforcement. Law enforcement has to become an expert in homelessness. An expert in dealing with Mental Health. We have had to send our officers to 40 hour cit training, Mental Health first aid training. Had to start carrying narcan because of drug overdoses, becoming experts in these areas because of a lack of social services. One of our past president s made a very interesting statement. If you think back to the 60s and 70s when our country was half the population it is right now, we had 600,000 Mental Health facilities for people suffering from Mental Health issues and fastforward to today the population has more than doubled and we have less than 60,000 beds for Mental Health patients and the three largest Mental Health facilities are Cook County Jail in chicago, l. A. County jail, and Rikers Island prison. I see a problem with that. Where have social Services Gone . Those issues are all dumped on the doorstep of Law Enforcement. Should we Fund Social Services more . Absolutely. I will be the first want to say that we should. Should it be at the costs of defunding Law Enforcement . At the same time we are having these conversations, we are being told that officers need more deescalation and use of force training, leadership training, more training in dealing with Mental Health, etc. These trainings are not free, they caused money. You want a professional Law Enforcement agency . You have to invest in the training of those officers. Host what is the role of community . To what level our relationships being built . It varies across the country, we are unique country. We have 18,000 Law Enforcement agencies across the United States and every one of those has done Different Things to develop relationships with their community. What i would tell anybody in any community, if you feel that your Law Enforcement agency isnt invested in your community, step forward. Demand a meeting with your police chief, with your mayor or your city manager. Go on a ride along to meet those officers. Attend the citizen Police Academy. There are countless progressive Law Enforcement agencies out there doing these things and i would suggest that anybody in this country who feels uncomfortable with their Law Enforcement agency, demand a meeting with the chief. This is Steven Casstevens, chief of police of a Buffalo Groves Police Department. How large is your department . Population, 64 sworn officers. Host maybelle, high. Caller thats me. I want to make this short. The problem is, we need harry truman. Ok . The other guy at the top there, hes not worried about it. What doy do you mean, you mean by that . Caller about what . Host what you just said. You said we need a harry truman. What do you mean by that . Caller the problem is we need a harry truman and the guy now at the top, he likes go out and play tinkerbell or something. You referencedo harry truman . What do you bring what does he bring to the topic . Caller he says the buck stops here. There was a little sign on his desks that said the buck stops here. Host ok, thats maybelle. Lets go to lorraine in ithaca, new york. High . High chiefh, stevens, thanks for cspan. I have a few questions about training. My first question is whether or not in recruitment training Police Officers received the dynamics of prejudice type of training and in group outgroup behavior type of training. The other question i have about recruitment of officers is whether or not, and some previous caller referenced it, whether or not you do independent psychological testing. I have been involved in that at one point for officers and colleges and it seems to me i was often telling officers that they werent going to be officers because they scored high on the aggression skills and deception scales. Im not sure if in those days you could measure whether they had a white supremacist type of attitude almost, but i believe extensive psych testing cannot only tell which officers have the wrong ideas in their heart arm almost about this job, but also even could tell us things like the people that were that we are jailing in all these jails, whether or not they are actually jade dangerous to the public or not. We havent put resources enough in extensive independent psychological testing. Host ok, we will leave it there. Points. Hose are great yes, officers receive extensive training at the academy in discriminatory practices. Most Law Enforcement agencies, i cant say all of them, but both have both a polygraph and a psychological test as part of their testing for entrylevel officers. But this goes back to what a earlier. The training and hiring practices are not consistent and standardized across the nation. This goes back to something that been calling for, standardized hiring practices and standardized Academy Training across the nation. , it if you standardize it suppose you would need money to do that. Do these localities have the money to achieve that . True. That is if we wanted the best Law Enforcement, we have to be willing to invest and be willing to invest in the best training and the best hiring practices. For the forget that 18,500 Law Enforcement agencies in the u. S. , 70 to 75 are 25 officers or less. So most of those agencies dont have a really big training budget. That is a struggle as well. But if we standardize the Academy Training, then we are starting off in the right foot. Host sterling from orange, new jersey, good morning. Caller good morning. Justt hate the police, i cant stand the system of policing. It has been a continuation of the systematic oppression. Training of police is not the answer. Everyone keeps saying we have to train them. The system of policing was installed to maintain white supremacy. We have to restructure the police. You restructure the police by first defunding the police. Thats in the correct answer. The Reason Police have to handle Mental Health and Everything Else but the other gentleman said is that the government made a decision that it was going to treat the black community through prisons instead of through social services. So thats why prisons have been a place for drug users. , peopleal health who suffer from Mental Health. Policy. Rnment made a so the government has to make a new policy to restructure the system of policing. Guest thank you. Ill be the first to say that i agree on the need for more social service is. I never thought 20, 25 years ago that as a police chief today, i would be hiring a civilian social worker in my Police Department. But we did that a few years ago and it was one of the best decisions i have ever made. More, i had four or five and i encourage every other Law Enforcement agency in the country to do the same, because this is the assistance the Police Social Worker can give to the citizens of the community who need some other help, some navigation through the system where they can find a assistance for whether it is Domestic Violence or drug abuse or Mental Health. So i think this is an important step for Law Enforcement. Host if you have a social worker, what is the scope of what he or she can do . Guest it varies on the size of your agency and the depth of the problems. Example,l worker, for will assist victims of domestic shelter,in finding navigating through the court system for an order of needed, also helps and goes with our officers on calls for service involving Mental Health, so we are not returning to the same location to deal with the same person time and time again. The officer has to get back on the street and answer calls for service. The Police Social Worker can then take over that case and an assist in getting assistance for those people. Host joseph in florida, democrats line. Go ahead. Caller good morning, chief. Guest good morning. Caller i have several family members retired and also still on active duty in the new york city Police Department. I believe inhis, unions. I think unions have an Important Role to play. There was a frontpage article a few days ago in the New York Times about Police Unions. Reade not had a chance to it yet, however, i believe there is a certain mentality with Police Unions that hopefully can change. In new york, there is a saying, the blue wall of silence, i think you are aware of that. Unions have to wake up and realize they have to make an adjustment. My question is, do you have suggestions on some type of legislation that might improve unions contracts . For example, i understand some Union Contracts have clauses in them that allow Improper Police some type of abuse or whatever, to be expunged after one year, sometimes three years. I am wondering about that type of from them. What do you think about some legislation to address those issues. Host . Guest thanks for the question . Guest . , it is an interesting question. To address that first, but the , we agree the iacp on many things to improve our profession, including standardized practices for discipline and termination of bad officers. You are probably correct. I have seen a variety of different Union Contracts. Some of them have language in there that says, if an officer is disciplined for a variety of things, that it will be expunged from their file after a certain time. Of i dont have that in our contract because i believe it is too important to have a permanent record of those things, because, as a police chief, if i need to build a case , if i have a bad officer, i need to know that. A bad officer does not just disappear after one year. I think you are seeing changes in those contracts. A lot of that type of language that was in contracts 10 or 20 years ago, i dont see it that often. But to go back to what i said earlier, it comes down to courageous leadership in the Law Enforcement agency. You have sit with your union and have discussions about how important it is to track this kind of activity. Ill say it again, nobody hates our bad cop more than a good cop. On twitteru were asked about body cam videos when it comes to the floyd case. I know a lot of you can find some of that. Overall, the effectiveness on body cams on improving policing . Guest i am all for camera systems. 20 or 30 years ago, long before body cams, we had the squad cars on the dashboards. More and more Law Enforcement agencies went for those. A great tool for a police chief and also a great training tool especially for new encourage police chief, if you have body cams or dash cam videos, it should be part of your agency on the future randomly reviewed those videos on each officer each year on a random basis to make sure your offices are performing the way that you want them to perform. That they are dealing with the public the way you expect them to deal with the public. Before you find out what it is too late and something that happens. Host is that policy there in Buffalo Grove . Guest yes. Host tom is in ohio. Independent nine. Hi. Caller good morning, pedro. . Ow are you host i am well, thank you. Experience, iy found there are three types of policeman. First is an and a grief, mayberry policeman who is very decent with a lot of common the second type is the bernie fife type of policeman, very reactionary, to the point where you have to carry a single bullet in his pocket. The third type is, you put 100 fe, give himrney fi a full gun, put a little hate and prejudice and anxiety on the job in him. My experience was coming home from university to campus housing. Four of us in a car. We were pulled over and we were asked the reason they stopped us. That was bad. We were yanked up and thrown up against the car. The car was searched and we were searched. Luckily, we didnt have anything on us. They just told us to forget it. Pretty rough experience. Second experience was when i went to biloxi. We stopped in mobile and got a room and started walking down the street to find a place to eat. All of a sudden, we had five police cars and regerman three,d attack dogs surrounding us, it was terrifying. Host what would you like our guests to address . Caller i want to relieve an experience i had in paris also. Host you already gave the two. What would you like our dres gut to address . Caller just that they are very good cops, some just have anxiety and a bit of hate in them. A bit of racism in them. Hopefully, as time progresses, we can get the third group to become a good, decent top. Host ok, tom, thanks. Chief, go ahead. Ofst i would say, first all, to go back to one thing i mentioned earlier, it is the responsibility of the police chief, the sheriff or the state Police Director to lead out bad cops. To weed out bad it is not just the agencys responsibility, but the responsibility of the community as well. If i have a Police Treating somebody incorrectly on a traffic stop in Buffalo Grove, i want the citizen to come forward and tell me. Collectively, it is how we police our community, both the Law Enforcement agency and our citizens. We needed to work as a team to make sure we have the best Law Enforcement agency. Host nelson in upper marlboro, maryland, on the republican line. Caller i have a question for the chief. Kind ofhave a ucmj court of justice in the Police Department . Because in the military we have a uniform code of military justice, where if you commit a crime or violate any of the terms, you are either kicked out of the military or you can go to jail. But i have noticed in the Police Department, you dont have a standardized court of justice code of justice where it up on officer commits a crime, it is left to the agency to adjudicate on it. Where as we have a code of justice where if a Police Officer does something, it becomes a federal crime and he goes to jail. I just want to get your point of view, chief. Guest thank you for your question. Having been in the military police in the past, i am familiar with the uniform code of military justice. While it is not exactly the same in Law Enforcement agencies, we do have codes of conduct, policies that officers are follow, to abide by and and when they dont follow that code of ethics and code of honor and those policies and procedures, thats when the police chief or the sheriff colonel holds the officers available. The guidelines tell the officers how they should act and shouldnt act. It is very similar to the code of military justice. Host there is a story about the 1033 program, as it is known, that allows these departments to acquire militarytype gear. Could you make the case why this type of gear is needed . Guest there was a study done on that a few years ago when this topic came up. It is pretty rare that Law Enforcement agencies have militarized or military equipment, not as common as people would think. Equipmenthe military Law Enforcement agencies get is everything from furniture and cabinets and helmets, things like that. Some of your larger Law Enforcement agencies who have some of the vehicles, military vehicles, people wonder about the acquisition of those vehicles until they see officers respond to a hostage barricade an active shooter and then they realize how important this equipment can be. Host do you have any in your Police Department . Guest no, i do not. Host what is the most common type of gear to be acquired by a Police Department is it a vehicle or something to be worn on the body . Guest it is actually more furniture, gas masks, and helmets. Host from louisiana on the democrats line, naomi. Highi. Caller i was calling because i was wondering, a lot of Police Officers go to that is in the military, they go overseas and come back and join the foleys force the police force. I was wondering what kind of mental tests you give those guys to make sure that they are stable enough to perform as a Police Officer. Guest thats a great question. Whether we are hiring people with a military background or any other type of background, we go through an extensive polygraph procedure, an extensive psychological testing procedure. We getf the information feedback from those two procedures that are very important to either have the officer candidate move to the next step or we take a pass. Those are both very important parts of the testing procedure. Maddie in ohio on the republican line, go ahead. Caller i just wanted to say that, i am 70 years old. And i never want to see a time when there are not police. If you are in your home and buy yourself, who are and you are by yourself, who are you going to call . Saying that you will get rid of the police and all the Police Officers and you want to change the way they work, no, you need to change your way of thinking. All of this stuff going on right now, it starts in the home with people not raising their own kids and teaching them how to act and how to behave, then they get out in the world and they are doing whatever they want to do. Just look at what was going on in the streets. Would you be proud of your children and the way they were acting that night . Host ok, we will let the guest respond. Host from what we have seen in the last few weeks since the death of george floyd, what would you like to see come from all of this . Guest i am pleased that you have individuals of many backgrounds and communities taking to the streets. Next we have to take it to the polls. Many of the issues that have been raised will have to star in the november election. Public policy is changed by policymakers who hold the values and the interests of the communities that put them in office. As we see the Energy Industry with protests and demonstrations, we now have to november. R march in host how does that change in Public Policy affect what we have seen in the last few weeks . Guest it would impact us greatly. Whether it is police policy, whether it is how this nation finally addresses the issue of , whether it issm how we manage our economy as a priority, the priority we place corporations. Us it will be based on how we value the quality of life and the health of our communities. We are in the midst of a health , on top of all of the underlying issues that have impacted this nation for decades. Host when it comes to the issue of racism, if it does not fall to policy what could be done policy wise to make these changes . Guest you look at the gaps between everything from access to health care, quality how we view the culture of policing in our community, and how we address issues of disparities around employment and economic opportunity, those are structural and longstanding policies that have racial impacts. We have to account for the historical realities of the structural gaps, many of which were very intentional. What we are looking at now is not only the death of Ahmaud Arbery in georgia, or george floyd in minneapolis, or any of the other issues, we are looking at all of this stuff combined in the frustration you are seeing spilling out in the streets. Host i see them by the nature of your discussion that joe biden is the one who can address these issues . Guest i am not addressing any one person can address Public Policy, it is not changed by one person. But it does require some leadership. We are lacking in leadership both in many governorships, legislative bodies, congressional leadership, and in the white house. This is not a oneperson proposition, this is holistic. Nation to determine as a , will we muster the political will to move in the right react,on or continue to to incidents as they occur and then go back to business as usual. Host let me take it to the congressional level. We saw House Democrats unveil a legislative package in dealing with Police Reform. Walk through what they proposed and what you think the impact could be if it was passed. Guest i think the leadership of the Congressional Black Caucus, andg with Speaker Pelosi the majority of the members of the house, they have listened to many of the concerns on the streets. It is not perfect, but when you begin to propose policies that address the issue of qualified immunity, being able to hold Police Officers accountable for their actions. That is one of the biggest failures for officers to be held accountable. Or establishing a registry so that Police Officers who have been identified as bad actors, their records are not shielded. The type of training that is provided for Police Officers. There are several components of that legislation that i think is really important to begin to shift the culture around how we view policing in this nation, particularly when it comes to africanamericans and other situated. S similarly host our guest is with us until 9 30. You can call and question on 2027488001 for republicans, democrats on 2027488000, and 2027488002. Guest there is always room for improvement. As we are looking at the legislation, i am sure the more time that goes by, we will identify some of the gaps. I am just glad we have some momentum around this question that has tested this nation for many years. Andou look at the riots incidents throughout the history of this nation, it has always been connected somehow to local Law Enforcement not carrying out their duties. The naacp, cp in we had a campaign in the 1920s because of africanamericans being lynched. We had a sign at the local office saying a black man was lynched yesterday. Citizens included the local sheriffs and Law Enforcement who were participating in the most egregious offenses. The most egregious was when residents would come and have a picnic. That is how audrey just the situation was doing that particular how outrageous the situation was doing that particular period of time. To the current time, there has been instances where injustices have become so outrageous that citizens have no other choice but to take to the streets in protest, which opens the door for some of the riotous behavior we have also seen. Host one of the things that stemmed from that over the last few days is the idea of defunding or dismantling the police. Where does your organization stand on those concepts . Guest we understand the Energy Behind the need to change the culture of policing. I have heard a few definitions of what it means. For me, i would say we need to change the culture. Growing up in detroit and being give what to go across to canada, you could see a different culture between community and policing relations. Law officers in canada for the most part dont carry firearms. There was a different relationship between the parties on the community. We have seen a substantial drop in criminal activity over the drop, ear, a substantial but we continue to see an increase in police budgets. The real question is how do we place a priority on where we should be as a nation . Should we put more resources into preventative measures . Should we provide more training for Police Officers so they can have a different outlook on the community they serve . Should Police Officers live in the communities they are serving so they understand and can appreciate the dynamics of those communities . Times we see policing in certain communities and not others, and some type of militarized resins to ensure a order when there is no increase in nothing that is out of order. But there is a need for people to communicate, for people to see one another as a part of a community. I can say from experience growing up in the neighborhood i grew up in, we dealt with two type of Police Officers in my neighborhood, those we did not trust that had a reputation of harassing, and in one case, killing individuals, then there were those who came from the communities that we knew. When we saw those officers pull up, we would say, that is officer hawkins, or lieutenant. Sometimes they played basketball with us and would talk to us. But other Police Officers, we knew there was trouble. Not that we were involved in trouble, but they created the trouble. President ick johnson, and ceo of the naacp. Our first call is from robert in massachusetts. Go ahead. Caller hi, ledger and hi, derek. I have a question first about defending. I want to thank the chief. One of the caller talked about the way people were acting on the street. We cannot be focused on that because we will always blame a few people that acted a certain way. This is why she is worried about if we defund the police, where we would be. Host the last segment. This is a new guest. What is your question for the guest . Defunding, people should realize that we have a lot of police that become that was in the military and come back. They are trained to kill. We must hire people that are mentally ready to be policing people. This doesnt mean that when we called 911 for a fire, the police come, or when we call 911 someone is in crisis or a heart attack, the ambulance comes. When we have somebody in distress, like an overdose, we dont need to call the police with a gun and a badge. We have a lot of bad apples who show up in a situation they are not ready for. Host ok, robert. Mr. Johnson . Guest he makes an important point. We need more training for officers on how to deescalate the situation and not postured to escalate situations. Individuals are bringing experiences where they have not been properly supportive. Particularly if you were in the armed forces and you fought overseas for our nation, there is a level of support you need mentally to transition back and begin to see civilians that you protect is noto being combatants. Host from oklahoma on the republican line, roberta. Caller yes. I wanted to ask a question. I have heard many times that we send our Police Persons to israel for training. Is that true . Guest i cannot answer that, i think that is department by department. I do not know where officers get trained outside of their local state academies. I can only imagine that if they there are relationships, their possibly could be scenarios where officers are trained outside the country. Host at these protests, what does it mean that many white people are showing up to participate . You saw senator romney himself participate. What does that suggest to you about how the climate has changed . Guest it is outstanding. It is what is needed at this time. This is not a black or latino problem. This is an american problem. Anytime we can watch live someone murdered in the middle of the street in broad daylight, and the officer casually place their knee on an individuals neck for eight minutes and 46 seconds. Arrest. Ot resisting he was laying flat on his stomach and handcuffed, and he had a cry for help. That is perhaps one of the most inhumane things that many of us have seen on television so i am glad that more americans are standing up and asking the question. This cannot continue to be america. We knew this had always taken place. I am now glad to see people join in. For senator romney, i commended him for his stance and for his march. Now i want to see him stand up and help support policy that will change the reality in which many of us live in. Host to that end, mr. Johnson, there was a recent oped by you and other members including an alliance your organization has with the church of latter day saints. Can you describe that . Guest i come from the position that in order to be a stronger nation, we have to reach across communities and build understanding and acknowledge past wrongdoings. , ithe beginning of my tenure reached out to many committees to open up a dialogue. How can we Work Together . What are the things we have in common . So the dialogue with the church of latterday saints predated this incident. But it was with incidents like these in mind that we began the open dialogue. Host you can find it online. Guest. Johnson is our we go to virginia on the independent line, hi. Caller good morning. I know the popular saying right now is, lets have a conversation about this. I agree. Now, everybody sees major cities around this country are having a problem. Part of it is the tax base. They dont have enough taxes to support things. Why do they not have enough taxes . Because of businessman will not open a business in a city where when something goes wrong, they are coming in and burning down places. People do not want to live there. Here in richmond a couple of weeks ago, there was an eightyearold girl who was shot and killed. She was sitting in her apartment. Unless and until we rip the scab off in chicago over the memorial day weekend, i think there was 60 people shot. If we are going to have this conversation, lets address it, because i do not hear anyone ever talk about chicago. Why cant they solve that . If we will create a program, lets create one in chicago, in baltimore. Lets see if it works. If it works, absolutely, lets try it everywhere. Guest i love the concept of ripping the scab off. I think what the caller is getting to is the structural racist policies and institutions that exist. The reason why you have the like of unrest in cities chicago or baltimore i grew up in detroit is because the institutions that should be in place to support the ability for young people to aspire to their highest often times are underfunded, defunded, or diverted. Our system is really based on who gets taxed and who are not taxed, and how those tax dollars spent. In many cases, for Public Education, for example, in all those cities, there was a lot of decisions to divert funds people intion to have the best position to add value to their communities and their nation. Risk, witherlay that all the other structural requirements that committees should have and you take tax dollars out of it, you create problems. Chicago is not suffering from a lack of attacks ace a tax base. Chicago has always suffered from how money is spent. If teachers are not assigned to school for the most to schools where the most need is. You have some schools with a critical shortage of experienced teachers, and you have others with highperformance quality teachers, you create a disparity. When the Services Required for any community are not in some communities but are in other communities, such as the reality that we have Many Americans in urban areas live in food deserts. They dont even have a grocery store. The lack of health care. I could go on and on. That is part of ripping the scab off to address the problem. What he was talking about is the symptom of the problem. And a symptom of the problem is some of the unease you find in those communities. But those are symptoms, not the problem. Lets talk about the problem. Host in Los Angeles California on the independent line, hi. Caller good morning, gentlemen. Vet, inson, as a vietnam am looking at the situation you are saying. To pull the scab off this is what i am an independent both parties are the same. Only thing is republicans let you know where they are coming from. Democrats are just as bad, they have racist policies themselves. Policies such as Ronald Reagan and all of the north and the drug ar cartels. Then you have eric holder and obama with fast and furious, where they sent weapons to the drug cartels. Threatening the black communities with illegals. Now we have to learn spanish or we become unemployed. This is where they become with the family separations. That is because when a black man becomes unemployed host what would you like our guest specifically to address . Caller tell me, who should we vote for . You have one with racist policies in your face and others with a singles who they want to give Free Education and health care. When black americans asked for that, you told us that was reparations, man guest we need to be clear not to demean where we are. This is not about a partisan posture. Political parties are nothing more than vehicles for agendas. Americans, to define what will be the agenda moving forward for everyone. How do we address the past injustices that were intentionally created an move forward as a nation, recognizing that a substantial population within this nation have been preyed upon. The predators from the financial industry. The predators around Public Policy. The predators around police policy. Perfect, cal party is but the real question different a device now is where do we go from here . That is what we should be addressing. It should not be leading to some type of political tennis match because at the end of the day, no Political Party has been perfect. At that end of milosevic, we are not partisan. This is about how do we at the naacp, we are not partisan. This is about, how do we move forward. Host on the republican line, go ahead. Caller i live in an area that is predominantly run by a democratic party. Whenu see a correlation you look around where these problems are happening, and you see the party in control is a democrat with a police chief who is most likely appointed by the party in control, way dont consider mrs. In those areas why dont constituents in those areas want to see a different Political Party in control . Guest once again, this is not about Political Parties. Both parties have not stepped up thehe plate to address structural systemic racism in this country. Having a partisan argument. Unfortunately, we tried to posture something as systemic and longlasting as this as if it was a partisan conversation. Lets be clear, Political Parties are nothing more than agendas, vehicles for agendas. Political parties are nothing more than vehicles for agendas. There was a time the Democrat Party was the party of the segregationists of the south. Because the democratic already decided to change their platform in the early to mid 60s, many of those same segregationists ran to the Republican Party because they were more comfortable forming an alliance to do the same. So both parties have been used as vehicles for an agenda that is neither appropriate under our constitution, consistent with the language of our constitution, and have created systemic, racist policies that both structure lizst and institutionalized. City, michael in mason iowa. You are next. Caller hello, i am 53 years old and i am the father of 12 children. Most of them are all adults. But i have five kids at home, four of which are school age. I understand that george floyd was murdered. Literally murdered. I watched that video so many times. To look at the white mans face and see the devil in his eyes. He was murdered. But all of this black lives matter, i believe in it. We need somebody to be pushing it. King right at the forefront Martin Luther king said, i have a dream. Iwould love to see his dream come true in my lifetime. But to say defund the police and then have these schools break contracts with the Police Departments, that have officers staying at those schools to help us make sure that our next generation of protesters and senators and all of those people that we will be putting in power in the next coming years are safe and can go to school and ok, iin a safe manner would like to know, what can we do different that is not going to take away the protection of our children for a black lives Matter Movement of that seems to be pushing police out the door . Guest i think that is a sincere question. We really should be talking about, how do we change the culture of Community Police and relationships . There is no reason that for those of us who live along the canadian border, we can go less than one mile across the border and it is a completely different culture. Police are not carrying guns, they are not all over the schools, they are not aggressively targeting certain communities. We can do the same here. That is a question of political will. A question of Public Policy. A question of our ability to reimagine Something Different than what we currently see. It isnt working and it has not worked. As a result of that, the question here is how do we change the culture to go to something that can and will work, and those examples we can see in other similarly situated countries. You dont have to go that far. Just across the border to canada, you see it works. But they also have done such an things to address Structural Racism that we have not done or we have not put in place some of the structural policies or they have not heard in some of the structural policies in place. This is about a system that has systemically undermined and impeded the ability for africanamericans to fully participate as citizens, whether it is water suppression tactics, undermining Public EducationVoter Suppression tactics, undermining Public Education, undermining our ability to negotiate fair contracts, insurance policies, you name it. A system of oppression that needs to be addressed once and for all. Host are you saying that canada does all those things and it makes a difference . Guest i am saying canada lacks the history we lack around race and race relations. They have not proactively pushed policies that have absolutely disadvantaged whole communities the way the United States has done. Our adoptions of the Social Security program is a great example. What a Great Program it is. Southern legislators were able and a appeal that it would apply to workers with the exception of domestic and agricultural workers. During the time of adoption, africanamericans were both either domestic or agricultural workers. The Mortgage Loan program, what a Great Program. The real was a push by estate and Banking Industry to allow the decisions of who could qualify for the feha mortgages that allowed it to be the decision of local bankers and local communities. They were able to create a design to lock africanamericans out of qualifying for mortgages. Particularly if they were seeking a particular neighborhood. Those are policies that we put in place, that we maintain, and in many cases, we find remnants of those policies still impacting the quality of life today. Ican americans host this is Derrick Johnson, president and ceo of the naacp. Burlington, vermont on the democrats line, go ahead. Caller good morning, mr. Johnson. Also. Span, host go ahead with your question or comment. Caller i would like to make a comment and a question. I would like to ask mr. Johnson, you mentioned something about qualified immunity earlier. Wondering, do you think it would be easier for citizens, particularly africanamerican citizens, we are the ones experiencing systemic racism regarding the police and other areas of this country. Usc 1241, the judge himself is allowed discretion to forward a complaint if he sees sufficient host what would you like our guests to address . Caller would it help . Right now you cannot do that. You can talk all you want and pass all kind of legislation you want, but the policeman are not being held accountable in the court. Host thanks, zach. Guest part of the legislation that is being proposed by the Congressional Black Caucus and is speaker just agreed to, to do away with qualified immunity. Aalified immunity was courtimposed doctrine. That, then to legislation speaks to the question of local District Attorneys and the need to have independent investigations and Prosecutorial Authority so that District Attorney officers who work with Police Officers day in and day out are not put in a conflict of interest scenario. Because it is difficult to have an office or you have to work with day in the officer responsible for investigating you. Host from jackson, tennessee. On the independent line, though ahead go ahead. Anne in jackson, tennessee, hello. Lets go to a me from georgia on the democrats line. Amy, good morning. Caller good morning. I think this is a very interesting conversation but a very familiar one. After these incidents in our country. , doing amr. Johnson wonderful job of educating your audience about the history of racism in this country. But white people are at the center of this. The mantle ofe up educating themselves about the real history of racism in this country and how they benefit from it, there will not be any real change. We will be in this continuous cycle of outrage, the privity, marches, people advocating for change. But until white people start looking at themselves honestly in this country and having this conversation, asking thems asking themselves, things will not change. Mr. Johnson, what do you think about that . Thank you. Guest we have been here before. But something is a little different. I hope this time. One, you look at the diversity of the crowds across the country, it is more reflective of who we are as a nation, not just africanamericans who are and ingry and upset fear. Much of the reaction that you see in the streets is out of fear that at some point, the lives of our children, our spouses, our family members, has to matter. That we are actively participating in this country and in this economy, we pay well more than our fair share of taxes, we have to have we have built this country in ways in which we have not been properly compensated. And yet, in 2020, there is this approach many people have that our lives are expendable. Some of those individuals are feeding off the tax dollars our communities are putting into their coffers. What is different now is that it is a much more diverse outcry taking place. It could be because the video is so clear. There was no justification for holding a man down with the knee on the neck for eight minutes and 46 seconds. Close attention to anything you are doing and just stop for eight minutes and 46 seconds, that is a long time. The other difference is that there is a level of energy and enthusiasm around this issue that can be carried to the november elections. I am not saying that elections will be the panacea to fix all things. I am saying that to fix much of these Public Policy issues, you have to start with ensuring that individuals who have a value system are elected. And once elected, we must push toward a type of agenda these problems. That is what is different, the timing. We walked right into election season five minutes from now. If we can keep this and a gmo mentor the diversity we see in the crowds, also understand what is at stake, we can make big changes in this nation. But we must continue the dialogue. Not for the purpose of talking, but to move from protest to power. Host in terms of the specifics, what does change look like in your mind . Guest change looks like individuals assuming office who understand it takes a different type of Value Proposition to the positions they adopt with private and Public Policy, state and federally, that reflects the america we read about. Host from internet in philadelphia antoinette in philadelphia on the democrats line. Hi. Caller good morning, gentlemen. I am a black woman in my 60s. For me, i dont get up for a lot of things. Us, for me, and a lot of think at times like this, we have never had the debt paid. You have to the beginning to solve a problem. For us, going back to the beginning and being told that even the definition in itself of reparations is selfexplanatory. But even scientifically, black folks were moved from point a to what happened. O reparations is compensation for a group of persecuted people. The men whontly as were raped by priests. It came on tv, they are getting their reparations. A lot of this is a stigma on us but is negative that is negative. Could had that, we develop our own programs, our own schools, our own equal black Police Officers. I am not about taking away policing. But when you see nothing but white Police Officers at the root of the problem, we need our own. We are made to feel as if we dont qualify to ask for a debt to be paid. There. Igma is until that is dealt with, you ise a scale of justice that unequal. Host let us get your response. Mr. Johnson, go ahead. Guest what she is saying is legitimate. We have to address the injury that was placed upon us in the past for us to move forward. Often times we go to this question, well, i wasnt involved in slavery, that was back then. This has everything to do and nothing to do with slavery at the same time. Their Public Policy ansiderations have created reality for africanamericans. Consider how we fund Public Education across this country, and how many kids are locked into a life of underperformance as a result of the zip code they are born in. That is unconscionable for us to assume that that is ok, when some of these kids can go a short distance from where they live and find an educational system that is far more productive and amenable to the needs and interests of the kids in school. I can go on and on, with this current day reality that is wayrous by the Public Policy and our tax dollars are spent. It is different if African Americans were not as productive and putting money into the coffers and carrying their fair share. That is far from the case. In many cases, we are overproviding a more than our fair share. Many africanamericans pay the maximum amount of taxes required. They dont have a tax write off. They dont have the expertise to get a tax write off. Our corporations get more welfare from this system than anyone else and are still benefiting from additional support. What we have always said is equality and equity are important. Equity is, what are the injuries of the past and how do we make amends for those injuries so that we can all be on the same footing . We are not on the same footing now. Much of that is in Public Policy. Host this is from charles in charlotte, North Carolina on the republican line. Caller mr. Johnson, it is such a pleasure to speak with you this morning. In charlotte a few years ago there was an effort called project list, where a group of operations and benefactors and focusedillion on three underperforming schools in the west side of charlotte. They did everything they could with computers, tutoring and needle. Ng to move the and after several years, they did an analysis and figured out they had not moved the needle very much. One of the things that most people say is it is a breakdown in the family structure. I follow you on twitter. You have a gorgeous family. Youre the household. The fact is 77 of africanamerican babies that are born today do not have a father in the household. Naacp doing . What is the program youre going to head up to try to get mens responsibility of raising their families and children . Guest it is a great question and one i hear a lot. Often that is a justification for bad Public Policy. Is not a better example really focusing on how to is wade county, North Carolina, where wade county had a system where they did not allow for segregated and allms or schools shared the same amount of instruction and access. It was successful. Not only was it successful, but outcomes that were academically based because whether you are low income, high income, africanamerican, or white, that program did well. Unfortunately, that program also came under attack. There was a series of lawsuits and aggressive campaigns. They dissolved that program in wade county, North Carolina, a program that probably lasted 10 to 15 years and was a basic school design. Blackid not allow children to be provided last access to quality less access to quality instruction. Corporations these did x and it did not work. Lets look at what actually worked. It goes beyond just structure. You are looking at someone who who actuallyamily are belittling. Family is not just the family structure. I have many friends who came from two parent households that wears dysfunctional is anything you can imagine. One of my closest friends, who was white, both his parents were extreme alcoholics and he was lucky to survive that scenario where his siblings did not. Lets not try to excuse the structural, institutional damage that has been caused in this nation by not maintaining a andem to allow young people communities from moving forward and then tried try to justify by the solicitor family structure. Host last call on this topic from washington, d. C. Caller thank you for taking my call. For the last three years, i have been waiting. Johnson, i would ise to find a from him if he a program for the youth in communities like programs where they mentor young people, like from 10 years old, to keep from going on the streets and hanging out, if they can have specific programs to occupy these children. And teach them taboos like young people should not fight with old people. The other question i want him to training, a new outlaws choke holds and particular techniques would your restraining people. Mandate system. I thank you for taking my question. Naacp, we are an advocacy organization. We welcome you to go on our naacp. Org, to get engaged. Our job is to make democracy work for everyone. We must as a nation move away from pointing fingers and began to walk in the same direction toward how to ensure protection of the law for all citizens are and how do we want to display the values of this nation . To have a to continue nation where divisiveness is spewing from the white house . We need to move forward as a nation. We can only do that together. And notke this moment use the lessons of the past, we have been here before. We have seen this before. We have had protests in the streets before. E have to make a decision john lewis gets across the and in pettus bridge Edmund Pettus bridge. To decision is are we going walk across this bridge to make this unit a more Perfect Union or are we going to go backwards through the history we have learned so clearly is not working, will not work, and could destroy this nation . I am going to ask everyone to join us in our efforts to make democracy work for all. This is not about partisanship. This is about restoring stability to dialogue. This is about making sure the constitutional creed is honest and true to everyone, that all men and women are endowed with certain inalienable rights. We should make sure those rights are afforded in an equal way. We fightt naacp. Org as to make democracy work for everyone. Host Derrick Johnson serves as president and ceo of the naacp. An attorney was posing with joe with a meetings with the family of george floyd. There is the tweet. In an interview with cbs, one of the topics that came up regarding the last couple weeks was this idea of defunding the police and where mr. Biden stands on that. [video clip] i do not support defunding the police. I support conditioning federal aid to police based on whether they meet certain basic standards of decency and ness and are able to demonstrate they can protect the community. Host the president sending out a tweet this morning saying focusing on buffalo, saying the buffalo protester showed by police could be antifa. The 75yearold was pushed away after appearing to scan Police Communications in order to lock up the equipment. He tags the one America News Network on that, saying i watched, he fell harder than was pushed. Was aiming scanner. Could it be a set up . Where a sense of Community Relations are when it comes to police and minority communities where you live. In florida is where we will start. Good morning. 202 7488002 good morning caller good morning. Thank you for taking my call. I have been in florida for 16 years from davie, florida. Gorda, moved to punta punta gorda has the best Police Department, the best. I think people in other states need to remodel. You can model punta gorda. You, gorda, if police stop they are very cordial. If you have a flat tire, they will help you fix the flat tire. I do not know how to even describe how special, polite, and everything with the punta gorda Police Department. I have attended the Police Civilian academy. Things aboutlot of the dos and donts that police can and cannot do. When you call them, they treat you with the utmost respect. Come to punta gorda Police Department and model the way the police behave. Host that is laura and florida. We will go to al in new orleans. Caller i want to talk about race relations. I am from new orleans. Department when i was born in the 1950s and 1960s, i did not get a chance to intermingle with angloamericans. There was no such thing. I had to leave my state and go to another state to actually have physical and mental contact asianamericans, latinos, hispanic, eskimos. , im aey approach me negative attitude towards them. I did not want them to touch me, to talk to me. That is because of where i came from, where i was beaten by police, had guns put my head. I am trying to get america to realize if you do not have that physical contact all this other stuff means nothing. Host john is from chesapeake, virginia. Caller we just have we are democrats. We just have a comment. If you look at this with the police, if youre not out there committing crimes, if you are not disrupting neighborhoods or communities, the police has no reason to mess with you. Therefore, we have to look at this as a white and black thing. It aint just a white and black thing. This is a community. This is a america. Callers. Ople of all colors. If we can get along and stop saying this is a white and black thing, it is more than that. It is everybody, your neighbor, my neighbor, everybodys neighbor. Host john in chesapeake virginia. A related story coming out of virginia, usa today porting a Virginia Judge has issued an injunction that prevents Ralph Northams administration from removing a statue of confederate statue robert e lee. The governor will not be deterred. A member told the paper Governor Northam mains committed to removing this from virginias capital city and we are confident he has the authority to do so. Leescendent of robert e. Has an oped talking not only about his ancestry but the statue in question, saying this the weightave borne and response built the of that lineage. Even though my parents did not push, i had a black nanny even in 1990 and a Confederate Flag that hung in my bedroom until middle school. I believe in commanding the army of Northern Virginia lee was a christian man with the best of intentions. He goes on to say, im aware of the broken, racist system, far larger than the statue. The statue of my ancestor has stood for years as an idol of this whites are premised. The statue is a hollow reminder of the painful white supremacy. The statue is a hollow reminder. Again, the oped is by robert w. Lee iv. Isaiah is from fayetteville, georgia. Caller how are you doing this morning . I am 54 yearsthat old. We have been in this country 400 something years. We just cant get along with you guys. I want all black america to listen to this. And separateve from these people. When a man and a wife have an argument, the first thing they do is separate. Years go along. We might get along then. At this time, after all the years we have been through from slavery, jim crow, to this point and the situation still here and we are dealing with the masters child, it is time for us to move out. Not out of america. Am saying lets move on for the people that are going to say we cannot do it, look at mitt romney in utah. They didnt ask anyone to remove to utah and build our own community. They did. Isaiah in georgia. We will go to ali. Caller mike, will be brief. My comment will be brief. Department, heriffs which is mostly white supremacist. Did 12 yearsn who and eight years on the front line, not just hanging around the middle east. Host how do you know that is the instance in knoxville, tennessee . Caller i went there to question how do they recruit the officers . See in the records , but also fbi special agents come in an interview you, your family member, and so on. Do they do that here . They do not. Tennessee, this is done by the governor government. They recruit the same kind of people with white supremacist ideology. Michael in ohio, you are next. Thatr this is a question bothers me. I keep hearing people talk about the responsibility of the police but i hear nobody speak about the response ability of george ofyd responsibility george floyd. He supposedly made a 20 bill, was arrested, and fought with the police. Why did he fight with the police . The police will put you in handcuffs, take you downtown, you watch tv for a couple hours, do the paperwork, and go home. Why was he fighting . What was the purpose of the fight . How come everybody says the responsibility of the police but nobody brings up the responsibility of a citizen of the United States named george floyd . Host are you saying the Police Officer who put his knee on his neck does not have a responsibility here . Caller of course he has a responsibility. Are you saying george floyd has no response ability . Host im asking the other side of what you brought to the table. Caller what was George Floyds responsibility . Theas supposed to sit in car, not kick at the police, go get a sandwich, see a judge, and go home. Host ok. That is michael in cleveland, ohio. Forsaying the attorney thomas lane, one of the four officers involved in george he went into the ambulance. He is the one that was doing cpr. He is a man of compassion, not a violent person. He was one of the officers in the video helping officer derek pinban Derek Chauvin floyd to the ground. He goes on from there if you want to read the cnn story. Denise in to nice virginia. Say i wasjust want to born in washington, d. C. In the 1950s and im an africanamerican woman. We had a great relationship with the police and arc immunity. We in our community. We knew their names. I found out an incident of my brother as an adult where he was sitting in the car, starting to warm it up to go to work, had a suit on, and a policewoman pulled over to find out what he was doing. He was sitting in front of the house. Like whye look do they stop . He was not doing anything suspicious. And these are the kinds of things that happened as time went on in my family and i still hate police but i think we need to respect them. There does need to be worked on to help work done to help in the community. Host andrew in new york, go ahead. Caller i am 55 years old. , when i was growing up, that there was always the fear of policeman. We used to call the truck they used to come around with the police paddy wagons. That is an interesting terminology. Paddy wagon stems back from ,lavery days, when the irish who were protectors of the white anglosaxon protestants, used to runaway slaves. Until recently, they stopped calling them paddy wagons. I want to say one more thing. What happened to the 20 for bill . Fake bill . Nobody is talking about the 20 fake bill that stimulate it everything. Was it really fake . Where did it go to . Why wasnt someone actually charged about the fake 20 bill . Host that is andrew in new york. In a story related to coronavirus, when it comes to money allotted by congress because of the Coronavirus Response, this piece in the Washington Post looks at the money set aside to be distributed. She writes the cares act allocated 850 million for food banks. Less than 300 million has been out so far. Ent congress appropriated 9 billion in march for community development, which funds health facilities, childcare centers, and services for seniors and homeless people. That has million of been allocated. Another 100 million to ensure access to broadband for americans in rural parts of the country also remains unspent. There is more in the Washington Post. We will go to jean in South Carolina. Caller good morning. Same as it ever was. We have all seen protests. We have seen people stand up and try to fight back against the division, against the disenfranchisement, against the abuse going on, the racism, the prejudice. We have seen it. Much like the Coronavirus Response to it, the response to these hurts and injuries inflicted on black and brown in this country is all over the map also. Everybody is saying we need to do this, that. It is much like treating the symptoms of the disease. The disease is racism, bigotry, get tree the downtrodden of another human being for whatever reason, for some imagined prosperity on others part. That nothingnate has happened when we rose up and people talk and people have tried to make things different. This country has always had this problem. Sameways come back to the problem over and over again. How do we make things better . It is important that we get it right. The bible says we will be a divided nation. If you look at the book of daniel, where he had the dream with the gold, the silver, and the different metals, and the bottom of it was iron and clay. That speaks of our division in this country. It probably will be that way until the end of time. Host you heard earlier from the House Democrats, who are unveiling their legislative package when it comes to dealing with Police Reform on the senate Police Reform. On the senate side, it was john cornyn talking about a proposal he and others would like to see, this dealing with the criminal Justice Commission. [video clip] this legislation creates a criminal Justice Commission much like the 9 11 commission that would review our criminal Justice System writ large from top to bottom, something that has not happened since 1965. In 18 months, the commission would report back to us and make recommendations for changes that could be passed by congress. This would allow us to systemically look at what is working and what is not and what needs to be done to modernize our criminal Justice System, including repairing the broken relationship between Law Enforcement and some of our minority communities. In review that took place 1965 produced 200 specific recommendations. It is past time to take stock of the excesses and failures of our criminal Justice System. Passed the Senate Unanimously had 20 bipartisan cosponsors and was supported by the National Association of police organizations, major city chiefs organization, the National Urban league. I believe this type of legislation would give us the basic framework for lasting changes that we are all after. It would be an umbrella commission under which a lot of specific and granular issues could be debated and voted on and if meritorious pass and become part of the law. I hope it will become part of our conversation we are having in the coming days and weeks, rooting out Racial Injustice that has existed for generations will require longterm, bipartisan commitment in congress and in homes and institutions across the country. Believe it is wrong to paint all police and all Law Enforcement is somehow racially biased. I think that is not deserved. I think it is flat wrong and irresponsible. Pamela in vancouver, washington. Caller this is in regards to the statue of robert e. Lee and other confederate leaders. Have theseant to public displays of these socalled heroes, perhaps the public should commission an images ofdepict slavery as it was and how obscene it was to stand next to these displays of southern heroes. Maybe they could also depict manys or statues of the rebellions against slavery that have been existing since the beginning of slavery. Carolinamas and south in South Carolina. Caller i have done a lot of i cannot wrapse my head around this george floyd situation. I think it is very rare. From what i have found, it happens eight or nine times a year, last year anyway. It happened with unarmed black man killed with by policeman. 19 unarmed white people were killed by policeman and 50 policemen were killed. Comparison to the thousands of deaths that i found, black on black, it seems so small compared to that. Or 300,000ve 200,000 policeman, there are going to be a few bad policeman. That is just life. Thomas in is charleston, South Carolina last call on this topic. MemorialGeorge Floyds service will be broadcast on cspan. You can see that on our main channel and go to our website for more information. That is it for our program today. Another addition comes your way tomorrow morning.
