The way you deal with a problem like this, you assume the worst from the beginning, the worst is what happens if houston is defeated by the storm, if the flood defeats the city of houston, what happens if new or lanes levyies break, when you recognize that problem, its not just National Guard, 10,000, within hours, houston, Largest Military base, excess of 30,000. I think theres an immediate effect, of course, which is the shutdown and that may continue for a week or more, water is the enemy of a refinery, you really dont want water around, however, after rita and katrina, there was a lot of hardening of refineries in the whole region and so people looked and saw what could be done, for example, lifting electricals off the ground so water cant reach them so you dont short out your systems so you have a lot of resilience and resilience is a keyword. We will see how the Resilience Works as when they can do that, yes, it is a risk to the Nations Energy supply to have 30 shut down, if it comes to that, louisiana has quite a number of refineries as does texas and once you shut refinery down, youre looking a week or ten days minimum to bring it back up safely, another problem is personnel, people are the first, you know, level of concern in any refinery and they have to take care of their families, of their homes and their availability becomes quite a problem in operating a refinery. Jon this is Jon Hilsenrath from the wall street journal. In the past we have seen gasoline prices spike 2 to 4 weeks after a disaster like this. How do you see that playing out in this event because of those improvement that youve seen to refineries since ca katrina, is it possible that we can get back to some state of normalcy a little bit quicker than in the past . It is possible, it depends on how much damage was done. I suspect the shutdowns will be for safety precaution rather than absolute damage, but its too soon to tell, we wont know that for a while. I dont see a spike lasting very long. Lea john, lea gabrielle, when we talk about oil going to and from corpus corpus crsiti, what do you expect the pipeline to be . Hopefully nothing. If its been properly constructed and maintained, theres always the chance when near a river, they would be safe from any deterioration but theres always the risk and its a risk to business but i would hope theres no pipeline damage as a result of the flooding. Hi, john, im wondering how well the oil industry is prepared for more hurricanes and was this supposed to be a higher level amount of hurricanes this year whether the oil industry is preparing and ready to go . The good news is the industry practices hurricanes every year. Companies have their own routines but they have experienced people offshore, on shore, in the refineries, in the pipeline systems and its not just experience from having endured hurricanes, its practicing what else could happen. So many of them have professional advice on how to create scenarios that they havent experienced yet that they need to experience in order to plan for it and so im very confident and comfortable that the industry knows what its doing and has the people that can make it happen. Dagen john, what about the impact of the Energy Sector bottom line, if you will, if they have to spend more money to build to redoesnt redundancies, that would be cost potentially . After rita and katrina it was not just hundreds of millions, it was in the billions for all the hardening and resilience built in, we will see how that works. Any time that youre dealing with shutdown or some kind of an obstacle that you have to overcome like the water, if youre going to remedy that, its big dollars and it will affect bottom lines and, you know, the industry is struggling with low crude oil price at the moment and will continue to struggle for a foreseeable future. Itll put pressure on budgets, thats for sure. Jon zrron, you say the industry practices for events like this and goes through scenario planning, is there anything in particular about this storm, harvey thats surprising to you that the industry might not be prepared for because it wasnt in that scenario planning . I dont think so. The refineries that im familiar with are all located by water. Either the Mississippi River in the case of louisiana or the ship channel in houston or the bay area in Corpus Christi, i think water as i said earlier an enemy of refineries but people respect it, theyve planned for it, many refineries have own retaining walls and pumping systems, it depends on how overwhelmed the systems would be under the circumstances and if theyre not overwhelmed, then its a shutdown thats precautionary and shouldnt have too much effect. You know boaters go and stay in boats they go at the grab somebody out of a house take them to dry land, a staging area on dry land, and really, after they get put on dry land it is up to them to find their way as far as we know, we are really water rescue we get them to dry land we take off and go find another person, so really out of loop when it comes to how they get from dry land to shelter or to Family Member can help them i think probably getting cell phones have somebody waiting for them at the place they are being dropped off, that is what happened in louisiana at least. James do you think that is a possibility do you expect to see that happen . Well you know that is call for the governor to make whether or not they need extra resources to be able to respond to this. I know that is something that owing, assessments that they do to make sure they fill resources local governments have been tasked to fulfill i think they have done that very well i have been watching very closely, it seems that, you know, the rescue efforts that massive that they are doing right now volunteers, and other groups, and, you know, sometimes you can get too many people in harms way, and cause problems. I would like to ask about National FloodInsurance Program your thoughts on this, because on cater institute did a study recently talking about issues saying premiums not priced to be tomorrow actuarially sound continue reflect the risk there are subsidies for some groups not based on need other groups dont build reserves for coastal years that the program itself has not changed the way should it what are you your thoughts what needs to happen with this program . Well, it definitely needs to be changed. But i dont think now is the time to start making those changes i think Congress Needs to reauthorize for another year look, study it see what they need to do. You know when i was director of fema we got rid of subsidy on secondary homes. Vacation homes subsidized we have a survey of how many homes had claims filed over period of three years found 10,000 pieces of property that had three or more claims filed it was costing the program 200 million annually. So we put together a plan how far we could eliminate that. By buying out, our of that property would take 400 million over four years it would have got rid of that 200 million annually and back then im sure a lot more today. James that is one of the issues that you have the Flood Insurance program, that the authority expires end of september only got 5. 8 billion dollars left in Borrowing Authority. Congress dragged their feet on that. On dealing with that, are plus they are going to have to deal with money funding for the the release efforts, to just shore up, roughly half of the properties in the houston area are not covered under Flood Insurance not insured so how do you expect congress to act in this instance . Because in january 2013 after super storm sandy there were two separate bills, and one of them was almost 51billiondollar package helped states rebuildat sandy from some texas represents did not vote for it, including ted cruz, and then almost 10 billion increased Borrowing Authority for that very Flood Insurance program do you expect to see something similar next month or so . I expect so because you know they are not going to let those people suffer they are going to help them rebuild, and that the thing of it, that has to do, is is it is an opportunity when these people communities start rebuilding rebuild that, try to eliminate the risk, some cases, you he might not be able to do that but it is important to really have a good study of okay how can we fix this, so it doesnt happen again people do not need to go through this again, but, again, Congress Needs to be authorized Flood Insurance bill for one year give them time to study it very closely and see what works best, without raising the price of the insurance that people cant afford it.
