Maria tell us what you see in terms of the authorities, what theyre looking for now. What do we need to understand at this point . Right now theyre trying to understand the motivation, theyre trying to figure out what the trigger was that caused him to snap and do what he he did. Did. This goes back to something weve been working on and worrying about for many years, in the aftermath of the unabomb. What are the signs we see . We commissioned a study in the late 90s, amazingly looking at the few serial bombers we had and also mass casualty shooters. We found similar characteristics in all of these cases. Since then, they all really fit in with the people weve seen in the more recent bombings. Essentially, they were these. They were the fact that these people are loners, they all have significant anger issues that showed up to people and people knew and felt what these people were feeling and seeing. They came to the attention of local Law Enforcement and they wanted to matter. This is really important. This was the thing that really stood out. Just about all of these people wanted to have like this Group Identity and be part of a group and yet they never could. Many of them tried to join groups and were tossed out because they were too violent. Finally, they all had some form of mental illness. When you put that together and you look at some of these things and you look at what happened yesterday, it continuously comes back to us with the same set of circumstances. Maria its so heartbreaking, particularly about this football coach. Terry, stay with us. He was a graduate of the school, a 1999 graduate of the school. He is the first fatality to be identified. This, after authorities swarm a Mobile Home Park about 30 minutes away from here, Massive Police presence reported overnight, sources saying it is in connection with the shooting. As for yesterdays nightmare, the pictures from inside the school terrifying, students trying to find cover under desks, shaking and crying, not knowing whats about to happen. The gunman killed at least 17 innocent victims, setting off fire alarms and shooting those fleeing with an a. R. 15. He had a gas mask and had smoke bombs with him during the carnage. He was arrested in a nearby neighborhood after trying to flee. Im so scared. I just have that sound of the gunshots in my head. I just hear it like constantly. It was the most scariest experience of my life. Reporter and with each passing hour a picture of 19yearold Nicholas Cruz becomes clearer. His adoptive mother died this past november and he was living with a Friends Family. He was expelled from school for disciplinary reasons. He was described as obsessed with guns. A former neighbor said police were called to his home multiple times and he was seen shooting at a neighbors chickens. Words like off, strange, troubled, used by multiple students to describe him. One student said, quote, everyone predicted the shooting, with kids joking that one day he would shoot up the school. He was shy. He wouldnt talk a lot. What was your take on him . I mean, he he wa was like tht weird kid you see walk around at school. Like a loner . Yeah, like a loner. Reporter well continue to bring you any new developments the next time we see you. Anything that authorities could have done to prevent this, when you hear about the potential motives and see that he was mulling about, trying to blend in with the other students. What could have been done beforehand, if anything . Well, first of all, i have to be really careful here. I dont want to act like im second guessing anything. We dont know a lot of the information that has yet to come out about the police and school interactions with cruz. Some of the things that stand out is weve prevented some of these issues before, these incidents before, by intervening, doing searches, and then finding information and eventually arresting somebody and thereby preventing something from happening. But you just dont know what they really had at certain points in time here, how far this was taken or what people were really saying before this happened. This is an extreme case of all these indicators but it goes back to point out that one of the things we definitely dont have when youre trying to pursue Something Like this within american law and the rule of law, these are the kind of cases where youre worried. You do all that you can. But you have to stop short because if at the time youre dealing with these people or this individual in particular, in this case, theyre not really doing anything. Theres just not much you can do. Theres no provision to just watch them forever. Dagen thats what i was going to ask you. You went through this extensive profile that was put together through intensive research. But really until an individual has committed a crime, theres not a lot that Law Enforcement can do. Dagen, thats exactly right. Look at it this way. How long have we been saying if you see something, Say Something. Michael would completely agree that people have gotten that and taken it to heart. But even Law Enforcement, look at the case of the boston bombing, even when Law Enforcement is involved and does a case, the case they put together is a snapshot in time and at some point ironically we talk about fisa a lot today, at some point they have to back off and let it alone if they dont have enough information to take it forward. Terry, how significant is it that this individual tried to go out with the entire crowd of students, that he pulled the fire alarm, that he got in with the smoke he grenades, that he did all a this preparation and had tactical capabilities, how significant is that for you . Well, i think its very significant. But michael, you see that in all these cases. All of these people, whether theyre International Terrorists or theyre domestic tear rit dos or like cruz, they like to plan out their scene. Look at stephen paddock, all the prework that went into that. Some how they have this sense of how and why they should do it. He knew a lot about the inside. He was a student there. He knew the procedures. He knew what they would be doing at any particular time. And all of that went into this planning. Those are the kind of things that make this kind of case really tough, because both in he preventinpreventing it and lookt what could have been done to try to prevent it. I would ask you, john, just with regard to the fed rate hikes coming onboard, how are the people that youre talking to on a daily basis viewing the increase in the deficit and how thats going to impact the feds trajectory Going Forward . Well, i think it complicates matters for the fed, the fact that not only the deficits are rising but that were getting added stimulus to an economy thats already at what economists call full employment. The Unemployment Rate is at 4. 1 . When its very high you justify fiscal stimulus, either tax cuts or spending increases, to get the Unemployment Rate down. But its already at such a low level, its kind of heart to justify it now and the fear is that when you pump more money into an economy in a low employment state, that it causes Financial Market overheating or inflation. It raises the probability that the fed is going to raise Interest Rates a little birth more thibit morethis year than e would have done. What we saw happening in the markets yesterday is people are realizing when it comes to inflation and when it comes to the fed, its a glacial process. The coalition is scrambling for support ahead of the deadline set for the end of the week. There is the possibility of a vote today. What do you expect on this, senator . In terms of immigration, from my point of view im looking for Border Security which is keeping our country safe, enforcement of the current laws, but looking for a solution for the young people who were brought to the country at a very young age. Thats part of it. President trump has laid out a four pillar plan, which is a very reasonable i think actually a very generous plan to give us the Border Security that we need and deal with the daca program but also with people that are brought here through chain migration and with a diversity lottery that i think must be ended. So were going to have some votes today. We need to come to some solutions on this. But im not going to compromise Border Security for anything. Maria its interesting, because Lindsey Graham say this deal will establish a pathway to citizenship. Hes clear that the deal will not deal with the socalled diversity visa lottery. That prioritizes immigration from countries for family reunification. Why isnt is didnt with the lottery becaus, knowing its an important point for the president. Hes right to focus on skills, bringing people to the United States that can bring the contributions that were looking for, the skills we need. Well see what can get to 60 votes today in the senate. To me, the focus is keeping the country safe and we need to deal with the immigration of those people who were brought here illegally. Youre right, maria, i was in the meeting with the president. The president s plan i think is a very good one, to work to repair the crumbling bridges and roads and the waterways and the dams and the things we need to do for infrastructure in this country. There is a discussion about how to pay for it. Weve just passed this massive tax cut for the American People which is very successful in the minds of the people and in their pocketbooks as well as for the economy. So im not one that wants to raise taxes. The other part of this, maria, though, is the streamlining and simplifying of the process of getting permits to build and the president knows better than anybody how the delays by government can make it harder and more expensive to do these projects. We had a project in wyoming, it was a safety project on the highway, 14 years to get the permits, 10,000 hours by a wyoming state staff workers to get it done. The project took less than two years t to complete, all because of the regulations and things that i think were absolutely unnecessary. We need to be able to build these projects sooner and the president is calling to get the permitting done within two years. Maria thats really important. Youve done so much on the finance committee in terms of rolling back regulations and getting some of this red tape out of the way. I understand why thats very important and im sure well see more of that. But what about the gas tax idea, do you like it . I dont like it. Others do. It will be a point of discussion. The question is how do you pay for this. The budget bill that just passed has 20 billion in it. Thats i think a very strong down payment on doing this process over a whole 10year plan that will take that long to rebuild the infrastructure that we need done to help our overall economy. But its about jobs and the economy and quality of life for people. So im in favor of what the president is proposing. My preference is to pay for it ways other than a gas tax. If you talk about a user fee, that means people in electric cars dont wont be paying and it also means that the gas tax right now is used not just for roads and highways and construction and bridges, its also used to pay for transit and other systems and i dont think if you do that, the money ought to be going for things other than actually the repair work for our bridges and roads and highways.
