The governors event was held just a few miles from one of oaklands largest encampments near the home depot on high street. There we found leroy silva trying to secure plastic tarps in the rain to protect what little he owns. The 50yearold told us he was born and raised in oakland and has been homeless in his hometown for 13 years. Hes not sure 15 trailers will make much of a difference. They put a lot of rules on everything that they want us to do. Thats why a lot of people are out here, because they dont like rules. Reporter now as we speak these trailers are being moved out of this location to two different locations here in oakland. Nine of them will go to an area about a mile away from here, a government owned piece of property. Thats where the families will be temporarily sheltered. Then theres another location in another part of oakland for six more trailers to be located for those at risk youth. After years of planning and waiting, san jose is celebrating the conversion of a Mobile Home Park into a housing development. City Council Approved the plan for winchester ranch Mobile Home Park. It will ultimately have close to 690 residential units and a park. The plan is the product of a first of its kind deal between the developer and homeowners association. Condos will be built for mobile home residents who want to stay on the land. Those choosing to leave will be provided with a relocation package. Diablo today in the east bay. There was enough to start accumulating on the ground. A lot of bay area peaks saw snow today. Anyone thinking of heading to is sierra forget it, theyre getting real snow. At castle peak, there are whiteout conditions. Cal tran was holding all eastbound 80 traffic in colefax most of the day. Cars are now being allowed through and highway 50 was just reopened after being shut down for avalanche control. Chains are required on all roads heading into the sierra. In San Francisco the streets were soaked and pretty quiet, calm there. Not many people out during the worst of the storm this morning. Youre going to each from each of them in live reports a little later on. First lets go to the expert whos been inside all day, spencer. Thankfully ive been inside all day. The storm is weakening now but it was pretty intense for a while. We have scattered showers around the bay area right now, pockets of downpours still prevail, though. Theres one little downpour, an isolated one but pretty intense moving across the bay toward san leandro and hayward. We still have pockets of rain associated with a weakening storm. It will produce scattered showers tonight and a chance for light snow of the higher peaks and maybe even some isolated thunder. Notice as we get later into the night well see pockets of showers becoming more widely scattered and lighter. But theyll be with us until just after midnight. As we look ahead to 5 00 a. M. As the morning commute begins, the storm will be just about over and well start the day around 8 or 9 00 a. M. With at least some partial clearing. Lets go back outside to david louie in the Santa Cruz Mountains. Reporter commuters heading either to san jose or santa cruz here on highway 17 have to be very glad its not raining right now. Just a short time ago conditions were quite dangerous because of the potential for black ice as hail and light snow fell here in the mountains, making the roads very slippery. Highway patrol had to set the pace for drivers during storms. The heavy rainfall doesnt seem dangerous but it can be especially if theres an accident ahead of them. They cant see because of bends in the road. Its not that theyre picking up the speed but theyre maintaining their speed as if it was a dry day. They have to reduce their speed. The speed limits are set for perfect conditions. Even if it stops raining but the roadway is wet, we recommend drivers to slow down. Reporter the storm dumped heavy rain. A cold blast allowed rain to freeze on the roadways creating slippery conditions. Raphael has seen those single vehicle accidents. Ive come back other laver l night and seen cars rolled over and stopped to help people. Its pretty bad. Reporter chp says what drivers forget is as they reach the summit or high peaks they can encounter black ice. Up here you have a lot of times youll just hit black ice or a lot of times after it rains and it gets freezing cold the water on the road turns to ice. Thats almost worse than black ice. Its like a river thats frozen over. Reporter other parts of the Santa Cruz Mountains had to deal with snow along skyline boulevard. There were also reports of intense hail a thunder in the Scotts Valley area. Even with the heavy rainfall we saw today, the city of san joses Transportation Department said they saw no major problems with flooding. That was not the case in San Francisco, especially in the west portal district. Thats where kris reyes is. Reporter we drove around all morning and found pockets of flooding all over the city. Youre probably not going to find a neighbohood more prepared than the one at the bottom of this hill in west portal. Theyre rain ready every day. This is a sandbag ready neighbor for a reason. Everybody is worried, yes, absolutely, because as i was telling you before, the Manhole Covers come up ten feet. Theres no place for that water to go. Reporter even a few minutes of this kind of gushing rain can mean big trouble for homes in west portal. Thats why nearly every house on one side of the street is fortified. Jan even spent 3 to 4 grand on this renovation. This is where the drain comes in and you see with the door coming right down there, theres actually instead of a sandbag. We started in san mateo and found parts of palm avenue flooding. This was the scene on the highway as we headed to San Francisco at 9 30 a. M. The road is a river. The overpass, waterfalls. Even when the rain stopped at around noon, the ocean far from quiet. This was the view from the sunset district. Its that. 2 inches of rain that happens in ten minutes that really hurts us. Reporter crews were busy overnight putting up barriers on fulsome. The city is asking for help, about 25,000 drains in the bay area are up for adoption. About 20 have been claimed. Its really a great citizen led effort. One of the things we talk about with rainy season is were kind of all in this together. Reporter we know that this will not be the last downpour of the season. Thats what east bay mud was dealing with today as part of its mission to try to keep contaminated water from going into the bay. All it took was a raincoat and umbrella to keep the rain off you today. The rainwater is coming into the sewer pipes of the cities and makes its way to our interceptors. Reporter no such luck for east bay mud, some of whom spent all night monitoring the amount of water in their treatment system. Yesterday at this time our flows were about 50 million gallons per day. Reporter ilene whites staff spent all night and most of today watching water levels rise on their computer z becaus beca the rain. Weve seen flows go all the way up to 165 million gallons per day. Reporter the waste water is designed to clean sewage out of our bathrooms so it can be safely pumped back into the bay. But old leaky pipes are allowing millions of gallons of rainwater to mix in. We want to keep waste water in the waste water system and theres a separate system in the east bay for the stormwater system. Reporter too much stormwater infiltration could create overflows and spew untreated water into the bay. Although the system can handle up to half a million gallons per day in an emergency, system operators begin to worry when flows top 170 million gallons. By 1 00 this afternoon they reached 200 million. They forced them to divert and store some of that excess water until things calmed down. Now, that point isabel facility is one of three that east bay mud can open up when theres heavy rain in the area. Although they were built in the 90s they are already out of compliance with the epa. They have 12 years to finish all those pipes, repair all of them to stop leaking before they have to take those sightes out of service, according to the epa. Its a beautiful natural surrounding but when we saw the creek overflowing and understanding that the county wasnt doing anything about it, it was frustrating. Along highway 175 in the upper regions of lake county, it was an entirely different sight. It looked like lake tahoe. In the east bay the rain came down with a nouru fury. That meant even an umbrella wasnt enough to keep people from getting wet. On the peninsula storm drains were working overtime in san mateo. This is what it looked like this afternoon at palm and 21st avenues. Drivers leaving some businesses had to creep through several inches of standing water. I wish i had video of this. These scattered showers and the possibility of high elevation snow will continue during the late night and even overnight hours.
