The fire is being attacked by 10 helicopters, four air tankers and 1300 firefighters who are working to get this fire contained. Right now their contain maenltment is at 15 . What needs to happen in the next few hours for firefighters to gain more . Yeah were seeing the wind speeds quite a different story than yesterday at this time. We did have gusts up to 30 Miles Per Hour plus. Very strong gusty winds at the hill tops. The last peak wind gust was 21 Miles Per Hour but the sustained winds about 8 to 12 miles an hour so thats not too bad. Temperature not too bad. Mid70s outside and still low 80s around parts of the north bay. You see humidity at 45 . Right now those winds not too strong and the temperatures which typically could be in the 90s, 70s and 80s right now, so well see the winds increase slightly mainly at those lower elevations, about 15 to 20 Miles Per Hour and then decrease later tonight and maybe this could be a little bit of a benefit from the weather. Were thinking as we get through tonight and into tomorrow morning, low clouds may spill back in close to the elevation of the fire. Maybe slightly below that. Well see increasing humidity and increasing cloud cover and maybe some misty skies for parts of the north bay. Heading into tomorrow morning, hopefully good news for firefighters. Just a short while ago, our sister station, telemundo, spoke with estradas mother who describes her son was someone with a good heart who has never had any legal problems. Estrada is accused of shooting Sergeant Lunger almost immediately after he was pulled over. One witness watched helplessly as paramedics tried to save the sergeants life. He put this car up for sale on craigslist and got a call from a potential buyer. I told him well meet outside of lucky or in and out. Then he said no lets meet at my house, maybe its more safety. So i think in front of my house it might be more safe. Reporter the suspect showed up with a woman and a child. After going for a test drive, the victim says the robber took off with his car, leaving the woman and child behind. The victim then jumps on the car the woman arrived in breaking her window. Thats when the carjacking suspect returned. He uturned and then he goes forward toward me and tried to run me over. Hit the victim with the victims vehicle, striking him, sending him on the hood and then off to the ground. The vehicle then subsequently with the suspect driving it took off. Reporter the woman and child took off as well. The victim decided to chase her through the streets of san jose. Police say that wasnt the right thing to do. We would advise against that. Hours later, another carjacking in the East Ridge Mall parking lot in front of 24hour fitness. Two men with guns confronted a victim and took his car. At this point, police dont think the cases are related. Tonight the craigslist victim realizes it could have been much worse for him. After the incident is over, i mean you get scared because someone tried to run you over. Reporter and the suspects involved here on woodridge involved an africanamerican male and a latina woman. And again, a child, age about 4 to 6 years old. They were driving an early 2000 bmw. Now that bmw obviously has a shattered window and a lot of dents on that car. Bail is now set at 200,000 for a man accused of setting his san jose apartment complex on fire. Craig morales did his best to avoid our cameras during a preliminary hearing today. Hes accused of sparking a fire saturday near japantown that spread through the complex and destroyed several units. As we first reported here earlier this week neighbors claim the fire could have been prevented had Police Arrested morales during a confrontation with officers earlier that night. Reporter public works director Mohammed Nuru says in about ten locations they have installed a liquid repellent test paint. In a demonstration, water was used. When people urinate on the wall the pee actually bounces back and hits your pants or gets you wet. And so we are piloting it to see if we can discourage people from peeing on many of our hot spots. Santa clara county is getting the message. In june water usage was down by 35 compared to the same time last year. That surpasses the countys goal of 30 and the states mandate of 25 reduction. Today water officials thanked businesses and nearly 2 Million People living in the county for doing their part. They also urged everyone to continue to conserve despite talks of a strong el nino this winter. We have some new images to show you about just how this drought continues to impact our water supply. The department of Water Resources released this video showing what two Northern California lakes, folsom lake east of sacramento and lake orrville near chico, what they look like. Both are dramatically lower, as you can see, than they have been in years past. The agency also posted these before and after pictures on twitter. That really illustrates it. In july of 2011 this was lake folsom surrounded by trees. Now much of that water is gone exposing dirt and walk. The same goes for lake oroville. This shows how close the water was to that bridge. We continue to follow the wildfire ranlingging in napa county solano and yolo counties as well. More just ahead. Nearly 7thousand acres burned. And hundreds of peopleevacuated. Right now at 6 30 about 7,000 acres have burned thus far and hundreds of people evacuated. This is impacting this fire napa solano and yolo counties. These are some of the headlines as we continue to track this socalled wragg fire. Firefighters say there appears to be this fire slowing in terms of a slower pace right now. Theyre using air tankers, helicopters, bulldozers. Crews using every tool possible to try to get ahead of those winds. Erratic winds, rough terrain making it difficult. The fire is raging in a remote part of napa county south of Lake Berryessa near the town of winters. Here are the latest numbers. The fire has burned nearly 7,000 acres, 15 contained at this point. 200 structures still threatened. One outbuilding and a tent trailer have been destroyed. The quail canyon and golden bear communities are under mandatory evacuations. Canyon creek and lake solano campgrounds have also been evacuated. So firefighters need a break with the wind if they really want to get the upper hand here. Lets bring in our meteorologist, rob mayeda, who joins us with a look at these winds. We kind of are on a time clock because we know next week the temperatures are going to rise. Absolutely a rapid change in weather conditions early next week. We went from 5 containment this morning up to 15 and the weather helping somewhat that the wind speeds arent quite as gusty as they were yesterday at the same time. The air temperature, 75 degrees not all that bad this time of year. We had some gusts up to 21 miles an hour, humidity at 45 . Winds probably at their strongest here the next two to three hours, mainly across the lower elevations. As we pass midnight notice those wind speeds should begin to back off a bit and humidity levels going up. This is the fog forecast. Areas into napa county and inland toward Solano County should see some of those low clouds moving inland which will help to increase humidity and we could get misty skies out of that. The weather should improve as we head into tomorrow morning with mist and low clouds to start. They are going to replace the buildings they live in with luxury condos. For dozens of families that means moving to Treasure Island. Michelle, as our Investigative Unit uncovered, there are locations on Treasure Island that are suspected of being toxic. Reporter yeah. This is one of them behind me. This is where the navy has been working to clean up that hazardous material. Some people say they just cant afford to live in other parts of the city. I want to show you just how close some of these units are to the hazardous blockedoff zones. Were very middle class, working class kind of neighborhood. But there are plans to tear down the old Navy Officers quarters in the fall. Its the first phase of a 20year, 5 billion plan the city made to build 8,000 apartments on yerba buena and Treasure Island. Add Ferry Service to the city and offer other amenities, like a hotel with sprawling views of the bay. I think you just lose the diversity. Reporter raj, a big win today for Kate Steinles father but the bill still faces an uphill battle. President obama has signalled he will veto the bill if it reaches his desk. The aye are 241, the nays are 179. The bill is passed. Reporter this afternoon they passed a bill to block federal funding for sanctuary city which refuse to enforce federal immigration laws that includes San Francisco, the site of Kate Steinles murder earlier this month. The suspect a Mexican National with multiple felonies and deportations. Suddenly a shot rang out, kate fell looked at me and said help me dad. Reporter emotional testimony from Kate Steinles father today persuaded house ribsepublicans and handful of democrats to pass the bill. The suspect was detained for a 20year warrant on a marijuana charge. In the end, San Francisco authorities decided not to pursue the lowlevel offense and released the undocumented immigrant. The sheriff did not notify federal immigration official its, citing the citys sanctuary policy. The policy aims to protect lawabiding undocumented immigrants from harassment and deportation. This is the real world where everyone isnt a dreamer and everyone isnt a valedictorian. There are criminals motivated by malice and a conscious disregard for the lives of others. Reporter democrats, though call the bill an attack on cities which embrace immigrants and accuse republicans of following Donald Trumps lead of demonizing latinos. We must continue to make sure that her killer is prosecuted to the full extent of the law. But we should not respond with irresponsible public policy. Reporter the white house says the bill faces a likely veto from the president because the bill fails to offer comprehensive reforms on broken immigration laws. It also doesnt see steinles murder as a reason to pressure cities to force federal immigration laws. It would allow california prisons to hold undocumented immigrants charged with a crime for two days while authorities decide to prosecute or deport them. But Law Enforcement experts say federal law needs to change first. The spirit of the federal code of regulations is to allow local Law Enforcement to hold people for up to 48 hours. I think thats exactly what the legislative intent was. But the language and the manner in which its written does not accomplish that. State legislators will be taking up the bill when the session reconvenes in august. Officers discovered much more than pot during a raid. They found u. S. Army Sergeant Bowe bergdahl. At this point 15 containment but you can still see there is a big plume of smoke and lots lots of flames. 1400 firefighters are working this fire. They have got helicopters, air tankers, bulldozers really trying to keep it and try to diminish the fire at this point. Rural, rugged very difficult to access. There are several communities that have been evacuated, but so far no homes have been burned. One outbuilding has, but again, the push is on now to try to contain this to a further level and get it done before the weekend when it is expected to get much much hotter. Well some troubling news from the fbis director. Isis is now a bigger threat to the u. S. Homeland than al qaeda. Isis recruiting is picking up here in the United States and as Steve Handelsman reports, critics blame the obama administration. Reporter the fbi in chattanooga is investigating how gunman Mohammed Abdulazeez might have been inspired by isis but u. S. Officials warn isis in the past six to eight weeks is stepping up its already intense effort on the web and twitter to urge attacks in the u. S. Suspects are being arrested as many as ten isisinspired plots broken up this summer. A big increase. Head of Homeland Security confirmed its a big worry than a 9 11 style attack by a team from overseas. Weve got to now be concerned about the homegrown threat which is harder to detect. Mid60s closer to oakland and you can see out towards plenton, youve got the sunshine 74 degrees, pretty comfortable. In san jose its 70 degrees. As we head over to oakland, you can see hazy skies, breezy. 68 right now. Into San Francisco youve got the sunshine but not exactly warm right now as temperatures in the mid60s. So during the day today, you can see out towards sunol, low clouds to start. Then during the afternoon kind of a pretty view. You had some high clouds moving in from south to north across the screen there and those clouds now heading up towards the sierra. This weak upper level trough crossing the west coast bringing in those winds onshore and temporarily breaking up the low clouds on the coast right now. But onshore winds 15 to 20 Miles Per Hour will bring in the low clouds once again into tomorrow morning for areas of drizzle or maybe misty skies to start. Then just like we saw today out at that sunol time lapse youll get sunshine inland and temperatures at least for now looking pretty comfortable. So numbers in the 70s to low 80s around san jose. San francisco temperatures in the low 60s, close to 70 degrees. Coming up towards the evening tomorrow well have as versus giants baseball right here on nbc bay area 7 00 tomorrow. If youre lucky enough to have tickets, bundle up a little bit. Low 60s and dropping into the 50s as the game goes on for tomorrow evening. During the afternoon for the north bay and trivalley still pretty comfortable. A bit breezy at times with temperatures in the 70s and 80s in the forecast so nice and comfortable for now. And the trend is going to try to turn a little bit warmer for a few areas for the weekend, but the big warmup will hold off until a little later on next week. Speaking of the south bay, the south bay will be buzzing about this matchup, Manchester United and barcelona in town at levis stadium. That came coming up at 1 00 on saturday. It should be picture perfect, upper 70s to low 80s as we go through the weekend. Here comes the heat early next week. High pressure building in will compress that marine layer, squish it down basically right to the ocean so temperatures inland as this high builds in really going to climb. Not just for places like the trivalley which are accustomed to the heat but closer to San Francisco and san jose you too will see the temperatures climbing on up. As we get out of the weekend, wow, look at those temperatures rising close to 100 degrees. Tuesday, wednesday, thursday for the trivalley and livermore. San jose south of downtown could get upper 90s toward the middle part of the week and San Francisco at the ending of the week into the middle of next week 80s in reach for areas right along the water as things heat up early next week.
