This is what it looks like when you have been up all night and slept on the couch in the green room. You wear the same clothes you had on yesterday and havent bathed and you just feel great. You feel good about yourself. Because we have a really, really big news to share with you today. You know the story by now. This is where were going to beg begin. We still do not have a winner in this president ial race. Were waiting for the votes to be count, including wisconsin, michigan, pennsylvania, georgia and North Carolina. Former Vice President biden took the wait in stride in remarks to supporters at a drivein rally last night. He urged parks and he expressed confidence he will win. President trump took a different approach in comments at the white house overnight. With millions of votes still to be counted, he falsely declared victory its something he promised not to do yesterday morning. Hes vowing to launch a legal challenge, potentially all the way to the Supreme Court. Ed okeefe was up all night following developments. Whats going on . Good morning, the Biden Campaign is hopeful they have a path to victory as votes are still being counted. And a handful out west. Theres still tremendous early votining to be counted. The president is arguing its over that there was widespread voter fraud. We were getting ready to win this election. Frankly, we did win this election. It aint over until every vote is count ed. Every ballot is counted. Election night saw two very different messages from two very different candidates. Speaking to a drivein crowd in delaware, joe biden called for patience. Its not my place or Donald Trumps place to declare who won this election. Thats the decision of the American People. But im optimistic about this outcome. Reporter while President Trump prematurely declared victory at the white house despite millions of votes still being counted. The citizens of this country has come out in Record Numbers. Theres never been anythig like it, to support our incredible movement. We won states we werent expected to win. Had touted in states not yet decide d and made misleading claims of voter fraud. This is a big moment. This is a major fraud in our nation. We want the law to be used this a proper manner. So well be going to the u. S. Supreme court. Reporter at same time, he also called on voting to stop, even as the polls were long closed and ballots still being counted were all legally cast. We dont want them to find any ballots at 4 00 in the morning and add them to the list. Its a very sad moment. To me, this is a very sad moment. Reporter the Biden Campaign released a statement calling trumps efforts to stop the counting outrageous, unprecedented and incorrect. The campaign also said if the president makes good on his threat to go to court, they have legal teams standing by. Biden himself told supporters not to give up. Keep the faith, guys. Were going to win this. Both candidates are expressing optimism about winning the state of pennsylvania, which is worth 20 electoral votes. This morning a senior Biden Campaign official says this is moving to a conclusion and moving to a conclusion in our favor, they believe. Once the votes are counted in places like michigan, wisconsin, pennsylvania. The numbers seem to bear that out when were looking at the map. They believe some states might get called later today. Well take our own ewes and work them through. They believe they are going to get to 270. Its going to be v r very interesting to see if we get a result today. I believe someone mentioned the map. We just happen to have it here. Pennsylvania maybe something the Trump Campaign wants and really needs. We have five states there a that are still considereds toups. If i have it correctly, michigan just a few moments ago went over to biden in an advantage. But not for the first time, hes showing a slight lead. This may jockey back and forth. What youre talking about is exactly right in the count that we have. See, this is moving as we speak. As ballots are being counted. It was 5,000. Its now 10,000. This was the margin in 2016 between Hillary Clinton and donald trump. Almost exactly. Now watch this. Heres the number of ballots left to count. Thats a big number. Half a million ballots left to count. They have been cast. But Election Officials have to tally them. Lets go back to the big map showing all the states. If you are in the trump camp right now, if you aren opt the Trump Campaign, youre going to be a little bit concerned. If nevada and arizona stay with joe biden, and he takes wisconsin and michigan, where he is currently in the lead, what kind of path does the president have . The president needs to hold this 2016 map. Hold georgia, hold North Carolina and then pick off pennsylvania, maybe take michigan and wisconsin instead. So the president may have a more difficult path given just state by state. But the difference being that all of these states right now are far too close to project. Ill show you georgia. Heres a place where the president is currently leading in the vote count. But here again, looking at the number of outstanding ballots, thats a big number. Thats 400,000 well larger than the margin is right there. So well have to see. 400,000 yet to come in. Lets go back to the big map. Because nebraska is a split decision, its a unique state in that way. If joe biden takes wisconsin and georgia, which we were just talking about, he can can lose michigan and lose pennsylvania and be right at 270. And joe biden has a couple different paths through this. He has a couple different paths. He can get georgia and get wisconsin. And let me show you North Carolina. Very close between the two of them. Fpz thats the thing i want to stress. Its not unusual whoever wins for us to be sitting here on a decision desk waiting for days sometimes while Elections Officials count cast billion lots. Everybody in the wormd is watching. This is a normal process of counting that we are seeing right now. But what is exceptional is that we have so many states so close, which means were spilling over into the day after is and maybe days after to get that initial count. Thank you very much. As i stroll over to you guys, i want to talk about the count. Were talking about the first count over here. But i regret to inform you that reince priebus, former chief of staff for President Trump, is already talking object our air about a recount. A second count. His advice, gear up, america. It may be inevitable. Lets bring in correspondent john dickerson. Im getting this incredible sense of deja vu from four years ago. You have a popular vote with virtually the exact same spread between President Trump and his democratic opponent. You have a string of states where the races are too close to call. It could literally go either way. Although in some ways, youre contactually right. No some ways joe biden is in the trump position. Which is to say hes the one thats grabbing states away from donald trump. One thing that strikes me is that in michigan, pennsylvania and in wisconsin, we talk about federalism with respect to covid. Let the states do their thing. Were having the counting situation in those three date states because the states said dont start counting until the day of the election. So part of whats happening here is the result of decisions that were made by the individual legislatures and the specific states. So the voting is all done. Now the count iing is underway. What message does it send when the president calls it a fraud and an embarrassment before all the votes are even counted . It undermines the process. The democratic process gives the president authority. We hand him power through our votes. Thats the buteauty of the american system. And he is undermining that beauty by saying that the simple counting is sinister. So thats where we are. At the moment, the people in charge of doing the counting of the votes of the people trained and knowing how to do this, and we should step back and think about holy smokes, were voting in a pandemic. Its been relatively smooth until this moment which is not really so much about the challenges of counting, but the exterior emotional fuel thats being added to this political moment. The democrats went into this with extremely high hopes. And theres no question they have underperformed here. If joe biden manages to eke out a win and have the presidency, but likely not the senate, what kind of presidency is that going to be . It will be a fascinating one because he will have to work with Mitch Mcconnell, who they both believe in a senate of a different time. Now the question is whether Mitch Mcconnell Still Believes in that old senate, but people who clash could get things done. Well see if that still exists in this age of partisanship, where youre not allowed to work with the president of the opposite party. Because your voters will give you a primary challenge if you do. What were going to see in addition to the challenge you mentioned between the two branches of government, were going to see democrats have a battle a about what their party bloefs and also there might be a little bit of that battle on the republican side. Although whatever happens to President Trump, this is an affirmation of his politics. Last night was an affirmation of that. Affirmation was the word i was thinking. What does this say about the direction of the Republican Party . That people clearly seem to like what they say under the leadership of President Trump. Is it the rhetoric and the posturing or the tone or the policies . I think its both. The tone, lets say look at covid. We talked about this last night. The president s posture on masks is about health, but its really about dont infringe on my individual liberty. So he is in touch with something absolutely fundament a about the party. And about this country. And he got a lot of votes for people who signed up for that. They nevertheless really feel what he is talking about in a visceral way and that is where the Republican Party is are right now. Was there anything ab the results or what we know so far that surprise d you or stood ou . Florida is fascinating to me. Were going to go back and look. The fact that Hillary Clinton won miamidade by 29 points and joe biden maybe only by 8, donald trump did something to grab votes in florida. That will be interesting to look at. Forgive me for bringing up recounts, peoplen dont want to hear about it. But the Campaign Manager for donald trump just said in reference to wisconsin, were in recount territory. This is going from analysis to official approach of the Trump Campaign. What Election Officials have been telling me, there will be time for recounts. Lets count. See where we are. Then get to that. This constant preempting of it, lets just count. See where we are then. Its a conundrum for journalists because they are getting out in front. Are we going to ignore it or report it . If youre joe biden, what do you do . You stay in your lane. His lane has been let the system work, let the process work because you hope some day to be president and you hope some day to build a foundation on a calmer approach to things. So you got to behave the way you hope to preside as president. But what if that makes you a dupe. What if you should be coming out and we saw him preempt a little bit by coming out first before the president to take the posture and say lets let the system work. So that might be a way to be both being smart tactically and also staying on brand for him, which is let the system work. I think these local officials who will be stepping into the spotlight, the secretary of state, i hope they have done their media training. They have to do they are going to speak to the American People and say this is for real. However the secretaries of state handle this is how the country is going to feel about the integrity of the system that gives the power to the next president or the sitting one. Our continuing coverage of the 2020 election. President trump and Vice President joe biden are just about neck and neck in the electoral college. Winning arizona would be a huge boost for either of them. But this morning, that race is still too close to call. We are in phoenix. What do we know right now . Reporter were actually just getting brand new numbers here. The race has tightened. There are now 99 of precincts reporting. But theres only about a 3 difference between the two candidates. Joe biden is still ahead by 51 to 47. 6 . But again, thats only about 3. 4 difference. Many have been waiting to see who would grab the mailin ballots from Maricopa County specifically. We dont know how many ballots are left to be counted here. Unknown total of mail ballots received still need to be looked at and provisional ballots are outstanding here. The percent. Now the reason im talking about Maricopa County, its the largest county by far in arizona, which includes phoenix and its suburbs. It carries about 60 of the state vote. So the president ial candidate would have to win Maricopa County in order to win the state. And demographics have been changing there including a fast growing latino population, which was up. To 19 this time around. Also we took a look at new residents including independents and younger voters, who have been moving in from neighboring california, which is obviously a democratic leaning state. They are also contribute iing t the change in voting patterns here. Voters when we looked at the ages of 18 to 29 compared to 2016 have increased from 14 to 19 . So the numbers different there lean iing more towards the democratic candidates. The senate race would be historic if democrat mark kelly does beat republican martha mcsally. Joe biden actually was riding the coat tails of mark kelly at one point. The state has not had two Democratic Senators since 1948. But new results not in for that race just yet, were looking at 82 of precincts reporting. Republicans saying that race is still too close to call. And arizona has leaned republican for quite some time. If joe biden does go ahead and pull off a win here in the state, it would only be the Second Democratic president ial candidate to win arizona since 1952. Thank you for the update. Well stay with arizona for a second. Mr. Trump made end rows with latino voters yet compared to the 2016 election. In florida he got within just 5 points of biden in the key demographic, but not in arizona. Joining us now to talk about this is cbs news contributor maria salana. He underperformed with latinos with the exception of arizona. What was the appeal in arizona . It wasnt just arizona. I think theres other parts of the country where Vice President biden did really well. In arizona, as i was mentioned before, you do have a growing electorate of latinos. Theres a lot of young la ttino that have come out to vote. There are huge campaigns but all these local organizations, these activists that have been getting people to register to vote. So that definitely helps. And i think its antiimmigrant rhetoric that has driven a lot of that vote. How crucial was the latino vote for him there . For biden, it was very important. They have been trying, they have been working on this for ten years. Its very important. A the lot of latinos live in mair kricopa pa county. I want to focus on young latino voters. Just with the early voting, there was over 300 hike in increase in young latino voters between 18 and 29. So young latino voters are really colorado coming out strong to vote. In the 32 million latino eligible voters in the country, 40 of them are between 18 and 35. People just dipping in and out of the coverage may have heard that latinos helped deliver the state of florida to donald trump. If we pull become and lock at the bigger picture, how is he doing with the latino electorate more broadly. A as of now, trump has gotten 32 of the latino vote. Thats better than 2016. But its the same as john mccain received and he lost. Its not numbers like the ones that george w. Bush received which is 40 . We have to remember that. Right now, joe biden is still getting a landslide of latino voters in the country. But theres still a sense for some people in the party that hes underperform iing with latinos. Alexandria ocasiocortez tweeted out she said we have been sounding the alarm about dem vulnerabilities for a long time. What do you make of that . Because latinos feel that the Democratic Party has taken their vote for granted. They assume they are going to be voting for them. So one thing this proves is you cant do that. You have to Pay Attention to latino voters. You have to start courting them and not just two months before an election. You have to court them the whole time. You have to give them a reason why they should be voting for you. Because their vote is up for grabs and just continues to grow. I heard some people say they are surprised he has any latino support considering his immigration policy, which many people feel we have been at the border and seen families that are coming to this country. Considering how people feel that his immigration policy is not really kind to hispanic voters. Can you sort that out . Can you explain why that is . I think theres some misconception that immigration is the number one issue for latinos and it hasnt been for a long time. It does afelkt them, possess leshl the rhetoric. Theres been an increase in hate crimes. But the main issues for latinos have always been education, health care and the economy. Not necessarily in that order. It varies. This time around, it is coronavirus and health care as a number one issue. Jobs and the economy as a second issue. So if you dont understand the issues they care about, its hard. Its different in each state. Im glad we touched on the policy results here. The exit polls also show that the economy was the important issue on the minds of ohioans overall. In that category, trump had a 14point margin over joe biden. You can see it there. It was a similar story down south in the state of florida. 42 of voters said that their familys financial situation is better today than four years ago. Thats a about perception. They also said the economy played the bigest role in deciding their familys vote. Latino vote played a key role. Get this. 56 of cuban voters in florida voted for trump. A majority. He also earned 47 of the latino vote statewide. That compares to about 32 of latinos nationally. He overperformed his National Numbers that help deliver the state of florida to him. Lt lets go to texas. That was a state not necessarily expected to flip in 2020. However, its been a source of excitement and optimism for democrats. Trump won it by 6 . Not exactly close. The White Christian bloc handed him that victory. With 86 of white evangelical or whiborn again christians votingr the president. And as i toss it back to you guys, i would point out a conversation i had on the road recently. Tlvs a born again christian woman i spoke to. I got to ask her that key question. The president does not meet all the criteria that comes to mind for the ideal christian. Yet he wins that vote. She said, youre right. He doesnt fit the mold, however, mike pence fits the mold. She hopes that mike pence rubs off on the president. Thats enough for her. I heard some people who were on the fence about joe biden who liked Kamala Harris and that put them over the edge. That includes michigan, the race between gary peters and john james, the republican. Obviously, a very tight race with about 90 or so of the ballots counted. Lets head over to the republican side. North carolina, still very close. Still counting ballot there is. They are at about 94 now. But that number hasnt changed in several hours. So well see if tom tillis can hold on to that seat. Susan collins still in the lead, but take a look the at the number that matters most right now. Shes at 49. 6 . If the democratic challenger can keep her at 49. 6 , this goes to rank Choice Voting where you take a look at some of the smaller candidates. Were getting maybe 4 or 5 of the vote. You look at those voters who chose them, who was their second choice. That could take awhile. Then in georgia, where they are still count iing the president i race. Still counting in the senate race. Purdue, a slim lead right now. Well see where it goes. I want to talk to you at the house. The democrats had really hoped this would be a big night for them. Were going to go over to the board. Did you get permission . I did. Its okay right . Hes giving me a thumbs up. Democrats had thought that this was going to be a great night for them. They would pick up 5 to 18 seats. After picking up 41 seats back in 2018, at this hour it doesnt look like its going to be the case. They targeted ten seats back in 2018 that they hoped to pick up this time around. At this point, they are not winning any of them. So they are not going to be turning texas blue any time soon. I want to show you a couple other races. Virginias 7 district, one of the big rock star recruits. Look at this. Shes locked in an incredibly tight race. 50 50 and thats with a about 86 prgs of the vote counted. I want to check on minnesota 7. Because colin peterson, he was an institution. Republicans have been trying to pick him off ever since. Because this is such a heavily republican district. It looks like this might be the year that they do it. He is trailing. And then just one other race. New jersey 2, this is jeff van drew, who switched parties during impeachment. Reporter the Trump Campaign is not backing off of the claim thats already won the election. Two of his top Campaign Advisers went on tv this morning and declared the president has been reelected. That is of course not true. The president said in a tweet last night he was leading in many key states and now one by one they started to magically disappear. He blamed this on what he calls surprise ballot dumps. There is no evidence of surprise ballot dumps. States continue to count legally cast votes which is changing the vote total since President Trump falsely declared victory earlier this morning. Had is a fraud on the american public. This is an embarrassment to our country. We were getting ready to win this election, frankly, we did win this election. [ cheers ] reporter candidates dont get to declare themselves the winner. Georgia could be today, could be tomorrow. Theyre all very, very close. The president also appeared to essentially advocate that states stop counting votes. Is that actually possible . No, shouldnt be possible. All of the balance lots counted were validly cast by legitimate voters on election day or before, thats exactly the way weve always done it and doing it now. I should also add largely counted under rules set well in advance and often set by the Trump Campaign via litigation where they won litigation in wisconsin, in michigan and elsewhere and interesting if you look at the margins of victory or leading margins for Vice President biden and states like michigan and wisconsin, theyre about the same and maybe even a little greater than the margins that President Trump won those states in 2016. Given the results from certain states today do you think its possible we may have a winner today . I think it is possible to have a winner today. There are some paths available right now and if wisconsin and michigan go the way they seem to be going right now and nevada and arizona are going in that direction as well and nebraska Congressional District also, that probably gets to 270 electoral votes for Vice President biden. Right now we stand, we still dont have an answer as to who won this very important state, but the governor and his secretary of state here just issued a statement saying they dont have a time line. They gave no time line and said theyre not going to allow any outside influences to get in the way of them doing a job that will be safe and ensure that every vote that is valid will be counted. I want to go inside the Pennsylvania Convention center where were standing outside of, this is a live look at the election, city workers on special assignment hard at work counting the ballots. They have breaking up in shifts. Theres always people in here counting those ballots and they have since 7 00 yesterday, when the polls opened. This is the first time Election Officials throughout the state have had to count a Record Number of mailin ballots, in 2016 they only had 260,000 mailin ballots. This year, over 2. 5 million, because of a new law passed in 2019 allowing people to mail in their vote without an excuse. Trump remains ahead right now of joe biden by ten points, but the state still has about a quarter of ballots left to count. Pennsylvania secretary of state just told reporters shes encouraged by how the counting has played out so far. Its one of the smoothest, least issues president ial elections than ive seen in any time that i could possibly remember, and ive been in and around elections for a long time, as a Voting Rights lawyer, and a poll worker. This was incredibly smooth. Reporter she and the governor did acknowledge there could be some legal challenges after they total and bring out the official count of the votes here in pennsylvania. The governor urging people yesterday, he said to take a deep breath and to stay calm, knowing that this wasnt going to be a situation in previous elections where we knew how pennsylvania would go, that particular night, the night of the election. Remember, too, here, in pennsylvania, which has been a contentious spot for republicans who challenged this but if your ballot is postmarked by november 3rd and officials receive it by 5 00 p. M. On november 6th, and you filled out all your information in that mailin ballot correctly, it can still be counted and that is something that the Supreme Court did not really weigh in on. It was a 44 decision but essentially the officials here in pennsylvania know that they could experience challenges later because of that. But in the interim, jaricka, a lot of workers working to make this happen. Wisconsin is in the spotlight just as it was in 2016. The president is a little behind biden there with many ballots still to be counted. Adriana diaz is in milwaukee. Whats happening where you are right now . Reporter well, wisconsins Election Commission said this morning that the counting and ror reporting of results has happened in accordance to the law. Were waiting for 3 of the sloe votes to be reported in wisconsin. They couldnt start counting absentee votes, a record 1. 9 million, until 7 00 a. M. On election day. In the city of milwaukee, they didnt finish that count until 3 00 a. M. , when they submitted the citys absentee results to the county by hand. Just before then, President Trump had been leading in the state by about 100,000 votes. Then when the city of milwaukees 169,000 absentee votes were added to the pot, they pushed biden over trump because milwaukee is really reliably blue. Another important factor contributing to milwaukees vote is the black vote. Turnout here in 2016 was down 19 in 2016, according to one estimate. There was an enormous get out the vote this time around. I spoke to an activist this morning and he said our work has paid off referring to the strong numbers in milwaukee. As we wait for the last votes to be counted, both sides are talking about the possibility of a recount. That doesnt happen automatically, but it can be requested if the race is less than one percentage point, and as of now, it is. Tony . All right, buckle up, adriana, thank you very much. Youve got 49. 548. 8, as you mentioned, joe biden with the narrowest of leads, just a few thousand votes really, and if i show you whether or not we think is outstanding is this larger number, 103,000 in our estimates. Thats whats left to count out of mi of wisconsin and imis lar story in the tossup states, michigan, pennsylvania, North Carolina, georgia. Ill show you pennsylvania, their numbers think 1. 5 million to count, the ballots are being cast, might have been passed early, but were waiting for Elections Officials to tally those up. I can take you down to georgia and this is part of the reason that gives biden hope, even though hes trailing in the overall numbers. Ill zoom in over a couple of counties around atlanta 82,000 still left to count perhaps in de kalb, as well as some other democratic potentially democratic leaning counties but it doesnt mean just democratic ballots. There will be democratic and republican ballots statewide across georgia as the remaining come in. Thats what were waiting for. I will say to everybody for context, this is hardly the first time weve been at the decision desk for many hours into days waiting for Elections Officials in many states to count ballots. Its just this is the time that the whole world is watching that count. Indeed they are. Let me linger for a second not on wisconsin but on michigan. Can you help me understand why michigan is yet to be characterized one way or other . Were still calling it a tossup. 92 in, joe biden has an advantage, how could trump still pull this out . What are we waiting for here . Reporter first you see how close it is. 49. 5 and you can see the numbers from our system directly feeding in as im speaking to you, to 48. 8, so thats a really tight, really marginal race, and then almost a half a million, 447,000 outstanding ballots, out of a 5. 6 million that we expected to be cast, so its sort of basic. When theres a whole lot more ballots out than the margin between the candidates, you have a hard time projecting the race and you just kind of have to let the Elections Officials do their jobs, tony. Lets start with the president last night who basically said its a fraud, that the process hes claiming victory. Someone said its late, hes tired, he hasnt really gotten ahead of everything yet but he doubled down this morning, hes tweeting, people on his staff are going on his shows and doubling down. Doesnt this imagine the integrity . What is the strategy here . A couple of things at play. First of all it would be ideal if the president wasnt saying these things. As opposed to joe biden. General said we expect to hit 270 today, both sides are doing a lot, they fight until the very, very bitter end. Theres a difference shes not calling it a fraud. We expect to win and we did win and its fraud, theres a difference. Shes saying we will get to 270 today. Both sides are fighting to the bitter end and also, you cant blame the president for not trusting the establishment, the media, the pollsters, the conventional wisdom because the conventional wisdom had him losing in a landslide. Heck, i even said it. The process delivered him to the white house, hes currently president of the United States because the process worked. Every vote counted. I understand. If youre questioning why does he seem doubtful, i dont think the way hes saying it is the proper way, i completely agree with that but hes got a good basis for being doubtful that the establishment, political pundits and media is wrong. Why did everybody get it so wrong . I dont know. It seems like the problems we knew we had with polling from 2016 kind of got solved and i would argue the polls were worse this time. Terry and i were confident for biden he had a lead, steady, going on for many months. I think there has to be a huge autopsy coming out of this. Pollsters say theyre counting votes. They keep skewing, nevada is tight, michigan is tight, wisconsin is tight. These werent supposed to be tight. Already we see a problem and the farther down you go on the ballot, the bigger that delta between what we were expecting and what happened. Were talking about double digit differences. It was in senate races and house races across the board, republicans outperformed dramatically their polling numbers across the country and every race. It was not a good night for the democrats, robby, no matter how you try to frame it. Is it a wakeup call for the democrats, and what happened . Well, i would say defeating trump was so important. If we get that far, i dont want to downplay how important that is. Good point. This was disappointing, and if we win the white house, the idea was weve been waiting ten years to be able to legislate. The republicans had that opportunity just after trump won in 2016. I mean, this delays us even further and the majority in the house means a tougher midterm next time, the senate map is mixed. Its tough. Terry, even if President Trump does not win this election, he has by virtue of the turnout defied expectations, reaffirmed this is his party. Americas divided and passionately so, and this is not some sort of landslide where he was denounced for his handling of coronavirus or what a lot of people thought. This was a nail biter of a race. Like a lot of other conventional candidates would have formed. The tweet talking about how the president was leading in many states and one by one they magicically started to disappear as surprise ballot dumps were counted. That tweet was by the president of the United States. What happens next given how divided we are and the biggest platform in the country is being used to cast doubt on the counting were doing right now . I think thats a question for Republican Leaders, if donald trump has lost and he does not get to 270 electoral votes, what the Election Officials are telling us, my question is do other Republican Leaders say its time .
