Meanwhile the president invoked the dependsction act to require gentlelady motors to produce critically needed ventators. Maybe we wont need the full lactivation. Find out. He initially said he wand to rel restrictions by easter. T Vice President pence said that might not be the case nationwide. There are going to be areas of the country where w neeed to continue to lean into mitigation efforts. Around the world, cominnities areng ways to cope with overtaxed ctions and medical systems. That is the most since 1938. The nasdaq fell 295 points. And the s p 500 dropped 88. Now our own correspondents talk about the historic legislation ich the president has just signed. So the president has signed this yiche. Hes also invoked the defense production act. What more c you tell us about what the president has done . Yamiche thats right, judy. The president signed this historic 2 trillion coronavir stimulus package into law this afternoon. Itsri a his bill, the largest stimulus package ever passed by congress and sign into law by any president. The president said that he was happy that democrats ands republicould come together to get this bill done, but thep ident was only surrounded by the republicans. There were no democrats in attendance. And the predent is still not talking to nancy pelosi. He deinvoke the defense production about. This is a bill thats all american manufactures to make equipment that the federal government says it needs in case the president is invoking that act for one company, General Motors and for one equipment, one piece of equipment, ventilators. This comes after governors all er the country have been urging President Trump to invoke the defense production act. They need masks and gowns. s question of whether or not the president will be meeting the need that republican and democratic governors say that they need. The president last noxight on news said that hes unsure if the medical equipment requested by some governors is actually needed. Does a governor really need v,000tilators. He was referring to andrew cuomo who said his state needs 30,000 ventilators. Were going to have to wosch yhether or not he does that for more medical equipment like a masks whether he meets the need the governors say they need. Judy and lisa, take us into ths chamber lisa were in an extraordinary day in the House Chamber, there was not enough spaceor members to be seated and vote with proper social distancing. So we saw something never seen before, members filling t balconies around the House Chamber spreading out two or three seats apart, filling the entire balcony, some on stairs and some in the doorways. They were here because one member representative tom massey wanted a recorded vote in the end, the house voted him down and decided not to take a recorded vote. And by voice they voted. Dy lets continue our conversation about whats in this bill. You were telling us about how its helping individuals and businesses. What aboutdi the ml crisis . A lot of money for that too. 1 billion for Health Providers including hospitals themselves. There is also some 27 billion to help find Counter Measures to this virus including a vaccine and including some help for things like the blood supply. In addition this changes some regulations so that it will be easier for more people to have h telepoints w their dock teleappointments with their doctor. A permanent provision to help make things more affordable. A f. S. F. H. A. s can be used to buy all over the counter medication that includess. Tamp this is a term innocent change meant to help healthcare affordable and in the future. Judy yamiche mentioned the states. We know some fre reelim trying to get their arms around this crisis. How are they part of this . Sa states will get 150 billion directly that will be allocated basically by population. As part of that, cities over 500,000 people in population, they also get a direct allocation from their states money. 31 billion for schools from kindergarten all the way up. And separate money for mass transit. Separate money for the tribes in the country. Even thoughlihis is bs of dollars more than we speak about usually for these groups, everyone in congress acknowledges they dont think this will be enough. Senate are both gone for whod knows how long . They expect they will have to deal with thi again in coming weeks and months. That is already what were hearing. Lisa desjardins and ja mitch alcindor, we thank you both. Yamiche alcindor, we thank ou both. The scramble for scarce medical equipmt youve been hearing about has bee further complicated messages from the Trump Administration and medical professionals. Enough ventilators. Its become one of the most crucial pieces ofquipment to treat critical coronavirus patients, the ventilator. Governors across the country have made desperate pleas for more. E need at a minimum an addional 30,000 ventilators you cannot buy them. You cannot find them. Every state is trying to get them. We did have a delivery of ventilators. It was not the amount that we reested, and not enough. But we appreciate them. Weve had some help from the federal g overnmen we think we have a cmitment of several hundred ventilators, but we need more than that. And tts why we are searching the globe. President trump spoke by phone with Fox Newss Sean Hannity questioning how many ventilators are really needed. I have a feeling that a lot of the numbers that are being said and some areas are bigger than theyre going to be. Dont believe you need 40,000 or 30,000 ventilators. But then by today, he pressed both General Motors and ford to manufacture ventilators and fast. Both automakers he volunteers to convert some of their manufacturing facilities to make the ventilators that are in short supply. Theres kno as the strategic government reserve that helps it. Ter Healthcare Systems in and the total is 160,000. That is a fraction of what medical experts say they need. At the rate that this virus is exponenally transmitting, you know, transmission at this stage, i have i go home every single night and think about what if we had to decide between two patients . One way to get ventilators to hospitals faster would be if President Trump fully invoked ctthe defense production hes been reluctant to do it until today this afternoon requiring General Motors toze prioriederal contracts for ventilators. The michigan governor is administration for ump ventilators and additional critical supplies. Shes a democrat. And e joins me now from east lansing. Welcome to the newshour. I should mention, your state has seen the biggest increase more than 800 over the last day. You will likely need more of thl veors and the president we just mentioned is going to ask g. M. To make them so you can get themwh sooner. s your response . Im glad for it, to be honest. Every state in the nation is confronting what michigan is right now. Maybe not as fiercely as we are in the moment. But its coming across this on. We are seeing hospitals that are to capacity already. And we are just days into this. Going to continue to see this climb. And we know that with covid19, there being no vaccine, no cure and seeing how contagiouse it i, thill be a massive need for ventilators across the country. Ando the defen production act is something that was relied on during world war ii. Twerp arsenal of democracy we were the arsenal of democracy right here in michigan. Ramping up and pducing is going to be very important. And so i know that the leadership at General Motors is tough and ready to take thise o. Buteed to all be in this and do our part. On the ventilators because theres been a loton ofsion on this, how many do you have . Tchoum you need . And have you gotten anything from the federal government . Weve been making sure that weve got that were bringing ventilators that have been retired. Weve been revamping them and bringing them onlin no matter how many we have, were going to need more. Do you know whahat need is in michigan . Wereg try mitigate from people getting sick. Thats why weve been so aggressive in terms of our state home orders and pullingids out of sool. Thats part of the challenge here. Theres not enough data because thert enough testing. And so modeling shows us that anywhere between, you kno a million or less people will need to be hospitalized at some point in michigan. If were not aggressive now. And thats whats driven decisions weve made. There are not enough ventilators no matter what the snurm today for the t needt we anticipate tomorrow and the days coming as state. Ontinues to grow in my you mentioned the stayathome order back on march 23rd. In the last weerks michigan has seen a 566 jump in the number of cases in this state. But yo didnt make a major disaster declare rationequest to the federal government until march 26. In those three days the cases more than double. Did you waitto too lon d that . You know, as see fromst othe e who is ask for disaster declare ratio it hasnt inert to team forces. But weve been worki very closely to army corps of engineers, with fema. Ive been working closely with the Vice President. Weve bee pulling tall stops. This is one additional stop and its an important one. Butt certainly not the only thing to make sure that were able to draw all of the resources and harness all of the power behind the fed government to asnist our efforts to make sure weve got the maxes and the gloves and the gowns that are front le providers sod. Desperately n can i ask you governor because the president haseen critical of g. M. He said theyve been wasting time g. M. And ford arehe quartered in your state. Do you believe theyve been doing all they can . They have. I dont think anyone wants to spend energy fighting o another. We have to band together and fight covid19. We have to do that as a natn. D that means all hands on deck. Fr the Great Companies that built the middleclass like nd General Motors ford to eve individual doing their pt. This is how we get through this weve got through crises in the past. And we are successful when wem allber what the enemy is. And in this case, its you cant see the enemy. But its covid19. And it is ravaging our country. And thats why we need to have a national strategy. And we have to lock arms and be united on this. Thats governor gretchen itmer ofichigan. Thanks for your time, governor. Thank you. Stephanie well return to Judy Woodruff and the full program after the latest headles. Updating our top story tonight on covid19. New numbers out. The death toll stands at 1600 with nearly 400,000 cases. At the daily white hse Coronavirus Task force breefing, President Trump says some parts of the n country would be back to normal after the 15day covid19uidelines and next week. And the food and drug administraon has cleared a new rapid test for coronavirus that laratories says will launch next week. The company says the tests can detect the virus inbout five minutes. President trump and chinas presiden xi xi ping spoke by phone. The white house says they agreed to work together. U. S. There may be a new progress towards peace talks in afghanistan. The president has announced aam o anouns a team. But u. S. Special envoy, hailed the announcement today as a meaningful ste back in the country, the Environmental Protection agency is relaxing some pollution nvironmental groups say its part of a Border Campaign against the regulations. A passing to note. Longtime political strategis s jors died yesterday of a heart attack at his home in california. Sears served in the Nixon Administration and managed Ronald Reagans two president ial campaigns. John sears was 79. Years old still to come, the secretary general of the United Nations on this global crisis. What doctors are seeing on the front lines f in tht against covid19. The pandemic abroad. Willns amerituck overseas get home . Plus david brooks and ruthma us on this american life. This is the pbs newshour from weta studios and fromhe Walter Cronkite school of journalism Arizona State university. The pandemic has hit at a time of confrontation between the world greatowers and Armed Conflicts in many countries. How does one coordinate global sfons an invibbles enemy. Arwers, i spoke with someone grappling with this and much more. Hes antonio gutierrez, the secretary general of the United Nations. Mr. Secretary general, thank you very much for joining us. You told the leaders of the world o the richest nations th every country on earth is in a fight against this coronavirus but not winning it. Why . Is it a fight that can be won . Well, this is a fight that can be won. And the demonstration is that it has been won already in some he parts of world. But it requires a very clear strategy. And the strategy must b to suppress the virus. And the strategy that needs to be adopted by all countries in coordination following the guidelines of the world health organization. And now what we have h is a completely different set of measures in different countries. Different areas doing different thingsus and the vs a very dangerous one. Its not easy to control. So we need concerted action by all measured players. And obviously, whenay yeste i was meeting at the g20, i w immediate meeting withf 80 of the world economy. So if they could adopt a common strategy everywhere, concerted guidelines of the, and get the suppression of the virus and the transmission of the virus, not of mitigation, not just bending the cur, to break the curve of that represents the number oa s. If that could be the common strategy. If we dont do it, if each country will do its own way, now were seeing the virus that moved from china to korea, from korea to europe. Now, its moving south. Africa is a contine with very little capacity to respond. And i am extremely worried that in those situations we might with illions of cases millions of people dying and a terrible tragedy thatee we to avoid. Judy wheres the evidence that countries are working together . Because we see squabbling between the United States and china for examplealng each other names. Wheres the tchoorpgs you say is i think this kind of Corporation Mt start effectively. I because witho we will be defeated by the virus. And the cost will be enormous, of course, in human lives, and the clost be enormous in relation to economy and the society. This crisis is a crisis that is larger from the economic and financial point of view and than in the crisis in 2008. There was aoncerted action by to be able to address the crisis and to relaunch the economies. This time we will need an even bigger effort. I was happy to see that the senate and the u. S. Approved 2 trillion which corresponds throm 10 of the american economy. But im very worried about the countries in the south wherees resources are not available and where the tragedy might be a terrible human tragedy. Youre right about what the congress has passed. The president is gng presumably sign it. However, only 1 billion of it. It sounds like a lot ofoney. But thats. 05 of it is set up forntnational aid. Do you see do you see that kind of support forth coming . Well, we need about 3 trillion for the developing countries if one looks again at the same perntage of g. D. P. The way to mobilize that in a nonbureaucratic ways without conditions that countries are not able to meet and to do it massively in support to the countries of the south. Judy you have the largest population of refugees, displaced persons on the planet since world war ii. What happens if the coronavirus hits those populations which is certain to do . How does tha get addressed . Well, we have through the when i commission for refuse refugees aiming at prenlting avoiding at all costs, fortunately, theyre in remote locations, avoiding the virus to come to them. And at the same time to builde minimum capacity to respond even though we know that will be extremely difficult. That was the reason why i launched today. I launched yesterday. An appeal of humanitarian agencies of 2 billion which is a droin the ocean. 2 fwol be able to provide t those most vulnerable situations in areas of conflict. The minimum of humanitarian response able to hopefully prevent this from coming. And if it do our best to respond to it knowing that it will be very difficult to avoid the very tragic consequence. So many challenges to face. Earlier this week onda m youve called for a universal ceasefire for whether ever there are hostilities to end. And is anyone heeding that call . We have positive answers in several situations. But the problem is not only to answer. Sitive its to make sure that the answer is translated into action on the ground. There was an accept nance acceptance in prin pull. Several of the actors have said they supported the ceasefire. But this requires massive pressure from the international community. Ive been appealing for members of the Security Council for those more relevant powers in the world to put pressure on the parties to the conflict in all s these situatn order to be able to translate that principles pull, that idea that theyre ready to accept it into a reality on the ground. And unfortunately, the risk, th Good Intention mightot be translated into effects is a bi. Ri judy no question, a big risk. Finally, mr. Secretary general, where do you look for inspiration in all this . Im assuming youve never seen anything like this in your time working at the u. N. , working with refugees . My inspiration comes from those people that not onlyn my d agency, United Nations, i commission forug rs, but in unicef, the World Food Program and peacekeeping missions. The courage, the resilience and the generosity that they show, inspiration. Me an enormous judy secretary general of the United Nations antonio gutierrez. Thank you very much. Thank you very much. Judy louisiana is wouldnt the ging hot spots of covid19. New orleans alone has more than 1,100 cases and 119 deaths. The u. S. Surgeon general warned that next week will likely be worst. And the conventionenter is being converted into a hospital. Thats rig, im joined by Infectious Disease doctor at last State University health. Dr figueroa, thank you very much for being here. Weve been hearing different dispatches from louisiana. What kind of patients are you seing in the hospitals right now . See wereg a lot what other people have described from the standpoint of folks with preexisting conditions, older individuals coming in with primarily influenzalike illnesses but with lot o shortness of breath, some fever. And then they ce in. Usually are doing ok. In the first week they were doing ok. He and they would just decline very rapidly. This week its bfen dnt. So were seeing more people coming into the Emergency Department with severe respiratory distress and needing mechanic ventilation pretty much out of the. Weve been seeing reports that louisiana has seen quite a sudden spot in case. Is that true to your experiencey and why do think that is . It is true. At least from what we can see. Certainly have been seeing increasing numbers of patients with the syndrome that is consistent with covid19. And why that is is interesting. First of all, they tend to congregate together and enjoy things. Enjoy food, and family and being together. Those are great conditions. We know mardi gras ended about a month or so ago. Rig. And then mardi gras and those sorts of things accentuated that. We are destination city. A lot of people from all over the world come here. Therefore, we are sort of a right situation for importation of the of virus. And if we have a virus that spread from persontoperson contact, then we are a pretty place for that. Were know that louisiana has high rates of croing diseases in the general population. And that is certainly going to complicate your response because we know na puts people at particular risks, right . Absolutely. So one of the things that weve been seeing ishat we are seeing younger younger people who are getting very, very sick. D if you look at the people who are in that cohor there are a lot of tpwhokes have a lot of the preexisting conditions, e morties. So diabetes, hypertension, kidney disease, lung dease, and those sorts of things. We have a population that has more of thosedi cons than in many places around the country. And lastly, we know tt your governor, Public Health officials have beenish suge warnings for people to say, please stay at home. Ep your distance from each other. I know that not all the businesses some businesses have been clooud iniana. Is it your sense from being around the city and the the state that people are heeding those warnings . Are they taking tse seriously . I think as we are involving here in t new orleanst people more and more serious about it. I will say that, again new orleans new orleanian like to spend time together. I would say the mayor and the making those that case that we need be protecting. Er each onot only protecting ourself, but protecting those around us. And i think theres better compliance. It is a little counter to our cultee. Ont want you to deny your essential nature. But we want you to beafe. Dr. Julio figueroa, thank you so much for your time. Thank you. Judy the u. S. State Department Says thats brought back 15,000 american who is were stranded in more than 30 countries. But some 30,000 americans are still stuck abroad. I mean, if we were to not get out in the next few days, i would be worried about not getting food because we would have to go and get food. Im worrying about my job back im worried about if i were to get sick heerp, i doneay though im not a citizen of this country. I think we tried to walk the dog. And the playoff said youre not suppose to be here. Fare facilitating three daily flights. But there are thousands of americans wo need t leave peru. And she needs leave. There are multiple r. N. s. After four tickets and 3,000, belog flew throu empty her ports and got back home to mom. Finch flew wearing a hanker chief. So man are still strand including those trying to get home to tryo save lives. For the pbs newshour, im nick schiff rifpblet m nick schiff rinne. As the days nee become to hem make sense of where we are, the analysis of brooks and marcus. That is New York Times columnist dad brooks and Washington Post columnists david marcus. He o to both of you. We are keeping you distant for your safety. David, do you first t u. S. Is now leading the world. Surpassed every other country in covid19 cases. Itsustoing to get worse because of early missed opportunities. For whats coming . Cans a well, theyve been redip so far. I think the reaction people take it seriously. Ive been zoom calls with thousands of people this weerks it seems. And people are volunteering to help people out ins way they would be safe. Ive been impressed by the reaction. President trump wasntlone. The c. D. C. Messed up the test. The f. D. A. Regulations got in the way. Talking for y about the e been decay of our government solutions. Not enough room to maneuver for the managers. And so weve seen institutional fail grur the white house on down. Judy ruth, what about that . At about the American People and the institutions . Well, the American People are one thing. And the institution are quite another as david suggests. And the fact of the matter is that if the American People a not prepared, its because their leaders andly prima President Trump has failed to prepare them for what is comg. And hes failed to pro pair them hes failed to prepare theco try in terms of the material and the ready thanks we need have. And hes failed to prepare them with a clear and consistent message about how we are going to defeat what he calls this invisie virus and this invisible killer. While you were just slow was on, he was on televisionn his night selfcongratulatory moment. And he was complain act the government ofga mic and complaining about the governor in washington and saying that if they dont treat you good, dont call them. At s not president ial. That is heavy and beneath what the country deserves at this point. David, what about President Trumps leadership now . David i think the word i would use is inconstant. Were ud to the selffocus, the narcissism. But its extremely unnerving at aime when the president says we dont need ventilators and says we desperately need them the next hour. Thats just a nerve jang ling problem. If someone like steve bnon had tpwhn the white house, he saw this problem early. It filtered into his psychological priors. It was the priority doing what he thought would serve him best. And when h gets a bad press like about General Motors, a ory that would sugge hes dragging his feet. It leads to this pattern of incons tan si. Incontancy. The president signed this 2. 2 trillion his toirk amount of money. Its supposed to go directly to aid amerin who are hurt by the response to this to this pandemic. How much help do you think its going to make a lot of help. This in a bad tim was a good moment. There were problems along the way. There were disagreements along the way. But the fact that congress could pass this quickly a package of this amazing magnitude, 2. 2 trillion. Weve now spent 3 trillion to get agreement. These guys cant even renamest office. And they manage to do this. Thats really important. There are two that is critical. One is to me sure the money allocated particularly to Small Businesses and the money to individuals to get them through, that has to n order to be effective that has to get timeout door as quickly as humanly possibly. And thats going to be a phenomenon of oversight and tchution is up to the executive branch. Well see if theyre up to the task. I really hope they are. While this is annormous sum of money. It may not be significant. Its enough to get peoplehe through t next couple of months. But we may need to dig into the national pockets and the National Grounds for the change. And come up with more because the prident likes to pretend like this is going to be all over by easter or at least in some couies over by easter. Thats just not reality based. We sie zpa to hear a to hear that there is a lot more money. How much d tference do younk it will make . We have a 14 trillion economy. 2 central a lot of money. Rsonally, applaud the for getting done. Its improve United Kingdom and denmark and other countries decide whats most important to keep them imployed. And that ds a lot of things. It keeps the fms intact. It keeps people feeling like i have a job. Went the Unemployment Insurance route which is to get people out of their workplace. Then well z the oonce youre out the lay por marble. And i would worry about the organizations. If suddenly they go away from a. How many of them will come back . How many of the nonprofits are going to come back. I wish we had tried a different strategy. How muchoro you about that, rose . Going to do that, we would have needed to do it earlier because so many of these places have already laid people off, and the imperas to get people to them quickly. But i dont disgleedisagree. The thing i worried about more in the immediate term and make sure i only wt to go back to this sup mile chain question and the move that the president made today to invoice the defense production act. Because these are thing that also are imperative to have done nths ago. We should have been understanding that there was going to need be a need for ventilators. That should have start whether you invose the defse production masks to make sure theyre in the chain andto read go. And ready to be supplied. And we need david talked about the incons tan si of the message. Need a rational and constant message from the president. Was but we all knee one person in charge of making sure tt all of these as we are sending these very neede checks to businesses. We also need to be dloying these supplies to the hospitals and the healthcare workersf becausee dont get this under control, were just going the virus devastates us. Ey while because this wasnt done, organized earlier, eople are going to die . Yeah that seelts absolutely true its simple, overreact. Theres not been a moment where someone has been overreaction. There was a uversity of pennsylvania study that said even if we cut the infection rate by social distancing. Were going to need 960,000 people going into about intendive care ward. Thats a lot of quick. Ors. Erring on the side of too much, is stilloo little. That should everybodys should be that way. A ruth, back to what david was say about what the preside keeps talking about getting some people back to work by easter. Homing that some parts of d country is as usual. Everyt exp you hear, however, that would be crazy. Its dangeus. I y cant do that i heard bill county by county. Ant be a approach. What happens if this is lifted too soon . Well, i thought that president s statement that he wanted to see the church pews packed on eastere because said it was a beautifulay was possibly the single most irresponsible statement made by an american president in history. It is an outrage. It is dangerous. If en packing church clues. You can want drn this is uierica. We dont walls against counties. No, we have no unknowns as Donald Rumsfeld used to say. The known unknown i is wheres the virus . If we had the test and do widespread testing, we would know where the virus is. And we might be able to know to lift restrictions. We didnt prepare for the test. We dont ow where theie us is. And lifting it in this county o that country. It didnt steam have a lot of imens right n. Its just a very, very dangerous move. Even when we lift restrictions. We cant just open up the floodgates andry tell edy to know start shaking hands and gett smashed together in church pews again. We have do it intelligent lip and slowly or were going to find ourselveseeper in this pandemic. How concerned are you . A, donald trump doesnt do a. Lot of t this is on the state level. And i think he isurunded. Dont think take hem always that literally. Some of the ssetements c harm. People are just going to take control around him. We know how this ends weve seen successful countries in asia particularly. And it end up as ruth says when we have the test and when we use significance kated nergy to treat individual who is have the infection. We trace their network and their movements. Its possible to do this with the right level of execution. We did not hatave the adv of having the sars system, so we don we have but presumably were going to ge it. Very finally, weve got less than a minute. Ruth, joe biden, Bernie Sanders still throught running for president. Is that president ial race even relevant anyre . Rig now, were all covid19 all the time. There nothing thales people can think about, talk about, dream about, and so i think in a sense this is a moment for Bernie Sanders the moment for him to go gracefully is probably blind us. But it shuts off any oxygenhe tt ad left for his campaign. I dont really know what his point the is right now. For Vice President biden, he just needs find s voice this moment. But also just to make sure it dooknt that political. Theres nothing joe biden needs to do right now isch m the election will be in the fall. If he does nothing, hes be final. David brooks.
