Good afternoon were here on san bruno avenue in San Mateo County. This is one of those places that will see definite changes as you mentioned 3 counties moving from purple to read those 3 counties are Alameda County, San Mateo County as well as Solano County and as far as solano in san mateo are concerned that means reopenings and were talking about some degree some percentage of restaurants as well as retail indoors museums and zoos and aquariums in those areas to a level of capacity, 25 in those respects as far as restaurants. Were also talking about 25 capacity, gyms and Fitness Centers allowed to reopen indoors as well at about 10 capacity, so a lot of changes coming up with that move from purple to read one thing that hasnt changed his Alameda CountyAlameda County has moved from purple to read theyve seen some numbers in terms of covid and while things are improving. They want to put the brakes and see how things are going to go over the next 2 weeks and then they will make that decision whether or not to start that slow reopening as weve seen everywhere else now at this point everybody in the 9 count in the 7 county bay area. I should say remains in the red except for Sonoma County and Contra Costa County. They remain in purple one bright spot about purple is they have changed some of the guidelines to now nail salons which you had to have. The open in the red now can open in that herbal tears, so that is the one change that is made. So again for immediate changes, were looking to San Mateo County were looking to Solano County was some degree of indoor Business ReopeningAlameda County waiting another couple of weeks to see if those numbers hold reporting live in san bruno dan kerman kron 4 news dan thank you for that report. Now so far the state has recorded more than 784,000 a covid19 cases with more than 15,000 deaths across the bay area were approaching 97,000 reported cases and have recorded over 1300 dots. Across all 9 counties of the bay area, the overall number of new daily coronavirus cases has been trending downward for weeks after peaking in july and august the bay area has made Good Progress on slowing the spread of the virus. I think were doing really well as a regent doctor George Rutherford is a professor of epidemiology at ucsf. He attributes that success to things like social distancing and maskwearing so i think that those things are been key. The fact that not everybody is doing it sort of speaks to the power of it that you dont need to have you can you know you can have serve fewer than perfect. Up in a here on sunday still see these major major effects but nationwide there is evidence that the u. S. Is entering a 3rd wave of coronavirus infections. This chart from the cdc shows that the number of new daily cases is rising after weeks of trending downward doctor rutherford says this 3rd wave hasnt hit california yet, but he wants people to know. All right, thank you for that chalk. Santa clara county leaders will be voting on a program to help give money to people who test positive for coronavirus and need to isolate. Now past the program would provide up to 5,000 per household to assist with the rent and other finances and also assigned Care Services for the elderly and children and provide hotel and motel rooms for isolation and meal delivery. Now this would be an extension of the Pilot Program the county ran in june in partnership with Sacred Heart Community services the program would be in partnership with 15 cities in the county. Most of the funding will come from the county and individual cities will provide 600,000 each. The board of supervisors meeting is happening as we speak well continue to follow the vote to see if the program gets approved. And well provide you with updates as we receive them. And beginning tomorrow south bay schools will have the green light to reopen the most schools, including all of the larger Public School districts, well stick with the Distance Learning for now Santa Clara County has been in the red tier of the states reopening blueprints for about 13 days which means school could resume in person classes, beginning tomorrow with the Positivity Rate of roughly 2 and a 109 people hospitalized with covid19 Santa Clara County is currently posting its lowest number since june. Despite that many schools say they want to see more progress in the months ahead before reopening there are other things that are in the county guidelines that are still prohibited right indoor gatherings for example. And from my perspective if people cant gather indoors than it doesnt make a lot of sense to put 30 kids in a classroom together which seems similar to an indoor gathering. Now at 28,000 students, san jose unified is the south bays largest district. Citing the burden of undertaking the testing of that many students and other challenges. The district will continue Distance Learning through the end of december. Also happening today Contra Costa County leaders are expected to vote on extending eviction protections, the countys current Eviction Moratorium is set to expire at the end of this month, the new ordinance would also bring county law more in line with state laws which parent guarantees eviction protection and rents freezes through the end of january. Well have a little bit of an offshore winds start to develop, but really a lot of its going to be in the Central Valley, usual notice in the northern edge, this is the fire weather watch so a lot of things are uncertain at this point. Got the 70s covered the east bay shoreline off to the east upper 80s 80s also up to the north bay 81 san jose and 66 for San Francisco do a little bit of a kicking in here all on shore and thats keeping temperatures corrected. But even on inland rather we see teens happening in the far east bay and even up to the north bay as well. So what we have for this mostly sunny mild very close to seasonality here 70s for the bay 80s going on in london for the weekend though turning hot in this is the most people going to notice 100 degrees possible. And some of those far inland reaches and the fire weather watch goes on for the north and the east bay saturday night through monday morning again by that point it might be a red flag warning again a lot of unknowns thats way upstream there. This video was shot from the drivers seat of a bulldozer cutting fire lines during the walbridge fire west parmenter part of a family of loggers who also run an Excavator Company in the tiny Sonoma County town of caza was one of 4 dozer operators who work for more than a week straight. Sometimes 24 hours a day cutting fire lines often right up against the flames sometimes the fire was right on the side dozer could be a fee i just blowing against suit working against the raging fires and winds with very little sleep. He and his crew worked to cut the fire off before it reached his community and other towns along the Russian River parmenter has operate his dozer for cal fire for many years. But this fire was different. I think its because you caused all. When you lived here for 40 years. And this to know everybody in the community. And to build it. Save that for them. And not let them lose everything they had you know. That was most important to us you know his death. Save the community for what they have and what theyve worked for and. And thats what we did. Parmenter estimates that he and his crew cut 30 miles of fire line, some of them 10 dozer blades wide. His crew was not alone. He estimates another 10 to 12 bulldozer operators help cut a contingency line as a backup. And over in general mark man a rancher who also runs an Excavator Company was part of another small crew who helped cut fire lines right up against the blaze for more than a week in order to keep the myers fire burning on the coast from moving into town and east towards greenville. Theres a lot of people in our community to maybe that range from loggers to construction to. You know ranchers that have equipment and so everybody. We all care a lot about our community and and the ground that and the forest in the fields everything that we live in so we want to protect that as much as we can. And so everybody when the time we need comes we just all step up and Work Together its not hard to find places now where the fires have blackened this beautiful landscape its also not hard to find signs like this one dotting the areas that were spared giving thanks to the people who stepped up. The blaze has burned more than a 109,000 acres and is at 17 containment. More than 1100 homes have been evacuated so far on monday, the fire threatened the famous mount wilson observatory. And in other news, a california state audit found that the university of california wrongly admitted dozens of wealthy students over the past 6 years. The state auditor found that over the past 6 years applicants were accepted into universities as favors to donors family and friends. U c berkeley is responsible for admitting 42 applications based on connections to staff leadership and donors. The auditor notes the applicants were not as qualified as others who were denied admission. The audit was conducted in response to the National College admissions scandal last year. And over in Antioch Police have arrested a man in possession of a forged checks, Social Security cards and mailbox ak mailbox access keys. When officers searched his car during a traffic stop they found numerous stolen checks ranging from 2000 to 10,000. The driver was booked into county jail and police are advising the public. So avoid mailing checks from your own mailbox instead drop them off at the post office or use online bill pay. Free meals for food insecure families here in richmond the program is being run by the nonprofit richmond main street initiative, the food is being handed out here at the Richmond PoliceActivities League parking lot at 23rd and exchange place, no questions asked if you need restaurant. Quality meals then theyre available to you for free here in this parking lot every tuesday and thursday late morning early afternoon. Were told that 4 1000 meals are being handed out every that this program is going on and theyre also handing out free personal protective equipment to protect yourself. 19 the program launched earlier this month that will run through next month and theyre also collecting money to buy more personal protective equipment for families that just dont have access to it. Here in richmond i spoke with one lady who says that she lives with a lot of older people sensitive groups they cant go out to Grocery Stores. They cant go shopping right now. The cobalt blue thats out there for this afternoon seen the same thing at the golden carls getting jealous here is going to get back here get some fos of fozzie hayes and theyre going on well get some of that tonight, no upstream theres another front to look out for now typically in the winter months we tend to get some rain from these things but this is not going to supply much of that at all its going to keep temperatures down like weve been experiencing so that kind of goldilocks forecast is with us on the backside of it however getting into the weekend. Different story as High Pressure starts to build. 83 4 oclock at 7 were looking about 7164 by 10 oclock under skies might get some fog coming in here here comes that front i just mentioned there will be rain up towards the north. Then High Pressure builds behind it and we play keep away with the clouds that means another heat spike coming our way next weekend and were concerned about a little bit of an offshore wind event. The dry conditions may pose a bit of a fire threat for the forecast tonight, word 58 San Francisco, 58 for oakland, 57 san jose but uniformity with temperatures even though were fairly clear for tonight though here it is on the big board lower 60s off to the east bay 59 livermore got 50s up to the north bay 58 San Francisco and 57 for san jose were going to check that extended forecast, if you dare with those hot temperatures coming up in a bit to knotts thank you for that. This means restaurants personal Care Services museums, movie theaters gyms and places of worship can now begin reopening indoors, or and San Francisco and santa clara counties are also in the red tier. Contra costa and sonoma counties remain in the purple widespread tier. And students and teachers in east Bay School District just got one step closer to returning to the classroom, however, the union that represents teachers in that district says not so fast kron fours Haaziq Madyun explains why. Alameda county has officially moved into the red tier of the California Department of Public Healths blueprint for a safer economy among other things the red tier allow schools to reopen for in Person Learning after maintaining red tier status for 2 weeks. But it will likely take you less than 5 minutes to get it done National Voter registration day is celebrated every year on the 4th tuesday of september. Its goal is to get as many people registered for the upcoming election as possible. Now not all states allow you to register online. But thankfully, california does and there are several resources to help you get there today. I spoke with the league of women voters in oakland. They say theyve seen an uptick in visits to their website. This year which is good because there are some changes that voters need to be aware of as we get closer to november, 3rd. This year very important at least in Alameda County. We will not have the hundreds of polling places that is normal instead we will have 100 vote centers which are mostly for people who need assistance with voting. But you can go to any one of those that centers, theyll be open for 40 days leading up to november, 3rd 31st for second in there and you can register to vote conditionally there and fill out a provisional ballot. So we really Alameda County california actually has been really very very accommodating to try to get everyone possible register. A reminder here in california there is a deadline of october 19th to register to vote online and by mail. Well, the city of berkeley is now trying to change that up a bit. The Berkeley City Council will vote tonight on the healthy checkout ordinance which would require Grocery Stores to sell health your food and drinks in the checkout area kron fours noelle bellow spoke with a Public Health policy advocate for the details. So if the vote goes how long do the stores have to implement these changes and what types of penalties might stores have if they dont implement the changes. Well thats a really good we hope that the ordinance would be implemented some time in early 2021, but there wouldnt be any penalties or enforcement and at least 6 months later. Cities, well talk to a ucsf doctor on what bay area lets talk about our forecast as we take a live look outside of downtown San Francisco day there isnt a single cloud in the sky, its so beautiful, what is going to look like over the course of the next few days well with intrusion of clouds kind of coming and going pretty close to that too and im looking pretty good in walnut creek here as well so all the way across the bay everything is looking pretty good. For today in fact the week ahead whats going on as were getting another wave coming in here thursday now. So as mention about the clear skies mike it some clouds and heres an intrusion temporarily, weve got sky conditions generally speaking and good temperatures. Its this weekend. The things start to change a little bit here. Theres also a nice shot here from the golden gate all we have a few little cloud pops up here to more and sorry some little bit there, but basically mostly clear is what were going in for tonight little come back as well tonight. So what we do have upstream in this weekend. The sides big heat spike were talking about. Were also watching the potential for some offshore winds that were not getting a lot of uniformity in terms of. How bad this will be just yet but as of now its a fire weather watch it does include some of the Higher Elevations of the east bay and the north bay for now you can see a lot of coverage in the Central Valley up to the north now. San francisco has had the lowest covid19 death rate of any other major us city throughout most of the pandemic as of today. There are 99 deaths in the city while many other cities such as new york experience terrifying periods with skyrocketing cases that Field Hospital beds beyond capacity, San Francisco has kept its number of cases, relatively low low for more on this trend were joined by doctor bob wachter chair of the department of medicine over at ucsf doctor lockwood thank you so much for joining us today. That what is it that were doing i know were not as densely populated as a city like new york, but we are pretty you know pretty densely populated how is it. What is it that weve been doing that weve been able to keep the numbers low as we have. Yes, i am ok problem at all. I would say that you know San Francisco is not as densely populated as as a city like new york, but we are still pretty densely populated what is the city been doing right to keep the numbers where theyre at. We are the second most densely populated city in the country after new york and i think that shocks people. So thats not really it. We have had terrific leadership on the part the mayor and the mayors of most of the bay area and a terrific a citizenship that people have done the right thing you dont hear around San Francisco people talking about this being a hoax and when i look out the window people are Wearing Masks and following the rules and so its its been both good leadership and good follow worship and its made a we still are not at a 100 deaths in San Francisco. Los angeles is over 6,000 new yorkers over 25,000 yes, both cities are 10 times larger, but theyre not theyre not a 100 times larger so its been extraordinary and i hope we keep it up. Now would you say that it could be as simple as something as simple as you know the residents of San Francisco are actually taking this more seriously. Then you know that of los angeles or those that are in new york, they know new york. They had some that problems in terms of hospital capacity. Theyre bringing trucks to to you transport dead bodies. Its just been that weve been taking it more seriously arguably. You theres one theres also an element of luck early you know we did not have a big super spreader event in february and early march, when we could have our Corporate Leaders did the right thing some of the tech company shut down early and send people home. We have a healthier population and other cities so we have a lower rate of obesity and lower rate of smoking. Those are all important but its also true that success begets more success by that i mean that when new york a polarized in march and april the hospitals got overwhelms and people died because of that there were you know the number of nurses per patient ratios were. Were were were really not very safe. San francisco because weve done so well taken that seriously made the right moves our Health Care System has not gotten overwhelmed, so you see for example, weve never got to a point where we couldnt provide absolute spectacular care just to all of our Covid Patients but to all of our non Covid Patients to and thats made a real difference. Do you think testing the availability and access to testing is another factor that we could kind of a tribute i low numbers too. Its helpful it just shows why testing is you want more testing because when you test you identify cases, you tell people to stay home. We also have a robust not only testing system but Contact Tracing system and most other cities arent lucky enough to have that so its a combination people have better access to testing here. They have good Contact Tracing way 5 people get them out of circulation when their infectious and but i think the most important thing is that people have been thing is that people have been keeping their distance pretty close to universal mask wearing here its not perfect. But when you look at surveys in San Francisco versus other parts of the country the balance of mass where is significantly higher here than it is in other parts of the country so its really its a combination of all those things that weve done right. And i do think that its important to note that given are some are lower numbers relatively speaking of course it is very important to remember that just because things are reopenings you know businesses are reopening at limited capacity and restrictions are easing up a bit that its important not to lose sight of the fact of the pandemic is still very much. Reality for us all and we kind of want to continue following what weve been following so we dont see those numbers go back up. Well that that was we had this experience in june. Where i think we got a little bit complacent and a little cocky. And started letting her guard and what we start was the virus that the numbers started going up we started to see more cases and more deaths luckily in San Francisco, we turn that around pretty quickly and no los angeles not so much an and other parts of the like houston and in florida and in phoenix not at and there were thousands of deaths because a dent. So theres nothing about the virus that has changed from march to now it is every bit as capable as causing infections, your chances of dying if you get the virus is a little bit lower now than it was in march because weve come up with some treatments that work moderately well theyre not super. Well but otherwise the virus is still looking to get into the back of your nose and the back of your throat and if we did get a chance to do that it will do it and we will start seeing. More cases and more this year so its really important parts are now 6 months into it and everybody is feeling pretty we probably have another 9 to 12 months of this but we have to keep our guard up or else we will experience what some other cities of experience definitely we do have to keep our guard up doctor walker thank you so much for joining stocks have had a rough a september the Dow Jones Industrial average dropped 509 points monday.
