Laney college. The College Board has decided they do not want this project to move forward here at this site. Essentially, theyre not willing to give up the land to the oakland as. The board decided in a closed session meeting yesterday to cut off talks with the oakland as about their proposed stadium plans. In september the as announced their preferred site for a new stadium was here at this location, the Community Colleges headquarters right across from Laney College next to 880 here in oakland. There was a lot of concern from the getgo among the College Community about this new stadium, potentially disrupting campus and possibly displacing low income residents in this area. We talked moments ago with the chancellor who was asked if he took offense to the way the as announced their intention to build a ballpark at this site . It didnt we didnt take offense to anything. We really concentrated on what peraltas interests are. What our needs are for the future and what to explore, the best things that can be more aligned closely with our mission. Reporter the oakland as put out a statement here a short time ago saying we are shocked by peraltas decision to not move forward. All we wanted to do was enter into a conversation about how to make this work for all of oakland and laney and the Peralta Community college district, we are disappointed we will not have that opportunity. We also did get a statement from oakland mayor libby shaft a short time ago and she called the breakdown in talks unfortunate, but she also did say that oakland is fiercely determined to keep the as here in oakland. The mayor is still determined to find another location for this ballpark. As far as the Peralta CommunityCollege Board is concerned, the as will not be building that new stadium here at this site which is just across from Laney College here on ninth street. I should point out that in talking with the chancellor of peralta colleges he does say that he is open to development here at this location, but he was not open to continuing negotiations with the oakland as. Back to square one for the as. And oakland hero a large number of unified School Districts are no existing that their last paychecks are missing. An apparent computer glitch has reversed their most recent direct deposit paychecks leaving teachers and other district employees in a financial bind. Rob roth is joining us live at the Oakland Skyline High School with more. Reporter imagine your paycheck is deposited into your bank account as normal and then suddenly it is deleted. Thats exactly what happened to this Skyline High School social scientists Sciences Teacher this morning. Teachers are saying check your account, see if this happened to you. I checked my account and then 2700 had been removed from my account. The open the Oakland Unified School district says it doesnt know how many employees heather direct deposited paychecks from december 1 reversed but a district Spokesman Says it is a significant number. The employees affecting cut across all employment glue groups including teachers, administrators, support staff. I call this morning with an apology. We have been informed by number of Staff Members throughout our organization that there has been a problem with the most recent pay from the district. Reporter the district is facing a budget crisis but it says that has nothing to do with what happened. You should know this is not a problem with district funds or any other issues with our finances. The problem appears to be with union bank which manages the districts payroll. The district says the bank is working on correcting the problem but the problem puts employees in a financial predicament. 3000 paycheck, you pay 1000 in check and they take 3000 out. Guess what . You are now in the red. This could have major consequences with our own financial institutions. Even if its correct . Even if its corrected. Reporter nowhere does no word on yet when the problem will be corrected. The district says it will reimburse any employees who are slapped with bank fees because of this apparent glitch. Thank you. A preliminary hearing began this one for two men charged in the deadly ghost ship warehouse fire in oakland. Derek almena and max harris had each been charged with 36 counts of Involuntary Manslaughter in that fire that happened last december. That is one count for each of the people who died in the fire. Today a musician who visited the warehouse the day of the fire took the stand. Aaron moran described the building as a beautiful space, compared to stay there to going to disneyland because of the exhibits inside. He also said he was there when the fire broke out and barely escaped saying, quote, [anchor reading quoted material displayed on screen. ] prosecutors say both are criminally liable for the deaths because of the cluttered conditions inside the building. The victims die during an unpermitted party at the ghost ship. The hearing is expected to last about five days. Prosecutors plan to call some 20 witnesses. A judge will then rule at the end of the hearing as to whether this case go to trial. Now to the latest on the wildfires raging across Southern California. There are now four fires burning after a new fire broke out near ucla and the getty museum in West Los Angeles around 5 am. It is being called the screwball fire and has burned about 150 acres. Also in Los Angeles County crews are still battling the creek fire that has now burned more than 11,000 acres and destroyed at least 1000 homes in the stern in the san fernando valley. That fire in the city of Santa Clarita is five percent contained but has already burned 7000 acres crews are fighting the thomas fire in Ventura County, the biggest of all the wildfires burning. The thomas fire has already burned through more than 100 square miles. Fire crews say it is likely hundreds of homes that have burned. Heres a look at where all these fires are burning. The fires have burned about 84,000 acres in all. Christina is in Ventura County and joins us live with the latest on this story. Reporter it is are breaking to see the devastation here in Ventura County. This fire has covered roughly 100 square miles of land, destroying dozens of homes in this neighborhood. We are up high on a hill and you can see how the fire moved. This house is destroyed, the ones next to it are still standing. This fire really just hopscotch through this neighborhood, burning some and sparing others. Overnight this thomas fire grew in size. It has now burned 65,000 acres and we will see some video of what we filmed at daybreak these were flames near Santa Barbara and ventura. At one point the fire jumped highway 101 and started burning towards the ocean. Thankfully, there are no homes in that vicinity. Firefighters were also working put out flames there on the backside of the ridge. In ventura neighborhoods are destroyed. We talked to one man who returned home and was going through the rubble trying to salvage family heirlooms. This is the second time we have had a fire. I havent seen any of my neighbors. If you look around everybody is lost. I feel for them as much as for myself right now. Reporter roughly 30,000 people were evacuated from their homes and the threat is far from over. Cal fire says the wind is expected to pickup tonight and could reach 80 miles an hour tomorrow. Things are still not out of the way, not out of the woods just yet. Cal fire is really hoping the wind is does not pickup as much as they are expected to. These fires could move quickly so any new ones could have extreme potential for fire growth. That is something cal fire and the fire crews from across the state do not want to see happen. They are urging people in Southern California to be ready to evacuate. Thank you. Lets turn to mark with a closer look at the weather conditions for those firefighters battling all the fires in la county and surrounding areas. All the fires and such a Long Duration all week. The National Weather service calling this the longest and strongest santa and a santa anna win event of the season. The wind will be ramping up again late tonight and into early tomorrow morning. All the smoke showing up on satellite. This is just from one of the biggest fires in Ventura County and drifting to the pacific with a strong northeast flow in place. It wont back off anytime soon. Check out some of the Current Conditions around the fire zones. You can generally see wind on these panels stronger for the higher terrain. Around 10 miles an hour with relative humidity dry at seven percent in a few spots. Moving the maps stronger winds toward the malibu hills, that is a gust to 47 miles an hour Santa Clarita gusting to 30 miles an hour. Already singledigit relative humidity values for that portion of Southern California. All week we have this, the red flag warning in place until 8 pm friday. All of these areas in red will have gusts around 50 miles an hour. And isolated peek could have amounts, wind gusting to maybe 80 miles an hour. The wind will be pulsing again late tonight into early thursday morning. In the bay area a completely different story. We have this mess, just we just have this, mostly clear skies. Looking toward the Golden Gate Bridge and we have gusty wind as well, but thankfully, we have been without rainfall to help us out with the fire situation in Northern California. A very chilly start. We had freeze warnings posted for portions of the north bay. Numbers even around the bay, all of these areas around freezing or below that point. 28 29. For today mostly sunny skies. The basic forecast will have temperatures in the 60s a very narrow temperature range, around 60 1 66 four wednesday afternoon we are locked in this dry weather pattern. This feels strange to talk about this in december. Everything is all connected because the wind event in Southern California is a Long Duration wind event that will keep the fire danger high. For us we will have an extended periods of dry weather as we take this through the weekend and most likely into next week. No real signs of significant storms yet. Things will hopefully swing open with the storm door. Now when you start seeing a bunch of zeros for december the next thing you know january will be here. You can see that far out and its zeros. Exactly. It seems like we are going from one extreme to the other. We had extreme drought and extreme Atmospheric River events last year. We will see what happens this year. By the way, in Southern California with the fire danger earlier in november they had highs in the 80s and 90s. That prime to things up for this. In came the wind. So dry. A twoday strike by thousands of oakland employees could be coming to an end. How a vote in about an hour could have them walking off the. Alliance. Controversy concerning the middle east. Despite worldwide warnings President Trump makes good on a Campaign Promise. Thousands of oakland city workers are on strike today which means most City Services have not been available to oakland residents for a second day. Allie is joining us live to explain why Union Leaders are hopeful this strike could into today. Reporter in about an hour the city council meet in a closed session with labor negotiators to discuss the unions proposal. The majority of Council Members may vote may vote to approve that proposal and the strike will end. The union that called this strike yesterday is all out here in front of Oakland City Hall to make their presence known. They have had some speakers out here in the last half hour or so. Right now speaking at the microphone is the councilmember who made it clear she will be voting for supporting the unions proposal in that closed session. Altogether there are about 3000 oakland city workers on strike today. That means for a second day now City Services like libraries, parking enforcement, building and fire inspections, headstart, childcare programs and afterschool programs are closed for another day. What the union is asking for now is a oneyear contract with a four percent raise. The city had wanted a longer contract than that, a three deal a threeyear deal with four percent raise the first year and then raises after that tied to city revenue. Mandatory overtime is also an issue instead of hiring full time. To have half of your workforce be temporary part time workers is a huge drain. We end up working like 72 hours. They have to give us a break. They push it to where we have to go to the last minute. Reporter the city made an offer to the unions before the strike, including Healthcare Benefits and pension costs for fulltime benefits. Some people who live and work in oakland who gave us their thoughts on the contract dispute. Some people say that city and county workers pensions are the best of all. If you ask for more than that i dont see it forthcoming. I think its already pretty generous for the city to offer to cover pension costs and full benefits. The cost of living is going up in oakland. They work hard and need their money. Reporter most of the people we spoke with Walking Around downtown sided with the workers in this dispute. Again, back out here live we will show you what is going on outside Oakland City Hall. You can see some of the members of the union on strike have been instructed to go to the entrances of a Oakland City Hall to make their presence known as Council Members and city leaders head into the closed door session to discuss the unions latest proposal. Again, all it takes is a simple majority of Council Members to vote to approve that oneyear deal and if they do the strike here will end. We will watch for an update. This morning President Trump followed through on a Campaign Promise to officially recognize jerusalem as israels capital. Speaking from the white house at just after 10 00 today the president said we are no closer to a lasting Peace Agreement between israel and the palestinians. An intense firefight continues in Southern California. This was the scene replicated across the southland. A lot of thick, dense brush amid very densely populated neighborhoods. Theres no telling just yet how many homes have burned. There are at least four major wildfires right now. Fire crews battling very dry conditions in some cases, very high wind. Unfortunately, that is not expected to change anytime soon. The biggest fire is the thomas fire burning in Ventura County. That has already burned more than 65,000 acres. Adam housley is live in Ventura County. Well, we just lost him. The firefight is well underway in Ventura County. More than 65,000 acres have burned. A lot of the firefighters that are battling this fire are from here in the bay area. It is all too familiar to what we experienced in the north bay two months ago. Many people are saying these scenes are bringing them back some painful memories from their own experience. Adam housley, we do have him live right now. I know in a lot of neighborhoods the active fire is gone but the destruction and damage is evident. Reporter yeah. We are covering the fires from north bay two months ago. It is so similar it is erie. Ventura and the north bay area have a lot of similarities. This woman had been here for 75 years. They are all gone. A couple are still standing. Several other homes in this neighborhood are gone. People had a couple of minutes to get out. Active fire in this area has moved pretty much away from the city now. Not really threatening homes in this area. The wind is pretty much going away. A different scene then we saw yesterday. This started monday night and continued throughout most of tuesday. In fact, the fires jumped from house to house. We saw homes that had fire crews outside spring them with water with no active flames that still burned to the ground. Theres nothing they could do. The wind was pushing some of the embers into the homes. Very similar to what we saw in santa rosa and in napa in Solano County two months ago. Right now people today are coming back to see the homes. The woman who lives here was born here. She had been here her whole life. Her kids are from here. That is a heartbreak we seen, similar to the north bay fires. The santa ana winds are expected back tonight. Are you able to get a sense from the people who you talked to, was it an official warning on the cell phone . A neighbor knocking at the door . What was their signal to get out . Reporter similar to the bay area, although, in the bay area most of my friends in napa did not get a cell phone warning. Here they did. A lot of people got that morning. You dont know how long they last. That one. How long does that mean . One woman we met lost her home and she put her phone on silent because she had been at a High School Meeting that night and turned on silent mode. She woke up and the fire was in the backyard and they raced out. The warning had, 45 minutes earlier. She found that out later. The problem is when you get the warning how long does that mean you have . Most people when they got the warning got out right away. Some people were knocking on doors. There was a deaf woman down the street who the neighbors went and got her because she did not hear the warning on her phone. You are hearing a lot of those stories. They did have a few more minutes here that in the bay area fires. Not enough time for most people to grab important things and take them away from the homes like this that burned down. You were covering the fires in the bay area. For you being there and being here right now what are some of the similarities or the differences that you have seen personally . Reporter the two differences for me, growing up in the north bay area i know both areas pretty well. The similarities, the hills come down into the cities like Fountain Grove in the coffee area. We saw solano and napa county when that burned down through the silverado country club. You have the marine layer here. You have the ocean right there, which you can see because it is all white from the smoke. Those are different when it comes to whether. Also different is the napa filers and the north bay fires were used to those consistent wins. Down here the santa ana comes every year. Last year we had the rain this time of year. The wind is didnt matter because it was a wet wind and wet and then wind. In the north bay you guys had wind. It has been dry after the wet winter and now the wind comes through at 75 miles an hour and blow this direction. Theyre coming back tonight. The way now is to make sure they can get all the hotspots out. When we got to this neighborhood yesterday many of the homes had already burned down but if you they were trying to protect were still standing. Embers then took out the other homes even though the fire had already passed through. Anything new that might spring up is the worry now. We appreciate your time. Thank you. Many people who lost their homes in the north bay fires tell us there are so many similarities with what we are seeing in the Southern California wildfires from the strong wind, dangerous firefighting conditions, to the fact that many people had to rush from their homes with little to no notice at all. It looks exactly the same. Not quite as populated, but spreading fast. They dont seem to be very many firebreaks in the area. It is gary. Having gone through this ourselves, it is so painful to watch and know that they had a horrific night like we did that first night. We are all californians and we are all in there together and really sad is having happening during the holidays. Support groups are held in the north bay for victims of the north bay firefighters. The next one will be on friday and is expected to be in high demand. We are getting a better idea of how many insurance claims have been filed following the north bay fires. Officials say 9 billion in insurance claims were filed following those fires two months ago. That is up from 3. 3 billion in losses announced by the state in late october. Insurance commissioner dave jones says the number includes residential, commercial, and automobile losses. The wildfires ripped through Northern California and were the deadliest in the state, killing 44. Two months after the fire the fb site does the fbi says it needs to investigate fraudulent claims and potential scammers. It created a task force to try to stop fraud. They will prosecute people trying to make money off disaster victims. Lee martinez reports from santa rosa. Reporter fema officials have received an Alarming Number of duplicate applications for aid. Fire victims are having a hard time registering because someone else has already registered with their name and information. The fbi leads a task force of more than one dozen federal state, local, agencies to investigate fraud related to the north bay fire. They are looking into duplicate fema claims that are growing two months after the wildfires. I would say that the number is creeping into the hundreds. There are so many databases out there and so many of us are online and use the internet for purchases and those databases are bought and sold and it is overwhelming sometimes. We are trying to get ahead of it. Reporter reporter fema says they report suspicious claims to the fbi. People finding that someone is using their identity have to physically come to the fema office and show their id. Fema is also trying to help wild fire victims to protect themselves and stop the thieves. Try to have a lock on your mailbox now. It is a difficult situation and our u. S. Postal service is involved because they are in the task force as well. Reporter that angle is to collect intelligence from other major disasters this year in houston and puerto rico to spot fraud trends. Agency says it also found fake charities. As for housing and bony contractors contacting disaster victims. The fbi says anyone who believes they are a victim of a fraud scheme related to the wildfires should contact the National Center for disaster fraud. Fema is still taking applications for disaster relief. However, the deadline is fast approaching. The final day to register with fema is this coming monday. In santa rosa with ktvu fox two news. Investigators are looking into a fire that burned more than a dozen cars in campbell that started at 10 30 last night at an apartment on bascom avenue. 13 cars were either damaged or destroyed along with a carport. There was also damage to one apartment. All the People Living in the Apartment Building had to evacuate. They were allowed back into their homes about 11 30 last night. The fire is under investigation. Hundreds of teachers and parents held a candlelight march last night to protest the lack of contracts negotiations between the Teachers Union and the Dublin School district. Negotiations have reached an impasse. A state mediator has been called in to assist with talks which are set to resume tomorrow morning. Where bargaining for a fair contract for our futures so we can stay in dublin and keep working for our students. We believe in dublin, one of the Fastest Growing in california, deserves the best schools in the state. The teachers say they are getting shortchanged when it comes to pay and benefits compared to neighboring School Districts. There was no Immediate Reaction from the Dublin School board. A new lawsuit says californias failing students when it comes to reading and writing. The lawsuit was filed on behalf of current and former Elementary School students and their families in los angeles and stockton. One student named in the lawsuit is a sevenyearold secondgrader who cannot spell words such as need and help. The lawsuit says among the nations largest School Districts california has 11 of the 26 lowest performing districts in literacy and basic education. In response the state department of education says california, quote, has one of the most ambitious programs in the nation to serve lowincome students. Gina brings us more from the front lines. Reporter two homes are now on fire. What a battle this has been. This home right here is on fire. The one next to it is 1377, this one is 1367, firefighters have been battling this blaze and hoping to put out the flames. They are so stubborn. The firefighters are shooting water at the flames. We were told the attic was on fire. This is the 1300 block of casiano road in the Brentwood Bel air area. Since 5 30 this blaze has been raging out of control, going up the hill and threatening these homes. It is just north of the 405. Firefighters, alec city fire is here. We were told about 100, alec city fire is here. We were told about 120 firefighters on this street, asked one of the firefighters and he said we have about 20 right now and they are focusing on these homes that are in danger. You can see the flames from the roof. It is not a good situation. This road, this entire road, it is smokefilled all the way through. Everyone here has been asked to evacuate. For your own safety and the owners of the property are not here. They have already left. From the other home as well they have already left. Firefighters are trying to put out the flames. They are dealing with bad conditions, humidity, and the wind that is erratic we are taking a break from the wind but at times they come in and were talking 25 miles an hour wind. The wind fans the flames and we have seen the super scoopers and helicopters come by and make water drops. That helps. That is when the smoke overcomes everybody. Genus over there. Look at what the smoke looks like from the wildfires from satellite images. These are comparisons between yesterday and today. The fires are fueled by strong santa ana wind which is expected to continue over the next few days. Hundreds of thousands of acres have burned in california this year. Officially the state department of a forest recess wildfires have burned more than a million acres in the state, an area the size of all of Sonoma Company county. It does not count the ongoing wildfires in Southern California. In Southern California mark has been looking for any sign of rain, which is not coming. The wind isnt dying down either. Maybe a break right now for the wind backing off. They will accelerate backup tonight. December, you would assume fire season will be over. That is not the case with the dramatic message coming from Southern California and the wildfires. This is toward Ventura County. This is a perfect example. You can see the terrain and gaps in the train. You get the northeast wind moving through and its like a river bank that funnels in closer together. That is what it does to the air. The wind flow accelerates the canyons and that is a big concern for fire crews. Unfortunately, the wind is expected to increase once again tonight and into tomorrow morning with no real noticeable, favorable changes in weather conditions possibly until the weekend. Look at the wind forecast. Look at these bright colors that represent some stronger winds speeds. As we take this into tonight and early tomorrow the numbers are going up and the colors are becoming expanded over a good portion of Southern California. Those numbers are really going up into early thursday morning and sticking around. Once again this is a Long Duration wind event with a red flag warning in place until 8 pm friday.
