The coverage will be increasing over the next hour or so. We could have thunderstorms moving quickly across the bay area by 9 00. Another system approaches the area thursday night and maybe more rain in your fiveday forecast. More on that in a few minutes. Every time it rains this winter, its going to cause concerns for many homeowners in the north bay, especially in the burn zones where is the potential for flooding and mudslides. Its been nearly three months now since those Deadly Wildfires broke out and many people have started to rebuild. Ktvus tom vacar joins us live from santa rosa with more. Reporter when this santa rosa hillside neighborhood burned down, the other thing that burned off was all of the cover. And now this is just naked ground laying out here and any kind of water can start the land moving. Now, a lot of water could do some real make problems and all day today theres been almost no rain up here. But no that it is coming and thats what they are worried about because of what they are what they are trying to do is to dodge a weather bullet. Reporter rain wasnt an issue until half past noon when the first light rain started falling in santa rosas coffey park, rains that stayed light for the afternoon. The worry in Sonoma County and napa that serious rain falling on denuded hillsides and burnedout lots could start mudslides, floods, perhaps even landslides. At napa valley expo, crews handed out wattles to help folks stabilize their lands. We are up on a steep slope. Our house has been removed. The foundations are gone. Theres a lot of exposed dirt work and stuff that usually protected it from getting too wet. We already got around the foundation yesterday. Today we are putting it in the drainage channels and stuff, finishing up areas where ash and debris will go down into drainage. Just trying to do our part. Reporter back in Sonoma County the worst danger is to those residences, wineries, businesses and Youth Authority facility at the foot of Hood Mountain regional park. The mountain is so denuded of vegetation and so unstable and steep, the park is closed indefinitely and signs proclaim the extreme danger to those close by. There are plenty of drains around this mountain that can easily handle normal or torrential rains provided that the trees and the brush and the grass are still up there which they are not anymore. And the problem is, if you start getting major flows of mud and landslides, these drainages will be overwhelmed. In santa rosa, the state Emergency Services director touring the area with the u. S. Homeland security secretary was grateful for the mostly light rain, saying a lot of reparations are already in place. Right after the fires went out, one of the key priorities was mitigation efforts, clear channels, put in these wattles, these, um, these devices to help to, um, channel and offset water flows. A tremendous amount of mitigation has been done. Reporter so while tonights rains are not likely to produce any big problems, people are going to be concerned about this every rain event throughout the winter and into the spring because its going to take at least that long for all of this land to at least start growing back some stuff. In other news tonight, a teacher was robbed and sexually assaulted as she prepared her san jose classroom. It happened at Harker Middle School in West San Jose yesterday morning. Ktvus ann rubin is live in san jose with more. Reporter yeah. The assault happened just before students were set to arrive on campus yesterday. And while parents say they are shocked and shaken, they are confident that the school and police are taking action. Reporter parents at Harker Middle School are still in shock. Im just deeply, deeply saddened with whats transpired and it just makes me very, very sad. Reporter its been one day since the Sexual Assault of a teacher and San Jose Police want to make their presence felt. There are officers assigned to the school and more patrolling the surrounding neighborhoods. We want to make a strong presence known to the community, to the children attending this school, to the staff, that we do care and that were working hard to try to identify this person and take him off the streets. Reporter this is the man they are looking for. He arrived on the harker campus early tuesday morning. He wandered the ground for two hours before the attack. Thats the best evidence we have, the Surveillance Video. Were aggressively trying to identify this person. We are asking the public to call us with any tip that they have. Anybody they suspect who looks like this person, walks like this person. Reporter the woman he sexually assaulted and robbed was a teacher who had come to prepare her classroom for the first day back from winter break. School officials released a statement, saying reporter administrators say they are cooperating with authorities and that they regularly review all safety protocols. And until the perpetrator is caught, parents say the Police Presence is a comfort. We feel reassured and we feel that they are doing everything they can. I have the greatest degree of confidence that the school will do whatever it takes to make sure this campus is secure for the faculty and the students absolutely the highest degree of confidence. Reporter and police say while the video doesnt get a good shot of the suspects face, it does show that he has a distinctive walk and they are hoping that someone might recognize it. Anyone with information is asked to contact San Jose Police. Ann, it looks like that walk somewhat distinctive. So im just curious, even though we dont have any suspects identified, are they getting calls or are people calling police and saying that looks like somebody they might know . Reporter my understanding is that they have had a few calls but no good leads yet. I think they are hoping that more information will come in as people get a chance to viewed video over and over. Thank you, ann rubin. The chp is investigating a deadly highway crash today in walnut creek. It happened just before 10 a. M. On the 680 onramp to north main street. Investigators say a 29year old man died after losing control of his car and smashing into a guardrail. His lone passenger is being treated for major injuries at john muir medical center. The chp is trying to determine why the driver lost control of his car. Also in the east fade, police are investigating a stolen car that was found unoccupied down a steep cliff along grizzly peak boulevard. Its unclear how the sedan got on the hill. It was stolen out of richmond. There are no injuries reported associated with that vehicle. And no arrests have been played. Grizzly peak road is a popular place for people to view the bay and San Francisco. Todays accident was the second time a car has plunged over a cliff on grizzly peak boulevard in the last month. The last one was december 7th and the tow truck pulled up the heavily damaged sedan from the side of the hill. The guardrail along the road was also damaged. The police say its unclear how that vehicle ended up off the road and during that accident, the driver also was nowhere to be found. President trump is lashing out at his former chief strategist, steve bannon, saying bannon has lost his mind. That comment comes in response to a new book by journalist michael wolf entitled fire and fury, inside the trump white house. In excerpts published today, bannon criticized the president s son, donald trump, jr. , and his soninlaw, jared kushner, calling the meetings with russians during the 2016 campaign treasonous and unpatriotic. In response, the president issued a statement that said in part white house spokeswoman said the president s reactions to bannons comments were furious. I would certainly think going after the president s son in an absolutely outrageous and unprecedented way is probably not the best way to curry favor with anybody. The book contains other explosive details including allegations that mr. Trump himself didnt want to be president , never thought he could actually win. The tellall book is due out next week. President trumps former Campaign ChairmanPaul Manafort has filed suit against special Counsel Robert Mueller and the justice department. In the lawsuit, manafort says mueller exceeded his authority by investigating him for conduct that was not related to russian interference in the 2016 president ial election. In october, manafort was indicted on charges of conspiracy and Money Laundering and has pleaded not guilty. Thousands of people attended progovernment rallies in iran today in the wake of violent protests there. 21 people died in clashes and as rich denison tells us, the United Nations is now calling on iran to respect the protestors rights. Oakland police tell us they are at the scene of a shooting involving a bart Police Officer. Police tell us a bart officer shot two suspects at 7th and center streets. That is at the west oakland bart station. We have some videos just in that were taken near the scene of the shooting. You can see there is a gurney and paramedics are getting ready to take somebody out of the scene. We have two crews on the way there right now. We also are being told that a gun has been recovered from the area. Again, two people shot by at least one bart Police Officer. You can see a tremendous amount of activity at the west oakland bart station. We have not had any information from bart that this is affecting bart traffic at this time. The state department of Water Resources recorded just 1. 3 inches of snow with a water content of only. 4 inches. This is just 3 of the long term average. Last year, the first measurement had 6 inches of water content. Still, water managers say theres plenty of time to catch up. Last year, where we ended up with such a record season, we really got started in january and february with the atmospheric rivers that are critical to californias water supply. Water Officials Say the state is in better shape than previous years because the reservoirs remain above normal after last years heavy rains but they say its always a good idea to conserve no matter the weather. A lot of big patches of grass out there. Lets go over to meteorologist mark tamayo in the Weather Center for more on the forecast. More rain on the way . Yeah. We have more rain, especially the next few hours and if you are thinking this will be a snow producer in the sierra, we are not lucking out this time because yeah, the snow level will be around 8,000 feet or so. So unfortunately, its going to be a lot of rain toward lake level and we need low snow levels to capture all the snow and the powder that eventually turns into our water supply. Already had showers today. The next band moves in tonight for the evening hours. Another system moves in thursday night and rainfall with both these systems, safe range would be tenth inch to an inch of rain. Satellite showing you. This lots of clouds throughout the day. A few scattered showers out there. Were coming in closer. This is the development. Something well be watching closely, look at the lightning strikes. Just in this one section, 28 lightning strikes offshore out there in the pacific. Its about 45 miles from half moon bay. Thats where Oakland Police tell us a bart Police Officer shot two people about 5 p. M. This evening at 7th and center streets at the bart station in oakland. Police are investigating. No word on the conditions of those shot or practice prompted the shooting. So far it appears bart service is unaffected. We are told the bart police chief is on the way to the scene right now. We do have two crews on the way, as well. We are just now getting aerial pictures. Skyfox has just arrived on the scene. You can see there are a lot of emergency lights flashing. This is parallel to the bart tracks near the mail sorting center in west oakland. You see the bart train there on the left is moving. Thats a good sign. Again, we havent heard from bart that this has affected service in any way. If you are going to or from the west oakland bart station, you could have some trouble getting there because of the surface streets. But the trains themselves are in operation. This came in about 4 45 this afternoon. We this came in about 4 45 this afternoon. We heard bart police calling Oakland Police for assistance and said two suspects were down. Bart police apparently shot them. The gun has been recovered at the scene. 7th street is blocked in west oakland. There are some reports coming out that the two people were taken to the hospital after receiving medical attention at the scene. Also, we have heard that no officers were injured. Again, this is live pictures now from skyfox over the west oakland bart station where at about 4 45 this afternoon, a bart Police Officer shot and wounded two people. We also know that the police chief for the Bart Police Department is on the way there or arriving at any moment. We hope to have information from him. As soon as we get more well pass it along. California democrats are trying to find a way to get around a new federal cap on state and local tax deductions. Democrats are planning to unveil a proposal as early as this week. Under the plan, instead of paying taxes to the state, californians would be allowed to donate the money to the states coffers and deduct the entire sum from their federal taxes. People who donate to those funds often have greater benefits. People who choose not to donate would still be required to pay state taxes. Up until this year, taxpayers in the state could deduct an unlimited amount of state and local taxes from their federal taxes. That number is now capped at 10,000. Lawmakers at the state capital also say they have returned to work with a continued focus on Sexual Harassment at the capital. Two democratic lawmakers have stepped down and a third is being pressured to resign over Sexual Harassment and assault complaints. State lawmakers responded by forming a joint committee between the assembly and senate to address the Sexual Misconduct issues there. Some observers say they are seeing a Culture Shift and people are learning to be more respectful. I think the hugs and kisses are things of the past. Were not going to be seeing a lot of that touchy feeley in the capital the glad handing and slapping on the backs things that are traditional moves are out the door. People are looking over their shoulders because a complaint will be filed and will go somewhere this time. Today the Assembly Speaker said lawmakers have become more proactive in investigating claims of harassment in recent months. Today the Homeland Security secretary came to wine country to see last falls fire damage up close. Tom vacar was there when the secretary met the media. Reporter Kirstjen Nielsen secretary of Homeland Security in office for less than a month made it a priority to see the wine country fire area along with the States Office of Emergency Services director. It was very important for me to come out myself and to see the damage and to have the opportunity to learn from folks here what their needs are. I also am in awe of the Community Spirit that ive seen. Reporter the secretary heaps praise on the first responders, relief agencies and the survivors she met as well as the amount of work already accomplished. I learned today that the amount of debris collected to date is equal to the weight of four fifths of the weight of the golden gate bridge. Thats a tremendous amount of debris and were only just beginning. Reporter she indicated the trip was worth the effort and valuable. We have learned solid lessons in coordination and partnership. We will carry these throughout the country to other disasters that we face. The coffey park neighborhood of santa rosa lost more than 1300 homes in the north bay fires. Today construction is under way on the very first home to be rebuilt there on terry lane. Contractors are getting ready to put down the sub floors and they will be framing the walls, a huge sign of progress for this devastated neighborhood. Oh, its a great feeling. Its always good to get in and start giving people hope, you know . Because as you can see around here right now, theres nothing. Theres still people cleaning up and we like to give people hope. The homeowners told the pressdemocrat they were fortunate because they were able to rebuild on the original foundation so the work could start faster. The home is expected to be completed in about 4 months or so. A man convicted of killing two Jewelry Store clerks back in 2013 learned today he will likely go to prison for the rest of his life. Barry white was sentenced to life in prison without parole this morning. In july of last year, a jury found him guilty of 16 felony counts including two counts of firstdegree murder and one count of attempted murder. During the trial, prosecutors said white shot and killed the two clerks and wounded the owner because he thought the owner shortchanged him on a gold necklace that he bought at the store. San Francisco Police released this Surveillance Video. It shows him in the upper part of the screen apparently firing shots into a black car on the 100 block of eddy street in the tenderloin about 8 a. M. We see a suspect obviously firing into a vehicle. But the circumstances could be a variety of things. We are hoping that if the public comes forward with anything information, our investigators will be able to find out. Reporter police havent received any reports of injuries connected to the shooting. But that doesnt necessarily mean there werent any. Sometimes we dont know what the victims circumstances were. Are they afraid to come forward . Was there a minor injury, no injury . We dont know. Reporter this man lives across the street. I heard the argument beforehand. So i already knew. Somebody owed somebody money for something. So im not at liberty to say what because i dont know. Reporter then he says there was a noise. I heard a crack. Reporter police say they released the video because they cant identify the gunman and they say the irony of a man in a santa claus hat firing pointblank at a car is not lost on them. We see a lot of people dressed up. You see santa hats floating around, costumes. So who knows where they were coming from. Reporter police are hoping that anyone who may have seen and with or can identify the gunman to please give them a call. In San Francisco, rob roth, ktvu fox 2 news. The raiders are one step closer to securing the land for a new headquarters and practice facility in nevada. And the team may get the land at a big discount. City leaders in the las vegas suburb of henderson are moving forward with the plan that allows the raiders to buy 55 acres of land for 6 million. Thats roughly half the lands appraised value. The city leaders in henderson believed the facility will provide some badly needed jobs in their community. Thats where a bart Police Officer shot two people late this afternoon. These are live pictures from skyfox. The shooting happened shortly before 5 p. M. At 7th and center streets just outside the west oakland bart station. There is still a large Police Presence in the area. Again two people shot, they reportedly received medical treatment at the scene and were then taken to an area hospital. No word yet on the their conditions or what prompted this Late Afternoon shooting. We also have a crew on the ground so heres the view from on the street on 7th street right in front of the bart station. You can see a number of officers there crime scene tape strung across 7th street, Police Vehicles in the road. So far it appears bart service has not been affected and, in fact, we did hear from the bart spokesman who says bart is operating normally although getting in and out of the station by car could be problematic because of all the police activity. We are told the bart police chief is either there on the scene or on his way to the scene right now. And when he arrives and has something to say, well continue to keep you updated. In other news now, heavy equipment and work crews from Northern California are going to puerto rico. Some of that equipment is now sitting at a port in lake charles, louisiana, ready to be used to help get the power back on. As rina nakano, its part of a National Effort to help the island get back to normal. Reporter off they go on a long journey to the other side of the country, across the ocean and to disasterstricken puerto rico. Initially, the main effort was on life saving and taking care of the puerto ricans. Reporter now the focus is rebuilding infrastructure. Its been more than three months after Hurricane Maria hit. But only 55 of the islands power is restored. The first wave of assistance came from the Power Companies on the east coast. Now help is coming from everywhere, including sacramento. Just before the holidays, 15 pieces of large equipment like this one left the Equipment Yard in sacramento. It will arrive in puerto rico on january 18th. Following that they will send two large crews consisting of 14 workers all of them volunteers. We asked for volunteers. There probably wasnt a lineman that wasnt willing to go to the island. Reporter smart is part of the effort by Utility Companies in the country to rebuild puerto ricos power grid. Smud crews will work 12hour ships in the Northeast Corner of the island. They will be setting poles, stringing wires, hanging transformers, getting all of the customers back up and get their power back on. Reporter with the help of all the other Power Companies, smud employees hope to get more than 90 of the island connected to power within the next two months. One of the things that makes me so proud, when theres a crisis, theres an emergency, how willing our employees are to come together and resolve and take care of not only the people of sacramento but wherever help may be needed. Some meteorologists are calling it a bomb cyclone for its sudden drop in atmospheric pressure and could problems from the southeast to new england. The storm already because snow and ice to florida, georgia and the carolinas. And tonight a state of emergency has been declared throughout the region. Im ordering the closure of all government offices for nonessential employees for tomorrow. This same storm system has brought ominous forecasting of bonechilling temperatures and snow across the entire eastern u. S. Forecasters warn this weather system could soon strengthen as it moves up the east coast producing strong damaging winds in several states. Meteorologist mark tamayo is in for bill tonight. The storm is intensifying. The term bomb is an official meteorology term or word. Its when the pressure drops one millibar per hour for 24 hours. When it happens, its a big event. You might be wondering whats causing this. You heard so much about that cold air across a good portion of the country gripping a good portion of the country and take a look at the current numbers right now. It is minus 4 in fargo. So think of that temperature contrast and at the bottom of the trough where you get the storm system developing. In fact, heres the satellite. We trace the isobars. The tighter they are, thats a good sign of how strong the system is. And right there there is the current storm center of the bomb which moves up the eastern seaboard into thursday. Back here in the bay area we have a system to talk about, as well. Lots of clouds and scattered rain showers out there as we come in closer the rain finally getting its act together just offshore. A few lightning strikes, as well. So this rain line will be approaching the bay area over the next two to three hours. You will definitely notice an increase in the rainfall rates. In fact, its coming closer now and well show you the coverage out there just approaching our coastlines so thats a good solid area of some showers and some thunderstorms. And the rainfall will pick up in the short term with possibly some thunderstorms over the next few hours. In fact, i probably would bet on the chance of some thunderstorms for this evening. So definitely an increase in the rainfall rate for tonight. Even at 10 00. Then well see more breaks in the action thursday morning. And then another system moves into the area late thursday night. So heres the deal offshore. You can see the multiple systems. The first one we talked about for tonight, late thursday, then possibly more rainfall into friday morning. And then thursday morning, lots of clouds out there. The possibility of a few sprinkles a few scattered showers. But then look what happens. Temperatures for tomorrow will be in the 60s. This is the warmest system so snow levels in the sierra up above 8,000 feet. But what a change as you can see here in this fiveday forecast. The state attorney general says the president s tweet on friday shows he wants to use them as a bargaining chip. The tweet said there can be no daca deal without a border wall. A federal judge is hearing five lawsuits that seek to reinstate the Obama Program which protects immigrants from deportation. While she was hearing visiting the north bay fire zone, department of Homeland Security secretary Kirstjen Nielsen was asked about californias designation as a sanctuary state. The challenge that we have is what were talking about are sanctuaries for criminal aliens. So we have to find a way to work with the states to ensure that our communities are safe. When we arent able to pick up the criminals in a safe setting such as a jail, we then have to go into communities, which puts everyone in danger. President trump and attorney general Jeff Sessions have blasted the new sanctuary law saying it would keep federal officers from doing their jobs. Governor jerry brown called the law balanced and said it allows Law Enforcement to target dangerous criminals while protecting families without legal residency in the country. The acting director of immigration and customs had strong words for the new state law saying, quote, california better hold on tight. As Jonathan Hunt reports, the director said he wants to double the number of i. C. E. Agents and says politicians who back sanctuary policies should face penalties. Reporter the acting ice director is angry at californias new laws and at governor jerry brown for not only supporting them but also for not supporting much of the work of federal immigration authorities. The acting i. C. E. Director repeatedly warned californians about what he predicts will be dire results. The smuggling organizations are using the sanctuary cities law, the sanctuary state law, as a selling point. More illegal aliens will be coming to california. More criminal aliens will be coming to california. So california has bit off a lot more than they can chew. Reporter its important to point out that california has never officially declared itself a sanctuary state. The legislation containing the new laws in fact is called the california values act. Critics of course say it amounts to the same thing. Put simply, the new laws strictly limit the extent to which local Law Enforcement agencies can cooperate with and help federal immigration agents. How that will work in practice remains to be seen. But the acting i. C. E. Director clearly feels it will make his job and that of his agents more difficult and more dangerous. So he is putting more i. C. E. Boots on the ground and he says the administration should start charging local politicians who pass these laws with crimes. I mean, more citizens are going to die because of these policies and these politicians cant make these decisions and be held unaccountable for people dying. I mean, we need to hold these politicians accountable for their actions. Does the president share you view . Absolutely. This afternoon. The Oakland Police department was requested to 7th and chester which is this area directly over my shoulder. At 7th and chester, there was an officerinvolved shooting. This is a bart officer. You know what, we do know and again, this is very early in the investigation, what we do know is that a bart officer was at this location 7th and chester. There were two individuals. The bart officer who was dressed in full Police Uniform did discharge his firearm. We have two adult males that were taken to the hospital.
