I bet people are surprised by this, accident or no accident, we havent had traffic like this in a while. We are also looking at slowing past the ge plant, heading over toward 680. The rest of the commute looks all right, we are off to a decent start elsewhere. 6 02, lets go back to the headlights. New this morning, yet another bay area county begins in phase two of reopening, as part of governor new since roadmap to recovery. Contra costa county is easing shelter in place orders, ktvu sarah is here with us now, you have the information. Good morning sarah. Good morning dave, as of 6 00 a. M. , a couple minutes ago, Contra Costa Countys new rules went into effect, that means doors in the county can officially open for Curbside Pickup and manufacturers of supplies for these retailers can also open. It is all part of the beginning of phase two of the states fourth phase reopening plan. It comes with rosa, businesses open for pickup have to make sure customers waiting outside maintained their business distance by putting markers on the gun, you still cant go inside the shop so there wont be displays outside with items for sale. Two weeks ago the county allowed other openings like construction and outer businesses, they wanted to wait to see if that would lead to a spike in coronavirus patients, but Health Officials say cases are stable and the number of hospitalizations is down. In april, 44 people are being treated in county hospitals for coronavirus, as of sunday that number was 90. It will go into the second part of phase two which is dining in restaurants and malls reopening with modification, depending on how the next couple of weeks ago. We will continue to look at those progress indicators, follow the numbers, and we need to take time again, after change, to see the effect of that change before making another big change. Also starting today, Contra Costa County will allow outdoor gatherings where people can stay in their cars, but still celebrate things like graduation ceremonies, or go to religious services. There are rules though. Each of us have to be less that three hours on, there has to be a host to make sure that help fight and make sure social guidelines are being followed. It is recommended people stay home as much as possible and it is still required in the county to cover your face when you go to businesses. Reporting live, sarah, ktvu fox 2. In the time that contra costa moves into phase two that will mean eight of the nine counties have made the transition. Santa clara will enter phase two on friday, napa, solana, started retail less what, marin, san mateo and alameda counties along with San Francisco all moved into phase two yesterday. Store owners and San Francisco were happy to get back to business, even if it was for just pickup and delivery, mayor london braid helped celebrate the opening of green apple books. She said the city will help follow guidelines as they ramp up the economy and she understands why people wanted to happen quickly. We appreciate that there is Curbside Pickup in retail, but, for most of us, like when i go by my candles i want to walk in there and i want to look around even if i cant attach something. City Health Officials say they will be keeping a close watch to see if the number of new coronavirus cases increases, if there is a good trend, customers could be allowed back into some stores, by the first of next month. You can check the county by county information on reopening with the ktvu news app, there is a running list of what is open and where, right near the top of the page. Right now, just over 3000 patients are in the hospitals. And in intensive care units, e 8. 7 . There are just over 1000 patients. The Restaurant Owners say they are grateful for federal help, like the ppp but they still need more help. Just the very nature of restaurants, in general. We rely on social interaction. A lot of the skill and innovation that moderna is contributing is around formulating the blueprint in a way that is stable in your body so that a protein can be produced and that antibodies can be produced. The more traditional methods are to use a purified protein from the virus, and then inject that into the bloodstream, making antibodies in the body. So far we havent seen phase three trial with the drug moderna is using, researchers do hope to move into phase three as soon as july. Some south San Francisco, which i will show you coming up in just a minute or two, but that is what we are dealing with today. Look over fremont, pretty good. Later today, about five or 6 00 over napa, but we are not done yet. That low is still rotating and pieces of energy coming in behind that, starting to pick up on the peninsula and over toward 880. Some clouds, showers, highs a little warmer, scattered showers with a mix of sun and showers, temps bump up to the upper 60s, 40s and 50s on lakeport, we finally got a 30 in there. A lot of 40s or 50s on this very cool air mass on the peninsula, los altos 46, 40s for san carlos, also for atherton. Palo alto at 48 degrees, san mateo is close at 50. Some of that shower activity continues to rotate around that low, and as we mentioned it is heading toward milpitas. Look at that, south San Francisco just off the peninsula, so we will keep an eye on this for you, but that will be our forecast for today. A mix of sun and clouds, scattered showers, a little bit warmer, still below average unless you are by the coast and they are near average. Lets talk about traffic right now, sal is watching what is happening on the roads early this morning, sal . All right dave, thanks. We do have traffic that is going to be okay out there, i am looking at some of these slowdowns though, and the big one is 580 coming up over the past, i want to show you, we had a crash at grant line road and it could be part of the reason, but just after watching for a few days there is a lot of traffic. Even in the beginning of the pandemic, even when there were crashes, there werent a lot of slowdowns, and now, when there is a crash we see big backups, and that is the first sign of things getting back to somewhat normal. You can see traffic is okay on 685, and then the east bay traffic is all right, so you will have a lot going on when it comes to normal commutes but when things happens, now we get backups. Lets bring in steve with todays weather. There is a little rain out there now sal, especially around fremont. So we will show you that coming up, that might add to traffic delays, popping up like that. Just when you think you are safe you are not that is why i held onto shower activity today. Down toward milpitas, on 880, a little bit in south San Francisco, just off parts of the san mateo coast. Will get a closer look at the forecast projection, the futurecast has a little rain. Around fremont, and half moon bay, also napa later today. That would be around five or 6 00. That low is not completely out of the picture, it is not far enough east or south, so some of the moisture and convergence will take place, so sunshine and showers point scattered showers, a little warm in the upper 60s, low 70s today, but we are looking for 40s in lakeport, 30s, 40s, 50s on the temps. Walnut creek is at 49, berkeley 52. There is your activity toward the south San Francisco area, toward millburn, that is one that popped up, union city, fremont, to milpitas, six 80, heading down toward East San Jose foothills. We are not done yet, a few showers, a little warmer. 60s and 70s on the temps here, temperatures near average by the coast, but well below average in length. But it was beautiful outside. Is a garbage day . That might be it. I dont know. Lets look here, we have pop up showers that are near fremont, union city, down to milpitas. Be toward 237, 880, it doesnt take long, there are a few in south San Francisco on the peninsula, they are not as strong but that is going to be something we look at today. Santa cruz with an inch and a half a brain, Coyote Reservoir a third, center cruise is now up to 2. 62 for the month of may, that makes it the ninth wettest month on record for santa cruz. The records go back to 1893 point 40s and 50s on the temps, a couple showers there off of daly city, but again the main one is right there along union city, to milpitas, maybe mt. Hamilton, so we are not done yet. A few more will pop up later today, out toward napa county, 60s and 70s on your temps. All right, sal is here, 580, is that back to being a bear . That is right, we have a slowing there steve, along 580, i will show you that in just a moment that we are also checking in with the bay bridge toll plaza, and that is light. So some commutes are light and doing very well and others are not quite as light. So there is the light at the bay bridge, we have slow traffic, and earlier crash at the past, but look at all that slow traffic on 205 and 580, approaching the altama pass which is right there. But before we get there, there will be slow traffic that you have to deal with. The rest of the east bay commute looks pretty good, and if you look at the bay area now, we dont see a lot on it. But these are beginning to get a little different now in the last few days. At 6, 32, lets get back to pam. The u. S. Secretary and Federal Reserve chief, will be scheduling, they are scheduled to testify before a senate committee, and answering questions on how the government is handling the economic response to the coronavirus pandemic. Ktvus allie will be watching that as well. Allie . Yes, this is expected to start 30 minutes from now, the u. S. Treasury secretary steve mnuchin, and Federal Reserve chairman jerome powell, is expected to testify on the state of the u. S. Economy during the pandemic and the continued efforts of the government to try and bolster or help the economy. They will be speaking before a congressional panel, charged with overseeing where federal relief money has been going over the last several weeks. You will recall, several weeks ago, Congress Passed one of several federal relief bills, this when we are talking about is called the cares act, included billions of dollars in loans that were supposed to help the Airline Industry and other corporate businesses. But most of that money hasnt been spent or lent out, and the panel is expected to ask for some answers about the, they are also expected to ask mnuchin and powell whether they think more stimulus or relief money is needed from the government. Senate republicans have said they want to wait for the approved additional relief funds, and the white house agreed. If the economy continues the momentum we have seen over the last couple weeks of data, then i think one might conclude that the stimulus we have already habited is enough. Jerome powell is expected to disagree with that assessment, he has said that more relief from the federal government is needed to prevent a prolonged and severe recession, just yesterday powell warned that the u. S. Unemployment rate could reach 20 before it starts to stabilize. This hearing happened in washington, d. C. , around 7 00 our time, we will be monitoring it and bringing you another update about an hour from now. Reporting live, calabasas, ktvu tv. Phase two has started in Contra Costa County, Retail Businesses in Contra Costa County can start offering Curbside Pickups, for products cannot be displayed outside. Retail employees and customers have to be Wearing Masks and obey social distancing. Shopping malls cannot reopen yet. Also today, Contra Costa County will let groups of cars gather, including religious services and School Graduation ceremonies, the guidelines are strict though, you have to stay in your car and no motorcycles are allowed. The people in the car have to live in the same house. Everyone has to wear a face mask, if the windows are down. The gathering cant be more than three hours long, and has to be held in a big, outdoor space, like a parking lot. There also has to be a designated hose, and if there are more than 10 cars, that host has to provide security to keep an eye on traffic and safety. Santa clara county will allow more Retail Businesses to open, starting friday. No customers will be allowed inside stores, so it will be Curbside Pickup only. Many stores have managed to keep doing business by filling online orders, county Officials Say they are able to take this step now, because they did not see a spike in coronavirus cases after construction work was allowed to resume. Very very positive indicators that, in the time this has transpired since then, almost 2 weeks, we have had an incubation period that has not resulted in mass infections or clusters. The county is also lifting its ban on driveby celebrations, that was imposed two weeks ago, but people sharing a car must still be from the same household, no one is allowed to leave the car, and county Officials Say they do need more mass testing and contact tracing, before hair salons and houses of worship can reopen. Instore shopping could be just weeks away, but the owner of one gift shop in los gatos, is fed up, she is not waiting any longer. Mary grease yellow is going against Santa Clara Health orders, her sword closed in march, and they said that although they could do Curbside Pickup now, this store sales is down 90 and she took this into her own hands. With some precaution she opened her doors and allowed customers to browse inside. You are allowed to walk into favor, and you are allowed to walk into a lot of places, and you know, they have guidelines in place, we have the same guidelines. For the first time in six weeks, some san jose restaurants were open again, customers could buy their Favorite Foods and drinks from 10 vendors at san pedro square. It was only walkup service, their war face mask, plastic shields, but both customers and Business Owners say it is important to have even a little bit of normal life back. We are incredibly excited to see our regulars, our neighbors, our communities. It is about time, things need to get back to normal. Is been hard for everyone in the downtown community, we are the heart of downtown san jose. Almost 90 of downtown san jose has been closed, even though businesses may not be making a profit yet, at least they are bringing in some money to get through this tough time. Many americans cooped up in their homes are now finding comfort by stepping outside, and into the garden. There has been a boom in home gardening, since the nationwide shutdown began in march, many people find gardening a great way to reduce stress and anxiety, and an increasing number of gardeners are out of work and our growing food to save money. Even the little amount of money that i would spend on maybe an ice cream here and there, or a special treat or alcohol, i have cut out completely to just basics. Home gardening also allows people to reduce their trips to the often crowded grocery stores, during the pandemic. I must admit i am enjoying the gardening, you we usually plan this time of year, so we have tomatoes and cilantro, we have basil, some herbs, i will tell you to go to the Farmers Market a nursery, they started running out of those things because everybody is gardening. I would agree with that, you are seeing bags of dirt gone, i have seen that at home depot and also lowes, and the line is long, no doubt about it. So kudos to everybody getting their garden. Mine is going bonkers. The rain certainly helps. And there is even more now, if you have a garden down toward union city, milpitas, you are getting gardenvariety rain. Same for south San Francisco, there is a little bit of shower act hippity popping up there. Were not done yet, one more day here. Hit and miss but nampa. 07. Fremont. 04. A couple one hundredths here, showing up so in the past 72 hours, this santa cruz 2. 62, that is for the month of may. I added that in there because it is the ninth wettest may in santa cruz history, going back to 1893. St. Helena had an inch, and there was threequarter inch amounts, over an inch, in petaluma. So some clouds, showers, scattered showers, a little bit warmer. 39 lakeport, 40s for some, 50s for others, walnut creek 49 degrees, napa airport is 47. You can see that little line there, right off san mateo coast, that is the main band right now. 680, 880, toward evergreen, East San Jose photos, that is the one, so a couple showers could pop up here during the day. And again this afternoon, 60s and 70s on your temps. They will get there, after today it will be warmer, maybe a dip down, and then much warmer going into the weekend. All right steve, thank you, the time is 6, 41, help for the homeless in sonoma county. The new approved homeless camp, to give the homeless a safe place to stay. It is nice and light, yesterday we had an accident at this time, and today we dont. Things are much better, we had slowing on the ultima pass on 580 and 205, and earlier accident partly to blame, but i think more people are out there. Construction has started and a lot of people coming into the main part of the bay area, and you can see here the traffic is okay if we pull back a little.
