This afternoon putting out hot spots. Christian joins us with more on the firefight and now the investigation into what caused this fire. Christian . Certainly, alex, those firefighters said theyll be there until at least in the morning. When the first firefighters got here, you could not see your hand in front of your face. They had that much black smoke through this entire alleyway, and now we have firefighters who can be electrocuted. We can have firefighters who can be damaged or hurt by falling debris. Firefighters battled the flames, all the way dodging energized electrical lines and downed transformers. One firefighter was transported to the hospital after injuring juniories battling the fire. One firefighter who was injured is in stable condition and expected to be okay. By 1 30, crews had the upper hand on the fire, but not before it damaged six buildings along 14th street. Three residents in the area have been displaced. A half dozen or more businesses impacted. To see it go up in flames like this, its mind blowing. Reporter brian bartfelt said when he first heard about the fire this morning, he had no idea how bad it would be when he arrived on scene. Heartbroken when i turned the corner and saw our building going up in flames, to be honest with you. Reporter the family started the business at this building more than 70 years ago, and it appears to be a complete loss. While he hopes insurance will allow them to care on, right now he said it is simply too early to know. When the dust clears, or smoke damage clears, as it were, well cross that bridge when we get to it. Those firefighters are still on the scene monitoring and putting out hot spots at the scene of that huge fire, that six alarm fire from this morning. A lot of work still underway. You can see those firefighters still have a massive effort ahead of them. The question on everyones mind, of course, is how did this fire start in the first place. That is still under investigation. The San Francisco Fire Department said they have fire investigators on scene. They are beginning that investigation. At this point, they say its too early to pinpoint an exact caution of that fire, but they say they are certainly investigating. As you might imagine with a fire of this magnitude, it bears quite a bit of investigating. Live in San Francisco, christian, ktvu fox 2 news. Christian, thank you. Democrats are calling the Senate Republicans new coronavirus stimulus plan a gop spending spree. It includes 8 billion in defense fund something close a headquarters. Democrats also blasted the gops proposal for slashing a boost in Unemployment Benefits. Reporter first the democrats passed the heros act in the house. Now this week, Senate Republicans present the heels act. Both measures aimed at kick starting the economy but there is a 2trillion gap between the bills. They want to stay on the sidelines and recite talking points. I dont understand how this is a healthy and functional way to negotiate. Reporter republicans introduced their trillion dollar bill on monday with another check for 1200 for most americans a plan to reopen schools, provide Liability Protection and cut the emergency Unemployment Benefits from 600 a week down to 200. What the American People need is smart, safe, and sustainable middle ground, and they need Congress Help to construct it. Thats exactly what our measured proposal would do. Reporter the House Democrats bill that passed more than two months ago cost theres times as much, to give his money to state and local governments, and keeps the emergency benefits at their current level. Reporter both sides have said this friday is the deadline, because thats when those emergency Unemployment Benefits return out. However, an agrelikely to take weeks, not days. Tomorrow ceos from four of the worlds most powerful Tech Companies will face some tough questions from u. S. Lawmakers during a longawaited hearing on capitol hill. The House Judiciary Committees antitrust will be focusing on amazon, apple, facebook, and google. For more on this upcoming hearing, were joined by a Technology Reporter with the Washington Post. Kat, really good to have you on. Of course a lot of people, many lawmakers in washington believe that these four Tech Companies have far too much influence over how all of us communicate, where we get our information from, and there is the belief that some of that power is being abused. How are you expected these ceos to respond . Well, thank you so much for having me on the show. Were getting ready for a tomor these ceos from the major tech appearing virtually via cisco webex. And i think you know what were going to hear from these tech ceos, that bigger is better. They are going to be pointing on the contributions theyve made to the economy during the coronavirus, as other Companies Across the country have shuttered, weve seen these companies only create more jobs and grow more powerful, and i think that will be a big part of their defense antawn they face these tough questions on so many different fronts. Theres a wide range of companies showing up tomorrow, and they really have a lot of different problems, so its going to be a big challenge for lawmakers to dig in with all four of these. All right. So even though tomorrows hearing is supposed to be focused on these antitrust issues, obviously the result of a yearlong investigation by members of this house panel, i know you wrote in your Washington Post piece that it does look as though some republican lawmakers do intend to bring up the issue of the claims that Tech Companies are biased at against conservatives. How do you expect that to sort of play out during this hearing, and how will those lawmakers try to make that case . Thats exactly right. Almost every tech hearing in recent years, weve seen lawmakers suggest that Tech Companies are biased against conservatives, that they make decisions because theyre located, in many instances, in the bay area, and have largely liberal employee bases that are biased against conservative lawmakers or politician, such as donald trump. And, you know, we really havent seen substantial evidence supporting these claims, and weve seen a lot of push back from the Tech Companies. But, you know, the lawmakers are already showing signs that theyre planning to bring this up tomorrow, even if its not, you know, the core focus on the hearing memo that were expecting. Representative matthew gates, one of the republicans who sits on the committee, actually called for a criminal vision into mark zuckerberg, because he claim this last time he was in congress, he lied about this very issue. So we can be sure that it will come up again tomorrow. And will likely be an issue that a lot of republicans try to create fireworks on, because this is an issue that is really one that they see as rallying their base in an Election Year. Yeah, and i know you also write that its important for democrats to try to keep their eye on the ball, so to speak, and keep their focus on these companies trying to stifle competition. This hearing is the culmination, as we said, of a yearlong antitrust investigation by members of congress. What do you what do we think potentially comes out of this hearing . Do you think we see any moves to kind of break up these Tech Companies . It definitely you recall, in regulators both in the United States and europe bring anti trust action against microsoft. So this hearing in a lot of ways feels very similar. Obviously the big difference being there are these four separate companies. This committee over the past year has been talking to competitors of these companies, collecting millions of documents, including communication of some of the very executives that well see tomorrow. So i think one important thing to watch is what evidence does the committee produce tomorrow, based on its investigation that could support antitrust cases against these companies. But i think, you know, this is really setting the stage for that. My colleagues at the Washington Post have reported that an Anti Trust Lawsuit could be coming against google as soon in a lot more lawsuits, and also potentially change the Anti Trust Laws of the United States. Theres a lot of concern that these laws that were written decades ago are not up to the task of keeping up with advances in these Silicon Valley companies. All eyes will be on this virtual hearing happening tomorrow. Thank you, kat, Technology Reporter at the Washington Post. Thanks for doing it. Thanks for having me on. Well, bay area weather today, the last few days of july, a typical summertime pattern here. And you know it if youre at the coast, probably shivering there with the fog nearby. Youre looking for a way to shiver with those temperatures inland back to the upper 90s. Here is a look at the satellite. Were showing you this. The low clouds and fog still hugging a good percent of the bay area coastline. Its so foggy at the coast. Foggy over portions of San Francisco. Theres a closer look here. Weve also put in the surface winds to indicate we still have that onshore breeze. If we did not have this fog bank or onshore window, wed would be talk about a heat event across the entire area, but thats not the case today, not the case this week. We have fairfield 92 degrees. Livermore 90. San jose 76. Oakland 70, and half moon bay, a chilly 59 degrees. We have options here in terms of temperatures with the bay area pattern out there not only for today but over the next few days. We had the low clouds and fog. We have to talk about the inversion that is kind of setting up right about here. Thats kind of a lid on the fog, and whenever you have that, you have a layer of warm air up above trying to compress the marine layer. Here is our thinking graphically. That warm air, all of those down arrows compressing the marine layer. Where you have fog, it could be locally dense, and it could be stubborn, and thats happening near portions of the bay. Here is the forecast for tomorrow. Cool coast, hot temperatures inland, areas of fog to start out the day. Clearing back to near the coastline into the afternoon hours, and a temperature range of nearly 30 degrees. Low 60s to low 90s. Here is the forecast model tomorrow morning, showing you the cloud cover, and then the clouds will clear back to near the coastline, just like today. And temperatures, theyre not moving around too much this week. In fact, well be kind of repeating these forecast highs each and every day as we head toward the weekend, as we head toward a new month. Antioch, 93 for tomorrow. Oakland 74. In the north bay, santa rosa 84. San jose also 84 degrees. How long will this pattern last . Well look at your honor five day forecast coming up in just a little bit. Now to some breaking news. Were just getting word that after a fire forced the closure. It burned about 15 acres just west of willow pass road. As you can see, all lanes of the highway were closed when this fire broke out just after 3 30, but as we just reported, highway 4 now back open. As you can see here if these live pictures from sky fox, crews were able to gain control of this fire relatively quickly. You know still see some of the smoldering in that area. But the good news for anyone traveling in this area, highway 4, all lanes now reopened after a brush fire briefly forced its closure. Coming up here on the 4, contra costa just became they have third county to begin mask enforcement. Coming up next, what it will mean for businesses and residents. Son now the third county here in the bay area to to fine and businesses that , and also socially distance pentagon individuals can get a 100 fine for the first violation, 200 for the second, and 500 for each additional violation. The cost for businesses would be higher. Its 250 for the first violation, 500 for the second, and then 1,000 for each additional violation. We have got to get these numbers down, and the only way to do it is through enforcement. Several of our callers, im just amazed that you would say education, lets do this, lets do that. Weve been doing that for four months, and all weve gotten is increased cases. A county worker can either issue the fine right away, or could choose to issue a first time violation notice. That would give the person or business then two days to fix the problem. If it is not corrected, then they can be fined. Two nonprofit groups are teaming up to help Homeless People in Santa Clara County protect themselves against the coronavirus. Today the global Uplift Program and Home First Services will be handing out their first 1,000 masks in san jose. Its very ironic that the developing world is now bringing ppe to the developed world to california, in order to help our Homeless People. The masks will be going to residents at the mayberry Bridge Housing community in san jose. The Tiny House Community is run by Home First Services, which provides housing to about 5,000 people in Santa Clara County every year. Since the pandemic began, theyve opened four new shelters. Lauren blanchard is in washington with the latest on barrs testimony, and why it almost didnt happen. Since when is it okay to try to burn down a federal court . Is that okay . Is that okay . Now . No. Shame on you, mr. Barr. Shame on you. Reporter from the getgo, a house judiciary hearing where attorney general william barr was confrontation. You seem to have a different time understanding systemic racism. Democrats accused mr. Barr of doing president trumps bid. And mr. Barr, apparently the president believes that that you can be activated. They questioned why roger stones jail sentence was commuted. I agree the president s friends dont deserve special breaks, put they Everything Else dont deserve to be treated more hash usually than other peopl. Reporter this cage raise something eyebrows. Is it every appropriate, sir, for the president to solicit or accept foreign asince stance in an election . Depends what kind of assistance. Is it ever appropriate for the president or president ial candidate to accept or solicit foreign assistance of any kind in his or her election . No, its not appropriate. Okay. Sorry you had to struggle with that one, mr. Attorney general. Reporter the hours long hearing was initially delayed because jerry nadler was in a car accident on his way to the capital. He said she and his staff are fine. The car is not. Is afternoon contentious hearing is david mcewen, professor of Political Science at sonoma state. A lot of issues discussed today, and barr came ready to defend himself and to defend the president. Yeah. Mean, if you think about it, this is attorney general barrs first time in the barrel, and the House Judiciary Committee is going to be marked with a lot of fireworks, its going to be very tense. Its also going to be a hyper partisan type of hearing. Thats really not a surprise at some level, but at the same time you have 20 think about were in the midst of an Election Year and the conduct of the election. We got an opening, or at least a door, if you will, a window into this, the conduct of the election itself in november, the attorney general and the department of justice will be front and there, and that certainly was part it certainly was. Lets bring down some of the testimony today. I want to start with barrs response to criticism that he changes the direction of trump alleys investigations, and said those were only influenced by the rule of law. Right. And if you think about what how attorney general barr actually conducts this testimony is somewhat frustrating for democrats, and for lawmakers in general. He doesnt give any way in terms of talking about doj protocols. This came up for example about roger Stones Health and the intervention therein, or what you do with mike flynn, and what happens in terms of regular department of justice protocols, and what attorney general barr does is, he says look, the judge agreed with me. And that frustrating democrats that are running the meeting, and this being the first time, it was going to be tense. You think bite the conditions under which he came into office, came to be the attorney general after jeff sessions, and the fireworks that have happened over things like the russia investigation, or democrats pushing back on whats happening in portland or across the country. All of this prevents some different in total pushing attorney general barr, and hell give no way or no sanction attain of that, especially in testimony of a hearing like this. Yeah, thats what we saw today. You just mentioned portland. On the issue you of federal law enforcement, bar sort of did not break down from sending federal agenting into cities to try to quell violence. Thats right. He didnt back down from that at all. He said there was an obligation to not only protect federal property in federal court hours, but also to go after protesters, and its going after protests, and i argument is that theyve been taken over by violent groups, or by anarchist, and these type of folks, and in the process of doing that, hes give nothing quarter to democrats at all on this issue. All of this leading to the idea that theres a politicalization of whats happening with the attorney general. Yeah. Another issue that was talked about today is vote by mail. And attorney general barr casting doubt, continuing to do so, saying he is concerned about foreign actors possibly minting voting by mail at large scale come november. You see representens and democrats, how do you see republicans and democrats responding to that argument . He and the president both vote by mail. Theyve voted by mail for a long time now, and the evidence of fraud is actually quite minor, and we dont have a great deal of research that shows that it matters at some level, but the debate about the conduct itself is going to beri what the department of justice and the attorney general will do. So thats where bill bar becomes actually central to his view on whether or not fraud is going on or not, even though help himself and the president are conducting their own elections, and their voting if that same mechanism, but vote by mail is going to be extensive, and it could be an important element down balance low for what happens in state level races, and local level, and thats something the department of justice is paying attention to, especially in terms of foreign interference and work with other departments like dhs. As you mentioned, interesting topics discussed, a lot of them with legs, that well be discussing more on all of those issues to come. David mcewen, always a pleasure. Thank you very much. The California Attorney general is taking legal action now in response to the president s push to leave some people out of the census count. Last week president trumum to e undocumented immigrafrom the constitutionally mandated count of every person living in the country. The unprecedented move has gotten backlash with opponents calling it a violation of the constitution. Today the state attorney general announced californias lawsuit gains that memorandum. It would try to prevent california from having its full relatation in congress he said the memorandum would deny or stat what it it deserves and that everyone must be counted. And then our Temperature Sensor is going up around concord, danville, approaching the 90 degree mark, and the hot spots tomorrow will be in the lower 90s by 3 00 or 4 00. Here is the satellite. Were showing you this. Typical summertime pattern out there. Weve been showing you the same pattern over the past couple of weeks. As we come in closer, that fog bank already moving in to portions of San Francisco and already a few patches extending across the bay out towards berkeley as well this afternoon. Current numbers, low 90s to be walnut creek and livermore. Oakland 70,. The north bay, santa rosa at the airport reporting 78 degree opinions here is our live camera looking out toward sfo. You know still see the clouds in this picture. So the fog is a factor and will be around first thing tomorrow morning. So ill paint and fog in around San Francisco, oakland, and high ward to start out your wednesday morning. Pretty much a stable weather pattern this week for in between these two pressure systems. We have this area of low pressure up here to our north. This will keep those temperatures in check. Coastside and right around the bay. This area of high pressure, it the wants to heat up the interior, and it will. It will stick around as we head through the weekend. Temperatures around 90 to maybe 95 degrees.
