Begin in washington d. C. This noontime where Laphonza Butler governor newsoms appointment to fill the senate seat of the late Dianne Feinstein is about to be sworn in by Vice PresidentKamala Harris. Butler will be just the third black woman to serve in the us senate. No black woman has served in the chamber since Kamala Harris left to become Vice President. Butler will also be the first openly lgbtq senator from california. She is a democratic strategist. Prior to being appointed by governor newsom, she issued a statement saying no one will ever measure up to the legacy of senator Dianne Feinstein. But i will do my best to honor her legacy and leadership. And there has been a change to the Funeral Service for senator feinstein. The service has been moved to the front steps of San Francisco city hall so the public can attend. Its scheduled for thursday at 1 00. Weve learned that Vice PresidentKamala Harris and congresswoman nancy pelosi will be in attendance. There will be standing room available in civic center plaza. The service will also be streamed live online. Following that service, the senator will be buried at a private ceremony tomorrow. The senator will lie in state inside the rotunda of city hall where the public is invited to pay their respects from 9 a. M. To 7 p. M. Also in the news this noon, a vehicle with no driver behind the wheel is taking center stage in a hit and run crash. A cruz robotaxi was involved in a collision involving another vehicle and a pedestrian. The woman reportedly suffering life threatening injuries. But at this afternoon , the Autonomous Car company is defending itself. Ktvu allie rasmus explains the key role dash camera video will have in figuring out what happened when San Francisco firefighters first arrived at the crash scene at fifth and market last night. They found a woman pinned underneath the axle of a selfdriving cruise car. There was no one else around, so initially it appeared as though the selfdriving car was the only vehicle involved in this unique situation. We had no driver or passengers, nor any witnesses on the sidewalk to tell us how long she had been beneath the vehicle, what i can say is that rescuers responded within 60s from the initial dispatch, but overnight, representatives from cruise, the company that operates the Autonomous Car, said they looked at that cars dash cam video, which gives a different view. The company says that video clearly shows another car involved in the collision. Cruise shared that video with ktvu for our viewing purposes only, theyre not releasing it publicly. In it, we did see a dark colored sedan driving alongside the cruise car, both cars appeared to have a green light as the woman tries to cross the street into oncoming traffic. In the video, we see the dark colored sedan hit the woman first. The impact throws her into the path of the selfdriving car and she becomes pinned underneath it. That dark colored sedan was gone by the time firefighters arrived. Were looking to identify the driver as well as locate the vehicle. In a statement this morning, San Francisco police acknowledged the second vehicle, but stopped short of calling this a hit and run, saying, quote, we believe another vehicle that was not an Autonomous Vehicle may have been initially involved in the collision, but the vehicle or driver were not present at the scene during our investigation, end quote. Authorities arent sharing any information this morning about the woman who was struck, but firefighters say she suffered multiple traumatic injuries in the collision. Cruise says it will not make that video or any still pictures from it public. The company says it will only share that dash cam video with investigator and said, quote, our heartfelt concern and focus is the wellbeing of the person who was injured. And were actively working with police to help identify the responsible driver, end quote. San Francisco Police want Surveillance Video from their home or business in the area or anyone who witnessed the crash at market. And fifth, to come forward and help. Allie rasmus, ktvu fox two news. On the daycares website, the owner states that she has a bachelors degree in child development. I contacted her but have not heard back. Its very terrible for the parents to, you know, its very heartbreaking. This woman who wants to remain anonymous tells me she called the daycare about two days ago to ask about child care services, but was told it is currently full at six children, but that a spot was opening soon at 2,000 a month. I have two kids too, so i can understand their pain. We feel so sorry. I mean, i cannot. I think i cannot handle it. Its its. Its too much. Its unclear at this point how many children were in the home at the time of the drownings and how many adults were supervising. Well hunter biden has entered a plea in a federal court. It follows a plea deal with prosecutors that collapsed. Its the latest in an ongoing legal battle between the president s son and the feds. Madeleine rivera has more now from wilmington, delaware. Months after his plea deal collapsed, hunter biden, the son of president biden, returns to court to face federal charges. Hunter biden pleading not guilty in federal court on tuesday to three felony counts related to a gun purchase from 2018. Hes been charged with lying about his drug use on a form to buy the weapon, lying to an employee at the gun shop and then illegally possessing the gun. In july, his attorneys indicated he was ready to plead guilty in exchange for a deal that involved probation and participation in a pretrial diversion program. Republicans called it a sweetheart deal, and a judge ultimately rejected the agreement. Special counsel david weiss says the deal is null and void, though hunters attorney believes its valid. Once you you basically have a deal like this, collapse in court and you break off any agreement with the department of justice. They tend to go at you full bore. Some republicans have accused weiss of moving slowly on the case, suggesting hes operating with interference from the white house. Attorney general Merrick Garland says thats not the case. David weiss is a long standing career prosecutor and he was appointed by mr. Trump as the United States attorney for the district of delaware. I promised at my nomination hearing that i would continue him on in that position. Hunter biden faces up to 25 years in prison if convicted on all counts, but thats unlikely given no prior felonies in wilmington, delaware. Matthew rivera, ktvu, fox two news. This makes butler just the third black woman to serve in the us senate. No black woman has served in the chamber since Kamala Harris left to become Vice President. Butler will also be the first openly lgbtq senator from california. She was a democratic strategist prior to being appointed by governor newsom, butler issued a statement saying no one will ever measure up to the legacy of senator Dianne Feinstein, but i will do my best to honor her legacy and leadership. All right. Heading to a live look outside right now. This is a look at the golden gate bridge. And you can see blue skies right now, traffic moving smoothly. Ktvu meteorologist mark demayo is here now with a look at what to expect for the rest of the day. Well, just a few days ago we were talking about some cool rain showers around here and some sierra snowfall. Now things are changing around quite a bit. Increasing sunshine and also a bit of a warming trend as well. So today kind of the transition day as we head into your tuesday afternoon forecast, lots of 60s 70s and the warmest locations will be approaching the 80s. Still partly cloudy skies near portions of the coastline, more sunshine inland as you take a look at that temperature range for today, we will continue to add some more heat into wednesday, thursday and into friday. So thats the headline this week. A big rebound in temperatures from october. Heat, as you can see by friday, the warmest locations inland will be approaching the lower 90s. So october heat wednesday through at least saturday 70s all the way to the 90s. Temperatures well up above the average. Lots of sunshine. And with this pattern especially this time of year, we have to keep an eye on fire danger. No fire weather watches posted just yet, but those dry winds will definitely be a factor. So elevated fire danger all week long. Heres a satellite where you can pick out some Stormy Weather way up to our north here. But you can see this big circulation offshore. Theres a big ridge of High Pressure that is building in that will keep us dry, thatll keep us sunny. And as weve been talking about already, that will keep us warm as well as we come in closer to the bay area satellite throughout the day, still picking up on some patchy fog from earlier this morning. And actually a dense fog advisory posted for portions of the bay area. But we are expecting some clearing with maybe some leftover patches near portions of the shoreline this afternoon. So here is the deal for today. We begin to warm things back up beaches mainly in the mid to upper 60s, no 90s just yet. The warmest location is around 80 to 85 degrees for your tuesday afternoon forecast. Heres a setup once again, this will be the main driver over the next few days. This area of High Pressure building in this typically happens in october. So pretty much right on schedule. Unfortunately, this is sort of linked with fire danger as well. Thankfully, were not expecting strong, super strong winds in the bay area. Hills but still something well be watching over the next few days. Winds coming in out of the north and northeast. And, you know, even for the coastline, that clears out the fog and that sends temperatures up right near the immediate shoreline. So warmer forecast on wednesday, thursday, friday and into saturday. It looks like we will begin to bring in some cooling changes by the second half of the weekend. Heres the forecast model picking up on some of the cloud cover from earlier today. But we are expecting partly to mostly sunny skies for your tuesday forecast. This is your wednesday completely in the clear. The cloud bank is well out here in the pacific and then pretty much the same story for your thursday. Lots of sunshine in from the north to the south and temperatures continue to heat up. So this afternoon, mostly sunny across most of the bay area, but still some partly cloudy skies near portions of the coastline mid 60s for pacifica, lots of 70 around the bay for San Francisco and oakland and hayward and some 80s inland for santa rosa, fairfield and antioch. Here is a look ahead. Your five day forecast. Temperatures continue to trend upward by thursday and by friday. Look what happens by friday. Mid to upper 70s. Maybe getting close to 80 degrees for the beaches around the bay in the 80s and friday, the hottest day were thinking about 94 for the hottest locations inland saturday is still fairly warm. And then on sunday we should begin to bring in some cooling as we head toward the weekend. T definitely temperatures trending up over the next several days gp again. Well, the recent advances in Artificial Intelligence is raising a wide range of concerns. Now and many people are now worried how it could affect americas legal system. I am not morgan freeman. And what you see is not real. Yeah, this is actually a deepfake the term given to video audio and still images that are altered using Artificial Intelligence. They are nearly impossible to tell from the real thing and artificial evidence expert says deepfake are now affecting a growing number of us court cases. Do you think that theres already been a fake digital little evidence in a courtroom . Id be very surprised to find that there isnt. I mean, forgeries have been around for thousands of years at this point. So weve just changed the medium. Prosecutors and Defense Attorneys say the fake evidence has already created confusion and chaos and a growing number of court cases, as i think its something that really cuts across the criminal and civil legal systems. And i dont think anybody should be sanguine about it or or think that this is a good development. The things that im reading about are the new nervousness of lawyers and judges, because imagine our jurors system looking at all the evidence with this type of skepticism. Experts in Artificial Intelligence say the us legal system should respond more aggressively because the current rules for courtroom evidence are outdated. Parent Company Facebook is rolling out a new plan for its customers in europe. The wall street journal reports it would allow them to pay a fee to go on facebook or instagram without ads. The fee would be 14 a month for people using smartphones, 17 for computers. Same plan could be soon available here in the United States, although californias reservoirs are filled with water right now, the battle for water rights is pitting two of the largest carrot growers in the country against its small town neighbors , bolthouse farms and grimmway farms are suing people and Family Businesses and new cuyama in Santa Barbara county. Its all because of groundwater. As the aquifers dried up, the state required communities to create local groundwater agencies to work out water use details. The two big farms are now suing other farms they say arent following those rules or Legal Defense fees are hurting the smaller companies. So theyve organized a carrot boycott. Were asking people to boycott carrots because that is a way to tell these companies that were unhappy with the way theyre operating and the way theyre treating a community and where they farm. It was a huge pool. But now its going down, down and the pools will be empty. So then theyre going to leave. And when will they leaving . Theyre going to leave in this dust bowl. Its going to turn the weeds tumbleweeds. Its going to be a nightmare. The carrot growers say theyre obeying the terms of the agreement that was worked out and they want everyone else to do their part. We want to be here for decades to come. Weve been here for a long time. Weve done a lot of conservation effort. This whether its upgrading our sprinkler pipes or the sprinkler heads themselves, reducing the acreage, like most Property Rights battles, this one is expected to end up in the courts. The biggest question is if the lawsuits will take longer than the water levels are able to support the community. Swing back to weather here as the sun is out in parts of the bay area, warmer weather has moved back into the bay. Ktvu meteorologist mark tamayo has a look at what to expect a bay area warming trend that will top our weather headlines over the next few days. Were not just talking about some 80s parts of the bay area will be heating back up into the 90s. So get ready for that big temperature change over the next few days for today as we check out your weather headlines, no big changes out there. We are expecting increase in sunshine, clearing skies, warm inland. We will have to keep an eye on the hills. Those dry offshore winds picking up tonight and into wednesday night and thursday night so we could have some breezy conditions in the bay area hills but definitely temperatures warming up over the next few days. That is the biggest headline, 70 to 80s and some 90s temperatures a good 5 to 15 degrees up above the average. And with this pattern, fire danger will be a concern. No red flag fire warnings, but something well be watching closely over the next few days as those winds develop. Heres a satellite out where you can pick out this big circulation out here in the pacific. Whats interesting, you can see the cloud pattern kind of following this this motion here moving from the north to the south for this portion of the pacific northwest, for us, this translates to a dry pattern and a warming pattern as well. We actually had some dense fog advisories posted near portions of the coastline earlier this morning and still some patchy leftover fog near portions of the coast for this afternoon. So partly sunny skies, but increasing sun across a good portion of the bay area. Those brighter colors do make a comeback. No triple digits for today, no 90s, but were thinking upper 60s to the 70s and the warmest locations this afternoon will be approaching the low to mid 80s all because this guy this big area of High Pressure which is offshore this will continue to build in keeping us dry and setting those temperatures up. So warm for the beaches, 70 maybe by friday could be approaching at least the 80 degree mark. And then inland it will be hot inland back up into the low to the mid 90s later in the week. Here is the plan though, today though for your tuesday we are expecting increasing sunshine. Wednesday we will have more sunshine. Youll definitely notice that warming trend for tomorrow and then into thursday say definitely more sun and once again were going to be watching out for those winds coming in out of the north and northeast. No warnings or watches related to fire danger, but that will dry things out. And ill have to keep an eye on those on those increasing winds over the next few days, especially for the overnight hours. Temperatures this afternoon will be in the 60s, 70s, warmest locations in the low to mid 80s for livermore, antioch and fairfield. Also fleet week. It looks like a nice forecast for friday for San Francisco. Lots of sunshine. Excellent visibility probably into saturday as well. A little bit of some cooling and then we could bring in partly sunny skies on sunday. So over the next few days, you can see the y the peak of the heat will be on friday. And then it still looks fairly nice into your saturday, but it looks like well bring in some cooling for the second half of the week. And that cooling trend kicks in on sunday. But between now and then, you will definitely notice temperatures soaring across the entire bay area, putting a spotlight on dyslexia. At 55 years old, they can switch to screening every two years. October is also dyslexia awareness month. The San Francisco man launched a nationwide postcard project that will debut on capitol hill in october. Ktvu Jana Katsuyama has more on the project and the goal. Each one is just a whole different level of expression. If a picture postcard is worth a thousand words. Gil gershoni is awash in a wealth of pages that speak volumes. So we have over 1000 postcards to date, a thousand from him over 30 schools from around the country. Growing up, gershoni felt the frustration firsthand of seeing words on the page as a puzzle and struggling to read with dyslexia. And so this year, he asked others to write themselves a dear dyslexia postcard in expressing what dyslexia means to them with art and a word. To me, dyslexia is mysterious. Marin samuels is a sixth grader at Northbridge Academy in mill valley, which has 82 students with dyslexia participating in the project. Their feelings and their art are turning blank pages into open books, learning that shortcomings can also be superpowers. Now that i know things like that, i feel proud and i feel more comfortable being like, oh yeah, i have dyslexia. The postcard project is including everyone from students to celebrities, even bestselling author dave pilkey sent a postcard of his famous pup dogman. This is an original one that he sent to us and we just opened the envelope and i was just my jaw just dropped. I was like, whoa. So awesome. Art and words coming together and opening new doors. All the images are different and its it really touched me so deeply. And in putting those feelings to paper, Something Else magical happened. And the postcards words strung together into a powerful poem always here. This ocean of words, always here. The fog. I am soggy, frustrated, then accomplished and clear in my frozen moments i cling to a particle of dust and trust in my abilities. They crystallize form snowflakes.
